The Parks and Recreation Advisory Board holds its regular meetings on the last Tuesday of each
month at 6:00 p.m., typically in the Parks and Recreation Administration Office's conference
room located in the upper level of The Centre of Elgin, 100 Symphony Way.
(I) The March 2013 meeting is an exception. The March meeting is scheduled one week
earlier; i.e., Tuesday, March 19.
(2) There is no meeting scheduled for the month of December.

L Call to Order: Chairman Tom Armstrong called the meeting to order at 6:05 p.m.
II. Introduction of New Board Member: Kristen Rowe was welcomed and introduced as
the newest addition to the advisory board.
III. Minutes of the October 30,2012 meeting: Carl Missele moved to approve the minutes
as presented. Karyn Garcia seconded. Motion carried unanimously.
IV. Citizens Forum (items not on the agenda): None.
V. Youth Sports Grants: Maria Cumpata provided a summary of the youth sports
organizations request process. In October the groups presented to the board and staff
with a wrap-up of the season and provided their presentation of projects for the next three
years. Randy, Jim Bell, Bill Neylon, and Maria reviewed requests, needs, and costs for
2013. In the packet today is the memo outlining what the costs are and what staff thought
was the priority issues. Also attached is a document showing what each of the leagues
requested for 2013 and a graph showing what each youth league received for the past five
years, a total column, and a column with the average over the last five years.
This year we are suggesting one of the big projects is the Trout Park Baseball project to
renovate the west shelter into batting cages. The shelter is not in very good shape and
can only be rented out about half of the weekend dates due to large baseball tournaments.
They requested $37,000 of which we recommend $19,600, but with that the Land
Management division will take down the shelter and remove the debris (in house labor).

rSome of the other things we looked at were ADA issues, which is very comprehensive.
For instance, Continental Little League requested funding to renovate the men's
washroom. The request was not approved because it is an ADA issue and we need to
look at it as a whole project, which is more than just replacing partitions or sinks. The
whole bathroom does not comply. Some other ADA issues include Elgin Youth Football
requesting bleachers for their west field. In order to do that a path needs to be run out to
bleachers and a concrete pad installed for bleachers. Currently none of the bleachers at
EYF are on concrete pads. Also EYF's request for funding to fill cracks and sealcoat
driveway is not included in staffs recommendations as there are other ADA compliant
issues to be addressed.
Maria noted that Elgin American/National did not provide any cost estimates with their
proposal. She followed up with an email and has not received any cost estimates as of
this date. The scoreboard, $4,700, is the cost of the model they purchased in 2012, so
that dollar amount is included for 2013's request.
American Legion is looking for an announcer tower on the backstop of the field. Staffs
concerns are that the field is used for many other purposes as well and does not seem to
be a good use of dollars to put that there when American Legion is the only ones who can
use it. Legion plays about 20-25 games at home during the season. We agreed to put in a
concrete slab behind the backstop where he can have a pop-up tent or whatever for an
announcer's table.
rThe recommendation for Classic Little League includes the fencing for junior field
dugouts, which is a safety issue. The dugout roofs are for dugouts that do not have any
roofs to protect players. The concession improvements are included as the league had
power outages and lost concessions.
Elgin Trout Park Baseball is the batting tunnels.
Elgin Youth Football includes the lightning prediction - the Thorguard System similar to
what we have in some other parks. Some of the leagues run off a unit in one of our
facilities. For instance Elgin National runs off a unit at our Lords Park Family Aquatic
Center. Classic runs off a unit at our Wing Park Clubhouse. Continental's is a standalone
unit, and Drake Field would have to be a stand-alone unit as well. The scoreboard frame
repair is included.
Continental requested repair on their concession stand roof Randy spoke with Rich
Hoke who indicated that the Building Maintenance Department will take care of repairing
the roof.
Carl Missele noted that ADA compliance should be a city-wide funded project including
all parks, all facilities, parking decks and lots, sidewalks, and curbs.

