Call to Order: Tom Armstrong called the meeting to order at 6:03 p.m. II. Minutes of the September 30, 2014 and November 18, 2014 meetings: MOTION: Carl Missele moved to approve the September 30 minutes. Kristen Rowe seconded. Motion carried unanimously. Citizens Forum (items not on the agenda): Holly Hudson, Chicago Metropolitan Planning Association, attended to provide information on grant opportunities. The Illinois Environmental Protection Agency (TEPA) has a grant to improve water quality that could be used to fund improvements at Jack Cook Park. Randy Reopelle noted that some of the farm drain tiles are broken. Holly responded that tiles can be restored and valves installed to control and maintain wetland designation. She also noted that the Fox River watershed is a priority for funding this year. She continued noting that grants are 60/40 split and that staff time counts as 'in-kind' and she will help write a grant application. To do so, a conceptual plan is required and would need to incorporate best practice and educational components. Randy Reopelle noted that the next phase of improvements needs to be determined for Jack E. Cook Park. Holly noted that eight years ago the price tag was too high for 'storm water best management practice' projects to manage storm water because it was new practices and methods had to be proven (testing, research, etc.). They no longer need to prove that these 'practices' work; it has been proven to work. Randy inquired about selling off wetland credits. Holly will investigate and report back. Holly recommended staff check out Stuart Sports Complex of Fox Valley Park District. They have incorporated several of these elements. The Fox River Eco System partnership is holding a program on June 17, noon to 1:30 p.m. at Stuart Sports Complex to learn about how to implement "naturalized areas as part of a sports complex expansion." IV. Dog Park Request: Randy Reopelle and Mayor Kaptain were invited to the Shadow Hill Condominium Homeowners Association meeting on November 27 to discuss a dog park for their neighborhood area. Bob Duerr, President of their homeowners' association, provided a summary of possible locations in their area including a detention area the HOA owns and would donate for a dog park development. Staff will investigate a site by Prairie Knolls Middle School. City of Elgin has property near this location. In the meantime, Mr. Duerr will send a survey out to the three HOAs within Shadow Hill subdivision. V. Requests to Vend in Parks: Randy noted that there is a city ordinance against mobile vending, which the City Council has discussed briefly but has yet to change it. Because of the ordinance we could not proceed with requests from any vendors to sell food/beverage in parks. It is expected that council will address the ordinance in the next couple of months. Once council determines what will be amended, if anything, we need to address what will be required to vend in park(s) and what the selection process will be. VI. Miscellaneous: a. Youth Sports Grant Cycle: Randy and Maria Cumpata are meeting with youth sports groups individually in preparation of the February 24 Advisory Board meeting. At that meeting each group will present a recap of their 2014 accomplishments and their capital requests for funding through the Youth Sports Grant. It was noted by Randy that ESPN is televising the girls Little League fast pitch tournament championship game in 2015, which is being held at National's fields. Therefore, the city budgeted $110,000 from the Park Development Fund to install new lights. The lighting is so old that ESPN probably would not be able to televise during evening hours. The 2015 youth sports grant funding is $50,000. It was noted that the February meeting will be held in The Centre's West Conference Room rather than the staff conference room. Randy communicated that the cell tower to be sited on ENLL's property on north side of Summit Street/Rt. 58 (formerly American Little League) was approved. The $24,000 rental fee should go to the Park Development fund. p b. March into Health: The 4th Annual March into Health is Activate Elgin's signature event each year. This year's events are held between February 28 and March 28 with 39 programs, events, and activities that are spread across town. Parks and Recreation hosts the kick-off event - Health & Fitness Expo at The Centre's Heritage Ballroom, February 28 from 10 a.m. to 2:00 p.m. Other events Parks and Recreation is hosting include boxing at the Eastside Recreation Center (ERC) and golf