The Parks and Recreation Advisory Board holds its regular meetings on the last Tuesday of each
month at 6:00 p.m., typically in the West Conference Room located in the lower level of The
Centre of Elgin, 100 Symphony Way.
(1) The March 2011 meeting is an exception. The March meeting is scheduled one week
earlier; i.e.,Tuesday,March 22.
(2) There is no meeting scheduled for the month of December.

I. Call to Order: Chairman Carl Missele called the meeting to order at 6:01 p.m.
II. Minutes of November 30, 2010 meeting: Change "in"to "if' in the first sentence of
second paragraph under item IV.; correct Misselle to Missele at bottom of page 1 and
change `award' to `awarded' at top of page 2. John O'Haire motioned to approve the
minutes as amended. Rudy Zabran seconded. Motion carried unanimously.
III. Citizens Forum: None.
IV. Recommendations for 2011 Youth Sports Grant Awards: Randy Reopelle noted that
recommendations for 2011 are not finalized.
- American/National Little League: Representatives will be meeting with staff on their
requests. The estimates need more work.
- Elgin Youth Football: Concrete pads—staff want to remove. Jim Bell has a couple of
recommendations and is getting estimates.
V. 2011 Meeting Schedule: There were no questions or comments on the draft document.
Meeting schedule will be submitted to City Clerk's office for their records.
VI. 2011 Master Plan Projects for 2011: Randy noted there are 49 recommendations in the
master plan. Some projects are already in the 2011 budget, including phase 2 of Clifford
Owasco Park renovation, phase 1 of Regional Park development, installation of a
basketball court at Cornerstone Park, and additional work at Hawthorne Hill. There are
other recommended projects that do not require a lot of resources, which could be
pursued as this year's budget does not have a lot of financial resources. Randy requested
the advisory board members' input on what projects should be worked on during 2011.

Randy summarized other possible 2011 projects:
1. Trout Park Rivers Edge: to pursue having this classified as a land and water reserve
through the Illinois Nature Preserve Commission.
2. Slade Avenue: IDNR grant is available for 90% of the total costs. Improvements
could include a floating pier, boat launch,parking, benches, and playground.
3. Reuse of Sherman property: Sherman is not interested in hard improvements such as
playground structures, courts, etc. They are open to establishing turf areas, which
would be beneficial to this part of town to have an open area to fly a kite,throw a
Frisbee.
4. Carl Missele noted the low lying area by the basketball courts in Lords Park floods.
Drainage tile collapsed and should not cost much to repair. Small trees were planted
by Land Management and need to be removed as per the Lords Park Task Force
recommendations. All of this work can be done in-house.
5. Dog Park: Paul Bednar noted that Hoffman Estates Park District is looking at their
budget numbers to add a dog park at Canterbury Park. There is the potential for Elgin
residents to purchase license to use the dog park at the same fee rate as Hoffman
Estates residents if Elgin helps develop the dog park site.
6. Carl also noted that a Wing Park-specific master plan could be done as was done for
Lords Park. The Park and Recreation Advisory Board could facilitate the creation of
this plan. The master plan for Lords Park resulted in 20 recommendations.
All in attendance were in agreement that these were park projects that should be
investigated and where possible pursued. Randy also requested members to bring up
potential projects in the future that should be looked into or added to this list.
VII. Miscellaneous: Carl Missele noted concerns regarding potential changes to the bikeway
plan along Congdon,. He wants to be sure residents are made aware of potential changes
to the plan. Randy noted suggestions can be made through the Pedestrian and Bicycle
Committee, which Paul Bednar is a member of, as well as Tom Armstrong (Parks and
Recreation Advisory Board member).
VIII. Adjournment: At 6:37 p.m. John O'Haire motioned to adjourn the meeting. Rudy
Zabran seconded the motion. The motion carried unanimously.

IV. Recommendations for 2011 Youth Sports Grant Awards: Maria Cumpata noted that
staff met with Larry Sabatino of Elgin National (American and National now combined).
A cost breakdown of their $14,000 request is in progress. The north side of Summit
Street (what was American) is allocated $1,700 for AED equipment. Staffs'
recommendations to the Board for disbursement to the youth organizations are:

Chairman Missele inquired if anyone had any further comments or any questions before
accepting recommendations from the Board.
- Karen Sauter asked if there was any progress on moving youth football fields.
Randy Reopelle noted the 15 acres with the clubhouse (what was originally the Spartan
Meadows western portion of old golf course) was not an option as it is Elgin's part of the
ECC transaction swapping acreage for downtown building (old Sears building).
Hopefully, in the future a portion of the mental health property can be allocated to add
youth football.
MOTION: Ricardo Gasca motioned to accept the 2011 Youth Sports Grant Awards staff
recommendations as presented. Rudy Zabran seconded. Motion carried unanimously.
V. Trout Park River's Edge: Randy Reopelle summarized a previous meeting's
presentation by Steve Beyer. Mr. Beyer recommends that Trout Park River's Edge be
designated a Land and Water Reserve to protect the area as a natural resource. This
would be the first item to work on from the master plan.
Paul Bednar noted that a Land and Water Reserve allows fishing, which is the major
difference between a Land and Water Reserve and what Trout Park's designation of a
Nature Preserve is. Steve Beyer would request we be allowed to maintain what is already
there (at Trout Park River's Edge), which includes parking lot, shelter, and the bike path.
We would propose we be allowed to add another fishing pier and a trail leading to the
narrow area up by the castle with either a fishing pier or fishing area. This project is an
opportunity to get a future grant.
Rudy Zabran asked if there is any more of a burden for maintenance and upkeep. Paul
responded that we have to provide a maintenance plan as part of request for designation
to be a Land and Water Reserve. Paul also noted that Trout Park (Nature Preserve) is
maintained by volunteers under Steve's guidance.
Carl Missele noted that another small shelter near the water is needed. The current
shelter is always in use. Paul noted that we can talk to Steve about adding another shade

