The Parks and Recreation Advisory Board holds its regular meetings on the last Tuesday of each
month at 6:00 p.m., typically in the West Conference Room located in the lower level of The
Centre of Elgin, 100 Symphony Way.
(I) The March 2012 meeting is an exception. The March meeting is scheduled one week
earlier; i.e., Tuesday, March 20.
(2) There is no meeting scheduled for the month of December.

minutes. Ricardo Gasca second. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Youth Sports Grant Discussion: Maria Cumpata summarized Trout Park Baseball's
request to demolish the west shelter in the park and construct a three tunnel batting cage.
Usually by January, renters give us the dates for the upcoming season and Darlene
McCaslin will block those out. In 2011 Trout Park Baseball reserved the west shelter on
41 separate occasions. Our typical rental season is about 26 weeks from mid-April to
mid-October. The total 2011 revenue received from public rentals of that shelter is
$2365. Given that the Trout Park west shelter is one of the largest we have, if we lose
that shelter, those public rentals cannot all be absorbed by other rental shelters. Bill
Vincent of Trout Park Baseball noted it would take about a month to demolish the
existing shelter, which the roof is sagging on. Most of the work they do is done after fall
baseball season in November and again in February/March.
Carl Missele noted that some of the other shelters are not as desirable; some do not have
water or electricity.
Randy Reopelle noted that two years ago the estimate to build a shelter at Lords Park was
$103,000. About an acre of land is needed as well. Adding a parking lot with about 25
spaces would be about $141,000.

The board discussed building a new shelter comparable in size before eliminating the
large shelter at Trout Park. Lords Park was suggested as a potential site, some felt that
Lords Park is already congested and already has two shelters. The east side of Elgin
currently has four rental shelters and the west side has two (at Wing Park). It was
suggested that a location other than Lords Park be found, preferably on the west or
western edge of the city.
Tom Armstrong asked if water can be added to shelter #2 at Wing Park and Randy
recommended adding a shelter to downtown site such as Festival Park, which already has
washroom facility and parking nearby. It was also suggested to look into the old library
land on Grove Avenue and check if port-o-lets can be included on site.
Randy also noted that by March 2015, the ADA Title 2 recreation facilities standards
must be met. Randy distributed an email from Andy Dogan of PHN Architects, who is
auditing Elgin's recreation facilities. Items 1, 2, and 3 roll into EYF's (Elgin Youth
Football) requests turned in last month for the youth sports grant. Item 1: address level
change at entrance to concession stand and eliminate level change between entrance and
concessions/seating area - $3,500; Item 2: replace door and door frame at entrance to
concession stand to account for new height and required approach clearances - $1,000;
and Item 3: modify concessions counter so a portion of the counter is at accessible height
- $1,000. Randy will meet with Carl Ferron on EYF and ADA issues.
It was noted that $47,800 is available for this year's youth sports grant, but only $33,600
is currently recommended by staff. Since the issue regarding the shelter still is not
certain, it may be the best option to allocate the remaining $14,200 to Elgin Youth
Football to address ADA issues at their concession stand. Randy will meet with Elgin
Youth Football League representatives to discuss this option.
V. Neighborhood Park Grant Program: Residents in Waterford area want to help and
contribute to get basketball courts at Waterford Park. Randy asked the board for
comments regarding having a grant program for parks where we plan with the
neighborhood group, hire an architect to design and spec, and neighborhood group builds
it. The park grant program would need to be equitable across the city; fund one east,
fund one west park; alternating. It's another opportunity to get neighbors talking and
working together. A city funding source would have to be identified to match
contributions from the neighborhood. Staff will work up a program outline and present it
at a future meeting.
VI. Miscellaneous:
- ADA Audit: PHN Architects will have the documentation on the facilities audit for
ADA Title 2 recreation standard compliance issues done in May. The next phase is to
audit the parks.
- Other:
• Fishing at Lords Park will be on the next agenda.

• Randy recognized the service John O'Haire and Ricardo Gasca have provided to
rElgin Parks and Recreation for the past six years. Both have served two terms of
three years each. Thanks to John and Ricardo for contributions to our great city.
Thanks also to Tom Armstrong who agreed to serve another year as chairman.

