The Parks and Recreation Advisory Board typically holds its regular meetings on the last
Tuesday of each month at 6:00 p.m. in the Parks and Recreation Department Administration
Office's conference room located on the second (top) level of The Centre of Elgin, 100
Symphony Way.
(1) The March and November 2014 meetings are an exception. The March and November
meetings are scheduled one week early (not last Tuesday of the month).
(2) There is no meeting scheduled for the month of December.

I Call to Order: Chairman Tom Armstrong called the meeting to order at 6:03 p.m.
Randy Reopelle introduced Joseph (Joe) Young, Parks and Recreation's intern. Joe
provided some background on himself. Joe told the board that he grew up in California
and went to a junior college for two years, transferring to Judson University to play
baseball and further his education. He is set to graduate in May upon completion of his
internship. Joe noted his internship with Elgin Parks and Recreation has allowed him to
gain experience in many areas. He has worked with supervisors a week at a time and is
currently working with Liz Langton, Membership Coordinator. Joe noted he has enjoyed
the experience and everyone has been friendly and knowledgeable.
ll. Minutes of the October 29, 2013 meeting: Carl Missele motioned to approve the
October minutes. Karyn Garcia seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Renaming of Kiwanis Park: Staff followed up with petitioners regarding a suggestion to
rename the park to Willow Creek Park. Petitioners noted that Willow Creek is closer to
the park. Randy also noted that Willow Creek starts and ends in Elgin whereas Poplar
Creek flows through four communities.

MOTION: Carl Missele motioned that the board recommend to City Council to rename
old Kiwanis Park, located at 600 Ramona, to Willow Creek Park. Elise Rich seconded.
Motion carried unanimously.
V. Renaming of Kirk & Kramer Park: The park name will remain Kirk & Kramer Park.
Carl Missele inquired if the city has surveys of the parks, in particular a survey of Kirk &
Kramer Park. A brief discussion followed. Craig Hayward, vice president of lsaak Walton
League (Ikes) noted that Hanover Township did a survey of the area when purchasing
the Isaak Walton property. Randy Reopelle will contact Hanover Township to find out
what company did the survey. Possibly the same survey company could survey the park
area at a reduced cost.
VI. 2014 Meeting Schedule: No concerns were raised with the schedule of meetings for
2014. The March and November meetings are scheduled for the Tuesday prior to the
last Tuesday of the month.
VII. Miscellaneous:
a. Foundation Update: Randy Reopelle noted the Elgin Parks and Recreation
Foundation was launched one year ago. Mark Spehr, First Community Bank
President, joined the Foundation Board of Directors after the holidays. Some of the
things accomplished included completing all the paperwork to start a foundation (by
laws, etc.). Other activity included work to help increase donations to the Youth
Scholarship hind: created a logo. a website. and a video. -file Foundation funded
three programs that \ere free to children of low income families. We found
corporate and individual sponsors so we were able to offer the programs to children
for free. A couple of the Foundation Board members grew up in the Lords Park area
and have a real interest in doing things at the park. Long-term we talked about an
endowment program for people who have an emotional connection with l...ords Park.
We met with the Friends of Lords Park Zoo. Peggy Stromberg at the museum. and the
Lords Park Association (the homeowners around the park) to let them know the
Foundation has an interest in the park and are interested in hearing what they are
doing so the Foundation doesn't identify the same projects or could possibly join in
on.
The Foundation had a planning meeting last week at Bowes Creek and we considered
a number of projects to do in the future at Lords Park. The one that seemed to
generate the most interest is putting in a walking path at the park. There is a path at
the south end around the lagoons, but not at the other end. We talked about
connecting it with some other elements that may help us with some of the ADA
related issues and maybe put in some exercise stations that have become popular. A
basic trail could be the start of the project and over time elements could be added.
The Foundation is also very interested in doing something big for the Youth
Scholarship Fund. as it benefits youth across the entire city. We talked about
programs as \yell; drop-in at Lords Park and a golf program at the Highlands for kids
at Buena Vista Apartments.
b. 2014 Parks Projects:
Elgin Sports Complex ADA project: We are repaving and re-irrigating the softball
fields, and improving grounds for better drainage - things that should help the fields
for washouts. The $600,000 project was started last year and should be completed
this year.
Jack E. Cook Regional Park project: We have about 30 percent of the earthwork
done and should finish it up this year. The project is about $940,000 that includes
two full-sized soccer fields, one basketball court, one tennis court, and a shelter.
The soccer fields won't be ready for a couple years. Turf has to grow in.
Douglas Park: The old wood play structure will be replaced.
Wing Park Pool: This is a major project, about $800,000, that good weather is
needed to complete the work in time for the summer pool season.
Carl Missele inquired if the Grohlich Park shelter will be added to the list of rental
shelters. Maria Cumpata noted the electric has been redone as have the picnic
tables. Randy stated that based on comments from the registration staff, the five
remaining shelters met the demand. However, to be certain of this staff will pull
together a report detailing the amount used last year compared to the past few
years.
c. March into Health: Activate Elgin's March into Health kicks off on March 7 with
Elgin's Largest Family Fitness Class at The Centre of Elgin. There are 21 events this
year. March 15 is the Health and Wellness Expo to be held in the Heritage Ballroom.
d. Other: Maria Cumpata noted that the youth sports organizations will be at the
February meeting. Both she and Randy met with each organization and shared the
ADA audit on their facility.
VIII. Adjournment: Carl Missele motioned to adjourn the meeting. Carl Ferron seconded.

