Commissioner Chapman and Briska agreed to work together to develop a firm plan with cost estimates for the next meeting. 2. Elgin Design Guideline Manual Updates. Jennifer Fritz-Williams is working with the formatter to resolve the resolution issue regarding the sketches and images before the guidelines go to print. Otherwise the document was properly formatted with the infonnation that the Commission had requested in it. Preliminary copies will be handed out to the design review subcommittee at the next meeting, February 12, for their reference. As to the additional text that the Commission had requested to be inserted in the guidelines document pertaining to the definition of"Aquired Significance" and "Character defining features" Jennifer Fritz-Williams stated that the proposed wording will go before the Committee-of-the-Whole at the next available meeting. After council has had time to review the proposed amendment, the wording will go to city staff for review and comment. 3. Walgreen's Windows: Commissioner Briska reported that the company has finally decided on the images that can be displayed. They will be printing mock-ups for the commission to review. 4. Restoration Drawing and Covenant Program: Jennifer Fritz-Williams reported that both of these programs will be put before the Committee-of-the-Whole at the next meeting for city councils review and input. Preliminary comments from staff have al I been positive. With formal direction from City Council, Staff will complete the internal review and revise and clarify the program as required. 5. Wing Park Golf Course—Landmark Designation: Acting Chairperson Pepa opened up discussion by asking Dave Buck about the plaque provided in the nomination packet. Mr. Buck stated that the plaque is located on a rock on the west side of wing st, but wouldn't be included in the boundaries of the landmark. A motion was made by Commissioner Ristow to accept the nomination of the Wing Park Golf Course as a local Elgin landmark. The motion was seconded by Commissioner Krocza and passed unanimously. E. New Business. 1. Appeal of DRS decision to deny COA for vinyl siding and windows at 364 S Liberty St.: Commissioner Ristow asked if the petitioner was going to sue the contractor. Staff mentioned that they have encouraged Mr. Choi to pursue legal action against the contractor since the signed contract stated that the contractor would pull all necessary permits. A motion was made by Commissioner Briska to uphold the decision of the Design Review Subcommittee to deny a COA for the installation of vinyl siding and windows at 364 S Liberty. The motion was seconded by Commissioner Ristow and passed unanimously. 2. Planning for Preservation Month: Jennifer Fritz-Williams stated that many activities have been set in motion and are in the planning stages. The awards ceremony has been changed to