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:07 p.m.
Randy Reopelle introduced the department's summer intern, T. J. Swank. T. J. provided
a brief background to the members of the advisory board. T. J. attends Judson University
and is a member of the Judson's baseball team. Currently he is working on marketing
strategies for Parks and Recreation's aquatics areas with Greg Bruggeman, Aquatics
Supervisor(and Hawthorne Hill Nature Center Supervisor).
II. Minutes of the April 24,2012 meeting: Carl Missele moved to approve the minutes.
Roman Castillo second. Motion carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. Youth Sports Grant Discussion: Staff met with PHN and Carl Ferron regarding Drake
Field's washrooms and contributing the remaining $14,200 to EYFL (Elgin Youth
Football League), which is adding $5,500 to EYF's grant amount. Carl Ferron of EYFL
thinks $19,700 will not be enough to cover the expense of making all of the A.D.A.
required changes. Randy Reopelle noted that staff will work with EYFL to get
washroom work done as it has to be fixed to meet the new A.D.A. requirements. Andy of
PHN has a concept plan and will create the detailed plans for EYFL to use in making the
improvements.
MOTION: Ricardo Gasca motioned to send the recommended Youth Sports Grant
allocations to city council for their consideration. Carl Missele seconded. Motion carried
unanimously.

V. Bowes Creek Neighborhood Park: Randy provided a brief update on the neighborhood
park that Toll Brothers is required to build per their annexation agreement. Thirty-four
residents provided input with comments that the plan looks great — excellent plans, kids
will love it, build as soon as possible; gate the community (to decrease
traffic/people/outsiders), adding community garden, adding street sign—children playing,
slow down, post speed limit, don't like anything but community gardens area, and one
asked if there will be a designated parking area. Feedback on what changes they would
like to see included:
- 5 residents would like to have tennis courts.
- 7 residents would like to have tennis courts rather than basketball courts.
- 3 residents prefer there by no basketball courts.
- 3 residents want gravel path upgraded to asphalt(for bikers).
- 1 resident prefers no bag toss court(might not get used).
- 2 residents request more swings and trees.
- 1 resident requests adding a shuffle board court.
- 2 residents request adding bike racks.
- 1 residents requests seating by bag toss court.
- 1 resident requests adding a skateboard area.
- 2 residents request adding picnic table and park bench in open area.
- 1 resident requests adding a water fountain.
- 1 resident requests adding a doggie bag station.
There is a visual plan on website. The plan is a work in progress. Randy has asked Toll
Brothers to design the other two park sites as well at this time.
VI. Miscellaneous:
- Bill Jones fishing request: Bill Jones wants fishing to return at Lords Park lagoons.
Board and staff discussed implementing a trial period with fishing in designated areas
along with posting general rules of conduct. Randy also noted that the department is
getting advice from IDNR at Hawthorne Hill and might be able to get advice for the
lagoons at Lords Park. Staff will look at possible locations and bring back
information to the board.
- Park Tour Schedule: Randy noted the board's park tour is usually in June and
requested input on sites to tour for the June 26 meeting. It was recommended to tour
Lords Park and Trout Park with a third tentative location included—Prairie Park.
- Bike to Work Week: Tom Armstrong noted that June 10-17 is Bike to Work week.
Tom will send pdf of Matt Wilhelm's event to get out to summer camps. Matt is a
reknowned BMX trick biker.
- Other:
• Randy and Gary Bender, Land Management, met with Hanover Township
Historical regarding the historical sign they want to display for Lords Park. There
were two locations they were interested in, one of which would be next to simple
plaque for the pavilion, mounted on the exterior of the pavilion. The second
location is a better option for the larger, fancier plaque noting the park's historical

significance; this is where the plaque will be located. We'll let you know when
their event at Lords Park will take place.
• Carl Missele noted that he recently talked to George Rowe of Elgin History
Museum regarding the historical windmill and progress for getting the desired
location to set the windmill up at. They will be presenting to the Zoning and
Planning Board on July 2.
• Randy thanked Ricardo Gasca for six years of service serving on our Parks and
Recreation Advisory Board and also recognized John O'Haire in his absence for
his six years of service to the city.