MOTION: Carl Missele motioned to approve the recommendations for the Youth Sports
Grant 2013 allocations as presented. Bill Neylon seconded. Motion carried
unanimously.
VI. Rolling Knolls Planning: Randy Reopelle, Bill Neylon and Tom Armstrong attended
the Forest Preserve District of Cook County's walk-through and meeting at the Hanover
Township facility. The district held the meeting to gather public input on what the
Rolling Knolls space should be used for. Previous public input was limited to residential
neighbors who expressed the space should be left as open space. Ideas for active
recreation were sought at the input meeting.
Tom recommended the board should respond in writing to Cook County Forest Preserve
indicating what Elgin lacks for active recreation. Include things such as disc golf,
sledding, skating, nature-themed playground, cross country skiing, fishing. Randy will
draft a letter for the board to review. Tom also suggested the communication include
exhibits from the master plan.
VI. Miscellaneous:
a. Regional Park Update: Randy Reopelle passed out the site plan of Jack E. Cook
Park. From the last plan the playground has been removed. Scope of work has
changed due to cost estimates. What is currently in the plan to go out to bid around
March 1 includes a single basketball court, single tennis court, shelter, path, and two
soccer fields. The amenities should be built this summer. Signage for the park needs
to be more visible as the road is a 50 mph zone.
b. Foundation Update: First paperwork is filed with state. We have started meeting and
trying to identify programs our staff would like to run but do not have funding. A
way for this board to interact with the Foundation is to come up with ideas you want
incorporated as well. Another initiative the Foundation is working on is to identify
fundraiser options to benefit the Youth Scholarship Fund. Once the board's
paperwork with state and federal government is done we are in a better position to
apply for grants. Verdelle has identified several grants that require the applicant to be
a nonprofit organization.
c. Other:
- Observatory Park - Randy noted that he just received word that we were
awarded a $6,500 Kane County Fit for Kids grant to go towards the shelter
project. The total shelter estimate is $51,000. The Kiwanis are leading the way
and Lamp, Housing Authority of Elgin, and city of Elgin are all contributing to
the project and it appears that they have all of the funding in place to construct the
shelter. The construction date will be in early April. Randy will invite the
Kiwanis Club representative back to formally ask for the name change of the
park, given their commitment to constructing the shelter and other future
improvements to the park. Randy indicated that given the low amount of park

development funds, this is a very important cooperative project as it may serve as
a blue print for future park improvements.
- Bike to Work Week is typically celebrated in June. This year BPAC (Bicycle and
Pedestrian Advisory Committee) decided to change the name of it to
Bike.Walk.Move Elgin Week with a lot of great activities going on. We'd like to
connect with the bikers at The Centre to see if there is something they can put on
that week. Randy mentioned that incorporating the walking track as part of the
week is an idea. We can ask staff for recommendations and ideas.

L Call to Order: Chairman Tom Armstrong called the meeting to order at 6:01 p.m.
II. Minutes of the January 29, 2013 meeting: Carl Missele moved to approve the minutes
with one correction. Under item VI. Rolling Knolls Planning, add Bill Neylon to the first
sentence so the sentence states, "Randy Reopelle, Bill Neylon and Tom Armstrong".
Siobhan Cottone seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Presentation by Steve Byers: Steve Byers of the Illinois Nature Preserve Commission
presented to the board and staff.
I-90 Bridge: The Illinois Tollway is replacing the I-90 bridge over the Fox River. The
Tollway will address erosion issues. Mr. Byers noted that he believes the Tollway plans
to remove the bicycle bridge during the rebuilding of the I-90 bridge over the Fox River.
There remains the issue of what kind of trail/bridge/connection can be constructed to
meet the current needs of bike trail users.
Carl Missele noted that the Parks and Recreation master plan includes a connection; a
walking/biking bridge across the river at the park to Judson University. Would we still
be able to have a connection with these regulations when the Tollway takes out the
current bike bridge? Tom Armstrong noted that there was a grant application to connect
Slade Avenue Park with Judson University and that project was not funded in this last
round of grant awards. The Fox River Trail bike bridge by the Tollway was constructed

