I. Call to Order: Carl Missele called the meeting to order at 6:02 p.m.
II. Welcome New Board Members: Chin Keomuongchanh was welcomed and introduced.
III. Minutes of the November 29, 2016 Meeting:
MOTION: Tom Armstrong motioned to approve the November 29 minutes as presented.
Fred Moulton seconded. Motion unanimously approved.
IV. Citizens Forum (items not on the agenda): Jennifer Cook presented her plan for Cook's
Ice Cream to open a seasonal ice cream cart and concession stand business at the
northwest side of Festival Park. She requests that the Parks and Recreation Advisory
Board recommend to City Council that Cook's Ice Cream be allowed to seasonally sell ice
cream and concessions from a permanent cart/stand at Festival Park. She has met with
Brad Bohner, Public Health Inspector and briefly met with EPD Chief Swaboda and Officer
Conan Fender. Cook's will service 6 flavors of ice cream, floats, and craft beverages.
Sustainable products will be used; boxes vs. plastic, and no artificial colors or ingredients
will be used. Currently,Jennifer Cook is in negotiations to establish a commissary at 117
S. Grove where she can store supplies and cart.
Cook's Ice Cream will operate under Kane County's mobile vendors permit as
recommended by Brad Bohner. Ms. Cook plans for 11:00 a.m. to 4:00 p.m. hours of
operation, between Memorial Day and Labor Day. If commissary negotiation is

successful, she can operate longer ... to early fall. Michelle Santucci noted that the
business could continue into winter months serving hot drinks at City Skate Ice Rink.
Randy Reopelle noted that Grand Vic's event dates may be listed as exceptions to hours
in any contract, blocking out events where vendors are required to pay a fee. He will work
with Jennifer Cook on specific terms of an agreement and bring it back to the next Board
meeting.
V. Sports Complex Concept Plan: South Development Plan, includes re-paving the road
from the existing road running from the soccer fields to IL Rt. 31 entry; and leaving the
office building alone for now. The bike path is not plotted yet. Elements around Larkin
Center include three options, A, B, and C.
VI.
a. Option A: Volleyball, hockey, fields and sledding area are located to the south of
Larking Center. Shuffleboard, pickle ball, bocce ball, and shelter are located just
east of Larkin Center. Tennis is directly south of these amenities. Parking is on
the north side of Larkin Center.
b. Option B: Hockey is just southwest of Larkin Center with parking on north side of
Larkin Center. An extension from existing road running from soccer fields easterly
ends at tennis courts. Between existing road and tennis courts are volleyball,
bocce ball, shelter, pickle ball, additional parking and shuffleboard.
c. Option C: Hockey, volleyball, shuffleboard, pickle ball, shelter, bocce ball, and
tennis. Plan has parking on north side, western portion in front Larkin Center.
Road extends south between additional parking and hockey. Additional parking is
east of shuffleboard, shelter, bocce, pickle ball, volleyball and tennis; and west of
extended roadway and hockey.
Maria Cumpata noted that currently t-ball and two soccer fields are located back
where Larkin Center area is. We need to plan where t-ball and soccer replacement
fields will be located to.
Randy Reopelle asked for board members preference on options. Chin
Keomuongchanh prefers option C. Michelle Santucci prefers option C but would like
sledding hill added. Fred Moulton prefers option C, but with sledding hill added.
Marino Lamantia prefers option C without the curved row of trees on the plan. Tom
Armstrong prefers option C, which makes the road more open. Carl Missele prefers
option C as well. Option C is the board's unanimous preference.
Randy asked for the board's input on a bike path. Members noted they prefer a
winding bike path through the property. Tom Armstrong noted it should be family
friendly and away from traffic and at least 10' wide. Tom noted that at Routes 31 and
20 the state is looking at constructing an 8'-wide path on west side of bridge.
The city's grant probably has requirements on width of paths, which Randy will
investigate.

Youth Sports Facility Grants: Maria Cumpata noted that Elgin National Little League
(ENLL) did not turn in estimates for parking lot lights. The league is not sure what the
problem is; therefore, $900 of youth sports facility grant will be allocated to ENLL to
investigate and determine the cause of the parking lot lights' issue. Elgin Classic Little
League (ECLL) requested funding to expand and repair field 2's announcers' booth, which
we will split the cot 50/50 with ECLL. The recommendations by staff and board members
to be presented to City Council for approval are as follows.