injury prevention and fitness at Bowes Creek Country Club (BCCC). ERC's event is free and includes boxing introduction and instruction for the whole family. BCCC's event teaches you how to prepare your body for an injury-free season. There is much more going on; check out c. Other: Tom Armstrong communicated that Advocate Sherman is selling approximately five acres on south side of Slade Avenue that currently is paved parking lots. Tom also noted that May is Preservation Month, which would be a good time to have a ribbon cutting ceremony for Trillium Park and recognize Mary Lou Seidel and Holly Yee as well as Rose and Jim Hunter. Randy communicated that the Youth Leadership Academy REALITY group contacted him. REALITY is an anti-tobacco movement created by and for Illinois teens. Their goal is to have a smoke-free parks policy passed. They are conducting a survey of the Elgin community and request the survey be posted on the Parks website and/or Facebook page. MOTION: Carl Missele motioned to allow the survey to be posted on the park website. Kristen Rowe seconded. The motion passed unanimously. VII. Classic Little League's 2015 capital improvement requests include: Relight damaged Elgin Continental fields: $ 4,500 Replace AAA scoreboard (non-functioning) for tournament play at Wing Park: $ 6,500 Weather/storm damage repairs to girls' dugout roof, water Sprinkler system and electrical at Wing Park: $ 2,000 Architectural analysis of intermediate field expansion at Continental: $ 2,000 Refurbish infield/foul area at Wing field#2: $ 9,500 TOTAL = $ 24,500 TROUT PARK BASEBALL: Bill Vincent presented. The 2015 requested capital improvements include: PLAN A - Left Field Line Storage Building: 31 x 14 foot equipment storage shed build with a gable roof and a 12 foot wide metal garage overhead door: $ 36,000 - OR- PLAN B - Right Field Line Fence and Bullpen Project: Furnish and install 94' x 12' high galvanized chain link fence: $ 6,000 Tear out existing bullpen turf and mounds. Reconstruct two new bullpens with clay mounds and sod. $ 2,800 $ 8,800 ELGIN BMX ASSOCIATION: Amy Devlin presented. The 2015 requested capital improvements include: Repair Lighting: $ 1,481 Upgrade to electrical system: $ 8,777 Upgrade to track surface: $ 1,852 TOTAL = $ 12,110 V. Miscellaneous: a. Highlands Restaurant and Fitness Center Improvement Updates: C - Randy Reopelle reported that the Elgin Public House owner, Greg Shannon, was awarded the restaurant operation at The Highlands of Elgin Golf Course. The layout is being changed with the bar on the opposite side and the patio is being I turned into a three-season room for dining. A soft opening is expected in April rwith the grand opening later. We will keep you posted. - The Fitness Center at The Centre of Elgin is expecting equipment to be ready around April 15, but the flooring and other work will not be done. We are estimating equipment to be set-up around mid-May, but that may get pushed back to a later date if flooring gets replaced. b. March into Health: Parks and Recreation hosts the kick-off event - Health & Fitness Expo at The Centre's Heritage Ballroom, February 28 from 10 a.m. to 2:00 p.m. Other events Parks and Recreation is hosting include boxing at the Eastside Recreation Center (ERC) and golf injury prevention and fitness at Bowes Creek Country Club (BCCC). Other: Marino Lamantia noted he walked the triangle area, which is a proposed site in Shadow Hill subdivision for a dog park. The area is not accessible and there are only 6 parking spots in the area. The location is not ideal for those who do not live in the townhomes next to this land. VII. Youth Leadership Academy Request for Smoke Free Parks: Joseph Madrid, a freshman at Elgin High School and member of the Youth Leadership Academy (YLA) recapped the YLA's project regarding smoking in parks. The group proposes adopting an ordinance to ban all tobacco products at all parks and recreation property except for the golf courses. The definition of tobacco products includes snuff, chewing tobacco, cigarettes, cigars, and e-cigarettes. Randy Reopelle asked if other communities or park districts have banned smoking in parks. Joseph believes Hanover Park and St. Charles are working on something and that most of the other parks around us either already have banned smoking or are working on it. Maria Cumpata inquired what kind of enforcement YLA envisions as the parks are not a contained space and not one or two entrance/exits points. YLA recommends no smoking signage in the parks and a fine of$25.00 for a first