with federal grant dollars and he thinks there is some obligation to replace it, whether it
gets replaced under the Tollway bridge or some other location. Mr. Byers recommended
that city staff check with the Forest Preserve District of Kane County to verify if the bike
bridge was constructed with grant funding.
Trout Park River's Edge: Steve Byers also presented to the board and staff the
opportunity to register and protect Trout Park River's Edge. The process does not cost
the city anything. Also, the Register of Land and Water Reserves recognizes existing
amenities and uses. Trout Park River's Edge's fishing qualifies as an existing amenity
that would be allowed if the park property is registered. He will draft a proposal to
register this property as a Land and Water Reserve with Randy Reopelle's input. The
proposal would then come to the board for review. Ultimately a recommendation by the
board would go before City Council for approval.
MOTION: Carl Missele motioned the board recommend designating Trout Park River's
Edge as an Illinois Land and Water Reserve protected property. Bill Neylon seconded
the motion. Motion carried unanimously.
V. Renaming of Observatory Park: Rick Poulton attended the meeting. He reported the
Kiwanis are ready to kick off multi-year renovations of Observatory Park beginning with
constructing a shelter this year in time for the summer lunch program. Kiwanis have
raised about $60,000 to build the shelter. Lamp Inc., Housing Authority of Elgin, and
city of Elgin are all contributing to the project. As previously requested, the Kiwanis
offficially request Observatory Park be renamed to Kiwanis Park. NOTE: The existing
Kiwanis Park would then need to be renamed. The Elgin Police Department has
previously communicated that they like parks to be named with one of the street names as
it is much easier for them to locate the park if needed. Rick noted the Kiwanis are
committing to additional projects to renovate the park; half basketball court(s) and
playground. The Kiwanis also want to set an example to other civic and social
organizations to partner with the city on other projects.
MOTION: Bill Neylon motioned the board approve changing the name of Observatory
Park to Kiwanis Park. Kristen Rowe seconded. Motion carried unanimously contingent
on the Kiwanis providing a letter affirming that the Kiwanis Park, located at 600 Ramona
Avenue, can be renamed.
(NOTE: Staff will check the file on Kiwanis Park to determine if there is any
documentation on why the park was named Kiwanis Park or if there are any stipulations
concerning the park name.)
VI. Miscellaneous:
a. Gifford Park Association Request: GPA submitted a request for the board to approve
fees to rent the Pavilion be waived for their August 16 pot luck dinner for the 2013
Historic Elgin House Tour home owners. GPA members host and man a water
station for the participants of the annual Fox Trot.

MOTION: Carl Missele motioned the board approve the waiver of fees for GPA's
August 16 Pavilion rental. Elise Rich seconded. Motion unanimously approved.
b. Rolling Knolls Meeting Recap: The Forest Preserve District of Cook County sent a
summary to Randy Reopelle of the Rolling Knolls strategy session gathered input on
how the property should be developed and used. Activities identified at the session
included Frisbee golf, nature walks, cross-country skiing, sledding, ice fishing,
hockey, ice skating, special events at the lodge, picnic shelters, driving range, fishing,
trails, archery, nature play, camping, birding, snowshoeing, bike paths, connection to
Poplar Creek Greenway and other pathways, fitness stations, greenhouse, art classes,
lecture series.
c. Jack E. Cook Park Update: Randy Reopelle provided an update on the development
of the park. As part of the acquisition grant, we must have substantial development
of the site this year. In trying to meet the development budget, we pull the
playground out. What we do have are two full-sized soccer fields, a basketball court,
a tennis court, and a shelter. When we have the final site plans we will bring that to
the board. We'll probably go out to bid by May.
d. Other: Tom Armstrong recommended we put together a catalog - a "kit of parks" for
organizations to know how much things cost and so they know what they can do to
partner with Parks and Recreation and the city. It would be something the
rk Foundation could shop around.
Tom also suggested we invite the new Parks and Recreation naturalist to the next
meeting. Her ideas and what she'd like to accomplish. Carl Missele noted that our
naturalist, Laura Maloney, has already made a list of things she wants to get done.
Randy Reopelle reminded everyone that typically the June meeting is a short meeting
followed by a tour of parks.
VII. Adjournment: Carl Missele moved to adjourn the meeting at 7:25 p.m. Carl Ferron
seconded. Motion passed unanimously.