Call to Order: Carl Missele called the meeting to order at 6:06 p.m.
II. Minutes of the January 28, 2014 meeting: Karyn Garcia motioned to approve the
February minutes. Elise Rich seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): Craig Hayward, vice president, Isaak Walton
League (Ikes) arrived during the youth sport groups presentations. He noted that the
league has removed poison ivy and has worked with students of Ellis Middle School to
clean up the creek. The bridge over the creek needs to be looked at to be sure it is still
stable. The League wants to expand and rename the smaller park, Kirk & Kramer Park,
that the Ikes work on and request consideration of renaming the park Isaak Walton
Park. Randy Reopelle noted a survey needs to be completed of the area. Parks and
Recreation will notify the League when renaming the park will be addressed again at a
Parks and Recreation Advisory Board meeting.
IV. Youth Sports Groups Presentations: Maria Cumpata requested the youth sports group
representatives to send the link to their organization's website to her. These links will
be posted on Parks and Recreation's website.
She also noted the groups' agreements with the city expired in December 2013. Maria
handed out the draft of the new agreements to each organization representative. The
only change to the agreement is the combination of what was two separate items into
one item. Also, a waiver is to be added to the groups' registrations. The organizations

were asked to review the new agreements with their Board of Directors and get back to
rik Maria with any questions or concerns.
New this year in Illinois is requiring food handler training. According to Brad Bonner,
City of Elgin Health Inspector, anyone working in concessions has to complete the on-
line training.
TROUT PARK BASEBALL: Bill Vincent presented. The 2014 requested capital

a. Park Shelter Rental Report: Grohlich Park's shelter is to be added to the system for
rental reservations. The shelter will be listed in the summer brochure as well, which
is released May 1St
b. Miscellaneous: Elise Rich inquired if there are any plans for Eagles/Burnidge Park.
Randy Reopelle noted there are not specific plans. We have another five year
extension to do something. The concept plans we have are pretty much passive.
Included in conceptual plan is a turf area for soccer practice, a path, picnic shelter,
larger parking lot.

II. Minutes of the February 25, 2014 meeting: Karyn Garcia motioned to approve the
February minutes. Elise Rich seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): Carol Torres, owner of Yummies Ice Cream,
was present to request permission for her business to have a push cart at a park to sell
pre-packaged ice cream items. Her preference is to sell Mummies Ice Cream pre-
packaged ice cream products from a push cart at Festival Park. She has been in business
in Elgin since 2003 and has three trucks and one push cart. Yummies Ice Cream sells ice
cream products at Carpentersville's 4th of July celebration as well as in the streets, at
Gilberts 4th of July celebration, and at Hoffman Estates 4th of July celebration.
Ticketmaster also has hired Yummies Ice Cream to be on site every Friday.
Maria Cumpata inquired if Carol Torres has been in contact with the Health Department.
She responded she had for the 3 trucks but not the pull cart, which is not ready yet.
Tom Armstrong inquired if she had contacted Brad Bonner with the city of Elgin. She
had, and was directed to contact the Director of Parks and Recreation.
Maria will review the ordinance pertaining to selling of packaged food from a pull cart in
city parks.

