I. Call to Order: Carl Missele called the meeting to order at 6:01 p.m.

II. Minutes of the November 17, 2015 Meeting: Correct "and break out" to "including" on
page 2, within agenda item V. Grolich Park Update.
MOTION: Eric Larson moved to approve the November 17th minutes with correction
noted above. Marino Lamantia seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Eagles Property Plan: Randy Reopelle noted that the concept plan was completed a few
years ago. The park way and road way will remain gravel. If asphalted we have to do
compensatory work. Any pervious surface's runoff has to be controlled with a storm
water maintenance system (pond retention). The park will be mostly a passive park.
The southwest area hopefully can be a turf area for soccer, plus some native habitat
restoration and a bridge over the creek so the maintenance crew can get across the
creek to mow. Once the survey is complete, an alternate concept plan will be done. Per
the City's agreement with Kane County Forest Preserve, who owns the property,
construction of the park is to be completed by July 1, 2017.
V. Community Development Block Grants (CDBG)for Parks: Up to $750,000 is available in
Community Development Block Grants for either Public Works project(s) or Park

projects. Directed to come up with up to $750,000 in park improvements in low to
moderate income areas and in an area that serves the neighborhood. So we are looking
at neighborhood parks rather than the sports complex or a regional park. Park projects
identified include:
- Grolich Park's phase 2, which includes a walk path, pullout exercise pods and placing
new exercise equipment, and replace the picnic shelter.
- Trillium Park including a playground and loop trails.
- Eastside Recreation Center's area on the west of facility parking. The park is to be
named Woodview Neighborhood Park.
- Wing Street Park work is safety. There are timbers and fencing to be removed.
The CDBG grants are on the next council agenda
VI. Tobacco Ordinance — Other Public Spaces: The ordinance includes "other public
spaces" as expanded by the Legal Department. A discussion regarding what Parks and
Recreation programs, such as City Skate, or other city areas, such as the river
promenade, should have signage posted or be designated as a park. It was determined
that City Skate is a facility and is covered by policy. Signage will be posted at City Skate.
Other public areas such as the promenade will be monitored.
VII. Miscellaneous:

a. Request of Rental Waiver: The Eagle Heights Residence Associate (EHRA) requests
a fee waiver Wing Park shelter 1 for Saturday, July 23, 11:00 a.m. to 5:00 p.m. for a
group of approximately 75 EHRA residents for their annual neighborhood
cookout/gathering. EHRA conducts one to two clean-ups of Tyler Creek.
MOTION: Marino Lamantia motioned to approve the fee waiver as defined. Eric
Larson second. Motion carried unanimously.
b. Other: Tom Armstrong reported on the following:
There is a CommEd grant for natural areas, board walks that would be suited for work
at Trillium Park. The deadline is March 15.
County grant (via Robert Wood Johnson Foundation) funds up to $60,000 for
planning a program targeting lower to moderate income single mothers to assist
mothers getting back 'on their feet.' The county is interest in Elgin.
March into Health: Activate Elgin committee is working on Mayor's Walking
Challenge and a more formalized tracking/monitoring system such as "Walker
Tracker" custom URL that would allow Elgin residents to sinc to the tracker. Walker
Tracker can sinc to FitBit and almost all other devices.

MOTION: Tom Armstrong moved to approve the January 26 minutes as presented to
the board. Eric Larson seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Grolich Phase 2 Park Plan: Randy Reopelle noted that the Grolich Park phase 2 work is
one of four projects that will be funded through the 2016/2017 Community and
Development Block Grant program. Wing Street Park is the second and will be
discussed next. The other two, Trillium Park and Woodview Park (next to Eastside
Recreation Center) still have work we need to do before we bring concept plan
discussion to board and public. Wayne Carlstedt worked with Andrew Cummings,
President of South West Area Neighbors to notify residents of this board meeting to
provide feedback on Grolich Park's phase 2 park plan. The park plan, which addresses
ADA issues, includes a fitness cluster next to the playground, an asphalt walking path 6'
wide, and a shelter. The fitness cluster will have two or three of the five pieces of
equipment that will be ADA accessible. The current shelter may be salvageable. Rich
Hoke, Building Maintenance Director, is checking on soundness of shelter. The roof was

