MOTION: Tom Armstrong motioned to approve the November 28th minutes as
presented. Chin Keomuongchanh seconded. Motion unanimously approved.
III. Citizens Forum: None.
IV. Athletic Facility Improvement Grants: Maria Cumpata provided a summary of the
process. As a follow up to the October 24, 2017 meeting, Tom Armstrong, Chin
Keomuongchanh, Randy Reopelle and Maria met in November to go over the requests.
Classic Little League (CLL) did not attend the October meeting to present 2017 results and
2018 requests so there is no funding in 2018 for CLL. American Legion didn't really ask
for anything. Last year they got a scoreboard. The proposed breakdown of 2018 athletic
facility improvement funding for youth sport organizations is:

MOTION: Tom Armstrong motioned that the Park and Recreation Board recommend that
r the City Council approve the distribution of funding as presented. Andy Dogan seconded.
Motion carried unanimously.
V. Park Project Update:
• The 2016/2017 CDBG park projects (Grolich, Trillium Wing Street, and Woodview)
addressed a large number of ADA compliancy issues with the work at Wing Street Park
wrapping up the last week of December. Grolich Park also included our first outdoor
fitness area. We also added a new park,Woodview Park,to our park inventory,which
now includes 75 parks. Woodview Park is the site of our first sprayground.
• The 2017/2018 CDBG park projects (St. Francis, Kiwanis and Clifford Owasco) are
currently out for bid. The bids are to be opened on February 1.
• The Wing Park Golf Course drainage project is to be completed soon and will be an
appreciated benefit during heavy rainfalls. The water will flow by gravity to the
hillside just west of the parking lot for picnic shelter number 2, resulting in fewer days
that the golf course will be closed and fewer turf repairs as the standing rain water
kills the turf. Last year's expense due to the flooding was approximately $20,000.
With the cost of$60,000 for the drainage project, it will take about 3 years to recover
the expense.
• 2018 budget funding was received for the following park projects: Eagles Park Phase
2, Abbot Park playground replacement, Sports Complex playground replacement,
Sports Complex softball field backstop improvements, and Slade Avenue bike path re-
alignment.

VI. Jack Cook Park Phase 2: Jack Cook Park, a 224 acre park, has about 25 acres developed.
Recently a new parking lot was developed with 100 additional spaces. This spring the
fields will be used for rugby, lacrosse and soccer practices. Some rugby games may also
be played there. Discussion took place regarding a phase 2 plan, which would be
significantly more passive than the original plan for the park. The phase 2 plan will cover
those areas inside the Plato Ditch and Pingree Creek. Park plans for those areas outside
of Plato Ditch and Pingree Creek should be made once we know what the adjacent
residential developments will look like, as we will want to connect to them. While we
wait for those developments to happen we will plant these areas with native habitat,
which should benefit wildlife.
For the area inside of the creeks, we hope to be able to develop one more soccer field,
some walking paths and picnic shelters. Randy also reminded everyone of the discussion
we had with Holly Hudson some time ago, regarding potentially developing a wetland
bank to assist with the funding of naturalized wetland improvements to the area. He will
contact the St. Charles Park District as they have a wetland banking project. He also noted
that we already have a lot of data on the property including where farm drain tiles are
located and what tiles are not working.
VII. Miscellaneous:
a. Elgin Men's Baseball: The use of the fields at Elgin Shores, which are the fields that
used to be the home fields for Elgin Continental League, have been run by Elgin Classic
Little League since 2015,when the Continental Little League merged with Elgin Classic
Little League. During this past season Classic Little League's demand for field space at
the Elgin Shore's site decreased with occasional practices being held at that site. Due
to the lack of Classic's volunteer help and resources the Elgin Men's Baseball
maintained field 7, which they then used for their games, as well as the other fields,
which Classic used for practices if needed. The Elgin Men's Baseball League had 6
teams in 2015 and 12 teams in 2017 playing their games primarily on Sundays. This
year the league expects to grow to 18 to 20 teams and expand home games to some
Saturdays in addition to the Sunday games. Staff is seeking Council approval to enter
into a one-year agreement with Elgin Men's Baseball for use of the fields at Elgin
Shores Park. The city will still own the property and the league will have use of it for
schedule games and practices except dates we designate as tournament dates. The
league will also maintain the property and buildings at their cost. Any changes or
improvements to these must be approved by the city. The agreement will be on the
City Council's February 14 agenda.
b. Other:
• Elgin Sports Complex Expansion Plan: Randy Reopelle noted that more soil
samples are needed in those areas where weak soils were identified. This will
allow better definition of development phasing and the associated cost of the
rphases.
• Festival Park: We are working with Land Management to replace the rope
climber with a regular playground.