Randy Reopelle asked what the other three communities require regarding revenues.
Ms. Torres communicated she pays fees but no revenue sharing is required.
Carl Missele noted that if a vendor has exclusive rights to sell at a location, the revenues
should be shared. Randy will look into legal, ordinance, and insurance requirements.
IV. New Park on Illinois Avenue: Mary Lu Seidel of the Neighborhood Housing Service of
Fox Valley (NHS) passed out a copy of the presentation prepared (Transforming 315
Illinois Avenue) and summarized the plan for the property the city owns and recently
demolished two houses. A concept plan for the future park site, prepared by Jay
Womack of WRD Environmental, was also displayed. Mary Lu provided background:
- NHS has between 100 and 120 volunteers for its June Neighbor Works Day to
convert the city-owned property on Illinois Avenue along Willow Creek into a natural
area and trail, allowing safe access and exploration to the creek's edge at the back of
the property.
- Ellis Middle School science students have study units on native plants and waterway
health. The environmental club, Science N.E.R.D.S., conduct clean-up projects and
monitoring projects at Willow Creek. There are no decent public access points to
the Willow Creek area where the students perform these projects. Currently, the
students access point to this area is along Laurel Street, where cars travel at higher
speeds. There are no sidewalks and safety is a concern for the students.
- The surrounding neighborhood lacks adequate park space.
NHS is also working with United Way of Elgin to develop a Born Learning trail on the
site. Born Learning trails encourage pre-school aged children and their families to
explore and appreciate nature.
- Short-term plan is to do a clean-up as a Neighbor Works project on June 7.
- Long-term plan would be to build an elevated walk down to the creek.
- Ellis Middle School students request a bicycle rack at the park and that the park be
named as Friendship Park. If that is not possible, they request the trail marked on
the concept plan be named Friendship Trail.
- United Way of Elgin will install Born Learning signs. Randy noted that United Way
will install Born Learning signs at two other parks as well - Channing and Copper
Springs. Typically, the signs are installed adjacent to a trail. United Way will install
and occasionally do maintenance on the signs. Signs encourage parents and their
young children to get fit, enjoy the park, nature, and learn. Signs include activities,
such as "hop, toss, shake, wiggle" and "look, learn, laugh" plus eight other activities.
- NHS will organize future work days.
Carl Missele inquired how the future park would be maintained. Mary Lu noted that the
Ellis Middle School students and Elgin Community College Sustainability Student Group
are committed to working at the site. In addition, WRD Foundation is putting together a
five-year maintenance plan.
Randy Reopelle noted that ADA aspects need to be considered at some point.
The discussion was followed by a motion by the board.
MOTION: Carl Missele moved that the parcel of land discussed should be designated
park land. Kristen Rowe seconded. Motion carried unanimously.
MOTION: Carl Missele moved to endorse the concept plan as shown. Kristen Rowe
seconded. Motion carried unanimously.
Randy and board members briefly discussed what approach would be taken to name the
park. Residents in the neighborhood surrounding the park and the students will be
invited to a future board meeting to hear their recommendations for naming the park.
V. Youth Sports Groups - Recommendations: Maria Cumpata summarized the
recommended 2014 funding allocation for youth sport organizations. Staff reviewed the
requests the organizations presented to the board at the February meeting and
narrowed the projects down to the list below. The highest project priority was for any
project that was related to safety issues and ADA compliance.

