iii. 231 Hamilton St: The plaque was scored on the criteria of architectural significance,
historical significance and current maintenance, and received the following average
scores in each of the three categories.
Architectural Significance: 8.1
-listorical Significance: 7.6
Current Maintenance: 8.1
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Couture to award a plaque with the following
inscription: 1908, J Kenyon.
The motion was seconded by Commissioner Skaggs and passed unanimously.
2. Sears Plaques
i. 500 Gertrude St: The plaque was scored on the criteria of architectural significance,
historical significance and current maintenance, and received the following average
scores in each of the three categories.
Architectural Significance: 5
Historical Significance: 6.9
Current Maintenance: 6
Since the application did not receive more than the minimum of 6 points in each category
it is not eligible to be awarded a plaque.
D. Old Business
1. Elgin Design Guideline Manual Updates. Jennifer Fritz-Williams stated that the guidelines
are finalized and going to the printer for a working draft to be approved by the city council.
2. Restoration Drawing Program: Jennifer Fritz-Williams reported that this program was
pulled from the Committee-of-the-Whole meeting because it was too vague. Commissioner
Pepa stated that the idea was left vague on purpose to see if city council would even like the
idea.
Commissioner Briska stated that he was concerned that staff was stopping the commission
from adequately performing its duties, that staff should be limited to arguing for or against a
proposal but not stopping the idea from reaching city council for their decision. The
commission would like to know city council's opinion on the proposed program and if the
proposed programs should continue to be refined. Commissioners Briska and 1 epa request a
meeting with Mr. Deering and other staff members to resolve this issue.
3. Preservation Month: Jennifer Fritz-Williams announced the final schedule of events.
Brochures are being printed and will be ready in two weeks. The schedule will be on the
city's website as well. Commissioner Briska has been working on 3 shadowboxes for the
windows at the Watch Factory Depot for May 24`h Museum Day.
Commissioner Ristow moved to allocate $1500 to make the display boards for the windows.
The motion was seconded by Commissioner Skaggs and approved unanimously.