repaired a few years ago and if the shelter is determined to be sound, it will be
renovated and reused.
Maria Cumpata noted that the path's slope may be challenging. Randy noted that the
grade does change and will check into including a second loop that gives an option for
an accessible and shorter option.
Eric Larson recommended that we celebrate the park as ADA accessible once
completed. Randy agreed celebrating the first ADA accessible park is a good idea. In
addition the design of the park is family friendly. Parents/guardians can work out using
the fitness cluster and still monitor their children on the playground structure.
V. Wing Street Park Plan: Randy Reopelle noted the concept plan was included in the
board's packet and that the Housing Authority of Elgin invited neighbors of the park to
provide input on the park and concept plan at this evening's board. The park is located
just west of IL Rt. 31 and is on a steep and narrow lot. The wood timber retaining wall
will be removed and will be replaced with a concrete or block retaining wall.
VI. Youth Sports Grants: Maria Cumpata noted the Youth Sports Organizations requested
$333,001 in funding for improvements. After the groups presented requests at the
October board meeting, some of the groups were contacted to revise information and
estimates as presented at the October board meeting. Trout Park Baseball did not
submit a request for 2016. Highlights of the recap included:
• Elgin National Little League's (ENLL) request for expansion of announcers' booth
on field 2 was revised to be architectural drawings for expansion this year. Field
2 is used for Central States Little League Tournament and they are in process to
secure the 2017 National Girls Fastpitch Tournament. To secure the national
tournament, upgrades have to be done.
• Elgin Youth Football (EYF): Maria will meet with the architect regarding drawings
for west end bathrooms.
• The Hill BMX: The starting structure is leaning and needs to be reconstructed.
The recommendations by staff and board members to be presented to City Council for
approval are as follows.

MOTION: Eric Larson motioned that the Park and Recreation Board recommend that
the City Council approve the awards as presented. Tom Armstrong seconded. Motion
carried unanimously.
VII. Miscellaneous:
a. Chairman Discussion: Carl Missele and Randy Reopelle noted that Carl's term as
Chair ends April 30. Please let Randy know if you are interested in serving as Chair
effective May 1, or talk to Carl for information on responsibilities of position.
b. Other: Randy highlighted this year's March into Health events. On March 19 Gail
Borden Library hosts a workshop on the Mayor's Walking Challenge. The workshop
will provide tips to get started, show how to register, etc. For suggested walking
routes in Elgin, visit Activate Elgin's website, http://activateelgin.org. To record
steps participants will register on www.walkertracker.com. Tom Armstrong noted
Activate Elgin's goal is for 210 million steps over a six week period to be logged on
WalkerTracker with 1,000 Elgin residents participating.

MOTION: Eric Larson moved to approve the February 23 minutes as presented to the

IV. Trillium Phase 2 Park Plan: Holly Yee, Ellis Middle School 7th and 8th grade science
teacher, summarized the work the environmental club at Ellis (Science N.E.R.D.S.) does.
They have been doing clean-up work along Willow Creek for a decade. Every once in a
while the Mayor would come out and would talk about how things are going. They
chatted regarding a safer way for the students to get to the creek from Ellis Middle
School rather than walking along Laurel Street where there are no sidewalks and cars
travel at higher speeds. About four years ago Mayor Kaptain conveyed that the city had
bought two homes and tore them down.
The students came up with the park name, Trillium Park. The park has the native plant
species Trillium, which has three petals and is one of the first plants to bloom in the
park. The three petals of the Trillium plant represent the three partners who worked to