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:00 p.m.
H. Minutes of the May 29, 2012 meeting: Carl Missele moved to approve the minutes with
° correcting July 6 to July 2 on page 3 in reference to the date the Elgin History Museum
presents to the Zoning and Planning Board regarding the historical windmill and progress
for getting the desire location to set the windmill up. Roman Castillo second. Motion
carried unanimously.
III. Citizens Forum (items not on the agenda): None.
IV. North Country Knolls Request: North Country Knolls Property Owners Association
(NCKPOA) submitted a letter requesting Hawthorne Hill Nature Center fees be waived
for a rental for August 7 for National Night Out Against Crime gathering of NCKPOA.
NCKPOA volunteers regularly at the Nature Park. NCKPOA will take responsibility for
setting up the tables, taking them down, and cleaning the facility after the event.
MOTION: Roman Castillo motioned to approve NCKPOA's request to waive fees for
the Nature Center's rental for the evening of August 7. Karyn Garcia seconded. Motion
carried unanimously.
V. Parks Tour: Randy Reopelle led the advisory board members on the annual park tour.
This summer's tour began at Lords Park lagoons. The board looked at options regarding
allowing fishing while maintaining safety and viewed the northeast corner as a possible
location for a shelter site for rentals. The park tour will next stop at Prairie Park,which is
another possible site for shelter site for rentals. Last, the park tour will stop at Trout
Park. Trout Park's shelter, located near the baseball field, is deteriorating. Trout Park
Baseball has requested removal of the shelter that is deteriorating and is located too close
to the outfield.

- During the board discussion prior to the tour the board recommended that if fishing
were to be allowed at Lords Park, that it be sustainable and that the water quality be at
a level to maintain healthy fish.
- Siobhan Cotton recommended a park ranger be on site (specifically at Lords Park)to
monitor picnic areas, politely communicate with park users to enforce regulations,
etc.

II. Minutes of the June 26,2012 meeting: Carl Missele moved to approve the minutes.

III. Citizens Forum (items not on the agenda): Mr. Rick Poulton of the Kiwanis addressed
board members and staff. The Kiwanis Club of Elgin is working to raise funds to
enhance Observatory Park and build a shelter/gazebo estimated at approximately
$30,000. The Kiwanis Club focuses on serving the children of the community. The
Elgin members have done volunteer work at the day care facility across the street from
Observatory Park. Mr. Poulton noted the Kiwanis want to complete the shelter for the
summer lunch program and also look to make other improvements to the park. For their
commitment to the park, they request the city of Elgin consider renaming Observatory
Park to Kiwanis Park upon completion of the improvements. The shelter alone, which
they would like to do in spring of 2013, is estimated to cost $35,000. The Housing
Authority of Elgin will provide $10,000 towards the shelter construction. The other
improvements, such as a new playground, will cost even more, depending on what is
designed. Randy Reopelle noted that he is working with a park designer to create a
concept plan for the additional improvements, which he will bring back to the Park Board
for their input. Mr. Poulton noted that the park project would be a multi-year effort.
Tom Armstrong noted renaming Observatory Park to Kiwanis Park would require
renaming the existing Kiwanis Park. Carl Missele noted that there is nothing developed
at this park and asked if there were any plans to develop it. Randy said that currently
there are no plans to develop it. Tom asked if there would be a public input meeting on
the overall development of the park. Randy indicated yes and that he has already talked
to the Elgin Housing Authority about ways to get their residents involved in the planning

of the park site.
IV. Welcome New Board Members: Newly appointed board members, Elise Rich and Bill
Neylon, were introduced by Randy Reopelle. Each new member provided a brief
background noting their interest in serving the community.
V. Open Meetings Act Training: Randy Reopelle reminded the Board that the training has
to be completed by the end of the year and the certificate of completion sent to us. Any
member appointed after January 1, 2012, has ninety days to complete the training.
VI. Elgin Continental Little League Request: Maria Cumpata provided a brief summary of
the Youth Sports Grant previously approved request for 2012 capital improvements for
Continental Little League. Jim Harmon of Continental noted the league was unable to
complete replacement of light bulbs, ballasts, safety covers due to financial reasons.
Many games are played in the evening on a daily basis. Replacement of the light bulbs,
ballasts and safety covers is more of a safety concern than installation of a shade
structure, which was part of the approved 2012 Youth Sports Grant funding for
Continental. Continental requests that the $4,500 be used to replace light bulbs/ballasts
instead of installing a shade structure. Randy Reopelle noted that the lighting of the
fields is a high safety priority. After a brief discussion the board approved the change.
MOTION: Carl Missele motioned the Advisory Board approve reallocating the $4,500
from shade structure at Continental Little League to lighting bulbs/ballasts' replacement.
Bill Neylon seconded. Motion approved unanimously.
VII. Madison Programs: Tom Armstrong provided background on the Madison, Wisconsin
park volunteer program. Tom was in Madison recently and checked out the program.
Many volunteer opportunities are available in Madison. People for Parks: Citizens take
an active role in the maintenance and enhancements of Madison's parks. Activities
involve individuals, organizations, businesses, school groups, and neighborhood
associations. Adopt a Park: Enables citizens and park users to volunteer in the park of
their choice on a regular basis to pick up litter, clean up and participate infix-up days. A
minimum commitment of one year of service to the park or trail is requested. Adopt Ice
Partnership: The program combines Madison's city resources with volunteer manpower
required to provide the community with quality outdoor hockey and ice skating.
Volunteers assist with flooding the rink, removing snow, keeping the rink in good shape.
Randy noted that staff previously brought the idea of park ranger volunteers to the
advisory board to be a contact point for residents to the department. Other opportunities
for the park rangers would be to organize and set up the "party in the park" events.
He also noted park volunteer groups could present to the board for grant funding for
capital improvements, much like the youth sports groups do in the fall. Using sweat
equity to improve or renovate amenities at their selected park. This grant program could
be like Madison's where the volunteers raise funds and Madison matches those funds
raised by the neighborhood volunteer group.