shelter. Randy Reopelle also commented that it would be good to be able to more of
what we already have at the park. Paul asked the board for feedback.
MOTION: Rudy Zabran motioned that staff pursue the Land and Water Reserve
designation for Trout Park River's Edge. John O'Haire seconded. Motion carried
unanimously.
Randy requested that Paul get a one-page synopsis of what the final document will look
like from Steve to bring back to the board.
VI. Project Update: Paul Bednar provided updates on park projects.
1. Princeton West: Hoffman Estates Park District will start construction of playground
this spring and finish by June. We're paying a portion of the cost and a portion of
cost to connect bike path. The agreements are almost final. Drawings are about
ready to go to bid.
2. Hawthorne Hill: We are working with contractors on phase two of cleaning.
Sometime this summer 12 acres will be done and a small parking lot expansion will
be done where current lot is, probably on the south side.
3. Clifford Owasco Phase 2: Phase 2 consists of a basketball court area, repairs to
asphalt trail, and clearing Y2-acre of woods to put in a play field. Play field may be
able to be seeded before fall.
4. Met with Toll Brothers. They want to get the first park done and are meeting with
residents in the next month.
5. Dog Park: Discussions with Hoffman Estates Park District are moving along. There
is a site by Cobblers Crossing that is a 10-acre strip currently used as soccer fields. If
we come to terms, we'll partner on the project. We need to discuss this project with
members of this board, the dog park committee, and Hoffman Estates.
6. Community Gardens: We have submitted two grant applications for community
gardens. Sites considered are Grand View Park, The Centre, Fire Station 1, and
Eastside Recreation Center. Education components would be included at each site.
7. Disc Golf: Step 1: Deb Perryman is leading students at Elgin High School through
the end of school year in clearing the site. Step 2: Installation of five baskets near
school. Step 3: Expand course up to an 18-hole course when additional funding is
available.
VII. Miscellaneous:
Volunteer: Randy Reopelle introduced Renee Edsall, Part-Time Volunteer Coordinator.
Renee noted one of her goals is to be a liaison between neighborhood park and the Parks

and Recreation Department. Volunteers at neighborhood parks would become familiar
with park web site and use it as a communication tool between neighborhood residents
and Parks and Recreation. Volunteers could help clean-up litter in their neighborhood
parks and after clean-up project, a park party could be held.
Ricardo Gasco asked what equipment would be supplied to volunteers. Randy noted
dumpsters could be supplied to the neighborhood volunteer cleanup and game bags
supplied for the party.
Carl noted that ECN (Elgin Community Network) is open to helping with park parties
again, maybe after a park clean-up project. Volunteers can coordinate with ECN.
Lords Park: Carl inquired if Jim Bell has provided any follow-up on the area that
floods. Randy responded no status provided yet.
Skate Parks: Carl noted meetings with neighborhood groups were held. Residents are
seeing graffiti at skate parks that are not being taken care of. Someone suggested if
graffiti shows up, the park should close for a week. If a second graffiti tagging occurs,
the park should close for two weeks. Paul noted that clean up of graffiti can't be done
during cold temperatures. Carl recommended the skate parks be locked during winter.
Chair—Parks and Recreation Advisory Board: Randy Reopelle noted that Carl
Missele's term as Chair is up in May. Any board member interested in taking over as
Chair, please contact Randy. A new Chair needs to be identified. Contact Carl or Randy
if interested or if there are any questions.
Golf Courses: Randy communicated both The Highlands of Elgin Golf Course and
Bowes Creek Country Club Golf Course were recognized in Golfweek magazine's 2011
list of top public golf courses in each state. The Highlands is #4 and Bowes Creek
Country Club is#9. No other state has one city with two courses ranked in the top ten.
Elgin is the only one.
Letter from Steve Beyer Steve Beyer requests funding to help maintain two nature
preserves in Elgin during 2012. Randy requested the board members to review the
letter's content. Mr. Beyer would supervise work and we would pick up some cost of
supplies. This topic will be on the next agenda for your input.

presented. John O'Haire seconded. Motion carried unanimously.
III. Citizens Forum: Approximately 80 children ages 6 - 18, parents, and coaches of Elgin
All Stars Soccer Organization were present to request practice time on striped soccer
fields with goals. Javier Perez, President, stated that the practice fields at the Sports
Complex need to be shared.
Staff conveyed that there will be no more practices held at Complex until the fields are in
good shape (due to the very rainy spring and over-use in past years). Of the 70 Parks and
Recreation league teams, only 10 of those can practice at the Complex. The remaining
teams must find practice areas. Generally these teams find space in neighborhood parks.
Staff would like to be able to provide practice fields to everyone, yet the demand exceeds
the space/fields available.
Mr. Perez noted that other teams have practiced at the Complex for years and they are
requesting only one field, two days for two hours a week.
Parent#1 stated that their club is a competitive travel team and a park is not adequate for
training; a soccer field is needed. Maria Cumpata noted that it is challenging enough to
get city league games in, which is the priority at the Complex over practice times. Parent
#1 said, "You control it. There's gotta be a swatch of grass somewhere at Complex.
We're doing everything for the kids, drug prevention, etc."

Paul Bednar noted that Prairie Park will be ready for practices in the fall if the grow out
erk (grass) goes well. Wright Field is a possibility, but Parks and Recreation does not have
additional goals.
Parent#2 noted their organization could do a fundraiser to purchase goals and nets.
Ricardo Gasca noted there was practice last Thursday when it was wet.
Parent#2 stated, "Need a guarantee—won't leave until we have a commitment."
Randy Reopelle will provide update to Ricardo Gasca on the following open items:
- League is to provide their non-profit paperwork.
- Staff will follow up with Land Management.
- Staff to measure Complex's usage for practices to see if it has been reduced since last
fall.
- Staff will check if other sites are available.
Ricardo Gasca noted the organization applied for a grant. The grant given is to be used
for future goals, drug awareness, and other life awareness sessions. The teams practice
for one hour and meet for an hour to learn about the dangers of drugs. The Sports
Complex is a perfect site for these practices and sessions. The cafeteria at Larkin Center
would be used for life awareness sessions. The deadline to accept the grant ($6,500) is
Friday.
Randy Reopelle stated the problem is there are not enough soccer fields to meet demand.
He suggested the league send a letter to Council with your signature(s) in the meantime,
asking the city to develop more soccer fields.
IV. Discussion of March 15 Letter from Steve Beyers: Steve Beyer requested funding to
help maintain two nature preserves in Elgin during 2012. At the last Board meeting,
Randy had requested the members to review the letter's content prior to the April
meeting. Mr. Beyer would supervise work and we would pick up some cost of supplies.
A decision package would have to be included during planning of the 2012 budget this
summer. It would help to have a letter from the Board to Council.
Chair Missele will draft a letter.
Paul Bednar noted that Mr. Beyers agreed to recommendations of Board regarding Trout
Park West including: fishing pier, a shelter, existing improvements. He will work these
items into his report.
V. Discussion of Park Stewart Volunteer Position: Title changed to Neighborhood Park
Coordinator. Essence of role is described in the second to the last paragraph, "Assist
with building a sustainable neighborhood park coordinator program by networking with
people in your neighborhood and providing feedback to the Parks and Recreation