MOTION: Kristen Rowe motioned to approve the recommendations for the Youth
Sports Grant 2014 allocations as presented. Carl Missele seconded. Motion carried
unanimously.
VI. Miscellaneous:
a. Gifford Park Association (GPA) Request: GPA submitted a request for the board to
approve fees to be waived for their organization's Lords Park Pavilion rental on
Friday, April 25, to host their annual pot luck dinner. GPA members host and man a
water station for the participants of the annual Fox Trot.
MOTION: Carl Missele motioned the board approve the waiver of fees for GPA's
April 25th Pavilion rental. Kristen Rowe seconded. Motion unanimously approved.
b. Green Expo - Parks and Rec Booth: Elgin's Green EXPO 2014 takes place at The
Centre of Elgin on May 9, 7:00 - 9:00 p.m., and May 10, 9:00 a.m. - 4:00 p.m. Tom
Armstrong noted that this is an opportunity for board members to interact with
residents. Kristen is interested in participating at the Parks and Recreation
Department's booth. She will notify staff what timeframe she expects to participate.
Karyn Garcia suggested NHS's concept plan for the future park on Illinois Avenue be
at the Parks and Recreation booth.
c. Other:
- Healthy Families Newsletter: Randy distributed the most recent issue of the
department's Healthy Families Newsletter. The newsletter features the Mayor's
healthy choice when dining out. Each quarterly issue also highlights or features
programs - another way to keep residents informed on what Parks and
Recreation has to offer. The current issue features a volunteer success story -
highlighting John Jablonski who volunteers consistently at the nature center.
- Freedom Run Dog Park Update: Randy provided the most current stats on
memberships:
164 members are Elgin residents
99 members are Hoffman Estates residents
70 members are Streamwood residents
92 members are from other communities/areas
- May - National Bicycle Month: Tom Armstrong noted that the month of May is
National Bicycle Month. Some of the events going on include the May 3rd Bicycle
Tour of Northwest Elgin Mail Order Homes. The tour starts in the parking lot of
In the Neighborhood Cafe at 185 N. Edison; May 11th (Mother's Day)
CycloFemme Ride - the ride begins in the north parking lot at Gail Borden Public
Library at 4:00 p.m and proceeds on the Fox River Trail; May 17th residents,
walkers, and bike enthusiasts are also encouraged to join the Bicycle and

Pedestrian Advisory Committee (BPAC) on May 17th for a ribbon cutting
ceremony to open the Elgin Riverwalk Promenade/Fox River Trail at 11:00 a.m.
- Earth Day: Carl noted that about 200 people came out to Earth Day activities at
Hawthorne Hill Nature Center. The activities were held between 5:30 and 7:00
p.m. The event held on a school night was a huge success!

Call to Order: Tom Armstrong called the meeting to order at 6:03 p.m.
Minutes of the April 29, 2014 meeting: Kristen Rowe motioned to approve the April
i minutes. Carl Ferron seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Naming of Park on Illinois Avenue: Ellis Middle School teacher, Holly Yee, and Yeni a
student, summarized the work the environmental club at Ellis (Science N.E.R.D.S.) does
at Willow Creek. The group won an award from the Isaak Walton League for their
contributions. Yeni suggested the park be named Trillium Park. The park has ten native
plant species. Trillium, which has three petals, is one of the first plants to bloom in the
park. The three petals of Trillium could represent the three partners ... Elgin Parks and
Recreation Department, Neighborhood Housing Services, and Ellis Middle School
Science N.E.R.D.S. Randy noted that the park naming ordinance includes the naming of
a park after a significant feature of the park and Trillium could be considered a
significant feature of the park. The board members were in agreement.
MOTION: Kristen Rowe motioned the board approve the naming of and recommend to
City Council that the park on Illinois Avenue be named Trillium Park. Carl Ferron
seconded. Motion carried unanimously.
Randy noted the naming of the park may go before City Council in June. The board is
welcome to attend.

V. Request to Sell Ice Cream in the Parks: Carol Torres, owner of Yummies Ice Cream
summarized her discussion at last month's advisory board meeting. She requests to sell
ice cream from a push cart at Lords Park.
The city's Legal Department has to draft the agreement, which is attached to the COW
(committee of the whole) Memo. The agreement will include an option to renew.
Randy will let Ms. Torres know what the insurance requirements will be. This season
Yummies will be required to pay for permits. Maria Cumpata will verify with Brad
Bonner if Elgin requires Yummies to acquire a city permit since they have Kane County
permit already.
Products that Yummies Ice Cream will be allowed to sell include pre-packaged novelty
ice cream products, water, and frozen treats. Hours will be from dawn to dusk, which
are park's hours and can sell products up to seven days a week. Yummies request the
operation begin as soon as possible and will conclude the season at the end of October.
Randy noted that a report of sales and profits is to be provided to him at the end of the
season and a summary is to be provided to the Parks and Recreation Advisory Board.
MOTION: Kristen Rowe motioned the Board recommends the City Council approve the
sale of pre-packaged novelty ice cream products, water, and frozen treats by Yummies
Ice Cream from a push cart at Lords Park. Karyn Garcia seconded. Motion carried
unanimously.
VI. Miscellaneous:
a. Continental/Class Little League Update: Maria Cumpata reported that Continental
Little League and Classic Little League are co-chartering the leagues this year. Next
year the two leagues will merge. Both leagues' facilities will be used as there are too
many participants to use only Classic fields.
b. Neighbor Works Day -June 7: Tom Armstrong noted that if anyone is interested in
volunteering time to work at the new park on Illinois Avenue (proposed name -
Trillium Park) to show up in the morning on June 7. He will email release forms.
c. Bike.Walk.Move: Elgin Week-June 22-29:

Days Ride remains one of the premier bike tours held in the Chicagoland area. Go to

11:30 am - Join the Friends of Trout Park on a hike through one of the most unique natural habitats in

Monday,June 23: Elgin Historic District Walk— 10.00 am and 6:00 pm start times-Join local
historian, Jerry Turnquist on an informative stroll through the Elgin Historic District. Both tours start at
the First Congregational Church Tai Chi Monday at the Rakow Branch— 10:00 am start. Join Sufi
Joe from Budokan Martial Arts for a demonstration of Tai Chi. Please register at the Rakow Branch
Library.
Tuesday,June 24: Bike, Walk, Stop &Read—6:30 pm start. All ages are invited to ride or walk to
the Rakow Branch Library, to sit outside and listen to stories about biking and other outdoor activities.
Lemonade will be offered.
Wednesday,June 25: Breakfast Ride with a City Council Member(or 2)—Join BPAC and Elgin
City Council members on a two-wheeled exploration of some of Elgin's recently improved city streets.
The ride ends with coffee and breakfast at The Blue Box Café in downtown Elgin. Starts at city hall.
Nature Walk at the Rakow Branch—6:00 pm start. Enjoy a nature walk around the Rakow
neighborhood prairie and wetlands with a local environmentalist. Please register at the Rakow Branch
Library.
Thursday,June 26: Bike Maintenance at the Harvest Market —Noon start- Stephen Pickett, from
the Bicycle Garage will offer simple bike maintenance tips and answer questions for bike riders. Ride
your bike to the Downtown Harvest Market, 200 N. Grove Ave. Bike Maintenance at the Rakow
Branch—6:00 pm start- Bob Noe. from the Village Pedaler will offer simple bike maintenance tips and

Friday, June 27: Movie Night—6.30 pm start. Learn about the history of bicycle use and

them back for a second term serving as board members. He noted that two
seats are open and waiting for new members to be approved by city council.
- Annual Park Tour: Randy requested suggestions for park sites to visit for June's
board meeting. Suggestions included Jack E. Cook Park, new neighborhood park
at Bowes Creek, and Heritage Park.
- Neighborhood Housing: Tom is working with Neighborhood Housing Services on
a plan to improve quality of living. The next meeting, June 19, will focus on the
new Kiwanis Park. Tom will send meeting details to Randy.

I. Call to Order: Tom Armstrong called the meeting to order at 6:01 p.m.
II. Welcome to New Members: Randy Reopelle and Tom Armstrong welcomed the new
F board members. Anthony Armato was not able to attend due to a previous business
engagement. Eric Larson introduced himself and provided a summary of his background
and experience.
III. Minutes of the May 27 and June 24, 2014 meetings: Carl Missele moved to approve
both the May 27 and June 24 minutes. Karyn Garcia seconded. Motion carried
unanimously.
IV. Citizens Forum (items not on the agenda): None.
V. Request to Vend Products in Wing Park: The Compuman Inc. request to sell
prepackaged ice cream, pop cycles, water, etc., from an Icicle Tricycle at Wing Park or
possibly Festival Park if current vendor does not renew, and after the city ordinance to
allow street vendors is clarified or passed was discussed. Considerations discussed
included city request for proposals (annual) and city agreement with vendors to include
conditions to be determined at each vending site.
MOTION: Carl Missele moved to allow the same guidelines to Compuman Inc. as
allowed for push cart vendor, Yummies Ice Cream with stipulation to stay clear of
aquatic center, golf clubhouse, and Little League complex. City agreement would be for