II. Minutes of the January 30, 2018 meeting:
MOTION: Tom Armstrong motioned to approve the January 30, 2018 minutes as

III. Citizens Forum: None.
IV. Gifford Park Association (GPA) Request: GPA submitted a request for the board to
consider waiving of the Pavilion rental fees for their organization's Lords Park Pavilion
rental on Friday, April 20, to host their annual pot luck dinner. GPA members host and
man a water station for the participants of the annual Fox Trot.
MOTION: Carl Missele motioned the board approve the waiver of fees for GPA's April
20th Pavilion rental. Marino Lamantia seconded. Motion unanimously approved.
V. Jack Cook Park Phase 2: Randy Reopelle provided updates on the park.
a. Since grant funding was used to purchase the park land, we cannot consider
wetland banking on the property.

b. As we transition from grassland to native prairie, there are some intermediate
steps that need to be done, in regards to what is being planted on the land and
r" how the land is prepared for native plants.
c. The housing developments that were planned for the areas surrounding Jack Cook
Park did not happen for the most part due to the economy slowdown that
occurred. Monica Meyers, Executive Director of Kane County Forest Preserve
District (KCFPD) met with Randy recently to discuss what our next steps would be
pertaining to Jack Cook Park. She inquired if Elgin would be willing to give the land
back that we are leasing from them. KCFPD has not put together a formal proposal
on this as it is only a preliminary idea at this time.
Randy noted that the aprk's soil is weak and the water tables are so high that we
will never be able to develop the athletic league fields that we originally thought
we could. The agreement with the state for the property they awarded us grant
money for is for about 89 acres (land that the state helped us purchase). Tom
Armstrong noted a concern is that they (KCFPD) would be open to extending
utilities through the property. He also noted that KCFPD is better equipped to turn
the leased land back to natural prairie and open space.
- Randy also noted that we would still own the park property on the east
section and are still under obligation to the state to develop recreation
opportunities on the 89 acres. It is hoped that there is enough soil on the
fillik sight to add one more soccer field. Another element to be considered is a
connection bike path to the future subdivision(s) to the north. This
planning cannot take place until that subdivision's development plan is
provided to the city.
VI. CDBG Park Project Update: Bids were awarded. As the contractor was just awarded the
bid, an official timeline has not been presented. The pre-construction meeting with the
contractor was held today, March 20. The tentative start date is March 26. As St. Francis
Park is a very busy park during the summer months and is one of our busiest sites for both
the summer lunch program and the drop-in playground program, we are working on a
back-up plan in case the park is still under construction in early June when our programs
begin at this site. Once St. Francis Park is renovated, Kiwanis Park is next, followed by
Clifford-Owasco Park.
VII. Miscellaneous:
a. Other:
Slade Park: Paving has to be done to repair the boat launch and re-route the bike
path. In an effort to save money Randy met with Public Works to see if they can help.
That meeting went well and it is hopeful that they can do the work. If they cannot
complete the work, a contractor will be hired to complete the project.

IV. Eagle Heights Residents' Association Request: The Eagle Heights Residents Association
perform one or two Tyler Creek "cleanups" per year. On September 22, the organization
is holding its annual neighborhood picnic at Shelter#1,Wing Park. They request approval
to waive the rental fees associated with Shelter#1 at Wing Park.
MOTION: Andy Dogan motioned the board approve the waiver of fees for the Eagle
Heights Residents Association September 22nd Wing Park Shelter #1 rental. Marino
Lamantia seconded. Motion unanimously approved.
V. Jack Cook Park Development Updates: Randy provided an update regarding Kane County
Forest Preserve's proposal. To clarify,the District could temporarily manage the property
until the City is ready to improve the park property as included in the agreement for the
park.