Department staff on how to develop in the future." Randy inquired if the Board thought
this is realistic and can work.
Chair Missele believes the focus needs to be neighborhood parks, not destination parks as
there are so many parks. Randy continued that parks need to be identified to approach
first, those with strong neighborhood organizations. Carl continued that it will work best
to identify a leader and offer assistance and guidance. Tom Armstrong noted that the
volunteer position is a big commitment that is long-term and on-going.
Randy communicated that if we can get four coordinators, we can bring the coordinators
together to learn from each other. Carl also noted that Elgin Community Network (ECN)
would be happy to hold a kick-off and have department staff there to "talk-up"the
program.
Recommendations gathered for parks to focus on first are: St. Francis Park, Gifford Park,
Eagle Heights Park, Unity Park, Providence, and Copper Springs.
Karen Sauter inquired if Renee Edsall (Parks and Recreation Part-Time Volunteer
Coordinator) would be responsible for orientation? Randy confirmed Renee would be.
VI. Projects' Update: Paul Bednar provided updates on park projects.
1. Clifford Owasco: Out to bid for basketball courts and taking some trees down to
have a grass area for kids to play on. Grass won't be ready until next spring.
2. Community Garden Grant: Five to eight sites will have community gardens—north
side of The Centre, Eastside Recreation Center, Hawthorne Hill Nature Center, Elgin
Public Museum (expanded garden), Lords Park Zoo (expanded garden), Grand View
Park (close to Channing Elementary School) and Fire Station#1, which will involve
the Boys and Girls Club and Sheridan Elementary School. Volunteers start working
on community gardens first week of May.
3. Grant for Slade Avenue Boat Launch: A grant will be submitted this summer. The
grant is a 90 percent reimbursable grant.
4. 319 Grant for Lords Park upper lagoon and middle portion of creek to be submitted.
Will need to do engineering next.
VII. Miscellaneous:
- Elgin National Little League: Maria Cumpata passed out the breakdown of Elgin
National Little League's request for Youth Sports Grant funds. The breakdown was
missing from the original submission. Of the grant funding, $1,700 is to go for an
AED on the north side of Summit Street—what was previously American Little
League, and $1,300 would be left for item numbers 4 or 3. Staff can give National
the go ahead for items 1 and 2.

- Parks and Recreation Advisory Board Chair: Randy Reopelle thanked Carl Missele
for serving as the Chair for two one-year terms. Tom Armstrong agreed to serve as
the new chair.
- Fox Trot: Maria Cumpata communicated that staff is putting a tent up in front of City
Hall—will have awards, beer tent, and band. If Kiwanis do not want to run beer tent,
we could run it to benefit the youth scholarship fund. The hours will be 8:30— 11:30.
We need the board's help along with staff to run the beer tent if Kiwanis opt out. We
should know by the end of the week and will send an email notifying the Board
members.
- Chair Missele presented a joint request from Elgin Public Museum and Elgin
Historical Society to waive the rental fees for the Lords Park Pavilion for Thursday
evening, July 14. The two organizations are hosting a joint-fundraiser and will have
famed story-teller Brian "Fox" Ellis present a program, "Ghosts of the Civil War."
MOTION: Tom Armstrong motioned to waive the Pavilion fees for Elgin Public
Museum and Elgin Historical Society program, "Ghosts of the Civil War"to be held
the evening of July 14 at the Pavilion. John O'Haire seconded. Motion carried
unanimously.
VIII. Adjournment: The meeting adjourned at 7:43 p.m..

I. Call to Order: Chairman Carl Missele called the meeting to order at 6:00 p.m.
rik II. Minutes of April 26,2011 meeting: Randy Reopelle noted that a soccer field was
identified for the All Stars Soccer Organization. Good Shepherd has a space for the All
Stars Soccer to hold practices at. Under Citizens Forum, paragraph one, change "Javier
Perez, Present, ..."to "Javier Perez, President, ..." John O'Haire motioned to approve
the minutes with the change identified (Present to President) implemented. Tom
Armstrong seconded. Motion carried unanimously.
III. Citizens Forum: Roman Castillo of Hendee Street addressed the board and staff present.
As he was growing up in Elgin, he and his friends played at Grolich Park until dark.
During the summer months he went to the drop-in program. On Fridays the kids got to
go to Wing Park Pool. When he turned 12 years old, he couldn't participate any longer
due to the age limit restrictions. During middle school, being Latinos, the gangs were an
influence in school. Two of his group of friends went to college, one joined the military,
and one had joined a gang. The best days of their lives were going to Grolich Park.
Mr. Castillo wanted to offer his perspective to, "how can we offer programs to build a
sense of community?" Parks and Recreation has the most contact and influence on the
population—a great platform to extend hand to at-risk population.
He envisions volunteer opportunities or drop-in programs to educate at-risk population
and introduce them to opportunities—a tie in to the community. Ideas he offered: at
events or programs have Mayor or a Police Officer come by to meet at-risk kids. Bring
kids down to help with special events. Community events give you an opportunity to get
to know the residents. Drop in program is for up 12 years old and age 12 is just at the