MOTION: Marino Lamantia motioned that the Park and Recreation Board recommend
that the City Council approve the awards as presented. Fred Moulton seconded. Motion
carried unanimously.
VII. Miscellaneous:
a. Lords Park Bridge: Randy noted that the bridge between the lower lagoons is to be
replaced. Christine Sundquist would like to see it as a piece of artwork in a park. The
board noted moving the bridge would costly. Tom Armstrong suggested that the

History Museum could cut a piece out and place it their artifact garden. Randy will
follow up with them.
b. Other: Tom Armstrong shared that the April 18 ECN Elgin Alive program at Gail
Borden Public Library would feature a famous park historian.

II. Minutes of the January 31, 2017 Meeting:
MOTION: Carl Missele motioned to approve the January 31 minutes as presented. Fred
Moulton seconded. Motion unanimously approved.
III. Citizens Forum (items not on the agenda): None.
IV. Proposal from Jennifer Cook: Cook's Ice Cream is a family owned and operated business.
Cook's Ice Cream would operate in Festival Park out of a pop-up tent that would be set up
and taken down on a daily basis. It would include a commercial ice cream cart featuring
six flavors; four reserve storage tubs; a combination dip well, hand wash, three-
compartment sink, a large commercial beverage cooler; and a combination storage and
point of sale cart. The equipment would run on a small gas generator. As per the city's
ordinance, Cook's Ice Cream would also have a commissary location from which they
would support their operations in Festival Park. Cook's proposes operating the ice cream

stand from Memorial Day to Labor Day, Tuesdays through Fridays, 11:00 am to 4:00 pm
and also on some mutually agreed Saturdays and Sundays from 1:00 to 6:00 pm. They
would also like to operate into the fall season, Saturdays and Sundays only, from 12:00 pm
to 4:00 pm. This length of the fall season would be weather dependent.
Randy Reopelle noted that if there are special events scheduled at Festival Park and it is
determined that Cook's Ice Cream would interfere with the event, Cook's would not be
allowed to operate on that day(s).
MOTION: Carl Missele motioned that the Board recommend to City Council to approve
entering into an agreement with Cook's Ice Cream. Andy Dogan seconded. Motion
carried unanimously.
Randy noted that staff will work with the Legal Department first on the agreement.
V. Community Development Block Grant(CDBG) Park Projects: Current CDBG funded park
projects include Wing Street Park, Trillium Park, Woodview Park, and Grolich Park Phase
2. The city hired a consultant, Scott Berger, with the Kane County Planning Department
to assist us with the process of choosing parks, hiring consultants, the bidding process,
and follow HUD's regulations pertaining the grants.
We are again receiving CDBG federal funds for 2017/2018 of approximately $750,000.
Eligible parks need to be located in low to moderate income neighborhoods. Potential
parks for the next cycle of CDBG funds were narrowed down to parks that would benefit
from renovation or ADA compliance work. They include Clifford Owasco Park, Kiwanis
Park, and St. Francis Park.
St. Francis Park is probably our busiest site for the summer lunch program. The park is
used extensively. If you go out to the park, it looks like a Norman Rockwell scene. You'll
see a great diversity of people —a variety of ethnicity and ages— little kids, parents, and
grandparents. It's a great park, but in need of renovation. This is a park where we would
want to have community meetings. Are the tennis courts really being used? Are there
some other sports like pickle ball or soccer more suitable for the neighborhood? The kids
are using the tennis courts for soccer. Maybe we need to build an all-weather surface,
with soccer goals. We need to look at our inventory of recreation elements and see what
is missing, what can be used at the park or needs to be replaced? The playground is very
little, one small structure. The shelter is way too small. Neighborhood children use the
open area for pick-up games (football, soccer, baseball). Some of the trees break up the
open areas prohibiting children playing informal games. Tom Armstrong noted that there
is a granite marker on a neighbor's property across from the park that is engraved 1904.
The previous owners of the residence wanted to donate the granite marker to the
Historical Society. Those owners have since passed away and the granite marker still
remains on the residential property. It probably marked the last addition to St. Joseph
Hospital, which was originally on the property that is now St. Francis Park. The Elgin
Historical Society would like to see the granite marker moved back to the park.