* Randy obtained the concept plan Shodeen filed with the Planning Department for the
Pingree Creek development. The plan shows where wetlands are, park areas,greenspace,
number of residences, etc. Tom Armstrong believes there are utility easements that may
be in place through Shodeen property boundary with Jack Cook Park. We need to confirm
those utility easements are in place to feed into Jack Cook Park.
Randy will obtain a concept plan for parks within Shodeen's Pingree Creek development.
VI. Miscellaneous:
a. CDBG Park Project Update: Old foundations, asphalt slabs, and electrical wiring of
lights were found while working on St. Francis Park, resulting in a change order.
Otherwise, progress is going well. It looks like a ribbon cutting could take place in late
June or early July.
b. Parks Golden Memories Event: On April 28 the Elgin Parks & Recreation Foundation
is holding Golden Memories event from 2:00 to 4:00 p.m. at Hawthorne Hill Nature
Center(HHNC). Carl Missele will share what this property was like back in 1938 when
the Girl Scouts opened it as a camp site for the Scouts. Following that, Maura Neuffer,
the naturalist at HHNC, will lead a walking tour of the park.
c. Other:
• Mayor Kaptain forwarded information to Randy regarding Kids to Parks Day
2018, which is May 19. Kids to Parks Day's goal is to connect kids to parks to
' learn about the outdoors, have fun and enjoy the outdoors and instill the
importance of stewardship. Randy asked the Board members if they know of
any event to be held on May 19 that we can connect with to include something
for Kids to Parks Day to please email him. Fortunately, the Department's
marketing meeting is tomorrow, April 25. Hopefully staff know of something
we can connect with another event.
• July is National Parks Month.

II. Minutes of the April 24, 2018 meeting:
MOTION: Chin Keomuongchanh motioned to approve the April 24, 2018 minutes as
presented. Marino Lamantia seconded. Motion unanimously approved.
III. Citizens Forum: None.
IV. CDBG Park Project Update:
a. Clifford-Owasco Park: The park looks great. Most of the work has to do with the
1/8 of a mile loop repaving, pouring of concrete at benches to make them ADA
accessible, another path, parking lot, basketball, a grill at end of the shelter and
need to complete some landscaping.
b. Kiwanis Park: The basketball court needs the backboard attached yet.
c. St. Francis Park: Tom Armstrong and Randy Reopelle attended the meeting held
on the Saturday before this meeting. Tom recapped the meeting held regarding
St. Francis Park. People who have lived in the neighborhood a long time were
generally opposed to basketball hoops, but mellowed a bit as the conversation
went on. Randy Reopelle noted that there were some new families that we had
not seen before at meetings regarding St. Francis Park. Some families who live
nearby communicated that they would love to have basketball hoops so their
children can come over to practice shooting basketballs in the hoop. Larry

DeHaan, a tennis player, and a retired Elgin High School tennis coach suggested a
compromise. Mr. DeHaan's daughter and family live in the neighborhood and he
r"k often plays tennis with his family at St. Francis Park. Mr. DeHaan suggested that
basketball hoops be placed around the northeast court. Randy noted that allows
the court to be used for basketball or tennis to be played. There will be two 8'
rims for children and two 10' rims. Markings on the ground will only be a free-
throw line that is 12' away from the 8' one and 15' away from the 10' one. There
will no circles, no 3-point line. There will be a tennis net here so no one will be
playing full-court basketball. There will also be a fence to keep balls from going
back and forth. The second tennis court will have pickleball striping on it.
It was decided to pencil in the date of July 14 for an opening celebration of St.
Francis Park beginning at 11:00 a.m.
V. Discussion of Park Development Noticing: Carl Missele, Fred Moulton and Eric Larson
volunteered to go door to door to distribute flyers to residents living in the area
surrounding the neighborhood park notifying them of public input session(s). Other
notification methods to engage the residents in public input sessions is to post signage at
the park, post on social media, involve neighborhood association, provide the information
to the area school(s) to include in their communications to parents and legal guardians,
and communicate with R.O.P.E.Officers. Post cards are sent out to addresses surrounding
the neighborhood, typically within 1/4 mile of the park.
VI. June Meeting: Randy asked board members what suggestions they had for this year's
tour of parks. This year's park tour will include St. Francis Park, Kiwanis Park, Clifford-
Owasco Park, Abbott Park and possibly Eagles Park if time allows.
VII. Miscellaneous:
a. Mayor Kaptain's Walking Challenge: We encourage everyone to either create a team
for this year's walking challenge or join the Mayor's team. The challenge is for the
month of June.
b. Kids to Parks Event Report: The event was held at Hawthorne Hill Nature Center and
included a self-guided scavenger hunt. Sixty-five people attended with 31 completing
the scavenger hunt.

IV. North Country Knolls Property Owners Association (NCKPOA): NCKPOA request the
rental fee be waived for use of the Hawthorne Hill Nature Center (HHNC) on August 7
during National Night Out. Many of the members of NCKPOA support HHNC in a variety
of ways.
MOTION: Andy Dogan motioned the Board approve the waiver of fees for NCKPOA's
August 7th rental of Hawthorne Hill Nature Center for the National Night Out Against
Crime gathering. Chin Keomuongchanh seconded. Motion unanimously approved.
V. Other: No discussion was held regarding any 'other' topic.