2014 only and should include where company can sell within specific park site. Eric
Larson seconded. Motion carried unanimously.
VI. Youtside Fitness Proposal: Youtside Fitness holds year-round outdoor fitness classes.
Youtside wants to utilize Wing Park for group fitness classes several times a week, all
year long. Participants wear different colored jerseys to identify levels of fitness.
Youtside will communicate participant numbers and fees charged regularly to the city.
However, they are not willing to do a contractual split on program registration fees but
are willing to pay a permit fee, as they do in the city of Chicago. Registrations will not
be done through Parks and Recreation.
Randy and Maria agreed we need to utilize the requirements in the youth sports
agreements for liability insurance. Rather than the typical 40%/60% split for contracted
instructors, a permit fee will be required. A report on the participant numbers is to be
included in agreement. This will help determine if the fee needs be increased over time.
MOTION: Eric Larson moved the board recommend staff to move forward with
relationship with vendor to enter into an agreement subject to permit fee, starting with
$400 fee through December 2014, future fees to be determined, and requiring Youtside
to report quarterly on participant numbers and fees charged. Carl Missele seconded.
Motion carried unanimously.
VII. Miscellaneous:
a. Request to use Hawthorne Hill Nature Center: Neighbors of North Country Knolls
request a fee waiver for use of Hawthorne Hill Nature Center. The neighborhood
group, who volunteer at the nature center regularly, are holding the annual gathering
for National Night Out Against Crime on Tuesday, August 5. The event is typically
held outdoors, the threat of rain, high humidity and mosquitoes have moved the event
indoors. This event has been held by the group at the nature center the past four years
with 80 to 100 participates each year.
MOTION: Carl Missele moved to accept the Neighbors of North Country Knolls'
use of the nature center with no fees on August 5. Eric Larson seconded. Carl
Missele obstained from vote; motion carried unanimously.
b. Elgin Strategic Plan: Tom Armstrong reported the city's commission and board
chairs met with Cherie Murphy and one member of the city's Strategic Plan
Commission. The purpose was to introduce the members to the strategic plan and
to figure out a way over time where the boards and commissions can collaborate
and share what each are doing. One of the plan's priorities is neighborhoods; to
build and maintain safe, vibrant and connected neighborhoods throughout the city.
The participants also talked about maintaining the community infrastructure, and
also a third objective was connecting our neighborhoods through bikeways, sidewalk
signs and parks. Tom pointed out when we typically talk about community
infrastructure we are referring to water, roads, water pipes, and sewer pipes. Tom
noted that parks and open space is community infracture. We need to start thinking
in those lines- parks and open space are a critical part of a city's infrastructure. Tom

suggested that the next time the strategic plan is updated, to please include parks
and open space as part of the city's infrastructure. In the future boards and
commissions will present to city council. There may also be quarterly meetings for
the chairs to get together as well.
c. Riverside Deck Ribbon Cutting: At 2:15 pm, Saturday, Governor Quinn will be here
for the ribbon cutting ceremony. The state of Illinois contributed $8 million to the
Riverside project.
d. Miscellaneous:
- BMX Track: Maria Cumpata provided some background and status on the BMX
track at the sports complex. BMX has been in operation since 1990. There have
been a few different track operators over the years. New track operators were
put in place in the fall of last year. We have a lease agreement with the
operators, and not much involvement in the operation. Typically, when the
operators are ready to hand over the operation to new operators, they have
someone within the group that they hand over the reins of the operation to. We
received feedback from users that the operation was not going well. USA BMX
was not receiving required paperwork and fees on Mondays after qualifying
races. USA BMX pulled their license and provided us with a very experienced
operator so the season can be completed. This operator will garner volunteer
help and determine who works well. In the meantime, we will work on an RFP
flik for next season. Maria is holding a meeting with BMX on Thursday evening, 7
pm, at The Centre.
- Park Prescription: Randy Reopelle passed around a prototype packet for park
prescriptions. The program is an initiative to reduce childhood obesity by
encouraging healthy lifestyles through increased connections with parks and
recreation programs. Through partnerships with individual family practice
physicians "Park Prescriptions" will be written, prescribing visits to local parks,
walking paths or participation in recreation programs. Tom suggested that the
packet include regional trails and bikeways.
- Other: Carl Missele recommends that the Casino project (Festival Park) should
be vetted by Parks and Recreation. Randy Reopelle agrees the department
needs to be involved.

