Kozal The Centre of Elgin Staff Conference Room Second Floor 100 Symphony Way, Elgin, IL 60120 Present: Chair Eric Larson, Tom Armstrong, Marino Lamantia, Carl Missele, Fred Moulton, Michelle Santucci Staff: Randy Reopelle, Maria Cumpata, Verdelle Corn I. Call to Order: Chair Eric Larson called the meeting to order at 6:03 p.m. II. Minutes of the June 28, 2016 Meeting: MOTION: Carl Missele moved to approve the June 28 minutes as presented to the board. Michelle Santucci seconded. Motion approved with Tom Armstrong abstaining. Minutes of the August 9, 2016 Subcommittee Meeting: MOTION: Tom Armstrong moved to approve the Elgin Sports Complex Subcommittee minutes of August 9 as presented to the board. Fred Moulton seconded. Motion approved. III. Citizens Forum (items not on the agenda): None. IV. Board Survey /Discussion of 2017 Initiatives: Board Group Survey: - Mission Statement: The Parks and Recreation Advisory Board supports the Parks and Recreation Department's mission statement: The Parks and Recreation Department strives to enhance the quality of life for residents of Elgin neighborhoods by protecting the unique natural resources, enhancing cultural treasures and protecting the historical identity of the city. This is 150 Dexter Court, Elgin, IL 60120 847- 931 -6100 www.cityofelgin.org accomplished by providing access to an integrated community and regional system of parks and recreation facilities, services and programs with an eye on the future while preserving the past. What are some of the successes of your board or commission in the last 1 -3 years? • Smoking Ban • Youth Sports Grants and process * Planning and hosting public input meetings on park planning * Partnership with leagues and other agencies and community organizatioins to facilitate projects and programs. * Board members' (provide) high level of consistent engagement in meetings. What skills or experience (if any) are required to be successful on your board or commission? • Interest in recreation and sports activities • Community involvement and caring about making a difference • Ability and willingness to share with others and solicit input from others in community • Advocates for and promote programs and services • Willingness to ask questions What is your commission's role as it relates to the city council? * Advises city staff and the city council relative to the operations and maintenance of city parks and recreational facilities. The board also provides a comprehensive plan for parks and recreational facilities. 2017 Initiatives: - Phase 2 of Jack E. Cook Park plan - Begin the process of updating the master plan. - Develop outreach strategy to work with neighborhood and community organizations. V. Bike Your Park Day Events: Tom Armstrong also serves on the City's Bicycle and Pedestrian Advisory Committee (BPAC). September 24 is national Bike Your Park Day. Tom provided information on the three bike rides to be held. In addition to requesting members of the Parks and Recreation Advisory Board to participate, Tom suggested a magnet be ready to hand out to participants at the three locations. The magnet could list park website with intention of exposing people to other parks they can visit. Randy Reopelle noted the Department can help market the three bike rides. Eric Larson suggested board members work with neighborhood groups to gather at the end of the ride and possibly provide refreshments. Tom and Eric will plan what NENA (NorthEast Neighborhood Association) will do for Bike Your Park Day. 150 Dexter Court, Elgin, IL 60120 847 - 931 -6100 www.cityofelgin.org Suggestions on event postings: add addresses of three starting points and where participants can park vehicles. Create an event on Facebook for each of the three rides so more information can be included. Registrations are not required but we can get a sense of how many people plan to participate by creating three separate events on Facebook — one for each of the three rides. Randy noted t -shirts with slogan "One day 20 parks" should be handed out. VI. Laundry Building Discussion: Randy handed out a report prepared for Landmarks Illinois and prepared by Wiss, Janney, Elstner Associates, Inc. Recommendations and preliminary cost estimate for structural repair recommendations totals $505,000. Significant repairs to the electrical, plumbing and HVAC systems may be required but consideration of those items were beyond the scope of the report handed out. Randy Reopelle noted that planning is really two - phased approach: 1) what to do with power plant still behind / near laundry building, and 2) what do when the power plant goes away. Randy also noted the Rakow Center priorities include roof replacement and HVAC issues, which Building Maintenance estimated at $650,000. First a land survey has to be completed. We are trying to get these repair costs covered in the 2017 budget. VII. Miscellaneous: a. CDBG Pak Projects Update: Projects will go out to re -bid due to complications. The city has hired the Kane County Planning Department to oversee our CDBG projects and documentation. b. Other: Potential board member recommended by Fred Moulton. Randy, Tom and Eric have met with the potential member and hopefully she will apply to serve on the board. VIII. Adjournment: MOTION: Carl Missele motioned to adjourn the meeting at 7:33 p.m. Michelle Santucci seconded. Motion carried unanimously.