`make it' or `break it' point in their lives. He'd like kids to get involved with
volunteering and have some type of reward to those who volunteer.
Randy Reopelle noted that the Legal Department had looked at how volunteers could be
rewarded and had put some limitations on what could be given to them. He will review
that memorandum to see if it would allow for giving volunteers free pool passes or passes
to the Centre.
Tom Armstrong recommended Roman Castillo talk to Cherie Murphy. Carl Missele will
send her contact information to Roman.
It was also recommended the youth interested in volunteering utilize the "Volunteer Up"
web-site for volunteer opportunities. Roman is familiar with the Volunteer Up web-
based tool, but advised that these kids need personal contact like at drop-in playgrounds
as an example. Randy noted there could be a tie-in with neighborhood park initiative and
get kids involved that way.
IV. Dog Park Discussion: Paul Bednar introduced Debbie and Jennifer of Hoffman Estates
Park District. HEPD is considering a dog park on the south end of Maureen Drive in HE,
directly adjacent to Elgin and they have asked if Elgin would like to make it a joint
project. The cost was originally estimated to be $130,000, but that was based on larger
park, now HEPD is proposing a smaller park at 2.5 acres so the cost estimate is actually
$80,000. Debbie of HEPD noted that the estimate includes water service which has to be
run under the road. If the site can get access to a water hydrant in Elgin (at the edge of
HEPD proposed site), it would cut the cost. Paul noted $80,000 would cover 2 acres of
fencing, benches, water in park, concrete pads, agility equipment and corral fencing.
Debbie provided further HEPD dog park information: Seasons run May 1 through April
30. Over 300 dogs are registered for their other dog park off of Algonquin Road. She
keeps a file on every dog as per Cook County Health Ordinance; every dog must have
vaccines. She also noted that users keep an eye on each other. A maintenance worker
walks the dog park every day. Fees are by season, May 1 through April 30, and are
$45/Resident, $15/Resident second dog, $65/Non-Resident, $20/Non-Resident second
dog. Each dog has a tag, color-coded per each season. Every dog is on same season
(cycle). The dog park has a key pad, users punch in code to get in. If HEPD has reason to
change code, an email with new code is sent. Park would have a 25 lb. and under area
and an `all' dog area.
Carl Missele inquired how many dogs can be in the park. Debbie noted there is a formula
to figure out number. The current dog park max is set at 550 members (not all members
use the park at the same time). He also asked what kind of fence is used. Debbie
responded a 5 foot vinyl coated chain link fence with thick wood bottom.
Paul Bednar noted the daily walk through done by maintenance is not for pooper-
scooping the dog park areas. Debbie provided a booklet issued by Cook County
Department of Animal and Rabies Control detailing County's requirements for dog parks.

Randy asked what the biggest challenge for HEPD is regarding dog park. Debbie,
"Keeping everybody happy." He also asked if users will get to use both HEPD dog
parks. She hasn't look at that, but people tend to want to stay in their own area.
Since HEPD already has a dog park it was thought that they already did a survey of
residents and will have Dean forward the information to Paul. Fees for Elgin residents
would be HEPD resident rates. Fees would go to HEPD, which will keep all required
records and maintain the dog park. Staff will figure out a way to conduct a survey to get
resident input on the issue of charging for the use of the dog park.
V. NISRA Update: Randy reviewed his memorandum regarding NISRA program
attendance figures for the past year and noted how they continue to grow. Staff has never
received a complaint about a NISRA program, so going off of that it appears that the
programs that NISRA is running in Elgin are of a high quality. He also noted that Parks
and Recreation relies on NISRA to know what programs to offer and where to offer them.
VI. Election of new Chair: Chairman Carl Missele noted that his time to chair the advisory
board is up. Tom Armstrong volunteered to fill the position if no one else expressed an
interest in it and no one else did.
John O'Haire motioned to open the nominations. Karen seconded. Motion carried
unanimously.

Advisory Board Chair. Karen Sauter seconded.
John O'Haire motioned to close the nominations. Karen seconded. Motion carried
unanimously.
The motion to elect Tom Armstrong as Chairman of the Parks and Recreation Advisory
Board carried unanimously.
VII. Miscellaneous:
- Randy Reopelle thanked Carl Missele for serving two one-year terms as Chair. He
also thanked Karen Sauter for serving two three-year terms as a member of the
Advisory Board.
- North Country Knolls Property Owners Association (NCKPOA) submitted a letter
requesting Hawthorne Hill Nature Center fees be waived for a rental for August 2,
5:00 to 10:00 p.m. for National Night Out Against Crime gathering of NCKPOA.

MOTION: Tom Armstrong motioned to approve NCKPOA's request to waive fees
r for the Nature Center's rental for the evening of August 2. John O'Haire seconded.
Motion carried unanimously.
The Fox Valley Men of Harmony are performing at a free concern at Lords Park on
July 17. Six other barbershop choruses and several quartets are joining the Men of
Harmony. After the performance, the Men of Harmony are providing hot dogs,
lemonade, etc., to the groups and are requesting the use of Pavilion from 3:30 to 6:00
p.m. on July 17 with the fees waived.
MOTION: Tom Armstrong motioned to approve the Men of Harmony's request to
waive fees for a rental of the Pavilion on July 17, 3:30 to 6:00 p.m. Karen Sauter
seconded. Motion carried unanimously.
- Draft of Board's memo to Council supporting Steve Byers request to provide $6,000
to each nature preserve to offset cost of maintaining the nature preserves during 2012.
Carl Missele asked for feedback on the draft. Randy Reopelle recommended
Advisory Board meeting date be referenced in the letter and the Board discussed the
request by Mr. Byers and recommended the Board send a letter to Council supporting
funding $6,000. Carl will revise the memo and email to Verdelle, who will forward
to board members.
VIII. Adjournment: Tom Armstrong motioned to adjourn the meeting at 7:27 p.m. Karen

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:00 p.m.
II. Minutes of May 31,2011 meeting: Carl Missele moved to approve the minutes with the
edit identified to switch board member Ricardo Gasca from the "Present"category to the
"Absent"category. Ricardo Gasca seconded. Motion carried unanimously.
III. Citizens Forum: None.
IV. Cell Tower at American Little League: Randy Reopelle reviewed information
concerning the cell tower located at what was American Little League, now a part of
National Little League. T Mobile approached the city to increase the foot print of the
existing location to the north by approximately 12 feet. The city will receive additional
rent for the space for $23,000 per year with a 4 percent increase per year. There are two
other renters at the location. If the city approves the collocation of T Mobile at the site, a
total yearly income of$73,000 is anticipated, which historically has been utilized in the
Recreation Fund budget.
MOTION: Carl Missele moved to approve the T Mobile to collocate at the existing cell
tower facility at American Little League site. Ricardo Gasca seconded. Motion
approved unanimously.
V. Naming of Regional Park: Randy Reopelle reviewed a request from Kane County
Forest Preserve District to name the regional park after Jack Cook. After a brief
summary, the board approved the request.

