John Steffen p John Walters The Highlands of Elgin Golf Course City Manager Present: Carl Missele, Leon Montgomery, John O' Haire, Karen Sauter, Norm Weber Olufemi Folarin Staff: Randy Reopelle, Maria Cumpata, Paul Bednar, Brett Lind, Verdelle Corn Absent: Mike Bailey, Scott Palmer, Ricardo Gasca I. Call to Order: Carl Missele called the meeting to order at 6:03 p.m. II. Minutes of May 27, 2008 meeting: Leon Montgomery motioned to approve the May 27 minutes. Norm Weber seconded. Motion carried unanimously. Ill. Park Concept Plans: A. Zayre Park: Paul Bednar displayed the revised concept plan and provided an update. The site is surrounded by apartments and shopping areas. The plan includes a path connection from Mulberry to the shopping mall area, two playgrounds (two different age groups), three r/z-court basketball courts, a shelter, and an open lawn area. Paul noted the playground colors and set-up are those the neighbors and residents preferred. Staff is talking with Harvest Bible Church regarding grants and the Parks and Recreation Department is working on state funding. It may be possible to complete the park site in late fall depending on weather. If not completed late fall 2008, it is intended the park will be completed early spring 2009. B. Illinois / Hammond Park: Paul Bednar displayed the final concept and noted the entire submission is be finalized for the OSLAD grant. The $388,000 estimate for the park includes: 8' wide path system, buffered landscaping, three '/2-court basketball courts, and medium-sized shelter and adventure course/nature themed playground structures. Paul noted that two additional elements were added as part of the grant application to increase special elements of design.