Butterfly Gardens/Park,which is not an official park, could use signage. Children come to
Butterfly Gardens to learn. Eric Larson will follow-up with the neighborhood association
regarding signage. It was noted that the city of Elgin owns the property, but it is not a
designated city park. Randy Reopelle noted that Butterfly Gardens/Park may have to
change status be incorporated as a city park.
Randy further noted that CDBG funding can be used for land acquisition in low to
moderate income neighborhoods, such as the property at the end of Mark Avenue. It
was also noted another property that could be acquired is the Channing Street/Division
Street property that was to be developed with housing (former Channing YMCA
property).
Timeline for bidding any project for next round of CDBG funding would be fall. Andy
Dogan noted that in his opinion, $750,000 could be spent on renovating St. Francis Park.
The board determined the first public input meeting for St. Francis Park could be at
McKinley Elementary the second week of April. Eric Larson will contact the school.
VI. Meeting with the Conservation Foundation: The Conservation Foundation has been
awarded a $500,000 grant and is looking for ways to use the funding to help Fox River
communities promote conservation and clean water. Randy Reopelle asked the board to
brainstorm ideas for green infrastructure projects. He also communicated that he
received an email from U.S. Forest Service about an upcoming webinar, "Green
Infrastructure of Parks." Randy has signed up for the free webinar, March 9, 1:00 p.m. If
any board member is interested they can come to our office and see the webinar along
with him. Eric noted that you don't have to be able to see the Fox River to impact the
river. It's about the watershed. It could be Tyler Creek, Cook Park, Slade Avenue Park,
etc. It could be educational aspects of a development that would qualify it.
VII. Miscellaneous:

1. Randy Reopelle communicated that Newsome Park received a Certificate of
Acceptance from The National Park Service (NPS) as a site included in the
National Underground Railroad Network to Freedom (Network to Freedom).
2. Eric Larson communicated that the monthly NENA board meeting this week,
Thursday, 7:00 p.m. at The Centre of Elgin in the Advocate/Sherman Wellness
Center, includes two topics: Neighborhood Housing Services presentation
about NeighborWorks project in the fall, and Advocate Sherman Hospital will
give an update on their Center Street Campus status. They have made a
decision not to renew leases ending in 2018.

Call to Order: Eric Larson called the meeting to order at 6:01 p.m.
II. St. Francis Park: Dan Dalziel, 3D Design Studio facilitated the discussion with the
residents in attendance to gather their input on what they like about St. Francis Park,
what they do not like, and what they would like to see added at the park.
Tennis Courts and Pickle all courts:
• Resident#1 who identified himself as Larry DeHaan, uses the tennis courts. The
courts are deteriorated. Kids ride bicycles on the courts, which the surface. He has
seen courts that have a turn-style entrance, which would require the kids to lift their
bicycles over the turn style when entering and exiting. The courts would be used
more often if the courts were in better condition. Mrs. DeHaan, resident#2, noted
that the courts at Lords Park and other parks are heavily used as the courts are in
better shape. St. Francis courts would be used more if they were in good shape. Mr.
DeHaan noted that St. Francis Park is a great location for children to get on the
courts.
• Resident#3 noted that children learn to ride bicycles on the tennis courts.
• Resident#4 noted that her children learned to be play tennis at St. Francis Park.
• NOTE: A couple residents present voiced concern with pickle ball striping on the
tennis courts, even when a different color, as the court(s) become 'busy' while
playing either sport.

Playground.
• Resident#5,Joe, an elementary student from the neighborhood, doesn't like the
sand.
Mr. Dalziel asked if anyone had a preference on the style or type of playground. There
are themed playgrounds available. Nature themed playgrounds are very popular.
Nature themed playgrounds have options such as water, mud, and logs, and other
options, all which allow children to orchestrate their own environment. Children can
move things around that enable cognitive play.
• Resident#5,Joe, would like a spinner added to the park.
• Resident#6, a young female student, would like swings.
• Resident#4 noted that a playground structure for older children is needed. The
structure at the park currently is for younger children only.
Mr. Dalziel noted playground structures come in different sizes;there are structures for
2 to 5 year olds, and structures for 5 to 12 year olds.
Sand Volleyball:
Mr. Dalziel inquired if the sand volleyball court was used. The consensus was that no
one has used them for quite some time. Years ago, teenagers used them.
• Resident#5,Joe, recommended the volleyball area be replaced with a soccer
court/area. He also noted that he and his friends like to play baseball at the park.
• Resident#3 agrees with Joe's comments.
Outdoor Fitness Element:
Mr. Dalziel noted that outdoor fitness elements are very popular and asked for
feedback. No one responded.
Picnic Shelter:
Mr. Dalziel asked for comments regarding the picnic shelter.
• Resident#5,Joe, would like to see a medium-size shelter replace the existing one.
• Resident#7 noted that the summer free lunch program, which St. Francis Park is one
of the sites for, needs a larger shelter than the current one. She recommended that
a shelter be able to fit at least four picnic tables.
Mr. Dalziel asked for the residents input on the style of the gazebo. He pointed out the
styles most commonly used and displayed on a presentation board. Several present
said they do not want the rectangle and style found in forest preserves. Several
presented voiced that the second design shown of a simple square with aluminum poles