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:00 p.m.
II. Minutes of the March 12, 2013 meeting: Carl Ferron moved to approve the minutes
with corrections on page 3 as noted by Carl Missele. Corrections: Switch designation of
paragraph VI. d.to c. and c. to d. In first paragraph under Miscellaneous: Other, add
the word 'be'to last sentence of first paragraph so it reads "It would be ..." In the last
sentence of second paragraph change 'down'to 'done.' Carl Missele seconded. Motion
carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Centre 2012 Year End Financials: Wayne Carlstedt provided a summary of The Centre's
2012 year end financials. The bottom line subsidy of$592,843 is the lowest it has been
in several years. Compared to 2011, revenues were up and expenses were down.
Revenues: The snack vending machine at the pool now carries healthy snacks. If sales
increase sufficiently, Rogers Vending can implement healthy snacks in other vending
machines. Cafe and concessions are food and beverage sales that take place for rentals.
Example: NISRA holding an end of year lunch and orders food and beverage to be
served during rental as well as other meeting rentals that want food and beverage.
Renters cannot bring their own products in. Under Other Revenues, Sherman's lease is

the same every year. Sponsorships are up this year. We had more donations through Fox Trot
and other things. Sponsorships are a focus for the department and Randy, Amy Knorek, and
Wayne have been meeting with Marketplace Media to develop an overall sponsorship program
for The Centre and the department. That's a revenue stream we can grow and hopefully help
with the overall deficit.
Carl Missele asked how the funds are used. Wayne noted the funds are not earmarked for
anything specific because The Centre is at a deficit; it is another revenue stream like the
programming revenues. Carl - it's going into the big pot? Wayne - It is going into the bit pot.
When we first opened, the first couple years, they actually let us take those funds out, like a
savings account. As the finance department looked at the bottom line, they couldn't justify
using those funds - basically it was adding to the deficit. Hopefully we are going to get to the
point where we will be able to spend discretionary dollars. Overall the revenues are up over
$100,000.
Carl asked where the Youth Scholarship Fund dollars come from. Wayne responded the dollars
come from a number of programs. Fox Trot is the biggest contributor. Any of the proceeds,
after expenses are covered, go into the scholarship fund; usually, between $20,000 and
$30,000 depending on the number of participants. We also have Randy's Beer & BBQ and the
Team Challenge held here at The Centre. We also get donations from people. Randy noted we
are looking to ramp up donations from individuals. That's one of things the Foundation is
focusing on. We are getting ready to implement a giving campaign. As people come in to
register for programs, we will have signage, etc., promoting the opportunity to give to the
scholarship fund. Those dollars show up under program fees because it becomes a source of
revenue. Any of our divisions' registering qualified users can use the youth scholarship fund -
the outdoor pools, Prairie View Before and After School (BASE), soccer, the Hawthorne Hill
Nature Center, Eastside Recreation Center, etc. The more we can build up the scholarship fund,
the more revenue results.
Expenses: Wayne noted that expenses were cut on staff wages and benefits. Over the last few
years there have been a lot of cut-backs and we are always looking for ways to keep the staff as
lean as possible and find ways to save money each year. Commodities and supplies were down
a little bit being as frugal as possible with supplies. A big chunk of contractual services is
utilities for the building, around $550,000 to $600,000. Plus we pay contractually our trainers,
group fitness instructors, as well as some other companies - Dixon Dance, All Sports Academy,
etc. All these expenses were down from 2011. The big expense in 2012 is under the capital
line. We had to rebuild the men's showers due to structural problems. We have to do the
same thing this summer to the men's and the women's steam rooms. The capital did go up not
because we were purchasing equipment; rather the dollars were used to make necessary
repairs.
V. Ash Drive Park: Randy noted the park space was purchased by the city in 2011 with
IDNR (Illinois Department of Natural Resources) OSLAD grant. The seven parcels are a
long and linear consolidated parcel totaling 1.7 acres. This is an area where there is so
little space for the children to play other than in the street. The terms of the OSLAD
grant agreement requires us to develop the site into a neighborhood park within three
years of acquisition - October 2014. Randy referred to the board's packet attachment of
the concept plan for the park, which includes a shelter, three Y-court basketball courts,
soccer goal area, and playground on the long and linear park land.