clean up the site - Elgin Parks and Recreation Department, Neighborhood Housing
r Services, and Ellis Middle School Science N.E.R.D.S.
Randy then continued noting that the phase 1 work is completed and are now working
on the phase 2 concept plan.
There is a vacant lot to the east that the city is trying to acquire owned by the Fowler
family. The Fowler family has been asked to donate this property to the Elgin Parks and
Recreation Foundation. The Foundation will then give the property to the city. A
boardwalk can be installed once an environmental study of the property is completed to
be sure there is nothing, such as illegal dumping, with the property that makes it a
liability. In the meantime Community Development Block Grant (CDBG) money can be
utilized to fund the phase 2 work. 3D Design's phase 2 concept plan includes some of
the original design provided by Mary Lou Seidel of Neighborhood Housing Services.
Mary Lou had a landscape architect designate areas for a reading area, a butterfly
garden and areas of concrete and benches that will be ADA compliant. The sloped area
of about 400-500 feet is would not be ADA compliant as it is very hilly. Randy will talk to
3D Design regarding the area filled with concrete pieces to discuss erosion options. A
possibility is to put topsoil on top of it and plant it.
V. Woodview Park Plan: Randy Reopelle summarized the concept plan for the park next
to the Eastside Recreation Center (ERC). The plan includes a shelter, different age
r"' appropriate playgrounds, and water spray area that the staff at ERC asked for. During
summer camp ERC staff walk the kids over to Lords Park pool every day so the kids can
cool off. The water spray area is nothing like the water play area in Festival Park. It will
be on only for ERC programs. The pier and dock will have an ADA compliant path to it
and a seat wall at the decorative concrete plaza.
VI. Valley Creek Neighborhood Bench Request: Neighbors proposed putting a bench
overlooking property the city owns along Tyler Creek and off Clearwater Drive.
Residents living on either side of the city owned property are not excited about it.
Therefore, the neighbors who proposed the bench overlooking the area will rethink
what they want.
VII. Miscellaneous:
a. Gifford Park Association (GPA) Request: GPA submitted a request for the board to
consider waiving of the Pavilion rental fees for their organization's Lords Park
Pavilion rental on Friday, April 22, to host their annual pot luck dinner. GPA
members host and man a water station for the participants of the annual Fox Trot.
MOTION: Tom Armstrong motioned the board approve the waiver of fees for GPA's
April 22nd Pavilion rental. Eric Larson seconded. Motion unanimously approved.

b. Senior Services Associates Request: Senior Services submitted a request for the
board to consider waiving of Pavilion rental fees for the senior citizen picnic on

Wednesday, September 14. Each year Elgin Police Department staff attend the
event and assist in serving lunch to the seniors.
MOTION: Eric Larson motioned the board approve the waiver of fees for GPA's April
22nd Pavilion rental. Tom Armstrong seconded. Motion unanimously approved.
c. Park Foundation Event: Randy Reopelle noted that the Foundation is hosting
Golden Memories at Lords Park, which also serves as a way to kick off the
Foundation's planned giving program where people can write the Foundation into
their wills. The series also serves as Foundation "friend" raiser rather than a
fundraiser. The Foundation is looking for stakeholders for city parks.
d. Other:
- Advocate Sherman Hospital is considering the request from city to give more
property. Original piece is just over one acre and city ordinance states
neighborhood parks should be a minimum of 3 acres. It was suggested that the
property/park could be a health/wellness themed park.
- Mayor's Walking Challenge kicks of April 6 and concludes May 18. Elgin's goal is
to log 210,000,000 steps. Elgin has a unique link to WalkerTracker through the
Activate Elgin website.

II. Minutes of the March 22, 2016 Meeting:
MOTION: Tom Armstrong moved to approve the March 22 minutes as presented to the

IV. Eagles Property Discussion: Randy Reopelle noted the agreement between the city of
Elgin and the Forest Preserve District of Kane County stipulates improvements need to
be completed by July 1, 2017. Parks and Recreation expects the improvements will go
out to bid in the fall of 2016 with completion of project by July 1, 2017.
The plan presented at the meeting included the following: mowed paths, open turf,
practice areas, upgrade of shelter and bridge including ADA compliance. The road and
parking lot will remain gravel. The shelter will become part of Parks and Recreation's
inventory of park shelters that are reserved through rental permit. The park will be
mostly passive, very similar to many forest preserves. To accomplish a native habitat of
naturalized plants, staff (and volunteers) will work towards eliminating and controlling
invasive species. Native habitat will take multiple years to accomplish. In addition, the