and roof was not to their liking. Those voicing their preference noted they preferred the
more architecturally pleasing gazebo style, which is a better historical and charming
match for the neighborhood. The gazebo should also have power.
Miscellaneous:
Mr. Dalziel asked if any other things should be looked into for the park such as bags, bocce
ball, etc.
• Resident#1, Larry DeHaan, noted that tennis and pickle ball are both great and
would be nice to have a place to grill and eat while kids play and parents socialize.
• Resident#3 noted that it would be nice to have bathrooms at the park.
Mr. Dalziel ask if a nice enclosure with port-o-lets would be okay. (No audible response.)
Randy Reopelle communicated that neighborhood parks do not have toilets. By adding
toilets, it opens the neighborhood park up to more usage and more people from outside
the neighborhood, which is what the regional parks (Lords and Wing) are for.
• Board member Tom Armstrong noted that open space is ideal. Years ago the ring of
trees were added to the park to keep adults from playing soccer until late. Resident
#3 also noted the berms were added for the same reason.
Mr. Dalziel asked if anyone had any other important input.
• Resident#3 communicated that a water/drinking fountain would be beneficial for
the children playing at the park.
• Resident#8, Bill Briska, requested that small signage be added to mark the history of
St.Joseph Hospital, which originally occupied the property. The hospital started out
as a small facility/house on the main floor with people living on upper level. Then
the hospital expanded in later years with a more modern brick structure
considerably larger. St.Joseph and Sherman Hospitals stimulated the medical
community—doctors and other medical professionals moving to the area and
doctors' offices opening in the area. The hospital had a role in developing the
character of the neighborhood.
• Resident#3 requested a walking path, wider than the path that meanders through
the park currently.
• Board member Tom Armstrong noted that the sidewalks around the perimeter of
the park are brand new and 5 feet wide. The interior paths are narrower at 4 feet
wide and are not new.
• Resident#5,Joe, requested more shade and trees.
Summary of Recommendations/Resident Input: Mr. Dalziel summarized the
recommendations provided:
• Fix tennis courts. If the courts were in better shape they would be used more often
and would be a great programming opportunity, teaching children and adults tennis.
Add a turn style and pickle ball lines on one court.

• Keep the family atmosphere.
• Add a drinking fountain with a bottle filler.
• Playground: no sand, add a spinner, belt swing(s), dual swing with buckets as well.
• Bigger kids playground and younger kids playground
• Replace volleyball area with soccer area.
• Baseball field is good to keep. Enlarge the backstop.
• Charming shelter with architectural character that can accommodate at least four
picnic tables.
• Grille
• Shade trees (if space for them)
• Historical interpretive signage is a great opportunity for learning and recall the
history of the entire park.
• Wider pathway through the park.
• Tom Armstrong added that it would be nice if the baseball backstop, which needs to
be larger than it currently is, match the tennis courts.
Mr. Dalziel thanked everyone for their participation and valuable input.
Next Steps: Randy Reopelle communicated that Dan Dalziel will return with concept
plans to present at the April 25th beginning at 6:00 p.m. meeting. The meeting will be at

III. Gifford Park Association (GPA) Request: GPA submitted a request for the board to
consider waiving of the Pavilion rental fees for their organization's Lords Park Pavilion
rental on Friday, April 28, to host their annual pot luck dinner. GPA members host and
man a water station for the participants of the annual Fox Trot.
MOTION: Tom Armstrong motioned the board approve the waiver of fees for GPA's April
28th Pavilion rental. Eric Larson seconded. Motion unanimously approved.

