George Doscher of 220 South State noted that the park seems most popular as it sledding location and a dog park would interfere with that. Chairman Bailey inquired if any Board member was interested in serving on the committee. Scott Palmer and Carl Missele volunteered to be on the committee. Three residents also volunteered. State St., Elgin, 60123, cell 847-334-4607, home 847-741-3339, toasters220(2c yahoo.com - Carl Nlissele, Parks and Recreation Advisory Board - Scott Palmer, Parks and Recreation Advisory Board - Jim Bell, Land Management Superintendent - Paul Bednar, Park Development Coordinator Randy Reopelle summarized what the ad hoc committee will look at: - Feasibility of Central Park as a dog park - Other uses for Central Park - Identify where else a dog park could be located Another resident voiced her concern that Central Park does not need to be developed, but could be open green space. V. Hawthorne Hill Concept Plan - Phases Recommended: Paul Bednar summarized items divided into a five-year development plan. - One of the items in plan for 2010 is the use of permeable pavers in parking lot resulting in 20 to 25 spaces. - If eco-friendly materials are included, we may be able to apply for a grant. - Of the items in 2011, the most expensive item is the re-circulating creek. Dredging in 2010 is recommended as the best way to improve quality of water to sustain fish life. Randy noted that Deb Barr is looking at aerating the pond for now. - 2012 includes selected brush removal and week control. Bike path noted for 2012 may be part of a Natural Resources grant. - During 2013, the fishing pier noted would be at the north end and the waterfowl viewing station would be on the north pond. Some finding may be available through an IDNR grant for water improvements. Mike Bailey inquired if one year can stand alone or if there are items dependent on other years so if there is an interruption in finding an item is not left partially completed. Paul Bednar confirmed that items in each of the five years are not reliant on the following year's funding or lack thereof. Page 2