plan is to eliminate the west end utility poles that served the Eagles Club years ago.
Randy also noted that some trees are a hazard or invasive and will be removed.
Resident 1: A resident in attendance asked if there will be fences. No, there will not be
fencing around the park.
Resident 2: Another resident viewing the plan on display inquired where the easement
ends and the city's property line is. Some neighbors thought an area not mowed was an
easement. To clarify the park property lines, Randy noted that the property line for the
park is not defined by where the city mows. Residents will be asked not to mow those
areas or encroach on property (for personal use or extension of their own yards).
Resident 3: Requested the Police Department be notified that the Eagles Park is a city of
Elgin park. The park is sometimes accessed by ATV vehicles. When a resident called the
Police Department, the resident was told the property was not city property and not in
their jurisdiction. Resident requested the city post signage stating "No motorized
vehicles allowed."
V. Sports Complex Expansion Update: Randy Reopelle noted the expansion project has
many items that need to be addressed over the next couple of months. He asked the
board members to consider a subcommittee to spend time on the expansion project
and report back to the board. The consultant working on the laundry building is
Landmarks Inc., and SmithGroup, JJR is the consultant working on the overall park site
plan. The subcommittee can meet late afternoons or a time they choose that will work
for the subcommittee members' needs. Not all subcommittee members must attend
every meeting. All six of the board members present, volunteered to serve on the
subcommittee as follows: Carl Missele, Tom Armstrong, Fred Moulton, Marino
Lamantia, Michelle Santucci and Eric Larson.
VI. Miscellaneous:
a. Library Request: Gail Borden Public Library (GBPL) submitted a request for the
board to consider waiving of the Wing Park Band Shell rental fees for a theater
production. The production will immerse young people and their families in the
theater arts and cultures of Latin America and community arts and civic groups in
the area. The play, La Flor de Roca, is a blend of Latin American fables from Mexico,
Dominican Republic, Venezuela, Colombia and Peru. The production is planned for
August 27, 2016. GBPL requests the rental fees be waived for the band shell as the
play will be presented at no cost to the public.

b. June Meeting: The June 28 advisory board meeting will be the annual tour of parks.
rSuggestions of areas to tour include the Sherman property on the northeast side of
Elgin,the area of expansion at the Sports Complex, and Jack E. Cook Park.
c. Other: Fred Moulton noted that the Valley Creek Neighborhood Association is no
longer interested in pursuing the addition of a park bench in the open green space,
which is city property but not designated as a park. The area overlooks the creek and
has a path that is mowed so residents have access to the creek.
VII. Election of a Chair: Nominations for the Parks and Recreation Advisory Board chair:
Tom Armstrong nominated Eric Larson. No other nominations were suggested.

IV. Review of Sports Complex Expansion Concept Plans: Randy Reopelle handed out a list
of points and questions to cover during the board's discussion of the concept plans
created by SmithGroup JJR. Randy proceeded with a slide show of the concept plans,
followed by the board's discussion.
Discussion recap of Sports Complex Expansion:
• The sports complex expansion should be more park like than the original sports
complex area, with some passive uses. It should have a different look and feel
than the original sports complex.
• Preserve some of the natural features such as the swale that housed the original
springs and preserve any quality trees, especially those in the area of the
arboretum.

• The roadway should be as simple as possible; hopefully with access to all
"'" amenities off one main drive. However, a "relief" road should be included that
could be opened up to increase the amount of traffic able to exit the complex
when needed.
• Include a bike path, separate from the road, which meanders through the
complex and touches a lot of the amenities.
• Preserve history of site as much as possible, without hampering the main intent
of the sports complex. In addition to pulling in design elements, interpretive
signage that tells the story of the mental health operations that took place on
the property should be included.
• Plan a two-phase approach to the development: Phase 1 to include the areas to
the north and east of the power plant. Phase 2 to include the power plant
property and areas west and south of it.
Elements to include in expansion plans:
• A roadway connecting to the existing roadway and eventually to McLean Blvd.
• Completion of the bike path that currently stops at the soccer fields.
• A minimum of 7 additional soccer/lacrosse/rugby fields (half synthetic, lighted,
one block of four fields—these would be synthetic).
• Eight tennis courts.
r • Inline/ice hockey rink.
• Large (125,000 square foot) indoor sports facility (private owner and operator).
• Sufficient parking and support facilities.
• Large maintenance facility.
• Passive recreation elements (picnic shelter, fishing in detention ponds, walking
paths).
• Universally accessible playground.
Requests from other Organizations (to be incorporated later):
• U-46—a football stadium with associated support facilities.
• Judson University—synthetic soccer field with stadium seating, running track
around it.
• Elgin Community College—set of 8 tennis courts and support.
V. Miscellaneous:
a. North Country Knolls Property Owners Association (NCKPOA) Request (National
Night Out Against Crime):
MOTION: Fred Moulton motioned the Board approve the waiver of fees for
NCKPOA's August 2 rental of Hawthorne Hill Nature Center for the National Night
Out Against Crime gathering. Michelle Santucci seconded. Motion unanimously
approved.