IV. St. Francis Park Concept Plan: Randy Reopelle reviewed the concept plan based on
feedback from neighbors of the park at the April 11 public input meeting held at McKinley
Elementary School.

1 b. The soccer field will have cyclone fencing around it with a surface that may be
asphalt or synthetic turf. A turn-style gate entry may be added and there will be
'' a bench seating area.
c. The gazebo will similar to the one at Kiwanis Park and able to accommodate four
picnic tables. Electricity is possible in the gazebo.
d. The tennis courts will be resurfaced with an overlay of pickle ball on one. The
tennis courts will be fenced in and include a turn-style gate entry.
e. Additionally there will be a drinking fountain with bottle filler.
f. Playset for older children and a playset for younger children. Ground cover would
be poured in place,which is an ADA accessible option. Festival Park is an example
of this.
Fred Moulton inquired why an electrical outlet would be included (in gazebo)as neighbors
want a neighborhood environment. Marino Lamantia noted that electricity is not needed.
It was explained that some people use electricity for their crock pots and other warming
appliances when having picnics. Randy noted that the electricity and water can be
separated out on the bids.
Tom Armstrong inquired as to how tall the fencing would be around the soccer area.
Randy responded that typically the fence would be 6 feet. Tom then suggested a row of
trees be planted behind the soccer goals,or a taller fence be included,to stop soccer balls
from going into the street.
Eric Larson inquired if all children use ADA accessible playgrounds. Michelle Santucci and
her children use ADA accessible playgrounds in the surrounding areas. All children love
playing on the playsets regardless and do not realize the playsets are designed to meet
ADA accessible requirements. Randy noted that Huntley and South Elgin have ADA
accessible playgrounds and can check with them on usage.
Michelle Santucci recommended that canopies be included at playsets so the equipment
does not get too hot.
It was also noted that an area of sand for a sand digger should added to the plan.
Randy wrapped up the discussion noting that we will have additional public input on
specifics of the park including playground colors,etc. In the meantime,Verdelle can email

v. Elgin Sports Complex Concept Plan:
a. Eric Larson noted the board previously agreed the site should be more of a park
atmosphere than what the concept plan shows.
b. Randy noted that trails include a trail that would be 1 mile, another that would
mile, and another that would +/- a mile.
c. Randy also communicated that a plan for all the areas, including future areas such
as the power building, should be done now. It was recommended to put more
athletic fields and parking in that area.
d. The pink building on the concept plan is the privately operated sports center,
which would probably be half soccer and half basketball.
e. The concept plan has been sent to IDOT as there will be a request for a right-in /
right-out, entry/exit along route 31.
f. Maria Cumpata noted she was asked if there is a required distance between a park
and a facility holding criminal insane. That issue will be investigated.
g. Tom Armstrong communicated that the horse barn could be a historical museum
for the Elgin State Hospital history.
h. Randy noted that the area between the laundry building and the horse barn
should be designated as "maintenance and operations".

VI. Student Representatives: The city is planning to seek and appoint student
representatives on commissions. The initiative came from the Leadership Academy's
inquiring asking how students could be of service to the city. Therefore, the city
manager's office is asking what expectations the board has for student representatives
who would serve on the Parks and Recreation Advisory Board. Expectations include: a
one-year term, participate in meetings, be prepared to represent their age group/peers,
be willing to share opinion and participate fully in board meetings and initiatives.
Eric Larson suggested staff check at Elgin Community College for students majoring in
degrees applicable.
VII. Miscellaneous:

Randy Reopelle noted that developers have started building homes again west of
Randall Road. Phase one is a residential development off MacDonald and phase
two is closer to Corron Road. If a splash pad is included in a new park in these
developments Michelle Santucci recommends the splash pad have more elements
— more intricate. An example of such a splash pad is the one in Carpentersville,
which has tunnels and climbing.
Eric Larson noted that the NorthEast Neighborhood Association (NENA) is hosting
a day in the week-long professional cycle race, Dennis Jurs Memorial Race.
Tuesday,July 18 is NENA's day to host the race.
Randy noted he is out of town the last Tuesday in June and will not be able to
participate in the board meeting. He is out June 25 — 29. June is typically the
meeting where the board and staff tour specific parks and asked if the board could
meet on the 20th or the 13th. Fred is out of town the 14th through the 21St. It was
determined that the June meeting would be cancelled and the park tour will take
place during the July meeting.