offense. Eric Larson inquired how tickets would be issued and who would issue the tickets. And, like many other types of rules, /rte they are complaint-driven enforcement. Further discussion included: • Would Festival Park be an exception as the park is used for special events and by the Riverboat. A smoking ban in public places has already hurt the casino revenues. • Suggestion: when applying for a permit to use Festival Park for an event, can we include application for an exception to allow smoking at the event(Festival Park events only). • Look into if there are benefits of smoking areas vs. a complete ban. • Suggested YLA search website for what other communities in Illinois have enacted for no smoking in parks. There are 1,000 communities in the United States listed when'googling' no smoking in parks and 32 in Illinois (municipalities include Buffalo Grove, Chicago, Gurnee, Hawthorne Woods, Highland Park, Hoffman Estates,Northbrook, Palatine, Vernon Hills are some of the 32, most have park districts). • Suggested the board members utilize the National Recreation and Park Association's open forum discussions to find out what other Parks and Rec Departments and Park Districts are doing and why. • It was noted that there would be push back from the Sports Complex's leagues and tournaments. Adult leagues may be the exception at the Complex. It may be that we put butt containers all over. Another suggestion is to designate areas where smoking would be allowed during the adult leagues. Randy thanked Joseph and noted staff would keep working on the initiative. V. Youth Sports Grant Requests: Maria Cumpata passed out a memo summarizing the proposed allocation breakdown. She suggested that next year, sports groups be required to submit quotes with their requests and present in October. Recommendations for the board's consideration follows: Elgin National Little League—located at Summit Street and Hiawatha Drive • ADA compliance paving $ 2,000 • Repair of backstop and gates $ 3,100 Total $ 5,100 American Legion-located in Wing Park • Scoreboard repairs(upgrade to wireless) $ 1,600 Total $ 1,600 Elgin Classic Little League—located in Wing Park • Scoreboard replacement $ 6,500 • Storm damage repairs to girls dugout roof,irrigation system,and electrical system $ 2,000 Total $ 8,500 Trout Park Baseball—located in Trout Park(south of I-90,west of Route 25) • Right field line fence replacement $ 6,000 • Bullpen turf/mounds $ 2,800 Total $ 8,800 Elgin Youth Football and Cheer—located in Drake Park(Hastings Street and Cookane Avenue). • ADA improvements to concession stand $ 1,500 • Concession furnace repair $ 400 • Portable lights(2 sets) $ 10,000 Total $ 11,900 I Elgin BMX Riders Association-located in the Elgin Sports Complex • Electrical upgrades $ 8,800 • Track upgrades $ 1,850 • Concessions upgrades $ 3,450 Total $ 14,100 Total presented for consideration: $ 50,000 MOTION: Carl Missele motioned to accept the youth sports grant allocations as presented and recommend that the City Council approve them. Eric Larson seconded. Motion carried unanimously. VI. Park and Rec Board Member Terms: At May's board meeting the election of chairperson will be on the agenda. VII. Miscellaneous: a. Gifford Park Association (GPA) Request: GPA submitted a request for the board to approve fees to be waived for their organization's Lords Park Pavilion rental on Friday, April 24, to host their annual pot luck dinner. GPA members host and man a water station for the participants of the annual Fox Trot. MOTION: Carl Missele motioned the board approve the waiver of fees for GPA's April 24th Pavilion rental. Eric Larson seconded. Motion unanimously approved. b. National Parks and Rec Month (July): Tom Armstrong noted that each year we submit wording to city hall for a proclamation to honor National Parks and Recreation month. This year we should also consider doing more to recognize the month. c. Other: • Tom Armstrong suggested each board member choose a park to highlight in the Parks and Rec blog. Highlight and explain why the park is your favorite park. An outline for favorite park blog could be provided. Board members would pick a park to write about. Maria Cumpata will send out the department's blog schedule of topics. Board members can select anytime on the schedule. Staff just signed up for dates and the board can take select a date that works for them. • Randy Reopelle communicated that Cindy Corrigan, Parks and Rec's Volunteer Coordinator, has a group interested in adopting a park. He is meeting with her to discuss them