Address traffic concerns at 877-879 Villa. Several issues were discussed. The Handicap parking space can not be fined more that the amount posted on the sign. The food cart will be investigated to see if it has a food license. The residents are responsible for any trash that ends up in their yard. Mr. Millikan will research the site plan to make sure all requirements have been met. A voluntary partnership with the neighborhood to pick up trash left behind from the business may be suggested to the business. Ms. Murphy will contact both the neighborhood representatives and the business. She will attempt to set up a meeting with both parties and Mr. Folarin. Item to be held over to the next regularly scheduled meeting. B. Request for Stop or Yield Sign at Spinnaker and Bristol Bay. Mr. Stegall will take some time to look at the area and review this intersection as well as other intersections in the area. A letter will be sent to the concerned individual. Item will be tabled. C. Request to lift or extend parking restriction on both Highland and Division Ave. There is currently a Downtown Parking Committee in the making. The committee will be discussing parking issues for the downtown area. Mr. Stegall will call and notify the Church that no decisions will be made regarding parking in this area until the new committee has a chance to do a survey. Item will be tabled. D. Request for traffic study and speed bumps on Monday Drive. The NSC members decided against constructing speed bumps. Public works will put out the Counters to keep a log of the traffic on Monday Drive. Mr. Migatz will report back with the results from the Counters. Item will be tabled. E. Requests from Grant Park Neighborhood Association. NSC members reviewed all seven requests. 1. Request to Amend the current Traffic/Parking Ordinance to include a 30 ft parking restriction from intersections. NSC members felt that the currant 20 ft parking restriction was suitable. Item was denied. 2. Request for the City to conduct a "no-parking" survey for the West side of McClure. NSC members did not see a need for the parking restriction. Mr. Stegall will contact Ms. Stewart and notify her of the committee decision. He will invite her to conduct her own survey of the neighbors affected by the proposed "no-parking" restriction. She may resubmit the request after the survey. Item was denied. r 3. Request for the City to purchase, demolish, and create a park on Old Grant School property. Mr. Stegall gave a background on the property. He indicated that the City was not in the position to do the suggested project at this time. The item was denied. 4. Request for a new curb on N Jackson and W Highland. Mr. Migatz drove by and reported that it does not need a new curb. The item was denied. 5. Request for medians on the 400 block of W Highland. NSC members decided against medians on Highland Ave. The item was denied. 6. Request for 3 way stop at Mountain and N Jackson. The item was denied. 7. Request for the removal of billboards on N Crystal. The railroad owns the property that the billboards are on. The billboards will only come down if they are structurally damaged. The City has decided against the rebuilding of any billboards. Mr. Stegall will notify Ms. Stewart of the committee decisions. Item was denied. F. Request to alleviate noise and fumes from trucks on Olive Street. This is an industrial area. Trucks are allowed to use the roads in order to make deliveries. Lt. McCurtain will send over a Truck Enforcement Officer to determine if the trucks are violating the noise ordinance. Mr. Stegall will notify the concerned individual of the City's future plans to reconstruct Willard and of the Officer being sent over to observe the noise level. G. Request for right-hand turn lane onto By-pass 20 from Route 31. This is a state road. The NSC members recognize a need for the turn lane, however, it is not on the state's top priority at this time. Mr. Stegall will contact the concerned individual. H. Request for reflectors on the island of N State St and Wing Street. Mr. Migatz will contact Mr. Chiarughi in Public Works to see if reflectors are available. Item will be held over to the next regularly scheduled meeting. Pending Items 1. Request for a Stop Sign at Umbdenstock and Cottonwood. Mr. Stegall will take some time to look at the area and review this intersection as well as other intersections in the area. A letter will be sent to the concerned individual. Item will be tabled. 2. Address traffic concerns at Route 20 and Shales Parkway. Lt. McCurtain gave a summary of the study on traffic calls for Rt 20 and Shales Parkway. He gave some recommendations to help the traffic problems. Reducing the speed limit and flashing lights were discussed. Lt. McCurtain and Mr. Folarin will meet with Mr. Pitt to discuss other possible solutions. Item will be held over to the next regularly scheduled meeting. 3. Renaming of Wing Street from McLean to Royal Blvd. NSC members feel a need to change the name to preserve contiguity. Mr. Stegall will check the files before another survey will be done. Item will be held over to the next regularly scheduled meeting. 