MINUTES
Strategic Plan Advisory Commission
Tuesday, April 25, 2017
6:00 p.m. to 8:00 p.m.
City Hall, 2nd Floor Conference Room
Commission members present: Bill Briska, Judy DiFulvio, Armida Dominguez, Dustin
Good, Steve Knight, Todd Martin, Jeanette Mihalec, Dan Miller, Sara Sabo
Commission members absent: Carolyn O’Neal, Dennis Verges
Members of the public: Dave Segel, Sustainability Commission
Staff: Rick Kozal, city manager ; Laura Valdez-Wilson, staff liaison
A. Chairmain Briska called the meeting to order at 6:00 p.m.
B. Roll call was read by staff liaison Laura Valdez-Wilson.
C. SPAC approved the meeting minutes from February (no March meeting) with
an 9-0 vote. Steve Knight moved to approve, with a 2 nd from Armida
Dominguez.
D. Staff liaison Valdez provided an update and timeline for the upcoming
community survey. SPAC reviewed the initial draft of questions and provided
feedback that will be incorporated into the final survey.
a. Survey will be mailed to residents week of June 5
b. Survey results and report will be provided to the city the week of July
10
c. SPAC was asked to assist the city in hosting public input sessions after
results are received. Dates will be announced and selected during the
May meeting.
E. City Manager Kozal began a discussion about the city’s focus on downtown as
part of the strategic plan. Commissioner Martin asked about the status of the
Downtown Neighborhood Association and if the SPAC could provide formal
input into the city’s next steps with the DNA. Cit y Manager Kozal agreed that
a subcommittee could be formed and participate in the process of bringing
forward a recommendation to city council regarding the DNA.
a. Subcommittee: Dustin Good, Judy DiFulvio, Todd Martin
b. The subcommittee will meet with City Manager Kozal and DNA
representatives prior to a recommendation going to city council.
F. As part of New Business, Staff Liaison Valdez updated the group on two
initiatives: student representatives on various boards and commissions and
the website redesign.
a. Community members from the EAC’s Elgin Area Leadership Academy
brought forward the idea to establish a new youth commission for the
city of Elgin. Staff will recommend at the May 10 city council meeting
that this year be considered an exploratory year and in troduce
student representatives to identified boards and commissions. The
initial term year will mirror the 2017 -2018 academic year, and an
exploratory committee will provide city council a recommendation for
future program design next summer.
b. The city will undergo a redesign of its website, and Valdez asked SPAC
to provide input during the process. The redesign process began at
the end of April 2017, and is expected to go live in January 2018.
G. Dave Segel provided an update of the DNA design committee, and general
Sustainability Commission updates.
H. The meeting was adjourned at 7:20 p.m. by Jeanette Mihalec, with a 2nd by
Steve Knight.