possibly holding a party in the park. • Eric Larson reported that the NorthEast Neighborhood Assocation's survey on Sherman Hospital's old parking lot (south side of Slade Avenue) received 190 responses. Approximately 100 neighbors in the area attended the meeting. Analysis will be presented to the Parks and Rec Advisory Board at a future meeting. In the meantime, Sherman took the property off the market. • Douglas Park and Trillium Park: Tom noted that National Neighbor Works Week is June 6-14. Discussion regarding ribbon cutting ceremonies for Elgin parks: Trillium tentatively at noon and could serve hot dogs. Citizens Forum (items not on the agenda): Northeast Neighborhood Association: As a board member of the Northeast Neighborhood Association (NENA), Eric Larson reported on NENA's survey conducted. - Background: Around the first of the year parking lots owned by Advocate Sherman went up for sale. NENA saw this as an opportunity to engage the neighborhood on the broader issue of development in the neighborhood. A subcommittee met with Advocate Sherman's leadership and then with a number of city leaders mostly to get this on everyone's radar. NENA did not have a set position at that point as to what to do with the property. We felt the neighborhood should be engaged in what happened with the property. It sounded like NENA had a position because it was pointed out that Parks and Recreation Department had a master plan in place and had given this kind of opportunity a lot of thought. In fact, the master plan identified these parking lots as an opportunity for a neighborhood park if the property ever became available. NENA also hosted a public meeting on March 12. - NENA Survey: NENA conducted the survey solely on line but promoted it the old- fashioned way- handing out fliers, e-mail blasts, knocking on doors, etc. The survey included questions to gather what neighbors wanted the lots to be and questions about the neighborhood including what they value, like the most, like the least, etc. Residents ranked a park as the most positive development to replace the parking lots, open space was second, residential development was third (positive toward single family homes and senior housing), and business development was last. One consistent theme communicated by respondents was that if new housing were development in the neighborhood, it should be appropriate to the neighborhood; that is single family, historic styles, and matching the neighborhood. - A meeting with Advocate Sherman is scheduled for Friday, May 29, to convey the results of the survey and to stay in contact with them. Eagle Heights Property: Tom Armstrong introduced Mohammed lqbal who owns property in Eagle Heights next to the creek. There is a pond with a small island in the middle and 14 homes on east side of pond. Mr. Iqbal asks if the city is interested in the property for park land. A brief discussion regarding the pond and area followed. The developer created this area for water retention. Regardless, Randy noted that the city cannot take on additional property for parks unless the property is part of a development contract. The city does not have the manpower/resources to maintain additional park land. r IV. Election of Chair: After a brief discussion, Marino Lamantia motioned to nominate and approve Carl Missele as chair of the Parks and Recreation Advisory Board. Eric Larson seconded. Motion carried unanimously. Carl Missele took over as chair for the remainder of the meeting. Randy Reopelle thanked Tom Armstrong for his valuable leadership and dedication for serving as chair and as a member of the board. V. Discussion of No Smoking Policy: Carl Missele noted at a previous meeting Joseph Madrid presented the Youth Leadership Academy's (YLA) request for smoke-free parks. Joseph Madrid presented YLA's findings and a draft ordinance at the previous meeting. Carl noted the board's discussion should continue, citing an issue is how to enforce no smoking in parks. The board discussion included: - Determine where designated smoking areas would be at specific locations (Sports Complex is an example). - Not to include the three golf courses - No smoking when near a facility - No smoking around children (noted that staff should discuss with youth sports groups) Randy will draft a policy and Maria will send the draft to Elgin Police Department and youth sports groups and ask for input. • VI. Regional Park Phase Il Planning: Randy noted that Jack E. Cook Park and Forest Preserve is a 224 acre park of which 25 acres are now developed. Elgin