Commissioner Couture asked if modern amenities such as solar panels, satellite dishes, etc
are covered in the new guidelines. Jennifer Fritz-Williams stated that these items are covered
under"New Construction" and should be installed so as not to be visible from the street.
2. Walgreen's Windows: Commissioner Briska discussed the proposed layout from the
company with limited wording. Commissioner Couture wondered if the photos would be
sepia or black and white and what order the images would be displayed in. Commissioner
Briska was not sure.
Commissioner Ristow made a motion to approve the selected images for printing. The
motion was seconded by Commissioner Chapman and passed unanimously.
3. Restoration Covenant Program: Jennifer Fritz-Williams reported that this program was
pulled from the Committee-of-the-Whole meeting due to several concerns. Foremost, some
city staff members are concerned that this program will create a "second-class" designation
level that is entitled to all the benefits of a fully recognized local/national landmark.
Secondly, by creating this second-class status for individual properties to access grants, the
city would lose its incentive for neighborhoods to come together and create districts.
4. Restoration Drawing Program : Jennifer Fritz-Williams stated that this program will be
uncoupled from the Covenant program so that it may move forward for city council
consideration. However,before it call do so, some areas need to be refined and clarified.
Chairman Pcpa agreed to reconvene the subcommittee to answer all questions raised by city
staff. Jennifer Fritz-Williams will provide a list of unanswered questions for the
subcommittee to review.
5. Wing Park Golf Course—Landmark Designation: Jennifer Fritz-Williams stated that the
nomination of Wing Park Golf Course as a local landmark will be placed on the Committee-
of-the-Whole agenda for March 26'h.
G. Preservation Month: Jennifer Fritz-Williams announced the schedule of events to-date.
Commissioner Ristow mentioned that Van's Frozen Custard was interested in coming to the
Watch Factory Depot opening. Commissioner Couture stated that Windnill Antiques wanted
to do an antiques appraisal but Bunte Auction Services is already scheduled by the library.
Commisioner Couture reminded staff to check with Peggy Stromberg at Elgin Public
Museum for their monthly activities and Dave Buck about celebrations at Wing Park Golf
Course to mark the 100 year anniversary.
E. New Business.
1. Survey of the Elgin Historic District: Jennifer Fritz-Williams stated that RFP's for the
survey had gone out to all interested parties and would be posted on the city's website.
Deadline for submissions is April 11.
2. Mayor's Award Nominees: The following nominees were considered by the commission:
1. John& Jerri McCue for the Williams Stickling Award for rehabilitation of Salon
Couture/Ravenheart Coffee. Commissioner Chapman moved to approved, seconded
by Commissioner Briska,passed unanimously.
2. Festival Park: For community park. Withdrawn because it wasn't really a
preservation project.