Tom noted that the Madison website provides stories of the volunteer program.
Randy noted that during the recent "Walk with the Mayor" held in the Providence
subdivision, residents communicated they want a hockey rink and will raise money and
provide sweat equity to make it happen. Staff is checking on how much an inline skating
rink would cost. An inline skating rink that can be turned into an ice rink in winter
provides year-round use. Bill Neylon agreed that whatever is done, it needs to be
something that would be for year-round use. Siobhan Cottone noted that the plan needs
to be strategic as the Providence area is transient, many residents move out due to
company transfers, etc. Randy communicated that the homeowners association in
Providence is strong and can assess fees to homeowners if the work is not done by
homeowners. Siobhan sees the model being successful if the city helps them organize
and communicate.
VIII. Miscellaneous:
a. GPA (Gifford Park Association) Request: GPA volunteers man a water station every
year during the annual Fox Trot race. GPA's request is for the use and waiver of fees
for the Lords Park Pavilion to host their Historic Elgin House Tour Appreciation
Dinner, which is a thank you to the homeowners who open their homes to the public,
and to all the volunteers who work to ensure the house tour is a success.
MOTION: Carl Missele moved the Board approve waiving of fees for use of the
pavilion to the GPA to hold the house tour appreciation dinner. Siobhan Cottone
second. Motion carried unanimously.
b. NENA (Northeast Neighborhood Association) Request: MOTION: Carl Missele
moved to approve that NENA be permitted to use the Lords Park Pavilion and waive
rental fee as members volunteer and man a water station at the annual Fox Trot event.
Siobhan Cottone second. Motion passed unanimously.
c. Freedom Run Dog Park - Dedication: Randy reminded everyone that the dedication
of Freedom Run is Saturday, September 8, 10:00 a.m. - noon.
d. Other: Maria Cumpata communicated Classic Little League contacted her. Classic's
grant funding this year was for bleacher replacement. Most of the bleachers are set
on concrete pads for maintenance ease and safety. There is a set of bleachers to go in
where the concrete pad is broken up. Classic is getting quotes to be sure the grant
dollars will cover the pad. If necessary, Classic won't do as many bleachers to stay
within the budget. Maria noted no action is required as Classic's entire project this
year was to replace bleachers.
e. Carl Missele communicated he was out at Grolich, Lords and Wing Parks. At
Grolich Park there are two sets of horseshoe pits and at Wing there are four. None
were in use. He did see picnickers setting up baggos. Can horseshoes be converted

to baggos? Randy said he would check the cost to do so. He's just not sure if baggo
users like the concrete ones. There's a certain amount of texture users want. Carl
noted that the concrete baggos could be painted to obtain the texture needed(sand can
be used for texture.)
On Sunday, August 19 (a perfect day) Carl and his wife went to Grolich Park. The
park is about 6 to 7 acres. There was one car in the parking lot and there was one
person who came to walk the path from the neighborhood - not the person who
parked a car in the lot. A woman arrived a short time later to walk her dog on the
path and another woman arrived with two children. That was the extent of usage in
the 45 minutes Carl and Mrs. Missele were at the park. Carl noted the parking lot at
Grolich will accommodate about 40 cars or more.
Randy noted the park could be a good spot for a rental shelter to add to the rental
shelters as we look at removing the one at the northeast side of Trout Park, which is
the shelter too close to the outfield fence for Trout Park Baseball. We'll make this an
agenda item in September to talk about.
Tom Armstrong noted that Grolich would be a good place for soccer practices. Maria
noted there may be teams practicing there now.
f. Other: Randy noted we are hosting, along with Activate Elgin, a walk to school event
at Century Oaks Elementary School on October 3, which is National Walk to School
Day. Leading the walk will be Mayor Kaptain, Dr. Tones and the new principal,
Althea Hammond. He went to lay out the walk with Althea and discovered a lot of
the Century Oaks subdivision does not have sidewalks, so the walk will be relatively
short. Tom noted that originally the subdivision was unincorporated.