b. July is National Park and Recreation Month: Randy Reopelle noted that National
Park and Recreation's theme this year is "Unleash Your Superhero!" Randy also
noted that Chair Eric Larson is attending the next city council meeting to accept the
resolution declaring July as National Park and Recreation Month.
Highlights of Elgin Parks and Recreation Department's for celebrating July is National
Park and Recreation Month include:
- All outdoor pool passes are now 50% off for the rest of the summer.

c. Other: On behalf of Tom Armstrong, Eric Larson conveyed Tom's request for the
Parks and Recreation Advisory Board to partner with the Bicycle and Pedestrian
Advisory Committee for the September 24 bike tours, Bike Your Park Day. The bike
tours are family bike rides lasting about 90 minutes.
MOTION: Carl Missele motioned the Parks and Recreation Advisory Board support
and work with Tom Armstrong on the bike tours. Fred Moulton seconded. Motion
carried unanimously.
VI. Tour of City Parks: Each summer the Board is given a tour of Elgin parks. This year's
tour consisted of:
- Bowes Creek neighborhood park located on Tournament Drive
- Jack E. Cook Regional Park
- The former Mental Health property
- Grolich Park
- The former Sherman Hospital site

III. Presentation by Landmarks Illinois on Reuse of the Laundry Building:
Lisa DiChiera, Director of Advocacy, Landmarks Illinois provided background on the
nonprofit organization. In 2008/2009 the laundry building, medical surgical building and
the historic barn were on Landmarks annual Chicagoland watch list. The watch list is a
program Landmarks does not run any longer. They now have an endangered list.
Architect Bertrand Goldberg designed the laundry building and circular medical surgical
building in 1966 and 1967. The brick horse barn was built in the 1890s.
Eric Keune, AIA, LEED AP and Cyril Marsollier of the architectural firm, Skidmore, Owings
& Merrill LLP, presented their recreational reuse study (see attached) for the laundry
building.
Eric Keune and Cyril Marsollier noted they would present what the most likely options
would be. Options include two different trajectories. One keeps most of what is inside
the building and the other keeps the shell scraping the building clean.
The building's long-span concrete trusses are the walls and the roof. Inside the building
is a simple L-shaped space. It has a long slender mezzanine upstairs and stairs and

elevator to access this function and two truck docks; one to bring laundry in and one to
take laundry out. This area is being used to store road salt today. One the second floor
is a glass enclosure of the mezzanine that overlooks the main laundry floor below. The
space next to it is a little balcony. Above the docks is a lunchroom for the staff.
Scheme 1 keeps everything inside and the other scheme 2 scrapes everything clean.
The building suggests some uses for the building.
- Youth basketball courts: Scheme 1, with the dark grey L on drawing, keeps
everything on the inside. Scheme 2 scrapes everything out and allows for two
youth-size-courts or one full-size court.
- Volleyball courts: Volleyball courts would obviously be smaller, but the height of the
building is a little bit of a problem. It's about 5 to 6 feet too short for regulation
volleyball.
o Other potential options for reuse: Squash, pickle ball, judo, martial arts,
boxing, gymnastics, rowing and training all of flexibility. Some of these things
lend themselves to be on the mezzanine floor.
- Tennis would be compromised due to the ceiling height.
SUMMARY OF INTERIOR DESIGN OPTIONS:
Scheme/Option 1 Summary for reuse of the laundry building includes:
- Main entry and reception area
- Locker rooms and visitor washrooms (reconfigured)

- Access to upper level (new staircase)
- Main play area: basketball and volleyball (75' x 130')
- Bleachers (concealable seating—capacity 130)
- Yoga studio (61' x 41')
- Moveable partition
- Spin room (34' x 50')
- Strength enhancement area (25' x 138')
Scheme/Option 2A - scrapes interior clean for reuse design and allows natural light to
flow through building. Summary for reuse of the laundry building includes:
- Main entry and reception area: Enter in center of building rather than the end.
Allows end area to get natural light and maximizes space.
- Locker rooms and visitor washrooms
- Access to upper level (new staircases and elevator)
- New access and circulation spine (20' x 100')
- Martial arts, dance or yoga studio (50' x 100')
- Retractable bleachers—capacity at 170 (folded) or 340 (open)
- Admin office (20' x 25'-6")
- Main play area — fits one full-size basketball court or two youth sized courts (8500
sq. ft.; 85' x 100')
- Strength enhancement area (20' x 100')