has an agreement with Kane County Forest Preserve District to develop more at the park but there is no set timeframe, whereas the first 25 acres was on a timeline with the Illinois Department of Natural Resources (IDNR) as a stipulation with the grant awarded. We need to plan for the next phase so if a grant opportunity arises; we have identified or planned the next phase in place for any potential grant application. Realistically future development of park would be passive; shelters, paths, possibly we can add two soccer fields at the north end as 90 percent of park is in flood plain. Also, strategize how we can bring people into the park. The June board meeting is our annual park tour so we should include Jack E. Cook Park in the tour. Randy also noted that he had talked to Holly Hudson about potential grant opportunities, but first we have to determine boundaries to narrow down the type of grant opportunities. VII. Miscellaneous: a. Request from North Country Knolls Property Owners Association (NCKPOA): Neighbors of North Country Knolls request a fee waiver for use of Hawthorne Hill Nature Center. The neighborhood group, who volunteer at the nature center regularly, are holding the annual gathering for National Night Out Against Crime on e'' Tuesday, August 4. The event is typically held outdoors, the threat of rain, high humidity and mosquitoes has moved the event indoors. This event has been held by the group at the nature center the past five years with 80 to 100 participants each year. MOTION: Tom Armstrong moved to accept the Neighbors of North Country Knolls' use of the nature center with no fees on August 4. Eric Larson second. Carl Missele abstained from vote; motion carried unanimously. b. Park Tour Meeting: Recommended parks to include in the June park tour include Jack E. Cook Park, Elgin Sports Complex, and the Eagles property. Dinner will be provided at either Hawthorne Hill Nature Center or the Grumpy Goat. c. June 6 Ribbon Cutting: Douglas Park re-dedication of playground ceremony will be at 10:30 a.m. and will include light refreshments at the ceremony. Trillium Park ceremony will be at noon and will include a light lunch at the ceremony. Maryann Kuhn was introduced by Randy and noted she is working on marketing the celebrations. d. Other: • Tom Armstrong noted that Saturday, May 30, is the last event of National Bike Month. From 11:00 a.m. to 3:00 p.m., at the Riverside Promenade the Elgin Area and Convention Visitors Bureau is hosting Bikes and Bites. Sports Complex Expansion Discussion: Mr. Bill Briska, historian and author, presented historical and background information on the former Mental Health property that is adjacent to the Sports Complex. Mr. Briska, who worked at the mental health facility for 28 years, knows the grounds and the history of the facilities. Mr. Briska's presentation highlights included: - The city of Elgin purchased the Robert Chism farm property in 1870 and gave it to the state of Illinois. The Chism farm property began on the east side of the river where Fox River Water Reclamation District east property is now located. - The facility was open for 143 years, occupied for 130 years and inhabited until the 1960s by patients, and employees and their families. * The facility opened in 1872. * By 1880, 1,000 lived on the property. Elgin's population was 8,700. * By 1920, 3,000 lived on the property. Elgin's population was 27,000. * By 1950s, 7,000 lived on the property, which at the time the city of Elgin's population was 44,000. 7,000 was larger than the population of South Elgin. rib* 150 Dexter Court,Elgin, IL 60120 847-931-6100 www.cityofelgin.org • / - The Mental Health grounds was a city in the sense that it had its own power, water, sewer system, and generated its own electricity. It also had its own clubs, movie theatre, its own entertainment, softball team, and band and orchestra. The band I and orchestra leaders were employees and members of both the bank' and orchestra were patients. - The front lawn was used for events such as an annual circus. - In 1880 John Blair designed the landscape plan and came back 20 years later to do the Lords Park landscape plan. - The north end of the state hospital property had an arboretum. - The gravel parking lot has a demolished building as fill under the gravel lot. - The lagoon was for water/fire protection and was clay lined, which deteriated over time requiring repairs. Eventually the mental health facilities were hooked up to city water. - Some of the original fencing is left. Dr. Kilbourne's (first