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:05 p.m.
The board began the meeting by reviewing Roman Castillo's letter of resignation, item
VI.a. on the agenda. Roman moved downstate Illinois for his new job, therefore, he
cannot continue serving on the Elgin Parks and Recreation Advisory Board, effective
immediately. Carl Missele motioned the board accept Roman's resignation. Carl Ferron
second. Motion carried unanimously.
II. Minutes of the August 28,2012 meeting: Carl Missele moved to approve the minutes.

IV. Centre Update:
a. Financials: Wayne Carlstedt, Centre Associate Manager - Operations, reviewed the
July statement and year-to-date statement for The Centre of Elgin. Revenues overall
are up about $120,000. The Centre had a very good summer. Memberships have
leveled off. It's become a very competitive market and staff will continue to address.
Expenses are down - a real tribute to staff who have kept expenses down. The men's
shower renovation, which cost about $59,000, is complete and will hit the bottom line
number.

Carl also inquired what the projection for 2012 losses at The Centre are. Wayne
noted that August is a slower program month. Average loss for August was about
$110,000, plus we have to incorporate the capital project (men's locker room), so it
could be $500,000 - $600,000; it just depends on how program numbers come in for
the rest of the year. Amy Knorek will touch on those numbers. September and
October are usually very good programming months. We are on pace to do much
better this year. Year end loss for last year was close to $700,000. We are on track to
have revenues at $1,500,000 this year; an increase in revenues of$200,000.
Tom Armstrong asked if the individual program prices went up? How do you
account for the increase in program revenues but membership revenues are not
holding or increasing? Wayne noted that a lot of our programs are growing and we
do raise prices on a lot of the programs annually. Summer camps have probably
doubled this year.
b. Successes: Amy Knorek, Centre Associate Manager - Customer Service noted that
1,500 kids (200 weekly) enrolled in three summer camps at The Centre this summer.
The regular day camp involves crafts, sports camp, and teen camp. All go on field
trips together. The teen camp is fairly new and has been one of the bigger successes
for us. This year there were over 30 kids every day. Parents need an option for kids
beginning with sixth grade level. They do more leadership, character building,
volunteer activities, two field trips every week and we had positive feedback from
parents. Our staff are fantastic and stay with us until they graduate or get full-time
jobs.
The City of Elgin is a member of NISRA (Northern Illinois Special Recreation). We
get children in our programs who have special needs that need one-on-one aids. That
is a special challenge for us because we are required to get extra staff that are working
with one child, possibly two. Expense wise it is a large hit financially when we have
to hire these staff.
Maria noted that we have to provide that service and we cannot turn the child away.
If that need requires a one-on-one aid, which a lot of times it does for day camp, then
that is an additional staff person we have to find and hire specifically for that need.
Amy also noted that NISRA does a great job with us. We try to have the family
screened through NISRA to be sure that it is something we can accommodate and
should be accommodating. We have done a good job of accommodating those needs
and the parents enjoy that - the kids want to be involved in the programs. As Maria
said, it is hard for us in all of our programs - we are accommodating in programs such
as camps, swim lessons, ceramics, after school programs, and so on.
Swim lessons and swim team also did very well. The swim team has boomed over
the years. It has gone from 20 or so kids to over 200 kids now. That's a great
testament to Greg Bruggeman and the instruction that the swim team is having.
Swim lessons have always been successful here. It is one of our bigger revenue