MOTION: Carl Missele moved to approve the request of Kane County Forest Preserve
District to name the regional park "Jack E. Cook Park and Forest Preserve." John
O'Haire seconded. Motion carried unanimously.
VI. Annual Parks Tour: Randy Reopelle noted that typically the board tours park sites
during the regular July board meeting. Randy noted the board could meet briefly at
Bowes Creek Country Club and then tour Unity Park, Prairie Park, Clifford Owasco and
return to Bowes Creek. Randy requested input from members of the board.
Other sites recommended were: the park off Umdenstock, park at West Point Gardens,
three parks in Highland Woods and the Community Center, Sandy Creek Park (Nesler
and Rt. 20), park site within Bowes Creek development, Providence's southern most park
site, two undeveloped parks at Waterford, and Tuscan Woods — Ryland Homes is giving
city acreage.
The July meeting will begin at 6:00 p.m. with dinner provided at Bowes Creek Country
Club and then begin the tour of the parks.
VII. Miscellaneous:
- Carl Missele inquired if there were any follow-up items from the minutes of the last
meeting regarding volunteer rewards. Randy noted there was not at this time and
wanted to share an update from Renee Edsall, Volunteer Coordinator. Twenty or
more minority teens are volunteering at Kids United program all the time. The kids
love volunteering. Some of those teens will be picked by the Police's for their
leadership program. Also, Brett Lind, Youth and Teen Coordinator, will meet with
them, get to know them, and get them involved in T.L.C. (Teen Leaders Club), which
meets monthly and takes part in a variety of leadership activities, service projects, and
plans special events and trips exclusively for teens in the area.
- Tom Armstrong noted that next month is National Park and Recreation month.
Mayor Kaptain is reading a proclamation at the July 13 council meeting. It would be
nice if our board members are present. Randy noted that every Friday during July the
Lords Park pool will be free to kids as part of National Park and Recreation month.
- CENTRO de Informacion: Request for the use and waiver of fees for the Wing
Park band shell, Saturday, August 6, 4— 8 p.m. as part of a joint venture with District
U-46's BPAC (Bilingual Parents Advisory Committee) and Organizacion Mexicana
de Elgin. Sones de Mexico Ensemble Chicago contacted BPAC — Elgin was chosen
as one of three sites they would provide a free concert at (grant administered by
Comcast and endorsed by IL Arts Council).
MOTION: Carl Missele moved the Board approve waiving of fees for use of the
band shell on August 6 from 4 to 8 p.m. for U-46 bilingual parents and OME.
Ricardo Gasco seconded. Motion carried unanimously.

r - Gifford Park Association: GPA volunteers every year to man a water station during
the annual Fox Trot race. GPA's request is for the use and waiver of fees for the
Lords Park Pavilion, Sunday, September 11 to host their 30th Historic Elgin House
Tour Appreciation Dinner, which is a thank you to the homeowners who open their
homes to the public, and to all the volunteers who work to ensure the house tour is a
success.
MOTION: John O'Haire moved the Board approve waiving of fees for use of the
pavilion on September 11 to the GPA to hold the house tour appreciation dinner. Carl
Missele second. Motion carried unanimously.
- Randy noted that board member Rudy Zabran is relocating to California for a couple
of years and is currently in California looking at homes and was not able to get back
to Elgin to participate in this meeting. He has turned in his resignation from the Parks
and Recreation Advisory Board.
- Karen Sauter mentioned that if her board seat is not filled by the August meeting, to
call her. She will be on vacation and will not be in town for the July board meeting.
VIII. Adjournment: Carl Missele motioned to adjourn the meeting at 6:44 p.m. Ricardo
Gasca seconded. Motion carried unanimously.

I. Call to Order: Due to a lack of quorum an official meeting was not held, but staff did
provide an update on a couple of projects.

IV. Update on Boat Launch Grant: Paul Bednar provided an update on the boat launch
grant. It was determined that a public hearing should be held before the next Park and
Recreation Board meeting. Paul will schedule that meeting in the near future. Staff is
still working with a consultant on the site plan for the boat launch and immediate area.
V. Miscellaneous: Paul Bednar indicated that the 319 grant for the Lords Park is still being
researched and it is not yet known if the application will be filed in the upcoming grant
cycle.
VI. Annual Parks Tour: The Board and staff members left on a tour of the parks as
outlined in the meeting packet.
VII. Adjournment: There was no adjournment as there was no official meeting due to a
lack of quorum.

I. Call to Order: Due to a lack of quorum an official meeting was not held. The unofficial
meeting began at 6:05 p.m. John O'Haire chaired the meeting.
II. Introductions: All board members and staff present each introduced themselves.
III. Minutes of June 28, 2011 and July 16, 2011 meetings: Minutes were not approved due
to lack of quorum.
IV. Citizens Forum: Lt. Glen Theriault and his son, Colin, attended to provide feedback on
dog park during item `VI. Park Development Update.'
V. Elgin History Museum/Elgin Historical Society Request: Maurice Dyer, Vice
President/Elgin Area Historical Society introduced Liz Marston, Director/Elgin History
Museum, George Rowe, President/Elgin Area Historical Society, and Bob Popich,
technical expert. Mr. Dyer noted that Frank Engel, Technical Director, was scheduled to
attend to provide technical expertise as well.
Mr. Dyer continued with a PowerPoint presentation highlighting the George Peck
property's circa 1920-1922 urban windmill, which furnished water and water pressure for
the home located at the southeast corner of McLean Blvd. and Larkin Avenue. The home
is still there and the windmill has been donated to Elgin Area History Museum.
Volunteers trimmed trees around the windmill and took the windmill down piece by
piece into four sections (fan, tank, top section and bottom section of tower) using a crane
donated. The four sections are currently stored at Frank Engel's farm in Hampshire. The
tank, which is wood, weighs 1,100 lbs. The windmill wheel is 8'. The windmill
restoration included new tin.
Mr. Dyer further explained the original sawmill and windmill factory was located on the
current Foundry Park land on IL Rt. 31. The History Museum and Historical Society
propose to erect the windmill at Foundry Park. Mr. Dyer forwarded the presentation to

