Kozal The Centre of Elgin Staff Conference Room Second Floor 100 Symphony Way, Elgin, IL 60120 Present: Chair Eric Larson, Tom Armstrong, Andrew Dogan, Marino Lamantia, Carl Missele, Fred Moulton Absent: Chin Keomuongchanh, Michelle Santucci Staff: Randy Reopelle, Maria Cumpata, Verdelle Corn I. Call to Order: Chair Eric Larson called the meeting to order at 6:02 p.m. II. Welcome New Board Members: Andy Dogan was introduced. He provided a brief background of his background, experiences and interest. Chin Keomuongchanh was not able to attend this meeting and will be introduced at the January board meeting. III. Minutes of the September 27, 2016 Meeting: MOTION: Carl Missele moved to approve the October 25 minutes as presented. Marino Lamantia seconded. Motion unanimously approved. The City Clerk provided an updated board listing, which was attached to the packet. It was noted that Carl Missele was listed as Chair. Once the City Clerk's office revised the list to Eric Larson as Chair, the document will be emailed to board members. IV. Citizens Forum (items not on the agenda): A student and parent attended the board meeting to observe for the student's civics class assignment. V. Food Trucks: Kevin Echevarria of PKE Enterprises Inc.: Kevin Echevarria of PKE Enterprises Inc., communicated that he was at a meeting that was running late. Mr. Echevarria was scheduled to provide more information and what the pilot program would look like in 2017. 150 Dexter Court, Elgin, IL 60120 847 - 931 -6100 www.cityofelgin.org Summary of Mr. Echevarria's presentation at the October meeting: 'Asset' space is temporary rental space where food trucks can be located at. PKE Enterprises Inc. looks at existing assets (public locations, facilities) to run their program /food trucks at. The program is a percentage -based rental—space is allocated so tax roll is replicated, allowing for a viable business model to bring food trucks in to specific locations. PKE Enterprises is working on a platform that works with cities /local governments, etc., to manage concessions. 2017 would be the pilot of the program in Elgin if approved. Mr. Echevarria noted that PKE needs data such as how much foot traffic is typical, what type of event or program is scheduled (when, where), etc. The more trucks, the more people come out to eat at food truck locations. VI. Sports Complex Concept Plans: Randy Reopelle recapped steps taken thus far. Before the city even acquired the property, Bill Briska came to the board's August 2014 meeting and provided a history of the Elgin Mental Property and a natural resources inventory, which was very helpful. On June 16 staff met with JJR. JJR presented 13 different concept plans based on the information we provided. At the June 28 Parks and Recreation Advisory Board meeting at Bowes Creek and shared those concept plans with the board. Through that we had a discussion regarding big picture things. Also discussed was what we wanted the expansion to look like, the feel of the park, natural features, and the history and culture of the property. That information was shared back with 11R. On August 9, Landmark Illinois presented on the laundry building on preservation of the building and different uses for the building. Randy has met with two groups regarding a potential privately owned indoor sports center. Of the two groups, the private businessman who operates two other facilities — Naperville Yards and Westmont Yards seems most interested in building a large field house. Next, JJR created two rough concept plans for the Park Board's consideration. Randy displayed these two concept plans on easels (South Plan and North Plan). Each plan includes road alignments with each being significantly different. Randy noted that a tree survey was done. There are some quality trees. He pointed out the masonry horse barn; the wooded area, ice hockey /outdoor rink, synthetic soccer fields, etc. Randy asked the board members for feedback. Should development begin at north end or south end of property? Feedback included: - Second access point from route 31 would be beneficial for flow of tournament traffic, etc. - A 'right in' and 'right out' for flow of traffic is very important. - Ice hockey, if located by Larkin Center building, would allow for a warming shelter. - Questioned necessity of very large detention. Preference is to leave area 'as is' — a dry detention with wetland plantings is preferred by the board to keep as a natural area. - What element would bring the most value? Maria and Randy both agree that synthetic soccer fields would bring the most value. - South Plan's tennis location — move to be up by Larkin Center building. - Need more washrooms 150 Dexter Court, Elgin, IL 60120 847 - 931 -6100 www.cityofelgin.org Portable concession stands Next step — revise concept plan: second access point, move tennis near Larkin Center, ice hockey near Larkin Center, and detention areas to be natural areas with wetland plantings. VII. Miscellaneous: a. Slade Park Update: Randy Reopelle communicated that the city of Elgin has jurisdiction of bike path in this park. . He also communicated Parks should get the Community Development Block Grant /CDBG next year, but it is not yet known if Slade Park would qualify for a CDBG grant. b. Other: Carl Missele walked Lords Park recently and noted the following: Need to enforce "No feeding" of geese and ducks. Possible tall grass plantings, use of dogs to chase geese out. Tom Armstrong noted there was a discussion recently at a city council meeting regarding the need for public restrooms around the Fox River Trail. VIII. Adjournment: MOTION: Andy Dogan motioned to adjourn the meeting at 7:12 p.m. Carl Missele seconded. Motion carried unanimously.