MOTION: Carl Missele motioned to approve the June 26, 2018 minutes as presented.
Andy Dogan seconded. Motion unanimously approved.
III. Citizens Forum: None.
IV. Abbott Park: Maria Cumpata summarized the public input meeting held Monday
evening, July 30 at Abbott Middle School regarding Abbott Park. Flyers containing
information on the public input meeting for Abbott Park were delivered throughout the
neighborhood by Michelle Santucci, Fred Moulton, Carl and Chris Missele, and the
Missele's grandchildren who were also joined by Michelle Santucci's children. Signs were
placed in the park as well. Fourteen (14) people attended. There were grandparents,
young families, three generations of a family, and an older couple present.
Concept Plan/Design A was hands-down winner. B had a couple of votes. C had no votes.
Currently there is a house-type structure in the park. Frequently the structure has a lot
of graffiti damage. Several parents in attendance do not like the structure because they
el' are always trying to explain to their children what the pictures on inside of the structure

are. One family and their daughter love the enclosed structure and insist that something
like it is included in the park renovation.
r -+ The architect will check if the playground platform can be partially enclosed to
provide a playhouse-type structure.
There is a line of trees in the park that one grandparent insisted the line of trees has to
be removed as they block the view of the park. The neighbors noted that there are
teenagers in the park, sometimes causing trouble. By eliminating the row of trees, the
police driving by to check on the park could see farther into the park. Maria noted that
she and the architect walked through the park and agreed the trees are a nice border and
could thin out the trees and raise the canopies.
Other comments received at the meeting included shaded covering area for parents
When walking through the park Maria and the architect noted that there already is a lot
of shade in the park.
- Tom Armstrong suggested that it be determined where the shade is during the
hottest part of the day to place benches at.
Staff needs to post winning design, concept plan, on website by virtue of public meeting
input held July 30 at Abbott Middle School. Also, place the winning design at Abbott Park
as the "Coming Soon" design.
V. Park Tours: The board's annual tour of parks began immediately after the adjournment
of this meeting.
VIII. Adjournment: MOTION: Fred Moulton motioned to adjourn the meeting. Marino
Lamantia seconded. Motion carried unanimously. Meeting adjourned at 6:20 p.m.

II. Minutes of the July 31, 2018 meeting:
MOTION: Andy Dogan motioned to approve the July 31, 2018 minutes and Michelle
Santucci seconded with the addition of including Michelle Santucci's children joining Carl
and Chris Missele's grandchildren in distributing flyers containing information on the
public meeting for Abbott Park throughout the neighborhood surrounding the park.
Motion unanimously approved.
III. Citizens Forum: None.
IV. Jack Cook Park Phase 3 Designs: Maria Cumpata summarized the latest plans from
Smithgroup JJR, Inc. She pointed out a third soccer field, which is considerably far from
the parking lot. The placement of the third soccer field is the only option to add another
soccer field. We had discussed that paths could be mowed paths like the ones at Eagles
Park. With mowed paths there is no maintenance besides mowing it. In addition, mowed
paths do not experience washouts due to rain. JJR dropped in a romtech, which is
basically a restroom designed to be virtually indestructible that basically does not require
water or hookup to sewer. Chemicals are added and facility is naturally ventilated. Our
goal is to have a plan in case we are required to submit one to Kane County or the state
for a grant.