the slide illustrating where a 12' x 12' foundation for the windmill could be located. The
project would include laying the foundation, erecting the tower and mill head, building
pump house building around the base, and adding interpretative signage and information
about the company and the windmill. Once windmill is constructed the entire structure to
top would be 60'.
John O'Haire asked if there is any issue with easement for railroad. Randy Reopelle
noted this needs to be looked into. Roman Castillo inquired how often maintenance is
required. Mr. Engel noted that checking oil periodically is required. There is a box for
oil for the gears. The gear box is located at the top between the tail and wheel area and
requires two quarts of oil. Museum will take care of maintenance.
Liz Marston noted they are proposing a partnership with Elgin constructing the cement
pad and the Society owning and maintaining the windmill. Park to cover liability — on
loan to city of Elgin. She also noted partnership would include Elgin providing
landscaping.
It was also noted the windmill would be an iconic artifact and city landmark. If Elgin
wants the wheel spinning for an event, the History Museum can turn the wheel on. They
do not recommend leaving the wheel spinning at all times.
Mr. Popich noted since 1995 Batavia has not had vandalism or liability issues.
Maria Cumpata summarized proposal: Museum to construct and maintain, Elgin to
construct concrete foundation/pad, lighting, and landscaping. Bob Popich noted the
average foundation costs approximately $600.
Roman Castillo inquired if any information would be attached to the building. Liz
Marston noted there would be signage like that at their new artifact gardens at the
museum.
Maurice Dyer noted that mid-June is National Windmillers' Convention to be held this
year in Batavia. It would be great to raise Elgin's windmill during this convention.
Paul Bednar asked what would happen if the windmill ran all the time. Mr. Popich noted
the windmill has to be shut down in heavy wind, which can result in the wheel being out
of balance and disintegrating. Carl Ferron inquired how much of the windmill is still
original. Mr. Dyer responded that everything is original except the blades, which were
deteriorated. Roman Castillo said the proposal is a good idea and worth tabling for an
Advisory Board vote. (Note: this is not an official meeting due to lack of quorum.)
Siobhan Cottone said she does not know what is planned for the park, but liability comes
to mind. Further, she believes in showcasing our history but asked who is going to
supervise and maintain the structure. If kids spray paint it, who is immediately going to
address it as the structure is on a major thoroughfare. The Historical Society members
noted they maintain. Randy Reopelle communicated that no plans for the park is in the
current five-year master plan. Siobhan also noted we need to be sensitive to citizens —

budget cuts and communications need to be very clear. Liz Marston responded that all
information would be presented and noted that current projects are working with no
vandalism or issues. Randy Reopelle advised the History Museum and Historical Society
that they are welcome to return for the October Advisory Board meeting, where a quorum
would allow them to vote on the issue.
VI. Naming Parks: Paul Bednar reported two parks located in the Waterford subdivision are
not yet named. One will be completed within the next couple of months. He has been in
communication with the president of the homeowners' group. Feedback the group's
president obtained is that some residents were looking for an Irish name to correlate with
street names, such as Shamrock Park. The other park, which is smaller, is off the main
drag (Long Common). Residents' first choice is to name the smaller park Waterford
Sports Park and their second choice is People's Park. Randy noted many parks are named
using the street name. Citizen in attendance, Lt. Theriault, offered the Police perspective.
It is much easier for police to locate a park when the park name includes the street name
and/or subdivision name, such as Long Common Park and "Sports" Park naming would
be confusing as Elgin has the Sports Complex and youth baseball/softball at other
`sports' locations in parks. Paul noted that the developer is responsible to place signage
at these two parks and we need to have Council approval on the park names. Paul will
send a map of the area. John O'Haire offered an alternative name, Emerald Isle.
VII. Park Development Update:
Dog Park: Residents Colin Theriault and his father, Lt. Glen Theriault, spoke to the
board. Colin conveyed his interest in Elgin having a fenced dog park with tunnels for
dogs to run through and water bowls. Lt. Theriault noted their neighbors rely on Colin to
watch and walk their dogs. Colin and his father suggested that the barn park (Copper
Springs Park) is a good location to add a dog park. Paul Bednar noted Copper Springs
Park has a little bit of space around the barn and normally a dog park is around two acres.
Paul also provided background on the dog park committee, which is looking for locations
away from housing as close proximity to homes becomes a problem for the residents.
Colin also suggested that the park in Shadow Hill has an area behind the basketball court
that would work. Paul communicated that Shadow Hill's developer has not released the
park to the city yet. Shadow Hill is about 4 to 5 acres total.
It was also recommended to consider using a small circular parcel in the Shadow Hill
neighborhood which contains a small gazebo and never gets any use. Lt. Theriault noted
as the father of a Shadow Hill advocate (son Colin) for a smaller dog park — neighbors
say Shadow Hill would be good for a dog socialization park, not a larger destination dog
park. Randy communicated that it would be good for those neighbors to come talk to
board members and staff at an advisory board meeting. The Board thanked them for their
input and expressed a desire to have multiple dog parks, but acknowledge that the
ongoing maintenance of them will be a concern given the city's limited resources.