The three%-court basketball courts shown at the south end of the park property is a
design that encourages children to play and discourages older park users from
monopolizing the courts for pick-up games. The design is geared for recreation
basketball. Randy opened up the discussion for questions or concerns regarding the
design. Carl Missele asked if there are any differences in elevations. Randy- on the
south end there is some elevation change. There will have to be some excavation. We
did talk about moving the playground area down to the south end and building it into
that grade. You couldn't do that with a basketball court. It's not a grade like a rolling
terrain. The rest of the property is pretty flat and there is one grove of trees that is
worth keeping. There are cottonwoods and buckthorns that need to be removed. Even
though the city's new tree ordinance is for property larger than this park, we are going

to follow the ordinance and inventory the trees and go through the process identifying
and document the trees on the property. Kristen Rowe asked if we will get feedback
from the residents. Randy noted that we have not yet but intend to before anything is
built. This plan is preliminary-a concept plan. We'd bring pictures of playground
options, etc., for residents to provide feedback and preferences for the park.
Randy asked if anyone has suggestions to refine the plan or any further questions. Carl
asked how the park development would be paid for if not through an IDNR grant. Randy
responded the park development estimate would be around $180,000 to build. We'd
probably have to phase in the development and look for other opportunities for grants
or partnerships.
Carl recommended flipping the placement of the basketball courts and the playground
on the plan.
VI. Election of Chairperson: Carl Missele nominated Tom Armstrong to serve as the
advisory board's chairperson. Siobhan Cottone seconded the nomination. Randy asked
if there were any other nominations for chair. No other nominations were
recommended. Carl motioned to close the nominations. Siobhan seconded. Motion
approved unanimously with Tom Armstrong abstaining. Carl motioned to approve Tom
Armstrong as the Parks and Recreation Advisory Board Chair. Siobhan seconded.
Motion approved unanimously with Tom Armstrong abstaining.
(1116* VII. Miscellaneous:
a. Kiwanis Letter: Randy noted construction of the shelter at Observatory Park. It will
be done for the kickoff of the free summer lunch program at the site. A ribbon
cutting ceremony will be held at a date to be determined. Sarosh Saher informed
department that Observatory Park is in an historic district and plans have to be
approved by the Heritage Commission. It turned out that the Heritage Commission
authorized Sarosh to review the plans on their behalf. Work at the park is approved.
b. North Country Knolls Request: The NCKPOA (North Country Knolls Property Owners
Association) requests the use of HHNC (Hawthorne Hill Nature Center) and the
waiver of fees for the evening of August 6 for the National Night Out Against Crime
gathering, which typically has 80 to 100 neighbors participating. Typically the
gathering is held outdoors at the park although with the potential of rain, high
humidity and mosquitoes we utilize the nature center. Many of the neighbors
participating volunteer regularly at HHNC. NCKPOA will set up the tables and chairs,
take them down, and clean the facility after the event. Randy Reopelle noted the
volunteers have spent 4,000 hours working at HHNC. Carl Ferron motioned that
NCKPOA be allowed to utilize HHNC and approve the waiver of fees for the evening
of August 6 during the National Night Out Against Crime gathering. Bill Neylon
seconded. Carl Missele abstained. Motion carried unanimously.

