Members Present: Karin Jones, Jerri McCue, Steven Migala, Berto Valdez and Chairman Jay Cox. Members Absent: Jerry Deering and Loretta Revesz. Staff Present: Damir Latinovic, Senior Planner. APPROVAL OF MINUTES: Motion made by Commissioner Migala to approve the minutes of December 2, 2019, as submitted. The motion was seconded by Commissioner Valdez. The motion passed 4-0-1 (Abstain: McCue). Oath Administered: The court reporter administered the oath to all persons desiring to testify. PETITION TO BE CONSIDERED: Consideration of Petitions 41-19 & 42-19 Requesting the extension of the planned development established by Ordinance No. G17-18, and approval of a conditional use, with any other departures as may be necessary or desirable to establish a residential care facility, all at the property commonly referred to as 711 E. Chicago Street and 712 Laurel Street, by UP Development, LLC as applicant, and German Hernandez, as property owner. No objectors were present. Commissioner McCue moved to recommend that City Council approve Petitions 41-19 & 42-19, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. No objectors were present. Commissioner McCue moved to recommend that City Council approve Petition 05-20, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Jones seconded the motion, which was adopted 4-1. (Nay: Migala) Consideration of Petition 43-19 An application by the City of Elgin to amend Chapter 19.15, "Preservation Districts" of Title 19, "Zoning", of the Elgin Municipal Code, 1976, as amended, to modify the regulations for "Automotive services (7549), excepting automotive oil change and lubrication shops", "Motor vehicle repair shops" [SR] (753), and "Top, Body, and Upholstery Repair Shops and Paint Shops" [SR] (7532). No objectors were present. Commissioner. Migala moved to recommend that City Council approve Petition 43-19, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 5-0. Consideration of Petition 04-20 An application by the City of Elgin to amend Chapter 19.12, "Site Design", Chapter 19.45 "Off Street Parking", and/or Chapter 19.47 "Off Street Loading" of Title 19, "Zoning", of the Elgin Municipal Code, 1976, as amended, to modify the requirements for interior landscape yards associated with vehicle use areas for loading facilities. No objectors were present. Commissioner Migala moved to recommend that City Council approve Petition 04-20, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.