superintendent) fence was iron. The fence on what is now city's property could be used to mark boundary between city and state property. - The main gate was sold to city but is vital for the hospital to get trucks to loading dock. - Pillar was built from brick made out of red granite chips. There was a brick making operation at the hospital. - The horse barn was used until 1937. - Bertrand Goldberg, architect of the Chicago Marina Towers, designed the state hospital's laundry building in 1967. The building is used to store road salt still. The ''' hospital needs 30 days' notice to find a place to move it to. - Hillside Cemetery is located dead center on the main campus. It was in use from 1933 to 1986 and has just under 1,000 graves. Some headstones are toppled over from frost-heaves. Volunteers have dug out some of ground-level headstones that have been concealed by weeds, etc.. Volunteers plan to have another work day on September 13 to do more work at the cemetery. - The state wants to move the power plant to state property. - There may be foundations left from 6 to 10 houses where physicians resided in the area south of Rakow Center. - Currently there are 675 employees and 375 residents living on hospital grounds. V. Banning of Smoking in Parks: Randy Reopelle suggested a subcommittee be formed to research banning smoking in parks and present back to the board in September. Randy inquired what the board and staff want to accomplish. Responses included: protect children from second-hand smoke and eliminate cigarette butts in playgrounds, sand boxes, etc. Eric: Policy vs ban? Where do we want to steer this and do we not want smoking? Do we want to designate smoking areas? eft Carl: Signage stating information at parks is needed. • Subcommittee volunteers: Eric Larson, Tom Armstrong, Fred Moulton, Xitlali Navarro, Maria Cumpata and Randy Reopelle. Dog Park Request Update: Randy Reopelle recapped last year's request by a Shadow Hill townhome owner to create a dog park in the area, preferably in the Shadow Hill subdivision. We looked at the area he recommended. It is a depressed area that is very small and no area for parking. He then asked us to check out the area by Prairie Knolls Middle School. At the south end is the school's football field. There is a triangle shaped piece the city owns a little piece of, but it is too small for a dog park. There is also a hammer shaped piece of property, north of the regional park, that we held on to for future development as a neighborhood park, which we could locate a dog park in. If we were to do a dog park there, we lose the opportunity to create a neighborhood park. The nearest neighborhood park is quite a distance away. As Carl and Randy looked at the property further (about 2.5 acres), there is no parking at this site. We still have the need to have a dog park somewhere in the western area. Right now we don't have the money to build a dog park. We need to do do a Phase II plan for the Jack E. Cook Regional Park, which would be a good site for a dog park. Also, at the end of Mark Avenue is a parcel that runs all the way to Randall Road that we identified in the master plan as a good piece of land to acquire. It would be a good site for a dog park that people could walk to from surrounding neighborhoods. VII. Miscellaneous: C a. Park Smoking Policy: The sub-committee met earlier this month and drafted a park smoking policy, which was included in the September board's packet to review. Carl Missele suggested the sub-committee get together to prepare presentation of policy to city council. Meeting will be at 1:00pm on October 8. - Notify Youth Leadership Academy when presentation is on council's agenda. - Bring back-up materials to use at presentation to council. - Legal Department will create document for enforcement. - Policy should be built into materials and quarterly brochure, social media, etc. - A citation of$25 or$50 would probably be appropriate. Sherman Park Property Discussion: Discussion summary included: - Property is too small to install a playground. - Suggestion on playground was to build it in the middle of property to be buffered from residences. - Marino Lamantia suggested the city take the Sherman property and ask for more. - Xitali Navarro suggested the city take the property. - Eric Larson suggested that he preferred to take the land but wants to ask for more before accepting it. Consensus was to accept the park parcel, but in doing so ask for more land so a park could be developed. VI. Naming of Bowes Creek Park: The park is located