r c. Jack E. Cook Park Update: Randy noted we received a bid that would allow us to
come in under budget for the work, but we then got a protest letter from the union
representative that the company didn't pay union wages. In following up with the
Department of Labor, there were two grievances filed but there were no findings of
fault. Hopefully the bid will be awarded at the first council meeting in June.
d. Other:
Randy communicated that typically for the June meeting we have a meal, short
meeting, and drive the board members around to tour various parks and/or
facilities. After recommendations were heard, it was determined the June meeting
will include a tour of Rolling Knolls property in Cook County, Wright Park, Kiwanis
Park, Illinois Avenue property, Observatory Park, and Trout Park.
Tom handed out the Bike.Walk.Move:Elgin Week agenda and encouraged all to
participate.
Carl Missele inquired if Tuscan Woods property (about 26 acres - natural habitat) has
been turned over to the city and if it will be designated as a park. Randy noted that
it will not be a park and will be maintained by Land Management. He will find out if
the property has been turned over to the city yet.
Bill Neylon communicated that he participated in the Isaac Walton League clean-up
over at Willow Creek a couple weeks ago. The mayor and his wife were in the same
group as Bill was along with a teacher and students from Ellis Middle School. The
eh students are part of Ellis's science group, the NERDS (an acronym). The Mayor and
Bill talked with the teacher while the students were playing in the water. The Mayor
communicated that the city is buying two residences along Illinois Avenue. He
communicated that it would be ideal to build a path along Illinois Avenue straight
east down to the creek - this group does a lot of water testing, etc., that requires
they walk back and forth from the school to the creek. The Mayor suggested the
board and department consider creating this path with the school children. Tom
noted that the city owns a large chunk of property in that area. The area is a fairly
high quality wetland, there's also a stream, and is governed by the Army Corps of
Engineers and the IDNR. You can't just build something into the area. Randy
suggested that at some point after the July meeting, that Bill invite the teacher and
students to a meeting to hear their recommendations and ideas.

II. Minutes of the May 28, 2013 meeting: Carl Missele motioned to approve the May 28th
minutes. Bill Neylon second. Motion carried unanimously.
III. Minutes of the unofficial June 25, 2013 meeting: Carl Missele motioned to accept the
minutes as presented. Karyn Garcia second. Motion carried unanimously.
IV. Citizens Forum (items not on the agenda): None.
V. Naming of Kiwanis Park: It was suggested to rename 'old' Kiwanis Park to Isaak Walton
League Park. Postcards requesting feedback via phone calls or email will be sent to
residents within the park's area. Postcards should state a deadline of two weeks prior
to board meeting to allow for compilation of feedback results. It was recommended
once the park is officially renamed to have new signage with the name of park installed
at the park. Randy noted that it may be possible to have Judson University students
design a cost effective sign, as the one we currently use is expensive.