a. Elgin Sports Complex Master Plan/Concept Plan
- Randy noted that a sledding hill was added.
- The second plan is a long-term plan when the administration and power
buildings go away. Two more synthetic soccer fields are shown.
Additional parking is shown in upper right/northeast area where the
administration building is located on the first plan. The additional
parking increases the 625 parking spots on first plan to 1,043. We
currently have about 1,000 parking spots in existing areas. The
engineering phase will determine if additional detention ponds will be
needed when more parking is added.

b. Grant School Sign: Carl communicated that the old Grant School sign is in a
neighborhood side yard and is in 12 pieces. Carl showed pictures of the sign as it
is now. The resident who is storing the broken sign in her yard was thinking of
applying for a neighborhood grant of up to $19,000. But, if the sign is ever
repaired what would we do with it? Randy noted that it could be placed at one of
the Grant School Park's corners. Tom Armstrong noted that the city would have
to match the grant funding. And, it was noted that we are not sure that all the
pieces were saved or are in a condition to be used in repair of sign. It was also
noted an artist could use the pieces to create something in remembrance of the
school.
V. Tour of Parks: The board's annual tour of parks began immediately after the adjournment
of this meeting.

IV. Additional Park Property for Wing Park: Randy Reopelle communicated the City has
been approached by a realtor, who represents church that is interested in selling two
parcels of property that are located on the north side of Wing Park's boundary. A map
that shows the two parcels just north of Wing Park, the size of the parcels and annual
taxes was reviewed.
Carl Missele noted part of parcel(s) is not accessible without a footbridge. Andy Dogan
would like verification on properties' zoning. Tom Armstrong noted the east parcel is
not accessible by street. Property would be a nice bikeway connection. It was also
noted that area could be retention area for Tyler Creek.
The board requested information on the soil borings, whether the two parcels must be
sold together, and would owner donate property to the Elgin Parks & Recreation
Foundation?
V. Request to Install a Little Free Library in a Park: The board discussion concluded that the
Little Free Library is best located on private property and maintained by residents.

VI. CDBG Park Project Update:
Randy Reopelle provided updates on the 2016/17 CDBG park projects: Trillium Park and
Grolich Park have only a couple of punch list points remaining. Woodview Park is awaiting
the water connection for the spray-ground. Staff is planning a ribbon-cutting ceremony
for Woodview Park to be held probably later in August. Wing Street Park is way behind
schedule due to replacement of mason sub-contractor plus the heavy rains.
2017/18 CDBP Projects: Next round is St. Francis Park. The most recent concept plan was
distributed in the board packet along with the cost estimate. Also included was a basic
concept plan for improvements to Kiwanis Park (half-court basketball court) and a cost
estimate. These two park improvements along with architect's fees of $54,025 total
$572,850. That leaves $177,150 for Clifford-Owasco Park improvements: walking path
improvements and possibly improvements to the sand volleyball area.
Tom Armstrong noted that we should add bike racks in every park we renovate.
VII. Miscellaneous:
a. North Country Knolls Property Owners Association (NCKPOA) Request(National Night
Out Against Crime):
MOTION: Tom Armstrong motioned the Board approve the waiver of fees for
NCKPOA's August 1st rental of Hawthorne Hill Nature Center for the National Night
Out Against Crime gathering. Andy Dogan seconded. Motion unanimously approved.
b. Other:
- Tom Armstrong noted that the last Saturday in September is Bike Your Park and
will probably do again this year what was done last year.
- Randy Reopelle communicated that the last master plan was done in 2011. He is
meeting with JJR for a proposal to update the last Parks and Recreation Master
Plan.
- Wayne updated the board on the renovation to be completed mid-August at
Adventure Island: new LED lighting in the Centre's pool area; shower floors
redone, pool floor restained, and gutters and new kiddie slide are part of
renovation.