Scheme/Option 2B removes absolutely everything inside to barely fit a large indoor
soccer field. An annex addition for washrooms would be needed. Summary for reuse of
the laundry building includes:
- Main entries
- Soccer field (80' x 200')
- Players' benches
- Penalty boxes
- Vision glass
Architects noted that rain and snow could be collected off the roof to generate some
energy through opaque roof panels. Design could include heating with gas-fired, radiant
tubes in ceiling. Solar panels on roof could heat water.
Lisa DiChiera noted that a comprehensive report will be sent to Randy Reopelle next
week. She also noted that when discussions continue the options that retain the
interior, it is possible that a developer could rehabilitate the building using an historic
tax credit, but the interior aspects of the building have to retained. That is a
requirement.
Subcommittee feedback was requested by architects:
Tom Armstrong prefers schemes that retain the interior.
Jason Platt prefers leaving the pipes and character of the building. "It's awesome
character."

residents of Elgin neighborhoods by protecting the unique natural resources,
enhancing cultural treasures and protecting the historical identity of the city. This is

accomplished by providing access to an integrated community and regional system of
rparks and recreation facilities, services and programs with an eye on the future while
preserving the past.

2017 Initiatives:
- Phase 2 of Jack E. Cook Park plan
- Begin the process of updating the master plan.
- Develop outreach strategy to work with neighborhood and community organizations.
V. Bike Your Park Day Events: Tom Armstrong also serves on the City's Bicycle and
Pedestrian Advisory Committee (BPAC). September 24 is national Bike Your Park
Day. Tom provided information on the three bike rides to be held. In addition to
requesting members of the Parks and Recreation Advisory Board to participate, Tom
suggested a magnet be ready to hand out to participants at the three locations. The
magnet could list park website with intention of exposing people to other parks they
can visit. Randy Reopelle noted the Department can help market the three bike
rides.
Eric Larson suggested board members work with neighborhood groups to gather at
the end of the ride and possibly provide refreshments. Tom and Eric will plan(lik NENA (NorthEast Neighborhood Association) will do for Bike Your Park Day.

Suggestions on event postings: add addresses of three starting points and where
r"'' participants can park vehicles. Create an event on Facebook for each of the three
rides so more information can be included. Registrations are not required but we
can get a sense of how many people plan to participate by creating three separate
events on Facebook—one for each of the three rides.
Randy noted t-shirts with slogan "One day 20 parks" should be handed out.
VI. Laundry Building Discussion: Randy handed out a report prepared for Landmarks
Illinois and prepared by Wiss, Janney, Elstner Associates, Inc. Recommendations and
preliminary cost estimate for structural repair recommendations totals $505,000.
Significant repairs to the electrical, plumbing and HVAC systems may be required but
consideration of those items were beyond the scope of the report handed out.
Randy Reopelle noted that planning is really two-phased approach: 1) what to do
with power plant still behind / near laundry building, and 2) what do when the
power plant goes away.
Randy also noted the Rakow Center priorities include roof replacement and HVAC
issues, which Building Maintenance estimated at $650,000. First a land survey has
to be completed. We are trying to get these repair costs covered in the 2017
budget.

a. CDBG Pak Projects Update: Projects will go out to re-bid due to complications. The
city has hired the Kane County Planning Department to oversee our CDBG projects
and documentation.

I. Call to Order: Chair Eric Larson called the meeting to order at 6:01 p.m.
II. Minutes of the August 30, 2016 Meeting: Change the start time for August meeting
from 5:03 to 6:03.
MOTION: Carl Missele moved to approve the August 30 minutes with the start time
corrected to 6:03 p.m. Tom Armstrong seconded. Motion unanimously approved.
III. Citizens Forum (items not on the agenda): None.
IV. Jack Cook Park Phase 2 Discussion: Randy Reopelle provided a summary of the park
development to date. 25 acres were developed (Phase 1). 199 acres are open.
We do not have a timeframe for Phase 2, but should have a concept plan developed.
Randy passed out Master Plan findings and recommended standards.
- Going forward what elements should be incorporated as part of a phase 2 concept
plan? Some recommendations include:
* Additional parking
* Should have both active and passive recreation.
* Large picnic shelter (permitted)
* Paths
* Disc golf

* 1 or 2 soccer fields (depends on engineering and elevations)
* Practice fields (soccer)
* Planting of Oak trees so park is similar to Lords and Wing Parks.