streams at The Centre. Currently we are looking at maximizing some of those
lessons. This past year our funding was cut a little bit - it's really difficult for us to
grow programming because we don't have the money in our expense lines to pay staff
or even when working with contractors, which you have to have the money in the
account to pay them, even if you are bringing in the revenue. So, it's always tough
for us to be creative and think outside the box. This year we are going to look at
eliminating some of the classes that see lower numbers. Usually, when the kids are
getting older they join the swim team if they are going to continue the path of
swimming. Some of our lessons, like levels 4, 5 6, we are looking at combining some
of those and not have as many classes and be able to fill classes in lower levels where
we have kids waiting (wait lists).
Preschool is another huge revenue producer for us. For those of you who are familiar
with The Centre as a whole, we added a classroom a few years back because the four
classrooms we had were not able to accommodate the number of preschoolers parents
wanted to enroll. This year our preschool program is completely full; not one
opening is available. As part of 2013 budget process we are looking at expanding
preschool to School District 301. 301 approached us to run preschool at one of their
schools. Jan Monell put together a pro forma that starts the preschool program slow
at 301. It would also free up some of The Centre's program slots as some of our
parents live in District 301.
Home School, which is held three days a week from 1:00 to 3:00 p.m. includes gym
and swim. There are three classes at capacity with 65 students in each class. We are
looking at adding enrichment classes in the mornings to give the students another
outlet.
Afterschool program: The program has about 35 kids. At the beginning of each
school year we are usually at about 12 kids. The kids do homework, then do either
swim, rock climbing, or the game center. We pick the kids up at school. It is difficult
to grow that program because schools are dismissing around the same time and some
schools went to a 2:00 dismissal time. The teachers do not want to be waiting until
2:45 p.m. for The Centre's bus. Some centers have more than two buses or
transportation vehicles so they are able to go out. We have one for each side of town.
We just have to work at increasing numbers at the schools we are already going to.
Carl Ferron noted he is looking for volunteer opportunities. Maria will follow-up
with him as the department has a variety of opportunities and has a part-time
volunteer coordinator. She will have Renee Edsall follow-up with him.
c. Miscellaneous:
The Centre's 10-Year Anniversary: Amy noted that The Centre's 10-year anniversary
celebration is Saturday, December 1St from 7:00 a.m. to 2:00 p.m. We're working on
getting some of our vendors in, having fun things for kids, Santa will be here and it is
the same day as Winter Wonderland and the tree lighting. Amy is also working with

w Jason at DNA - maybe we can get reindeer out front. Group fitness classes will all be
free and there will be other fun activities.
AID Concession Agreement: Wayne Carlstedt noted that The Centre is entering into
an agreement with AID (Association for Individual Development) to run the
concessions on Saturdays during youth basketball season. When we were thinking of
cost saving measures last year we actually were thinking about using AID out at
Lords Park Pool concessions. Even when the weather is good, concessions are not
very profitable, especially at Lords Pool. Concessions have never been profitable
here at The Centre due to location and where the traffic is. The AID program is a job
training program for adults. A full-time AID staff person will be with two trainees.
If successful we will look at expanding program.
Amy updated the board on The Centre's quarterly all-staff training for our part-time
staff on a Sunday evening beginning at 5:30 p.m. with anywhere from 65 to 90 staff
participating. The quarterly meeting includes a customer service component and we
recognize our staff with a KUDOS award. Staff can nominate co-workers for
something they have seen them providing outstanding service and then we use
comment cards that people submit. We call the staff person up, read what people
have said about them, and their supervisors provide a few they feel have been
outstanding for the past three months. We then do a drawing of about five names.
They get a t-shirt and gift certificate. The city manager, Sean Stegall, came to the last
quarterly meeting and talked to our staff. He has come to several meetings. Staff
really appreciate it that he comes to the meeting and shares his vision for the city and
The Centre and how they fit into that vision.
Fall Group Fitness Open House: The fall open house is Saturday, September 29,
beginning at 7:00 a.m. Anyone can come and try out the classes for free.
2012 Beer and BBQ @ BOWES recap: Maria Cumpata provided a brief summary on
this year's fundraiser for the Youth Scholarship Fund. The weather was beautiful and
the turnout was good with more kids coming than last year. Next year's event will be
the same weekend in September (September 14, 2013). Carl Missele mentioned that
the food was much improved over last year's. Maria also noted that we could not pull
off that event without the help of the Carlucci brothers and the help of Porter's Pub.
V. Shelter Rental Discussion - Grolich Park: Tom Armstrong recapped the need for
another shelter for rentals. The rental shelter located next to Trout Park Baseball's
outfield is not rented during tournaments for safety reasons. The board has discussed this
several times and before we take that shelter out of the system we need to replace it with
something. We are not going to be able to replace it with something as large obviously
right away, but down the road we need to look at opportunities where we can put in
another shelter or shelters. Grolich Park is a park we thought might be an opportunity to
utilize the shelter that's there. It is a smaller shelter than Trout's but it a very large park
and fairly underutilized. Randy Reopelle thought it might be beneficial to form a
subcommittee of board members to brainstorm ideas about the use of that park,