Paul also communicated that nothing is final yet from the dog park committee. However,
Hoffman Estates Park District (HEPD) approached Parks and Recreation to partner on a
dog park. After one year of discussions, Streamwood has now expressed interested to
partner on the dog park as well. The location is at Canterbury Field South Park, adjacent
to the school on Bode Road. HEPD believes they can spare two soccer fields as they
have many soccer fields located throughout their district. There is a 42-car parking lot on
the northeast side of park. Single family homes are on large lots in the area and not near
the dog park. HEPD made suggestion on concept plan. There would be a small area for
timid dogs that don't like to be with more active dogs. Access would be to only
"members" who would be provided a key code to get in. HEPD keeps history of dogs as
Cook County requires records of every dog using a dog park in county. HEPD requires a
fee for users to cover labor for record keeping, (administration costs), maintenance of dog
park, and water. First dog's fee is $45, and fee is $15 for every dog after. Elgin and
Streamwood residents' fees would be the same as that of Hoffman Estates residents. Paul
noted that HEPD has authority to ban a dog. Maria Cumpata asked if each agency
(HEPD, Elgin, Streamwood) would sell memberships. Paul noted he will make sure each
will be able to sell dog park memberships.
Paul continued that Elgin residents were surveyed to be sure residents are willing to pay a
fee and to make sure there is an interest still in a dog park. Seventy percent of
respondents would pay the fee; approximately 250 people say yes. Sample comments
from respondents: "Way behind the times — let's go for it," "Like fee — offers
protection," "Fee is less than some others," "Like it and want to see one on the west
side," "Needs to be free — already go to Kane County free," "Get donations from users —
no fees."
Cost estimate for the 4-acre dog park is currently at $150,000, includes key pads, water,
landscaping, fence, and paths. This does not include landscaping, which could increase
the price.
Roman Castillo communicated it's a good precedent to pay a fee — makes sense. Elgin
should keep records (if a dog park is opened in Elgin in the future). Randy also noted
that monitoring what dogs are using a dog park is a good idea, from a liability standpoint.
Siobhan asked if the agreement is for one year. Randy responded that staff does not want
to revisit the agreement yearly and would probably look for a longer term than one year.
Paul communicated that the partnership with HEPD for the playground at Princeton Park
is for 10 years.
Typical process when a park is to be renovated and developed such as Colin's "barn
park" is to first invite neighbors to an Advisory Board meeting to gather their input. The
next step for proposed partnership on dog park (with HEPD and Streamwood) is to
propose a motion on a vote on proposal at the next board meeting with a quorum. At this
time John O'Haire and Roman Castillo are in favor of the dog park. Roman reiterated
"' that the partnership is a good starting point for Elgin with dog parks.

Slade Avenue Grant: Paul noted we were applying for grant for a boat launch. The
/00- state cut funding for the grant in 2011/2012. It is hoped the grant will be back in
2012/2013.
Heritage Park: Is under construction, going well.
Bowes: First park is in initial planning and will let the board know if there is a
neighborhood meeting.
VIII. Miscellaneous: NorthEast Neighborhood Association of Elgin (NENA) submitted a
request to waive rental fee for the Pavilion for their October 14 meeting and annual fall
pot luck. NENA members volunteered again this year providing their assistance at the
Fox Trot. Randy noted there cannot be a vote due to lack of quorum. The Board will
have to vote at the next meeting to make the waiver official, but staff will
administratively handle the request in the meantime. NENA requests this Pavilion fee
waiver each year and they meet the guidelines of providing volunteer hours at the Fox
Trot.
Maria Cumpata communicated that Family Service Association has an awards dinner on
October 22 at the Elgin Country Club beginning at 6 p.m. with dinner at 7 p.m. and the
program at 8 p.m. We are receiving the "Friend of Family" award for our Youth
Scholarship Fund. Maria asked the board to let her know if anyone and their spouse
wants to attend. She will also email the board the information.
Randy passed out information on the upcoming Beer and BBQ @ Bowes event, a
fundraiser for the Youth Scholarship Fund. There will be 8 or 9 homebrewers and known
microbrews, ribs, pulled pork, kid train, face painting, etc. Adults are $25 per ticket and
children are $5 each.

I. Call to Order: Chairman Tom Armstrong called the meeting to order at 6:03 p.m.
II. Minutes of the June 28,July 26, and September 27,2011 meeting: John O'Haire
moved to approve the minutes of the September 27th meeting with the deletion of"and
gears" in the last sentence, second paragraph, agenda item V. Carl Missele seconded.
Motion carried unanimously.
Minutes of the June and July meetings were not included in the packet, so they will be
resent for board's review and placed on the agenda for approval at the November
meeting.
III. Citizens Forum (items not on the agenda): None.
IV. Elgin History Museum/Elgin Historical Society Request: George Rowe and Liz
Marston were present to follow-up on their presentation to the board at last month's
meeting, to answer any additional questions, and to request the board's approval to move
on to the next step.
Carl Missele asked if the windmill's blades are stabilized by the ring through the blade.
Mr. Rowe confirmed, yes. Tom Armstrong asked if the windmill would be located in
Foundry Park. Mr. Rowe confirmed that it would be located in Foundry Park, across
from the where the hydro electric building was. He noted that the windmill points to
Elgin's industrial industry and possibly future history.
The signage would talk about the windmill company. The signage would also explain
how the windmills, which became popular in the 1850s, worked and how they were used.

Farmers used this type of windmill on their farms to draw water. Every farmer wanted
one.
Liz Marston passed out a handout to board members showing the signage at the
Museum's new artifact gardens. The signage for the windmill would be similar.
Randy Reopelle checked with Public Works to make sure nothing else was planned for
the site. Nothing is. No one knows for sure about the easement. We have to find out
exactly where the easement is.
Carl Missele inquired if it would be feasible for kids to climb up the ladder. George
noted the original structure had a building at the bottom of the windmill. The wall would
extend 10 feet, so with a roofline above the building there would be a safety distance
before the ladder. The History Museum/Historical Society is picking up major costs
including the renovation of the windmill and pay for the building. What they are asking
for help on is the foundation, land for foundation, lighting, and low-maintenance
landscaping,which does not require weeding, at the same level as at the artifact garden at
Old Main. The Museum can also raise funds. The Museum would own the windmill and
signage and maintain them. Carl then inquired if the cost would be approximately $1,500
to $1,800 for foundation, lighting and landscaping. The response was the cost would be
close to that.
MOTION: Carl Missele motioned to advance plan for the windmill structure to be
located at Foundry Park in partnership (Elgin History Museum and City of Elgin) to City
Council recommending support of this windmill plan. Roman Castillo seconded. Motion
passed unanimously.
Randy requested Liz forward a handout with a picture and some narrative on the
windmill that can be used in the memo to Council.
V. Naming Parks: The residents in the two Waterford parks' area recommending names
for the remaining two parks as discussed at the September board meeting.
MOTION: Roman Castillo recommends the small park located off Longcommon
Parkway be named Longcommon Park. Carl Missele second. Motion passed
unanimously.
MOTION: Carl Missele recommends the larger park located off Shamrock Circle be
named Shamrock Park. John O'Haire seconded. Motion passed unanimously.
VI. Park Development Update: Randy noted Hoffman Estates is working on the
intergovernmental agreement for the dog park. Paul Bednar will have another revision on
the park design at the next board meeting.
Carl asked for status on the disc golf at park near Elgin High. Randy noted that Paul had
some volunteers pull Buckthorn. The disc golf progress is going slower than expected.