Park development.
- What part should we develop?
* Develop area south of Plato ditch and east of Pingree ditch.
* Wetland banking could use many of the acres; it is very scalable.
V. Naming of Parks Discussion: Randy Reopelle shared that the Council should soon act on
the recommendation of naming the first Bowes Creek park as Tournament Drive Park. A
council member has suggested naming some of the parks at Bowes Creek after a
significant person;such as a famous Elgin golfer. The second park at Bowes Creek includes
3 holes of mini golf, so this might be a good fit. The History Museum has a list of golfers
from the area and Randy will do more research into their backgrounds. Marino Lamantia
communicated that the second park's neighborhood homeowners already refer to the
second park as Fairway Park. This park is used a lot by the neighborhood's active and
young families.
VI. Slade Park Plan: Eric Larson also serves on the Northeast Neighborhood Association
(NENA) Board. At a recent NENA meeting, some neighborhood residents asked about
possible improvements to Slade Park,which is located where Slade Avenue meets the Fox
River(east bank). Randy noted that 3D Design Studio created a concept plan in 2011 with
the plan to apply for an Illinois Department of Natural Resources (IDNR) grant. This grant
option was removed from IDNR's grant cycle soon after; thus eliminating the application
process. Staff did not apply for IDNR funding.
Eric noted that NENA would love to see the boat launch improved, however NENA's
prirority would be to change the bike route to go up above the water treatment building
and away from the parking and boat launch for safety reasons. Tom Armstrong
recommended staff check with Dave Waden of the Planning Department first to see if
Planning has jurisdiction information on that stretch of the bike path. If not, then Tom
suggested contacting Patrick Knapp of Kane County to determine who has jurisdiction.
VII. Miscellaneous:
a. Kirk and Kramer Park Update: Kirk and Kramer Park is located near the Isaac Walton
League property now owned by Hanover Township. A grant was obtained and the
shoreline stabilization work on Poplar Creek should be done in October. Hanover
Township is interested in owning the property. In a month or two, the City of Elgin
will turn the property over to Hanover Township.

III. Citizens Forum (items not on the agenda): Kevin Echevarria of PKE Enterprises Inc.,
provided the board members and staff with a brief explanation of what PKE Enterprises
is about. Mr. Echevarria will return for the November 29 advisory board meeting to
provide more information and what the pilot program would look like in 2017. 'Asset'
space is temporary rental space where food trucks can be located at. PKE Enterprises Inc.
looks at existing assets (public locations, facilities) to run their program/food trucks and
want to implement their program in 2017. The program is a percentage-based rental —
space is allocated so tax roll is replicated, allowing for a viable business model to bring
food trucks in to specific locations. PKE Enterprises is working on a platform that works
with cities/local governments, etc., to manage concessions. 2017 would be the pilot of
the program in Elgin if approved. Mr. Echevarria noted that PKE needs data such as how
much foot traffic is typical, what type of event or program is scheduled (when, where),
etc. The more trucks,the more people come out to eat at food truck locations.
Randy Reopelle noted pilot locations could include Wing Park summer concerts,the Lords
Park Zoo, Festival Park, and the old library lot next to the bike trail.

ELGIN POST 57 AMERICAN LEGION BASEBALL: Jim Stancl, Manager, presented. The
2017 requested capital improvements include:
Scoreboard (wireless): Current one has electrical issues. Post 57 will
use the existing pole and wireless system, which is compatible and will
work with the new board: $ 10,000
Asphalt paths: Ground is not level and participants and spectators
must walk down an embankment, which becomes muddy and slippery

Eric Larson thanked the youth sport groups' representatives for the hours they spend
volunteering at the youth sport organizations and taking the time to present the board
'' and staff. The capital improvement requests for 2017 will be reviewed by staff and the
board.
V. Miscellaneous:
a. Rolling Knolls Forest Preserve: Randy Reopelle and Eric Larson went to Chicago to
Cook County's building to testify on the planned use of Rolling Knolls for a proposed
zoning change. The Cook County Forest Preserve is now looking for operators for
Rolling Knolls Forest Preserve.
b. Slade Park Update: The update will be on the November agenda.
c. Other: Senior Services Request of Rental Waiver: Senior Services Associates
requests a fee waiver for rental of Lords Park Pavilion on Wednesday, September 13,
2017. Senior Services holds an annual picnic for senior citizens and members of the
Elgin Police Department assist in serving lunch to seniors.
MOTION: Carl Missele motioned to approve the fee waiver as defined. Fred Moulton
second. Motion carried unanimously.