expanding its use, and opening the shelter to rentals. Tom then asked the board members
if anyone would be interested in participating on the subcommittee. Carl Missele, Carl
Ferron, Bill Neylon, and Karen Garcia will serve on the subcommittee. Carl Missele will
spearhead the subcommittee. Maria noted that Grolich Park is probably the most viable
park in the system for the shelter need, but there are some things in the park that are not
utilized and are probably well past their useful life; playground equipment, fitness path,
and horseshoes. Maria conveyed that Randy wants the subcommittee to go to the park
and evaluate the amenities and look at putting several extra tables in the shelter, which
can accommodate no more than 50 people. What we need to do in the meantime, is take
Trout Park West out of our rental shelters and plug Grolich in. Carl Missele noted that
any recommendations the subcommittee makes would be for some improvements and
those cannot be done right way. Maria noted that the shelter can still be reserved for
2013 rentals without any recommended improvements being done. We can put three
more tables out there and secure a porta-potty at Grolich. Carl also noted water is
available, but is not on, and there is lighting meaning there is electricity but there are no
outlets. Maria noted that the subcommittee needs to keep in mind the ADA requirements.
VI. Miscellaneous:
a. Roman Castillo Resignation: Discussion held immediately following the official start
of this meeting. See item I. Call to Order.
b. Wright Park Play Day: KaBOOM's build day is September 28. Ribbon cutting
ceremony is 3:00 p.m.. Tom Armstrong will be there and noted it would be nice for
any other board members to be there. The city organized the Play Day, which is
Saturday, October 8, 10:00 a.m. Details will be emailed to board members.
c. 2013 Budget Request: Submitted Decision Packages submitted for the 2013 budget
are Regional Park Phase I improvements; Ash Drive Park site; Hawthorne Hill Center
improvements at the park; and Park Site Amenities, which includes identification
signs, park benches, picnic tables, and/or bike racks at parks possibly including Grant
School Park, Observatory Park, College Green Park, Corley Drive Park.
- Tom noted that the Kane County Department of Transportation (KDOT) received
a grant to purchase bike racks throughout the county. That may be an opportunity
to acquire bike racks. Mike Sullivan or Jan Ward work at KDOT.

II. Minutes of the September 25, 2012 meeting: Carl Missele moved to approve the
minutes with correction to add Carl Ferron to the list of members of the Grolich Park
Committee. Carl Ferron second. Motion carried unanimously...
III. Citizens Forum (items not on the agenda): Todd Martin, who serves on the city of
Elgin's Sustainability Commission, addressed staff and advisory board members
regarding Lords Park farm zoo. Representatives of the Lords Park Association, Jerri
Barnhardt, and Friends of Lords Park Zoo (Terry Gable) were present as well. Mr.
Martin communicated they are working on a neighborhood improvement grant project for
Lords Park. He is providing some detail before it is presented and ask for support or
feedback on the project, and give an opportunity to see the final proposal before it goes to
the Sustainability Commission. This project is to bring back the Lords Park farm zoo.
Basically, it would be a private/public partnership where Friends of Lords Park Zoo and
the Lords Park Association would provide in-kind volunteer time in exchange for grant
funding for that program. Previously the city's Land Management Division of Public
Works ran the farm zoo. If that's how the city wants to do so in the future, the group is
open to that. If the city prefers that an outside contractor administer the farm zoo, or any
other type of arrangement,then please let the group know how that would be structured
and it will be taken into consideration. The Commission will also look into the algae in
the lagoons and the goose poop issue. Any ideas to share with commission is appreciated
and the commission will keep Parks and Recreation staff and the Advisory Board in the
loop. December 11 the proposal goes before the Sustainability Commission.

IV. Youth Sports Grant 2013 -Presentations:
TROUT PARK BASEBALL: Bill Vincent presented. The 2013 requested capital
improvements include:
Construct 3 tunnel batting cage and team warm-up
area behind left field fence, allowing college and
tournament level teams an area to warm up prior
to games. Trout Park Baseball would cover costs
of turfing the concrete ($10,000) of the batting
cages and surrounding warm-up areas. $ 37,000
TOTAL = $ 37,000
Mr. Vincent noted that the three tunnels, which are about 30 feet wide and 60-70 feet
long, could be used for yoga or other programming on week days when no games are
scheduled during the week.
Randy Reopelle asked if there was news regarding the CABA Tournament. Mr. Vincent
noted that he has been contacted by CABA again to talk about coming back to Trout.
Two other organizations want to hold tournaments at Trout as well.
CLASSIC LITTLE LEAGUE: Brad Heath presented. Classic reduced registration fees
for 2012 about 10 percent. Classic also provided $1,500 to families who could not pay
registration fees. The league wants to grow participation numbers by reaching out to
Hispanics. The 2013 requested capital improvements include:
Add fencing around Junior field dugouts: $ 1,500
Install roofing on t-ball and AA dugouts: $ 2,000
Concession stand improvements: $ 5,000
TOTAL = $ 8,500
ELGIN YOUTH FOOTBALL LEAGUE (EYFL) /ELGIN BEARS: Kathy
Hockstatler presented. Thirty-five percent of participants consist of girls in the cheer
leading program. Five football teams and cheerleaders are still competing in tournaments
as this meeting date. EYFL fees are considerable lower than any in the Chicago Metro
area. The fee is $150 as compared to other team fees charging up to $600 per child.
Team mom's do so much fundraiser and parents volunteer hours help EYFL accomplish
much including tumbling lessons for the cheerleaders, purchasing of team jerseys,
equipment, build a float to participate in the 4th of July Parade, and so on. The 2013
requested capital improvements include:
Replace bleachers on visitors side: $ 2,900
Acquire and install Thor Systems Lightning
Detection System: $ 5,500
Replace and/or repair framing and brackets
of scoreboard: $ 5,000
Fill in cracks and sealcoat driveway: $ 2,500