VI. Americans with Disabilities Act Audit and Priorities: Randy Reopelle reported on
progress with Title 2 compliance work. There is a city wide committee with 9 employees
from various city departments working to prioritize the projects. The Sports Complex
softball hubs are now being worked on to get all of the paths properly graded, drained,
paved and connected. We're looking at the connectors, the concession stand in the
middle, paths, park benches (not bleachers), some irrigation, and some drainage. Costs
will probably be around $600,000 for all of the work on the softball fields.
At The Centre we did lifts for the pool. Our pools all need lifts. Next year we are looking
at outdated playgrounds - we actually have wooden playgrounds at a couple park sites.
Improvements to the soccer field area at the Sports Complex will include four fields and
the playground. Douglas Park's playground will be removed and replaced. The Lords
Park phase one ADA improvements will include outdoor elements such as paths,
playgrounds, parking lots and shelters. Estimated cost is $321,000, which does not
include anything for the Pavilion, pool, washroom buildings; it's just for the park
elements. The last item is for the Youth Sports Organization Grants requesting an
additional $40,000 to help fund the needed improvements at the little league
complexes.
VII. Miscellaneous:
a. Ash Drive Park Site: We previously talked about the city not wanting to turn this
rproperty into a park as it is not an ideal park parcel - it is very narrow and linear. The
Illinois Department of Natural Resources (IDNR) accepted grant money back, so this
area will not be made into a park.
b. Other:
Healthy Families newsletter: Randy Reopelle handed out the first edition of Parks
and Recreation's Healthy Families newsletter. This is one of our department
initiatives. This newsletter comes as a part of the city's quarterly newsletter, which
comes out opposite of our department's quarterly brochure. It's another
communication with our residents outside of our brochure, and will always focus on
health issues. It includes health and fitness tips but subtly promotes some of our
programs and services. On the back of the first issue you'll see success stories - one
from The Centre and one from ERC. We'll continue to market some of our programs
but within the context of how our residents can live a healthier lifestyle.
Beer & BBQ @ BOWES: Randy passed out a promotional flier for the September
14th event, which is a fundraiser for the Youth Scholarship Fund to help kids to
participate in programs.
r Bicycle and Pedestrian Advisory Committee - Museum Bike Ride: Tom Armstrong
noted that BPAC is having a bike ride on September 15th that will visit each of the
museums beginning at 1:00 p.m. at the Elgin Public Museum at Lords Park. The ride
will go to Old Main, to the History Museum, downtown to the Police Department
history display, to the Fire Barn Museum, and back to the Elgin Public Museum. The
ride is about 6 mile loop that is family friendly.

II. Minutes of the August 27, 2013 meeting: Carl Missele motioned to approve the August
27th minutes. Bill Neylon seconded. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Renaming of Kiwanis Park: Randy Reopelle communicated that Craig Hayward, vice
president of Isaak Walton League (Ikes) would be coming to this evening's meeting and
possibly the president, Ron Ziegler, as well. Bill Jones cannot be here for the meeting
and he is the one who spoke to us about renaming Kiwanis Park for the Ikes. Randy
noted that Walton Island is named after the Ikes, so in reality they already have a park
named after their club.
It was noted by Randy that there are a number of previous examples of the city
changing park names; the park on Willard Avenue was named Casa Linda (low income
housing) and is now Prairie Park; the park west of McLean Blvd. and north of Rt. 20 was
named Zayre Park, now Cornerstone Park.
Randy handed out the petition delivered to the department's administration office. The
petition requests 1) the park not be renamed, 2) Observatory Park keep that name, and
3) if Kiwanis Park is renamed the petitioners feel it would be appropriate to name the
park Willow Creek Park. Carl Missele noted that changing old Kiwanis Park to Willow
Creek Park may be confusing as people know Willow Creek as a big church in Barrington.

rMr. Hayward and Mr. Ziegler arrived. Mr. Ziegler introduced himself and noted his
understanding is that the park down by Kirk and Kramer was being considered to be
renamed after the Isaak Walton League. Randy noted that Kirk and Kramer Park is a
separate park although it is in close proximity to Kiwanis Park and even closer to Isaak
Walton League's property. Kirk and Kramer is located at 895 Jay Street. The park under
discussion for renaming is the old Kiwanis Park (located at 600 Ramona Avenue).
Tom Armstrong noted that 20 residents surrounding Kiwanis Park have suggested the
park be renamed Willow Creek Park. It was noted the park is between both Poplar
Creek and Willow Creek. Bill Neylon noted if people knew the creek was named Willow
Creek there would not be confusion and would help for location-wise - knowing the park
was next to Willow Creek. Carl noted that probably the only the people who know the
creek is named Willow Creek are those living in the area.
Mr. Ziegler noted that Poplar and Willow Creeks join right at the end of Kramer Avenue.
Poplar Creek is the east side of that park and Willow Creek comes out of Lords Park and
comes down just on the west side of Willard Avenue behind the businesses.
Randy noted that Bill Jones inquired if both the old Kiwanis Park and the Kirk and
Kramer Park were being renamed. Kirk and Kramer is the park nearer the lsaak Walton
League. Given we are discussing Kiwanis Park, Randy asked Mr. Hayward and Mr.
Zieglar if they knew why Bill is interested in renaming old Kiwanis Park after the Isaak
rWalton League and wondered if the Club has talked about it. Mr. Hayward noted the
work that has been spearheaded by the Ikes was to do clean-up work on Willow and the
portion of Poplar that comes down from the bridge especially down towards Rt. 20.
There have been four cleanups. They involved the city and about 25 school children and
at the most we've had about 60 people involved. They are trying to get more people
aware that don't know about the creek and the Isaak Walton League. The club is trying
to get more recognition about the property and the use of the property, which is used
by school children to walk through to and from school. Isaak Walton League has done a
great deal of clean-up at the north end of the property on the eastside of the bridge to
make it safer and brighter for the kids that go through the property. The property Mr.
Hayward is referring to is the park across the bridge and the north end of the Isaak
Walton property and to tie the properties together with a name that is easily
recognizable instead of a body of water that people don't know what it is. A number of
people living in the area are volunteering with the clean-up efforts. Some help with the
actual clean up and others allow volunteers and club members access to their property
to clean-up the creek. If the park can be renamed using the lsaak Walton League as the
name of the property to give it identification of usability that would be great.
Carl Missele asked if the club would help maintain the park. It was noted by club that
they do not have enough people to maintain the park.