I. Call to Order: Chair Eric Larson called the meeting to order at 6:02 p.m.
II. Welcome New Board Members: Andy Dogan was introduced. He provided a brief
background of his background, experiences and interest. Chin Keomuongchanh was not
able to attend this meeting and will be introduced at the January board meeting.
III. Minutes of the September 27, 2016 Meeting:
MOTION: Carl Missele moved to approve the October 25 minutes as presented. Marino
Lamantia seconded. Motion unanimously approved.
The City Clerk provided an updated board listing, which was attached to the packet. It
was noted that Carl Missele was listed as Chair. Once the City Clerk's office revised the
list to Eric Larson as Chair, the document will be emailed to board members.
IV. Citizens Forum (items not on the agenda): A student and parent attended the board
meeting to observe for the student's civics class assignment.
V. Food Trucks: Kevin Echevarria of PKE Enterprises Inc.: Kevin Echevarria of PKE
Enterprises Inc., communicated that he was at a meeting that was running late. Mr.
Echevarria was scheduled to provide more information and what the pilot program would
look like in 2017.

VI. Sports Complex Concept Plans: Randy Reopelle recapped steps taken thus far. Before
the city even acquired the property, Bill Briska came to the board's August 2014 meeting
and provided a history of the Elgin Mental Property and a natural resources inventory,
which was very helpful.
On June 16 staff met with JJR. JJR presented 13 different concept plans based on the
information we provided. At the June 28 Parks and Recreation Advisory Board meeting
at Bowes Creek and shared those concept plans with the board. Through that we had a
discussion regarding big picture things. Also discussed was what we wanted the
expansion to look like, the feel of the park, natural features, and the history and culture
of the property. That information was shared back with JJR. On August 9, Landmark
Illinois presented on the laundry building on preservation of the building and different
ruses for the building. Randy has met with two groups regarding a potential privately
owned indoor sports center. Of the two groups, the private businessman who operates
two other facilities — Naperville Yards and Westmont Yards seems most interested in
building a large field house. Next, JJR created two rough concept plans for the Park
Board's consideration.
Randy displayed these two concept plans on easels (South Plan and North Plan). Each
plan includes road alignments with each being significantly different. Randy noted that a
tree survey was done. There are some quality trees. He pointed out the masonry horse
barn;the wooded area, ice hockey/outdoor rink, synthetic soccer fields, etc.
Randy asked the board members for feedback. Should development begin at north end
or south end of property? Feedback included:
- Second access point from route 31 would be beneficial for flow of tournament traffic,
etc.
- A 'right in' and 'right out' for flow of traffic is very important.
- Ice hockey, if located by Larkin Center building,would allow for a warming shelter.
- Questioned necessity of very large detention. Preference is to leave area 'as is' — a
dry detention with wetland plantings is preferred by the board to keep as a natural
area.
- What element would bring the most value? Maria and Randy both agree that
(11111 synthetic soccer fields would bring the most value.
- South Plan's tennis location —move to be up by Larkin Center building.
- Need more washrooms

- Portable concession stands
Next step—revise concept plan: second access point, move tennis near Larkin Center, ice
hockey near Larkin Center, and detention areas to be natural areas with wetland
plantings.
VII. Miscellaneous:
a. Slade Park Update: Randy Reopelle communicated that the city of Elgin has
jurisdiction of bike path in this park. . He also communicated Parks should get the
Community Development Block Grant/CDBG next year, but it is not yet known if Slade
Park would qualify for a CDBG grant.
b. Other: Carl Missele walked Lords Park recently and noted the following: Need to
enforce "No feeding" of geese and ducks. Possible tall grass plantings, use of dogs to
chase geese out.
Tom Armstrong noted there was a discussion recently at a city council meeting
regarding the need for public restrooms around the Fox River Trail.