NATIONAL LITTLE LEAGUE: Mike Gibson presented. Participation numbers were
down. The 2013 requested capital improvements include:

side of Summit St., (numerous complaints
as portable toilets were poorly

Maria Cumpata inquired whether the construction debris (cinderblocks, etc.) were
salvageable. Mr. Gibson noted that Tim Meyers should be contacted regarding the
'debris' but he does not think the sheeting and trusses are viable for future use. Maria also
noted that she has not received status or invoices on the 2012 work. Mike will follow-up
with Maria.
ELGIN POST 57 LEGION BASEBALL: Bob Todd presented. The 2013 requested
capital improvements include:
Announcers/scorers booth with equipment/tools
storage shed: $ 6,000
1St base bullpen repair (new home plate and
pitchers' rubber); lights: $ 500
Practice training pads: $ 500
TOTAL = $ 7,000
At conclusion of youth sports group presentations, Elise Rich left the meeting.
Maria Cumpata reminded organizations they can work with staff and set up 2013
registrations during our youth basketball winter season games.
V. Grolich Park Committee Update: Tom Armstrong provided a summary of previous
discussion(s). There are no dollars budgeted to build a new shelter so the committee was

formed to look at existing park shelters for renting. Grolich Park is recommended by the
committee.
Carl Missele reported committee's recommendations. Grolich Park's existing shelter is a
good distance from the nearest residence. Park has open space for 'pick-up games' and
plenty of shade trees to keep users cool. Sand volleyball is available and the walking
path is a plus. Hard surface parking is adequate with 38 to 40 spaces.
Short-Term Recommendations: Fix or replace picnic tables that have pealing plastisol
coating, add three more picnic tables parallel to the one currently there, add one or two
duplex electrical outlets. Outside the shelter remove barbeque grill and replace it with
two new grills. If water fountain can be prepared for use, it would be a plus. Horseshoe
pits are seldom used and could be replaced with bags games. Restripe parking area.
Place a sign on Route 31 to direct people to the park.
Long-term Recommendations: Update the playground to be safe and ADA compliant.
Remove exercise elements, many of which are damaged, from the walking path. Improve
walking path.
Randy Reopelle noted the park needs a port-o-let; will look at an enclosure for the port-o-
let.
Tom Armstrong inquired if the SWAN neighborhood group should be contacted. It was
noted by Randy, not at this point. Maybe in the future when funds are available for
renovations to the park. Randy also noted that Jim Bell, Land Management
Superintendent, reported that the park seems to be underutilized as there is not much
trash to remove - a sign the park is not used.
VI. Miscellaneous:
a. Regional Park Update: Randy Reopelle reported that there is an upcoming meeting
with KDOT (Kane County Department of Transportation) regarding road access
issue. At the Advisory Board's November meeting, Randy hopes to have a concept
plan as work has to be done in 2013 per the acquisition grant.
b. Trout Park Monitoring: IDOT (Illinois Department of Transportation) is working on
1-90 bridge and is concerned on the impact to park. Monitoring wells are to be
installed. Carl Missele inquired if the data will be available. Randy will ask Steve.
c. Other:
- Tom requested to have Todd Martin, Elgin Sustainability Commission, send (Lords
Park) grant proposal to Randy to then distribute in the Advisory Board's packet.
- Carl Missele reported that weeds were cut around loop (drive) by Scouts at
Hawthorne Hill Nature Center. Wood chips were then placed on top so vehicles can

now park off side of drive at angle, which should allow for 15 cars on each side; 30
additional cars.