V. Miscellaneous:
rA. Abbot Park and Sports Complex Playground Update: Maria noted that the bids
for Abbott Park and the Sports Complex playgrounds opened on Monday,
September 24. Base bid came in approximately$5,000 over what was budgeted.
Staff will review tomorrow. There were some add alternates for Abbott Park that
we really wanted to include in the park renovation such as new benches and new
tables. We will review tomorrow with the goal to submit to city council at the next
meeting October 10. The plan is to proceed this year, weather dependent.
B. Sport Groups' Capital Improvement Funding: Reminder that the sports groups
are invited to present to the board their season ending wrap-up. Next month's
meeting will be the West Conference Room. Elgin Youth Football, Elgin National
Little League, BMX, Trout Park Baseball (Teener League/Babe Youth), Post 57
Baseball, Classic Little League, and Elgin Men's Baseball.
C. Other—Boards and Commissions: The city clerk's office is working on a resource
packet for new board and commission members. The packet provides information
and history of the city, city management, type of government, expectations of
board and commission members, roles of members, number of members, and
quorum information. The city asks that each board/commission member review
the packet. They are interested in suggestions to include in the packet or if you
have any questions. Randy Reopelle mentioned in the past that the city is looking
elk to have the Parks and Recreation Board to have a student member on the board,
which we have had in the past. Brett Lind, our Youth/Teen Supervisor, probably
has several teen prospective candidates we could recruit to be on the board.
The other form is the board and commission feedback form. Included is what is
in the ordinance. Most of the information is pretty generic. When you get to item
J. where it states one of the duties as "to recommend to the city projects to
improve and beautify The Centre, Lords Park Pavilion and Wing Park Band Shell."
Item K states recommend new equipment, projects, and programs for The Centre,
Lords Park Pavilion and Wing Park Band Shell. Maria already suggested to the city
clerk changing the phrasing to recommend to the city council projects to improve
and beautify the facilities and amenities of the Parks and Recreation Department.
There are also items on the back page. As you know this board is responsible for
waiving fees specifically for the Lords Park Pavilion in the past. Maria suggests
that item 3's "event is open to the general public" should be removed as many of
the events at the pavilion are not open to the public. Also, item 4's "the event is
not scheduled for a Friday,Saturday or Sunday" should be removed. For instance,
Gifford Park Association (GPA) always has their potluck on a Friday. "Pay for the
cost of cleanup" should be removed as we do not generally charge for standard
cleanup. Item M, "to coordinate and recommend,"once again, "The Centre, Lords
"'' Park Pavilion and Wing Park Band Shell" should change to "facilities and amenities
of the Parks and Recreation Department.

Take these documents home to review. Email any suggestions you have to Maria.
Maria will compile suggestions and forward back to each of Parks and Recreation's
Board members.
D. Chin Keomuongchanh communicated that he has been asked to follow up on Wing
Park Golf Course's flooding area and the repair that was to be completed. Maria
noted that water lines have been run underground to take excess water down to
the creek.
Carl further explained that the water lines, which run down towards Tyler Creek
with the water exiting into Tyler Creek. The pipes, which are about 8" round,
depend on gravity to take the water down to the creek.
Maria further explained that the water will run via the pipes quicker and noted
that with the amount of rain in a short period of time recently,there can be some
standing water but the water will drain a lot quicker. Andy Dogan noted that this
type of system has to be designed with a restricter so the water flowing into a
body of water (creek, river, lake, etc.) does not overwhelm it.

league's 2018 accomplishments. He noted that participation numbers were down again.

with concrete slab (without slab $1,500): $ 3,500

ELGIN BMX ASSOCIATION: Wes James presented The Hill BMX's 2019 capital
improvement requests. He explained the turns are asphalt and have been patched and
repaired and are now at the point repaving is required. Over 25 vendors have declined
to quote or have not responded. Elgin BMX is seeking guidance from USA BMX
organization to find qualified contractor(s). Their list of projects, which are not
separated out by current year 2018 and future years' projects follow. Prioritization of
future projects and quotes were not submitted. Maria requested that BMX get her a
detailed request for 2019 with cost estimates.

Greg Hulke) are meeting on December 3 at 1:30 p.m.to review the requests presented at
the October board meeting. She sent a meeting notice out for the meeting and requests
board members to participate as in past years. Andy Dogan noted that he will know by
tomorrow(November 28) if he can come.
Maria noted that BMX will have more information than presented prior turned in to her
by the end of the week.

V. Miscellaneous: None.
a. Senior Services Request: Senior Services Associates requests a fee waiver for rental
of Lords Park Pavilion on Wednesday, September 18, 2019. Senior Services holds an
annual picnic for senior citizens and members of the Elgin Police Department assist in
serving lunch to seniors.
MOTION: Carl Missele motioned to approve the fee waiver as defined. Andy Dogan
second. Motion carried unanimously.
b. 2019 Meeting Schedule: The 2019 schedule for the board's meetings was distributed
and will be provided to the city clerk.
c. Distribution of 2019 Board Packets: Verdelle will create a folder in Box to post the
Board packets. Each board member will receive a link to the folder in their email.
Once accepted, each member will have access to the Box folder. A trial post will be
sent send invitations to each board member by the end of the week.
d. Dedication of Centre: Maria reminded everyone that on December 7, the city is
dedicating The Centre of Elgin in honor of Ed Schock. The building will be known as
Ed Schock Centre of Elgin.
