HomeMy WebLinkAboutCCDATE=JULY 29, 2008 (3) V. Prairie Park: Randy Reopelle brought the Board up to date in order to make a decision on • an aspect of the development. Randy noted the park is 7 acres and includes: - Soccer Fields: Two soccer fields (not fill size) for practice. There is not going to be enough parking for the soccer fields to be game fields. The fields will be irrigated, which is one of the things that have driven the cost up. - Basketball Courts: One full court and two of the three %2-courts - Skate Park: Skate Park will be three times the size of the one installed at Grant School Park. - Shade Structure Price has gone up to 1.2 million from the original budget of$746,000. This park has an OSLAD Grant. The State provides 50 percent of the funding with a maximum of$330,000. The cost increases are due to asphalt/hard-surface increases, hauling stuff away, landscaping and drainage - everything plastic has gone tip higher. We originally did not include irrigation, but we have to irrigate any athletic turf field to keep the grass growing. In addition, originally there was no landscape. We are up to 1.1 million without including the skate park elements. Randy noted that the above summary brings us to discussing what direction we will go with the skate park elements. The skate elements included at Grant School Park are modular. We went with the high-end modular of three grades of modular elements. Paul Bednar estimates the skate park elements at Prairie Park at approximately$90,000. Randy passed out information from a company that creates concrete elements in skate parks. As the information was passed out, Randy noted that the last time we developed a skate park we had a company come to us that constructs concrete skate parks. These are very nice with features such as the `bowl." The costs are about 50% higher. The good thing is we can get the bowl, which we cannot get with the modular option. Budget is a concern. Modular elements are portable and can be rearranged to keep skaters interested. Modular units have a 10-year warranty as well. Before we go out to bid on Prairie Park's skate park elements we need to detennine how we what to bid the project. Scott Palmer asked what the skateboarders preferred. Randy noted that it is a mixed bag; some like the modular because of the flexibility, but the bowls are cool. Carl Missele noted that the land at Prairie Park is in the flood plain and is too wet if a concrete bowl needs to be dug into the ground. Randy noted that was a very good point and the parkland floods frequently. MOTION: Norm Weber motioned that the skate park be bid out for modular elements after all the things considered including the durability, flood plain aspect and ability to rearrange the elements. John O'Haire seconded. Motion carried unanimously. VT. Director's Reports: Carl Missele noted he enjoyed the G1owFest(Balloon Festival) at Festival Park. He also asked if the Elgin Express Train usage covers staff expenses. (Yes, but not cost of the train.) Carl continued noting that there are no bike racks at Grant School Page 2
