Stegall Present: Carl Missele, Tom Armstrong, Eric Larson, Xitlali Navarro, Michelle Santucci Staff: Randy Reopelle, Maria Cumpata, Verdelle Corn Absent: Marino Lamantia, Fred Moulton Call to Order: Carl Missele called the meeting to order at 6:01 p.m. after introducing the board's new member, Michelle Santucci. II. Minutes of the September 22, 2015 Meeting: MOTION: Tom Armstrong moved to approve the September 22nd minutes as presented. Eric Larson seconded. Motion carried unanimously. III. Citizens Forum (items not on the agenda): None. IV. Youth Sports Group Presentations: ELGIN POST 57 LEGION BASEBALL: Bob Todd presented. The 2016 requested capital improvements include: Asphalt paths; cement pads for spectator bleachers (Postpone grant award until 2017; request grant allocation in 2017 to cover scoreboard replacement — wireless: $10,000) 150 Dexter Court, Elgin, IL 60120 847 - 931 -6100 www.cityofelgin.org CLASSIC LITTLE LEAGUE: Scott Gabrys presented. Classic Little League's 2016 capital improvement requests include: Batting cage practice area at Wing Park field: $ 5,935 Refurbish Wing Park Field 2 infield and foul areas (lips around backs of infield are safety issue: $ 10,960 Junior Field shed/scorers booth, include roof repair; scorekeeper cannot see umpire $ 6,415 Replace roof (wood and shingle) on Wing Park tractor shed: $ 4,265 John Deere infield tractor, 3- wheel, Continental fields $ 14,415 Re -roof field 2 dugouts: $ 3,225 Junior field shed roof repair: $ 1.835 TOTAL = $ 47.050 NATIONAL LITTLE LEAGUE: Ron Meyers presented. National Little League's 2016 capital improvement requests include: New scoreboard for Field #5 (switched from field 1 to 5 at mtg) $4,651 plus $550 for fully enclosed extruded aluminum Frame ID -panel: $ 5,201 Construction of permanent restrooms and concession building for north side: $ 220,335 Expansion of announcers' booth on field 2 (used for Central States Tournament: $ 22,825 TOTAL ELGIN BMX ASSOCIATION: Lee Jordan Swim presented BMX's 2016 capital improvement requests, which include: Gate safety Updates: $ 2,810 New storage building and start tower: $ 17,831 Wood repair and painting (boardwalk/shade by announcer tower, Scoring stand at finish line, large wooden equipment doors to back of registration building and north storage shed: $ 4,000 Seal asphalt turns and start hill: $ 1,500 Purchase a vibrating plate compactor $ 800 Install air compressor $ 449 TOTAL ELGIN YOUTH FOOTBALL LEAGUE (EYFL) / ELGIN BEARS: Todd Wood presented. EYEL's 2016 capital improvement requests include: Boys lower field bathroom renovation $ 7.000 New water heater installation $ 700 Renovation of main playing field $ 2,000 Door replacement $ 500 TOTAL V. Tobacco Use Policy: MOTION: Eric Larson motioned the board approve that Randy Reopelle submit to city council the tobacco use policy as presented. Tom Armstrong seconded. Motion carried unanimously. VI. Miscellaneous: a. Follow up on Sherman Park Property: Parks and Recreation will accept the property at Lincoln Avenue and Center Street from Advocate Sherman Hospital and ask Advocate Sherman to consider donating additional land. b. Missele Award: Randy communicated the city of Elgin's SusWrability Commission honored Carl Missele with its second ever Sustainability Honor Roll award. c. Bluff Spring Fen Property: Kane County and city are turning over property to Cook County Forest Preserve. One owner will give Cook County Forest Preserve District better chances in obtaining grants. d. Trout Park Rivers Edge: Steve Byers presented to the board in 2011 recommending Trout Park Rivers Edge be designated a Land and Water Reserve, which allows for partnering with us to maintain it. This designation allows fishing and maintaining amenities at location. Randy distributed a handout for board to review and discuss at future meeting. Mr. Byers wants to get back to his commission in January. e. Other: - Marino Lamantia got the survey launched regarding naming of Bowes park. - Carl Missele noted that the public input meeting with Grolich Park neighbors took place. - Activate Elgin Meeting: Tom Armstrong noted Dr. Headley of Judson University will head up creation of fitness loops as part of "Mayor's Fitness Challenge." VII. Adjournment: MOTION: Tom Armstrong motioned to adjourn the meeting at 7:49 p.m. Michelle Santucci seconded. Motion carried unanimously.