Randy communicated that Kirk and Kramer Park is where Isaak Walton League members
are cleaning up natural resources and is what the club is maintaining. But the park
being addressed at this evening's meeting is a different park- the park previously known
as "Kiwanis Park" at 600 Ramona Avenue. We may be able to address both parks.
Before a decision is made to rename Kirk and Kramer Park, staff will check if there is a
record as to why Kirk and Kramer Park was named that other than after streets
bordering the park. He will also speak with Ms. Prigge about the concern about a
confusion of the park name Willow Creek with the large Church in Barrington.
MOTION: Carl Missele motioned to table renaming of both parks to the next meeting.
Kristen Rowe seconded. Motion carried unanimously.
Kristen recommended the petitioners be invited to the next meeting.
V. Cell Tower Addition at American Little League: Randy noted that currently there is a
cell tower and support building located on the north side of Summit Street at Hiawatha
Drive where the former American Little League, now part of National Little League, is
located. AT&T approached the city about constructing an addition to the building and
attaching another antenna to the existing monopole. AT&T is willing to pay the city
$2,000 per month along with an annual increase of 2 to 3 percent. Randy recommends
the $2,000 be ear marked to go to a Park fund that could be used to fix up the property.
After brief discussion by the advisory board, Carl Missele made a motion.

MOTION: Carl Missele motioned that the Park and Rec Board recommend to the city
that the expansion of the cell building and tower be allowed and that rental income
from it go towards improving the little league complex that it is located in. Carl Ferron
seconded. Motion carried unanimously.
Maria Cumpata recommended that at the annual youth sport groups' presentation
meeting, that the clean-up of building materials at this site be discussed. The groups
will probably be invited to the January meeting to begin the youth sports grant process.
VI. Miscellaneous:
a. Northeast Neighborhood Association (NENA) Request: NENA requests the rental
fees for the Lords Park Pavilion be waived for their annual pot luck dinner and
membership meeting to be held the evening of Friday, November 8. NENA members
volunteer at the city's annual Fox Trot.
MOTION: Bill Neylon moved to approve that NENA be permitted to use the Lords
Park Pavilion and waive rental fee as members volunteer and man a water station at
the annual Fox Trot event. Karyn Garcia second. Motion passed unanimously.

b. Other:
Rolling Knolls: Randy reminded everyone that on Saturday, November 2, from
10:00 a.m. — noon, the Cook County Forest Preserve is hosting a meeting at the
Rolling Knolls property to review the proposed site plan. Recommendations we have
provided in past meetings are part of the plan they will be sharing.
8th Annual Youth Scholarship Team Challenge: The team challenge is next week
Friday evening, November 8, beginning at 6:00 p.m.