on Tournament Drive about a half mile west of the clubhouse. Marino Lamantia noted that residents attending the homeowners' meeting suggested the park be named with street name. He noted that he can send their representative a questionnaire/survey with naming options and a place to write in a park name. Randy Reopelle asked the board for naming suggestions: Suggestions included Creekside Park and Tournament Park. Marino will draft something and send it to Randy, so Randy can determine how to format it as a survey that could be emailed out. r` VII. Miscellaneous: a. Sports Complex Expansion Update: Randy Reopelle noted that he met with Mayor Kaptain and City Manager Sean Stegall regarding how we will approach outside groups to partner with. Staff will first pursue planning concept of expansion and then visit potential partners. Staff will also check into a private partnership. Example would be Chicago Fire, which owns a women's soccer team. Youth football organization should be invited to talk to us to find out what they would want. Carl Missele communicated that Landmark Illinois is applying for a grant to allow a "reuse study" of the laundry building. If we give them a go ahead, we will get their recommendation and report on the building. MOTION: Eric Larson moved to accept Landmark's offer as outlined in the proposal letter. Bowes Retirement Parcel: Bowes Retirement Center is located at the northeast corner of the Division and Gifford Streets roundabout. The City Manager informed Randy Reopelle that the city may be in a position to accept the property as a neighborhood park and requested a plan be drawn up, which is in process. Tom elk Armstrong noted the building does have deferred maintenance. The property was on the historic house walk a few years ago. Tearing down the original building would be very controversial. The original structure was owned by a prominent Elgin resident. Eric Larson wondered if the city could donate the property to the Gifford Park Homeowners Association. Carl reached out to Dan Miller of the Association, who has been involved with similar projects to find out if the original structure had valuable architectural features to save. Mr. Miller's response was that the structure had to be saved. c. RWJF Culture of Health Prize: Tom Armstrong wondered if Activate Elgin would be interested in applying for this, which is a Robert Wood Foundation funded prize. CommEd offers funding for organizations as well and is worth checking into. Randy will bring it to the next Activate Elgin meeting. d. Grohlich Park: Randy Reopelle communicated that we received a CDBG grant to replace the playground. We are working on a concept plan and will bring it to the board and probably invite the residents in area to look at what we are proposing. We have to build the playground by fall 2016. It was determined that Randy will contact Andrew Cummings to request to be on SWAN's next meeting agenda to present the plan and obtain feedback from area residents. Follow up on Sherman Park Property: Parks and Recreation will accept the property at Lincoln Avenue and Center Street from Advocate Sherman Hospital and ask Advocate Sherman to consider donating additional land. b. Missele Award: Randy communicated the city of Elgin's Sustainability Commission honored Carl Missele with its second ever Sustainability Honor Roll award. c. Bluff Spring Fen Property: Kane County and city are turning over property to Cook County Forest Preserve. One owner will give Cook County Forest Preserve District better chances in obtaining grants. d. Trout Park Rivers Edge: Steve Byers presented to the board in 2011 recommending Trout Park Rivers Edge be designated a Land and Water Reserve, which allows for partnering with us to maintain it. This designation allows fishing and maintaining amenities at location. Randy distributed a handout for board to review and discuss at future meeting. Mr. Byers wants to get back to his commission in January. e. Other: - Marino Lamantia got the survey launched regarding naming of Bowes park. - Carl Missele noted that the public input meeting with Grolich Park neighbors took place. - Activate Elgin Meeting: Tom Armstrong noted Dr. Headley of Judson University will head up creation of fitness loops as part of "Mayor's Fitness Challenge." Call to Order: Carl Missele called the meeting to order at 6:02 p.m. II. Minutes of the October 27, 2015 Meeting: MOTION: Marino Lamantia moved to approve the October 27 minutes as presented. Trout Park Rivers Edge: The area south of the 1-90 Bridge, west of