MOTION: Carl Missele motioned to approve the July 25th minutes as presented. Marino

III. Citizens Forum: None.
IV. Request Related to Lords Park Pavilion: Portrait paintings of George and Mary Lord were
displayed by Terry Gable and his wife. They commissioned local artist Earl Burnidge to
paint the portraits and are requesting the portraits be installed in the Lords Park Pavilion
and be a part of Heritage Month (May) celebration. Each would have a Heritage
Commission plaque and interpretive signage. The board and staff thanked Terry and Sue
and agree the portraits would be a welcome addition to the Pavilion. All agreed the
interpretive signage will be an important historical documentation of the contributions
made by George and Mary Lord.
Randy Reopelle noted that he will check with the City Manager to find out if the request
needs to go before city council. He will also need to check with Rich Hoke, Building
Maintenance, and Gary Bender, Land Management so the portraits, plaques and signage
are protected. Terry and Sue noted they want to be co-sponsors with Parks and
Recreation and the Heritage Commission. Maria Cumpata inquired if they had a

of
preference as to where the portraits should be mounted in the Pavilion. Sue responded
they preferred the portraits hang high up in the front area.
MOTION: Marino Lamantia motioned that the Board recommend the placement of these
two portraits and informational signage and plaques in the Lords Park Pavilion during
heritage month. Tom Armstrong seconded. Motion carried unanimously.
V. Request Related to Millennium Park: Scheduled for this agenda item was Mr. Rick Roth.
Chair Eric Larson noted that Mr. Roth was not present. If he arrives late,the agenda item
will be discussed at that time. Randy Reopelle provided a brief background: Mr. Roth
planned to explain to the board and staff why he requests lighting in Millennium Park
because kids have been hanging out by the gazebo. Eric would like to know if this is a
request from the neighborhood or one individual. Therefore,the discussion will be placed
on hold and Randy will follow up with Mr. Roth.
VI. Naming of Bowes Creek Neighborhood Park#2: The board determined that a survey will
be sent to homes in the neighborhood to determine the name of the park. The survey
will include the name of the park that neighborhood refers to park as, Fairway Park; plus
the names of two famous local golfers,Willie Leith Park and Ella Mae Williams. The fourth
slot will be open for the neighbors' suggestion. Marino Lamantia will work with
neighborhood associations to email the survey to neighborhood residents.
VII. CDBG Park Project Update: Plans for the 2017/2018 park projects haven't changed much.
The bulk of the funding will go to St. Francis; a little will be done at Kiwanis Park with half
a basketball court;then Clifford Owasco, and Frazier Park with a playground. There is no
path leading into the park and there are ADA issues because it is not connected with a
pathway. We can put in a connection down to Frazier Park and another connection to
the residences. For all three projects the all-inclusive estimated costs are $789,698. The
budget is $750,000. When projects are bid there will be line items that can be taken out
of project(s)and excluded from project contract/work. Randy also noted that the projects
should go out to bid for construction this year.
Maria Cumpata noted that St. Francis Park has to be completed before the drop-in
playground summer season and the free summer lunch program. St. Francis Park has the
largest numbers for both programs of all the park locations utilized for these programs
each summer.
Randy will arrange for Land Management's input on the St. Francis playground designs
that are due soon. They will rule out play structures that are a challenge to maintain or
hard to obtain parts for. Next, we will notify the board members with a date/time that
the remaining playground designs can be viewed. Hopefully the number of designs
remaining will be four or under. Those design boards will be taken to McKinley
Elementary School for students to place their vote for their individual favorite.

a. Other: Tom Armstrong summarized Bike Your Park Day event on Saturday. The route
used last year will be repeated in reverse; last year's morning route will be in the

IV. Youth Sports Group Presentations:
ELGIN NATIONAL LITTLE LEAGUE: Ron Meyers presented. Mr. Meyers summarized the
league's 2017 accomplishments. He noted that there is a Cottonwood tree on the south
side of Summit by the concession stand that is dangerous and should be cut down. There
is a pole near this area that needs to be taken down. There are mound of asphalts and
crushed rock that need to be removed on the south side next to the bin enclosures. There
are bricks still remaining on the north side and weeds growing all around the area. Maria
Cumpata will talk to Gary Bender about the bricks and weeds on the north side of Summit
Street. Randy Reopelle noted that plumbing has to come in from the southwest side. Mr.
Meyers noted that the priority request is for restrooms on the south side of Summit
Street. National Little League's 2018 capital improvement requests include:

- Construction of permanent building for restrooms
and/or concession stand for the north side:
Base Bid = $ 220,335
Alternates:
• Complete remaining work per original drawings: $ 86,000

