The meeting of the Elgin Heritage Commission was called to order at 7:55 p.m. in the City Council Chambers by Acting Chairman Pepa. Members Present: Eric Pepa, William Briska, Betsy Couture, Evelyn Chapman, Bill Ristow, Rick Krocza and Paul Durrenberger. Members Absent: Kathy Skaggs. Others Present: Dan Miller, Dave Buck, Henry Choi, City Staff Present: Jennifer Fritz-Williams, Historic Preservation Specialist B. Approval of Minutes: Minutes of the January 15, 2008 meeting was submitted for the review and approval of the Commission. A motion was made by Commissioner Briska to approve the minutes as submitted. The motion was seconded by Commissioner Couture and passed unanimously. C. Plaque Applications 1. Heritage Plaque Applications. i. 327 DuPage St: The plaque was scored on the criteria of architectural, historical and current maintenance, and received the following average scores in each of the three categories. Architectural Significance: 8.3 Historical Significance: 8.5 Current Maintenance: 8.3 Since the application received more than the minimum of 6 points in each category it was eligible to be awarded a plaque. A motion was made by Commissioner Couture to award a plaque with the following inscription: 1871, .1. Spire. The motion was seconded by Commissioner Durrenberger and passed unanimously. 2. Sears Plaques 500 Gertrude Street: The property owner has asked that the application be withdrawn until she has the time to complete the required research. Her application fee will be refunded. D. Old Business 1. Watch Factory Depot. No updates were provided at this time on the building or its pending lease. Commissioner Chapman suggested that an Ice Cream Social be held there during Preservation Month to call attention to the plight of the building. Commissioner Ristow said he knew the owner of Van's Custard and would contact them to see if they are interested in getting involved. Commissioner Briska mentioned creating a museum inside with placards, signage, and photographs. This could be unveiled during Preservation Month.