Call to Order: Tom Armstrong called the meeting to order at 6:02 p.m.
II. Welcome to New Board Member Anthony Armato: Anthony Armato emailed staff that
ehe is unable to attend the meeting.
III. Minutes of the July 29,2014 meeting: Carl Missele noted there is one correction to
page 2 of the July minutes. Under VII. Miscellaneous, item a.,the motion should state
that Carl Missele abstained from the vote. Carl Missele motioned the board accept the
minutes with the above correction and Eric Larson seconded.
IV. Citizens Forum (items not on the agenda): None.
V. Bowes Creek Neighborhood Park#2 Plan: Tom Armstrong noted the displays, A and B,
on the west wall of the meeting room showing two design alternatives for the second
park in Bowes Creek. He noted that at some point there will be a third park in another
phase of the development. Tonight we are considering two design alternatives for
neighborhood park 2. Tom opened the floor to residents in attendance.
After varying comments or questions from residents, it was determined that most
preferred option B with a more natural color scheme blending with landscape and
natural surroundings.
Residents requested adding park benches or a retaining wall for seating while children
play. Tom noted that there are two additional benches and a table outside the
gazebo/shelter.

Last, Maria noted that residents can go to www.cityofelgin.org\bcpark2 survey to
provide further input.
VI. Naming of Bowes Creek Neighborhood Park #1: The park naming guidelines adopted
by the city were reviewed. Maria Cumpata asked if any of the board members would
take the lead to research the history of the park's area to see what historical naming
options for the park could be recommended. Tom Armstrong will contact historian,Jerry
Turnquist.
Residents suggested linking the naming of all three parks to golf, such as: Fairway Park,
Ryder Park, and Tournament Park.
Several residents voiced concern over speeding vehicles and asked if a speed bump or
flashing sign "kids playing" be installed by each park site along with reduction in speed
limit.
VII. Other:
a. Update on Vending in Parks: Maria Cumpata reported that the City Council has not
addressed mobile vending in the city. In the event city council adds vending in the
city ordinances, we should define an application process for potential vendors in
parks to vet the applicants, and define the criteria we use to make the decision on
(116 which vendors are allowed to vend in a park.
b. Youth Scholarship Fundraisers: Maria reported that the Beer & BBQ @ Bowes
fundraiser resulted in adding$15,336 in the Youth Scholarship Fund.
The Corporate Challenge fundraiser is the next fundraiser taking place on Friday,
November 7. We are on pace to have more teams participating than ever and can
use additional help. Board members can let Randy know if they are interested in
volunteering. The event starts at 6:00 p.m. in the Heritage Ballroom. Volunteers run
scores to the banquet room, timing,judging,etc.
c. Miscellaneous: Nothing else was reported.

Present: Tom Armstrong, Carl Missele, Kristen Rowe

I. Call to Order: Tom Armstrong called the meeting to order at 6:01 p.m.
II. Minutes of the September 30,2014 meeting: The minutes of September 30th's meeting
will be resubmitted to the board at the next meeting as this meeting did not have a
quorum.
lll. Citizens Forum (items not on the agenda): None.
IV. BMX Track: Jackie Altizer provided a recap of 2014 operations. Jackie noted The Hill
has a strong group of volunteers and she will return to oversee the operation for 2015
for continuity.
An advisory council will be formed and is working on filing for Illinois non-profit status.
Events scheduled for 2015 include the state championship - May 30th and the gold cup
qualifier-August 23. The Hill is partnering with Rockford for the state championships
hosting one day at each track.
The Hill does need some improvements including a fence to keep track safe and
maintenance operations efficient; and water run to concessions. Without water, the
operation cannot obtain a food license.
Maria Cumpata recommended The Hill be part of the Youth Sports Grant process. Maria
will send the guidelines to Jackie.

V. Summer Aquatics Pool Report: Lords Family Aquatic Center hours were increased this
C past season due to Wing Park Family Aquatic Center closure for renovation. The
supervisor did not need to hire any new seasonal staff for the outdoor pool this year
due to the closure of Wing for renovations. In 2015 that will not be the case. The
supervisor will need to hire new seasonal staff.
VI. Other:
a. 2015 meeting schedule: The schedule is set for 2015. There will be no meeting in
December. The June and November meetings are scheduled one week early than
the norm due to holidays.
b. Other: No news or other items were brought to the board's attention.
VII. Adjournment: The meeting adjourned at 6:59 p.m.
