Call to Order: Chair Eric Larson called the meeting to order at 6:00 p.m.
II. Minutes of the September 27, 2016 Meeting:
MOTION: Carl Missele moved to approve the September 27 minutes as presented.
Marino Lamantia seconded. Motion unanimously approved.
III. Citizens Forum (items not on the agenda): Kevin Echevarria of PKE Enterprises Inc.,
provided the board members and staff with a brief explanation of what PKE Enterprises
is about. Mr. Echevarria will return for the November 29 advisory board meeting to
provide more information and what the pilot program would look like in 2017. 'Asset'
space is temporary rental space where food trucks can be located at. PKE Enterprises Inc.
looks at existing assets (public locations, facilities) to run their program /food trucks and
want to implement their program in 2017. The program is a percentage -based rental —
space is allocated so tax roll is replicated, allowing for a viable business model to bring
food trucks in to specific locations. PKE Enterprises is working on a platform that works
with cities /local governments, etc., to manage concessions. 2017 would be the pilot of
the program in Elgin if approved. Mr. Echevarria noted that PKE needs data such as how
much foot traffic is typical, what type of event or program is scheduled (when, where),
etc. The more trucks, the more people come out to eat at food truck locations.
Randy Reopelle noted pilot locations could include Wing Park summer concerts, the Lords
Park Zoo, Festival Park, and the old library lot next to the bike trail.

IV. Youth Sports Group Presentations:
ELGIN POST 57 AMERICAN LEGION BASEBALL: Jim Stancl, Manager, presented. The
2017 requested capital improvements include:
Scoreboard (wireless): Current one has electrical issues. Post 57 will
use the existing pole and wireless system, which is compatible and will
work with the new board: $ 10,000
Asphalt paths: Ground is not level and participants and spectators
must walk down an embankment, which becomes muddy and slippery
when it rains. $ ? ??

CLASSIC LITTLE LEAGUE: Scott Gabrys, past President, presented.
Classic Little League's 2017 capital improvement requests include:
Asphalt walkways: parking lot walkway and wheelchair
accessibility to Field 3: $ 6,622
Re -roof field 2 dugouts: $ 3,225
Expand and repair announcer's booth — Field 2: $ 6,415
Remote surveillance camera system for Continental fields: $ 580
Remote surveillance camera system for Wing Park fields: $ 580
TOTAL = S 17 422
ELGIN NATIONAL LITTLE LEAGUE: Ron Meyers presented.
National Little League's 2017 capital improvement requests include:
Construction of permanent restrooms and concession building
for north side:
Base Bid = $ 220,335
Alternates:
Complete remaining work per
original drawings: $ 86,000
Installation of water closet and
wall hung sink in storage shed
about 150' from bldg. site: 49,000

Steel roofs for Field 3 and Field 4 ($837 per). League will provide
the labor: $ 1,674
Outfield fence on Field 1: Mesh fencing is rusted and curled. Existing
poles are fine. $ ? ??
Repair parking lot security lights on north side: League tried to repair
but suspect underground cable is an open circuit. $ ? ??

ELGIN BMX ASSOCIATION: Victor Sanchez presented BMX's 2017 capital improvement
requests, which include:
Wood repair and Rhino Liner deck located on announcer booth: $ 4,000
New pole and light for track's last turn: $ 3,900
Replace Quad: $ 4,290
Laptop: $ 460
Air compressor: $ 489
Speakers and stands for announcer: $ 1,339
Ride -on roller compactor: $ 6,850
TOTAL = S 21.328
ELGIN YOUTH FOOTBALL LEAGUE (EYFL) / ELGIN BEARS:
Linley Collins, Board Secretary presented. EYEL's 2017 capital improve-
ment requests include:
Complete middle field renovation: seed blanket, fertilizer, top
soil for 3 parts of the field (long -term solution): $ 8,400
Concrete repair for concession stand bathroom entrances: $ 4,000
TOTAL = 5 12.400
Eric Larson thanked the youth sport groups' representatives for the hours they spend
volunteering at the youth sport organizations and taking the time to present the board
and staff. The capital improvement requests for 2017 will be reviewed by staff and the
board.
V. Miscellaneous:
a. Rolling Knolls Forest Preserve: Randy Reopelle and Eric Larson went to Chicago to
Cook County's building to testify on the planned use of Rolling Knolls for a proposed
zoning change. The Cook County Forest Preserve is now looking for operators for
Rolling Knolls Forest Preserve.
b. Slade Park Update: The update will be on the November agenda.
c. Other: Senior Services Request of Rental Waiver: Senior Services Associates
requests a fee waiver for rental of Lords Park Pavilion on Wednesday, September 13,
2017. Senior Services holds an annual picnic for senior citizens and members of the
Elgin Police Department assist in serving lunch to seniors.
MOTION: Carl Missele motioned to approve the fee waiver as defined. Fred Moulton
second. Motion carried unanimously.

MOTION: Fred Moulton motioned to adjourn the meeting at 7:50 p.m. Carl Missele
seconded. Motion carried unanimously.