- New scoreboard on field #5 (Major Boys Division field): $ 5,000
• Existing scoreboard is approximately 15 years old. Old
scoreboard does not show pitch counts, which is now
required by Little League. Parts are hard to find, often
salvaging from existing scoreboards.
- Re-roof storage shed on south side field #1:
• Work will include tear off and replacement of existing
shingles. If labor is supplied by league the cost would
be $500; if labor is supplied by a contractor the cost
would be$1,500. $ 500--1,500
ELGIN NATIONAL LITTLE LEAGUE TOTAL= S 378,257-$379,257
ELGIN BMX ASSOCIATION: Victor Sanchez presented The Hill BMX's 2018 capital
improvement requests,which include:
- Gate drop and concrete base pad $ 5,400
- Covered shade structure for start hill (price is for shade only) $ 10,425
- Perimeter fencing $ 14,800
ELGIN BMX ASSOCIATION TOTAL= $ 30,625
ELGIN POST 57 AMERICAN LEGION BASEBALL: Douglas Edgar, Coach, presented. They
are requesting no funds for 2018.
For future years they are looking for asphalt paths to be placed where people walk from
parking lots to spectator areas.The ground is not level and sometimes muddy. They also
are requesting backstop netting and hitting pads.
ELGIN YOUTH FOOTBALL LEAGUE(EYFL)and CHEER: Todd Wood, President presented
EYFL's 2018 capital improvement requests:
- Graco Fieldiazer(electric field sprayer) $ 1,400
- Sealcoating entire driveway $ 2,300

TROUT PARK BASEBALL: Bill Vincent, presented 2018 capital improvement requests:

center field to highlight and complement the new scoreboard
and replaces the torn windscreen currently in place. S 12,000

CLASSIC LITTLE LEAGUE: A representative did not attend to report 2017
accomplishments or present 2018 requests.
Eric Larson thanked the youth sport groups' representatives for the hours they spend
volunteering at the youth sport organizations and taking the time to present to the
board and staff. Maria Cumpata noted that the capital improvement requests for 2018
will be reviewed by staff and the board while we wait to see if funding is included in the
city's 2018 budget.
V. Miscellaneous:
a. Senior Services Request: Senior Services Associates requests a fee waiver for rental
of Lords Park Pavilion on Wednesday, September 12, 2018. Senior Services holds an
annual picnic for senior citizens and members of the Elgin Police Department assist in
serving lunch to seniors.
MOTION: Carl Missele motioned to approve the fee waiver as defined. Marino
Lamantia second. Motion carried unanimously.
b. Other: Eric Larson shared that the children of McKinley Elementary School
appreciated the opportunity to vote for their favorite design board for the renovation
of St. Francis Park.
c. Adjournment:
MOTION: Marino Lamantia motioned to adjourn the meeting. Michelle Santucci
seconded. Motion carried unanimously. Meeting adjourned at 7:49 p.m.

MOTION: Carl Missele motioned to approve the October 24th minutes as presented.
Marino Lamantia seconded. Motion unanimously approved.
III. Citizens Forum: None.
IV. Sports Complex Expansion Plan: Randy Reopelle presented the Sports Complex
expansion plan including an overview of project, vision, urban framework, history,
inventory and analysis, slope analysis, site context, site images, design process, short-
term master plan that includes four phases, and the long-term master plan that includes
four phases. He also presented information on earthwork (cut/fill); Phase II — Program,
Phase Il—Stormwater, Phase Il—Cut/fill, Phase II—Program, Phase II—Stormwater, Phase
II — Cut/Fill, Long-Term Master Plan, and Phase IV — Program. A few minor edits were
suggested to be made to the document.
V. Naming of Neighborhood Park: Randy Reopelle handed out survey results. Thirty-four
people voted. Fairway Park was the highest vote-getter, Ella Mae Williams Park was
second, and Willie Leith Park was third.

MOTION: Marino Lamantia motioned to approve naming the park Fairway Park as
recommended by residents via the survey results. Carl Missele seconded. Motion carried
unanimously.
VI. CDBG Park Update: Randy Reopelle noted that 4 picnic tables are needed, which will
necessitate a rectangle shelter instead of an octagon shape. The proposed shelter could
accommodate 5 tables. Project should go out to bid prior to Christmas.
VII. Miscellaneous:
a. 2018 Proposed Meeting Schedule: No one had any suggested changes to schedule.
Schedule will be submitted to city clerk for posting on website.
b. Other:
• Update on portraits at Lords Park Pavilion: The best placed to hang the
portraits is on the right side wall when you enter through the main doors. The
celebration event will be in May, which is Heritage Month.