A. NENA Request: MOTION: Carl Missele recommended that NENA be
permitted to use the Lords Park Pavilion and waive rental fee as NENA members
volunteer and man a water station at the annual Fox Trot event. John O'Haire
seconded. Motion passed unanimously.
B. Youth Scholarship Team Challenge: Randy reminded everyone the annual event
takes place Friday evening,November 11.
VIII. Adjournment: Carl Missele motioned to adjourn the meeting at 6:58 p.m. Roman
Castillo seconded. Motion carried unanimously.

IV. 2012 Meeting Schedule: The 2012 Parks and Recreation Advisory Board's meeting
schedule was reviewed.
V. Dog Park Development: Paul Bednar reviewed the status of the dog park development,
which is about 4.5 acres. Originally the dog park was about 2 acres, but land used for
soccer will now be included for the dog park. The first concept plan would cost
approximately $170,000. With Hoffman Estates Park District and Elgin committing
$54,000 each towards the dog park and Streamwood Park District committing $25,000,
we had to scale back some things. The concept plan for two shelters was scaled back to
one larger shelter. Landscaping was also cut back and found a less expensive option for
fencing. The estimate is down to $133,000. There will be an intergovernmental
agreement between all three parties. The agreements need to be approved in order to
move forward to the next phase, go out to bid, and start the process of advertising the dog

park to get members. We need the board to take a final look at the concept plan, approve
it and ask that it move forward and recommend the project to City Council.
Streamwood is farther away whereas Elgin and Hoffman Estates have a common border
where the dog park is located. Streamwood residents are more removed and it is not
expected to have as many members participating as Elgin and those within the Hoffman
Estates Park District. Dollars generated from member fees will go towards maintenance
of the dog park and to an escrow fund for future improvements or repairs if needed. At
least 400 memberships are needed. Hoffman has 550 memberships at their other dog
park and that generates sufficient dollars to maintain the park. That dog park is smaller
and 550 does not max out the memberships. At any given time, the current Hoffman
Estates dog park is never overcrowded. Hoffman did not cap memberships at their other
dog park. This park will have 44 parking spaces. Generally on any given night at the
other dog park, Hoffman has about 18 vehicles in the parking lot.
Carl Missele asked if member fees for Elgin residents will cover entry to the other
Hoffman Estates dog park. Paul will check on that. Randy Reopelle noted that the first
dog park may not be included in the Elgin residents' membership as Hoffman provided
all the capitalization for the first dog park. Carl also commented that Elgin spending
$54,000 for dogs instead of parks for children, why wouldn't a park for kids be built or
add to an existing one? Randy responded that first these are funds for park development
only, provided by developers as park impact fees and cannot be used for other operation
budget items. Also, the only park projects proceeding in 2012 will be ones with a grant
or partnership. This is a partnership project. Carl also noted that dog parks are not just
for dogs. The dog parks are great way for the owners to socialize with others. Paul
Bednar provided a brief background on the on-line survey conducted on the Dog Park
Task Force and the process they went through. Tom Armstrong noted that the Parks and
Recreation Master Plan calls for four dog parks. Elgin does not have any yet. Roman
Castillo noted that this project is the least offensive location for a dog park and is less
costly for Elgin to get a dog park, plus Elgin does not have to maintain it. It is a great
pilot program for Elgin. Randy asked if there were any other questions. There were no
further questions or comments.
MOTION: Carl Missele moved to accept the concept plan, which should help to lock in
the budget amount. Ricardo Gasca seconded. Motion carried unanimously.
VI. Park Development Updates:
- Heritage Park is the second park that Town and Country is responsible to complete in
the Providence subdivision. You may recall that there was an outcry from residents
that the park was not done. We had a meeting with the City and the developer and it
was agreed that Town and Country will finish one-half of the park. Now there is a
playground, shelter, basketball area, benches and a large area for play. The other half
of the park site has a soil stockpiled to be removed in about a year.

Shamrock Park in Waterford is very close to completion. The park includes a
playground, open field for sports practice, and a gazebo shelter. The park is
approximately 4.75 acres.
- Bowes Creek: Toll Brothers is obligated to put in three parks. One park,
approximately 3 acres, has a concept plan now. The plan has a playground area
separating tots from bigger children, a gazebo, baggos, basketball area with 2 courts,
and unique to this park is a community garden. Toll Brothers is presenting the
concept plan, showing options on playground, to the neighbors on December 6 at 6
p.m. We'll see what they have to say and hope to move forward and have a park
done mid-summer. Randy noted that it is Toll Brothers' task to get the park done to
the liking of the neighbors and still meet our standards. If this was a park Elgin
already owned the Parks and Recreation Advisory Board would hold public input
meetings to get the neighbors input.
- Roman asked how drinking fountains get installed in parks. Paul noted it costs about
$10,000 minimum to install (run water from main) and we still have vandalism as an
issue. Randy also noted there are back flow regulators on fountains and meters
installed. Siobhan Coltone asked if there were park guidelines. Randy said there are
guidelines provided to developers. Negotiations still take place with the developer.
The park guidelines will be included in the next packet.
- Carl Missele noted that parks have to be ADA compliant as well. Randy noted staff
is hiring a consultant to look at parks with structures.
- Paul communicated that we had 17 community gardens at or near schools, churches,
etc. One was in Lords Park. Paul just received notification that another grant has
been awarded so more community gardens will be added.
VII. Miscellaneous:
- Carl Misselle inquired if Elgin is resistant to windmill. Randy Reopelle noted that
staff found out Community Development has other ideas for the property. Paul
Bednar noted that he was waiting for details on how deep the footings have to go.
There are discussions regarding the Metra station relocation involved with this
property.
