Kozal 6:00 p.m. The Centre of Elgin Staff Conference Room Second Floor 100 Symphony Way, Elgin, IL 60120 Present: Tom Armstrong, Andy Dogan, Chin Keomuongchanh, Marino Lamantia, Eric Larson, Carl Missele, Fred Moulton, Michelle Santucci Staff: Randy Reopelle, Wayne Carlstedt, Verdelle Corn Call to Order: The meeting to order at 6:03 p.m. II. Minutes of the May 30, 2017 meeting: MOTION: Carl Missele motioned to approve the May 30th minutes as presented. Michelle Santucci seconded. Motion unanimously approved. III. Citizens Forum: None. IV. Additional Park Property for Wing Park: Randy Reopelle communicated the City has been approached by a realtor, who represents church that is interested in selling two parcels of property that are located on the north side of Wing Park's boundary. A map that shows the two parcels just north of Wing Park, the size of the parcels and annual taxes was reviewed. Carl Missele noted part of parcel(s) is not accessible without a footbridge. Andy Dogan would like verification on properties' zoning. Tom Armstrong noted the east parcel is not accessible by street. Property would be a nice bikeway connection. It was also noted that area could be retention area for Tyler Creek. The board requested information on the soil borings, whether the two parcels must be sold together, and would owner donate property to the Elgin Parks & Recreation Foundation? V. Request to Install a Little Free Library in a Park: The board discussion concluded that the Little Free Library is best located on private property and maintained by residents. 150 Dexter Court, Elgin, IL 60120 847- 931 -6100 www.cityofelgin.org VI. CDBG Park Project Update: Randy Reopelle provided updates on the 2016/17 CDBG park projects: Trillium Park and Grolich Park have only a couple of punch list points remaining. Woodview Park is awaiting the water connection for the spray - ground. Staff is planning a ribbon - cutting ceremony for Woodview Park to be held probably later in August. Wing Street Park is way behind schedule due to replacement of mason sub - contractor plus the heavy rains. 2017/18 CDBP Projects: Next round is St. Francis Park. The most recent concept plan was distributed in the board packet along with the cost estimate. Also included was a basic concept plan for improvements to Kiwanis Park (half -court basketball court) and a cost estimate. These two park improvements along with architect's fees of $54,025 total $572,850. That leaves $177,150 for Clifford - Owasco Park improvements: walking path improvements and possibly improvements to the sand volleyball area. Tom Armstrong noted that we should add bike racks in every park we renovate. VII. Miscellaneous: a. North Country Knolls Property Owners Association (NCKPOA) Request (National Night Out Against Crime): MOTION: Tom Armstrong motioned the Board approve the waiver of fees for NCKPOA's August 1st rental of Hawthorne Hill Nature Center for the National Night Out Against Crime gathering. Andy Dogan seconded. Motion unanimously approved. b. Other: - Tom Armstrong noted that the last Saturday in September is Bike your Park and will probably do again this year what was done last year. - Randy Reopelle communicated that the last master plan was done in 2011. He is meeting with JJR for a proposal to update the last Parks and Recreation Master Plan. - Wayne updated the board on the renovation to be completed mid - August at Adventure Island: new LED lighting in the Centre's pool area; shower floors redone, pool floor restained, and gutters and new kiddie slide are part of renovation. c. Adjournment: MOTION: Fred Moulton motioned to adjourn the meeting. Carl Missele seconded. Motion carried unanimously.
