I. Call to Order: Chairman Mike Bailey called the meeting to order at 7:00 p.m.
II. Minutes of August 26, 2008 meeting: Carl Missele motioned to approve the August
minutes. John O'Haire seconded. Motion carried unanimously.
ITT. Citizens Forum (items not on the agenda): None.
1V. Central Park: Dog Park Proposal: Randy Reopelle summarized the proposal presented at
last month's meeting and noted staff's concerns on the site limitations. He also noted that
there is merit in developing or adding a dog park within the City. Also of note, the new
regional park, which included a dog park within its boundaries, is on the back burner as
construction of surrounding areas has slowed and needed utilities have not been installed.
Paul Bednar, Jim Bell and Randy have also reviewed other parks sites. Staff recommends
creating an ad hoc committee to look further into the possibilities and bring back a concept
plan to the Board. Randy recommends 5 to 7 members on the committee including Jim Bell,
Paul, a couple of Board members and some residents.
A resident who lives on the west side of RL 31 noted that Rt. 31 is very busy and she is
concerned about a dog attacking her.
Charlene Sligting noted that SWAN'S initiative was to come up with some use for the park.
If it is not feasible to develop Central Park as a dog park, the park should be used as some
other type of park. Currently the park is not utilized.
Randy Reopelle added that the Ad Hoc Committee could look at other uses for Central Park
if they determine it is not viable as a dog park.
Christina Nichols, resident of Elgin, asked if dog owners would want the risk of running on
hills.
Scott Palmer noted that would be a personal preference or choice.