Duncan Avenue and east of the river, including the two islands in the area of Trout Park Rivers Edge that the Illinois Nature Preserve Commission recommends we protect by having it designated as an Illinois Land and Water Reserve. Doing so does not change the current use of it as an area to fish, picnic, walk or bike. The designation helps protect it from outside sources that might threaten it such as ground water, runoff, and neighbors intruding on it, and so on. We can continue to maintain any and all improvements currently on the property such as the piers, shelter, paths, etc. Randy Reopelle noted that the state and Sue Bone will be more involved with removal of non-native species and plants. The city of Elgin will continue to take care of pavement, etc. MOTION: Eric Larson motioned to recommend the city council approve Trout Park Rivers Edge be designated as an Illinois Land and Water Resource. Grolich Park Update: Randy Reopelle displayed the revised plan for Grolich Park. Randy and Carl Missele participated in the public input meeting to gather input from the neighbors living in the Grolich Park area. The original plan has been revised to change the playground and site layout to include the vast majority of the residents input. Originally the playground included two swings in the concept plan. Two tot swings have been added as requested, which doubles the size of the playground. A teeter tot and an enclosed slide that spins was also added. Another request was for some landscaping. Grolich Park goes down to the railroad tracks and the river is beyond it. As it goes down to the railroad tracks, it gets heavily wooded. The gentleman who lives in the last house on Souster Street is an avid gardener. He has an irrigation system, rain barrels, etc. He offered to provide all the landscaping and keep it maintained and looking nice. Randy noted that when it goes out to bid, we'll have alternates, including the fence, rain garden, and mulch. Our target budget is $125,000 and with the options in the revised plan the estimate is at $150,000. HUD provides to the city Community Development Block Grants (CDBG). City is looking for city projects they could use the $600,000 to $700,000/year CDBG funding for. Streets cost considerably more, about $5M. So the CDBG funding for 2016/2017 may go to fund park improvements. One that qualifies is phase two of the Grolich Park. Currently there is an old gravel trail and exercise areas that are not connected and other ADA compliance items. Other potential park projects include Wing Street Park, Eastside Recreation Center for a playground, and possibly Trillium Park. r VI. Naming of Bowes Creek Neighborhood Park: The result of the survey emailed to residents resulted in Tournament Drive Park as the top vote getter for the park name with 55.88 percent voting the park name to be Tournament Drive Park. The second highest tally was 44.12 percent for Creekside Park. The third highest tally was 3 votes for Bowes Creek Park. Other names voted for (Putter Park, Pinecrest Park, Pebble Beach Park, Tourney Park, Park View Park, Hilltop Park, Golf Park, Turtle Creek Park, Wild Tree Park, Little Porters Hub Park) each received one vote. MOTION: Marino Lamantia motioned the board recommend to city council the Bowes Creek Neighborhood Park be named Tournament Drive Park. Eric Larson seconded. Motion carried unanimously. VII. Miscellaneous: a. 2016 Meeting Schedule: The March board meeting is scheduled for March 22, which is one week earlier than the last Tuesday of the month. b. Tobacco Policy Update: The policy goes before the Committee of the Whole on November 18th. Once Council approves the policy we need to notify the user groups, add the policy to our sports' contracts, add the policy to our quarterly brochure, etc. c. Other: The Valley Creek Neighborhood Association asked Fred Moulton to follow up on a question they have. The developer of the last part of the neighborhood built out as Unit 12 gave green space to the city. They wonder if they had a fundraiser to place a bench or two overlooking the creek, they would do so but would need the city f#"' to clear out some brush and help install a bench or two. Is that something they can pursue? The city occasionally mows a path so residents have access to the creek. Carl noted that volunteers did a cleanup of that area a couple years ago. The property is city owned but not a park. Randy noted that by law if we put in a park bench, we are required to include an ADA connected sidewalk. Randy will come out and take a look at the site.
