Parks and Recreation Advisory Board Meeting Minutes City Manager

I. Call to Order: Carl Missele called the meeting to order at 6:06 p.m.
II. Minutes of the January 28, 2014 meeting: Karyn Garcia motioned to approve the
February minutes. Elise Rich seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): Craig Hayward, vice president, Isaak Walton
League (Ikes) arrived during the youth sport groups presentations. He noted that the
league has removed poison ivy and has worked with students of Ellis Middle School to
clean up the creek. The bridge over the creek needs to be looked at to be sure it is still
stable. The League wants to expand and rename the smaller park, Kirk & Kramer Park,
that the Ikes work on and request consideration of renaming the park Isaak Walton
Park. Randy Reopelle noted a survey needs to be completed of the area. Parks and
Recreation will notify the League when renaming the park will be addressed again at a
Parks and Recreation Advisory Board meeting.
IV. Youth Sports Groups Presentations: Maria Cumpata requested the youth sports group
representatives to send the link to their organization's website to her. These links will
be posted on Parks and Recreation's website.
She also noted the groups' agreements with the city expired in December 2013. Maria
handed out the draft of the new agreements to each organization representative. The
only change to the agreement is the combination of what was two separate items into
one item. Also, a waiver is to be added to the groups' registrations. The organizations

were asked to review the new agreements with their Board of Directors and get back to
Maria with any questions or concerns.
New this year in Illinois is requiring food handler training. According to Brad Bonner,
City of Elgin Health Inspector, anyone working in concessions has to complete the on-
line training.
TROUT PARK BASEBALL: Bill Vincent presented. The 2014 requested capital
improvements include:
PLAN A -NEW DUGOUT: Build college roster size dugouts
(college & national teams larger).
Demolition of existing dugouts/concrete removal $ 4,500
Furnish& install chain link fence enclosures. Relocate gates & close
openings. $ 8,900
Two 10x40 floating concrete pads; excavated, formed, poured. $ 6,000

PLAN B - BATTING CAGE:
Add 2 additional cages to existing batting cage area. $ 8,000
Right field line fence & bullpen $ 6,000

CLASSIC LITTLE LEAGUE: Scott Gabrys, President, presented. The 2014 requested
capital improvements include:
Re-light junior field (field 2). $ 7,300
Build shed& scorekeeper booth at AAA field $ 10,000
Rebuild bullpens on AAA and 50/70 fields $ 2,000

ELGIN YOUTH FOOTBALL LEAGUE (EYFL) /ELGIN BEARS: Kathy
Hochstatler presented. The 2014 requested capital improvements include:
Install ThorGuard. $ 1,500
Replace scoreboard. $ 9,500
Replace away-side bleachers, 3-tiered. $ 4,048
Fill cracks & seal-coat driveway $ 2,500
Replace counter tops in concession stand. $ 2,500
See & fertilize field $ 3,500

CONTINENTAL LITTLE LEAGUE: Jim Hermann, President, presented. The 2014
requested capital improvements include:
Replace roof on remaining dugouts: $ 3,000
Field improvements to fields 3 and 7: $ 6,000
Replace 3 scoreboards: $ 13,500
$ 22.500
NATIONAL LITTLE LEAGUE: Ron Meyers presented National Little League's 2014
requested capital improvements:
Permanent north side restroom and/or concession stand: $ 38,000
Permanent safety fences in front of field 5 dugouts: $ TBD
Removal north side fields' lumber: $ TBD
TOTAL = 38,000 plus
ELGIN POST 57 LEGION BASEBALL: Bob Todd presented. The 2014 requested
capital improvements include:
Announcer/scorer booth with equipment/tool storage
shed underneath: $ 6,000
Practice training pads: $ 500
Asphalt paths; cement pads for spectator bleachers $ ???
$ 6,500 plus
V. Miscellaneous:
a. Park Shelter Rental Report: Grohlich Park's shelter is to be added to the system for
rental reservations. The shelter will be listed in the summer brochure as well, which
is released May 1St
b. Miscellaneous: Elise Rich inquired if there are any plans for Eagles/Burnidge Park.
Randy Reopelle noted there are not specific plans. We have another five year
extension to do something. The concept plans we have are pretty much passive.
Included in conceptual plan is a turf area for soccer practice, a path, picnic shelter,
larger parking lot.
VI. Adjournment: Elise Rich motioned to adjourn the meeting. Kristen Rowe seconded.
Motion carried unanimously. Meeting adjourned at 7:42 p.m.