4. Discussion regarding the Neighborhood Resurfacing Project and the unwritten rule of putting up Stop Signs on all corners surrounding a school. Mr. Stegall began a discussion on setting guidelines for future placement of stop signs and "no IPB r parking" restrictions. The NSC members agreed that a 2/3 vote of the total number of people affected should be the minimum in order to make a decision. NSC members agreed that the City Council should set guidelines for this committee to follow. Mr. Stegall will research other cities guidelines to help the group make some recommendations to the City Council. Item will be held over to the next regularly scheduled meeting. 5. Discussion regarding the temporary removal of parking ban on St. Charles Street. The odd/even parking ban was unofficially taken off of St. Charles Street from Villa to Bluff City Blvd. "No parking" signs were installed around traffic calming devices to allow enough room for traffic. These changes were done unofficially. NSC members need to make a determination if the changes should be made permanent. Mr. Stegall will check code and contact the police department. Item will be held over to the next regularly scheduled meeting. Tabled Items 1. Request from residents of May Street to permit unrestricted parking from Grace to Raymond. The new survey will need to be compared to the old. Mr. Stegall will look over the information. Item will remain tabled. General Discussion 1. Ownership of Toastmaster. Mr. Stegall contacted Middleby to check the ownership of Toastmaster Field. Middleby understood that the City owned the field. Mr. Millikan volunteered to research the lot and check into ownership. Item will be held over to the next regularly scheduled meeting. The next meeting will be November 26, 2001. Request for a Stop Sign at Umbdenstock and Cottonwood. Due to the absence of Ed Ufland, the item will be held over to the next regularly scheduled meeting. B. Address traffic concerns at Route 20 and Shales Parkway. Due to the absence of Lt. McCurtain, the item will be held over to the next regularly scheduled meeting. Pending Items 1. Request for curb marking and signs to restrict parking on Toastmaster Drive. Deb Nier will contact Middleby to notify them of the NSC recommendations. Middleby will need to formally submit a written parking restriction plan to the City Council. 2. Renaming of Wing Street from McLean to Royal Blvd. Mr. Loete presented a copy of a letter in which gave the results of a survey done in February 2000. The letter indicated the neighborhood was against the renaming of Wing Street. NSC members feel a need to change the name to preserve contiguity. Mr. Stegall will check the files before another survey will be done. Item will be held over to the next regularly scheduled meeting. 3. Request to reconsider the parking ban on Thorndale Drive. The original parking ban was put into effect about nine years ago. There have been no other requests to lift the parking ban. Deb Nier will contact the requestor to inform her that we need to have at least three other requests before another survey will be considered. 4. Concern regarding parking in front of 500 Bird Street. Mr. Stegall will call March Industries. Ms. Nier will write a letter to City Council stating the NSC recommendation for the parking restriction. 5. Concern regarding lawn maintenance in Highland Springs. Mr. Millikan drove by • • the area. He reported that two of the homes have not planted grass. There is some type of ground covering in which is being maintained. The ground covering does not go against Code. Next spring Mr. Millikan will send a letter asking the homeowners to consider a better solution. Mr. Millikan will also prepare a memo for Ms. Parker in which will be used to notify the requestor of the NSC meeting results. 6. Request for reconsideration of adult crossing guard at Lyle and Valley Creek Drive. Ms. Gough presented the results of the survey. It clearly indicated that an adult traffic guard was not warranted at this corner. Request has been denied. Tabled Items 1. Review the request for "NO Parking" signs on Pauline Drive. Ms. Gough presented the results of the survey. The neighbors were 62% in favor of the parking restriction. Mr. Stegall will move the request forward. 2. Request for restriction of on-street parking in Sunset Park. The survey results were shared with Mr. Stegall. The request has been denied based on the survey results. 3. Request from residents of May Street to permit unrestricted parking from Grace to Raymond. The old survey was recovered and presented to Mr. Stegall prior to the meeting. The new survey will need to be compared to the old. Mr. Stegall will look over the information. The item will remain tabled. General Discussion 1. Mr. Loete started a group discussion concerning the placement of a Stop Sign at the corner of Wilcox and Chicago Street. He wanted the group to determine if this unwritten rule should continue to be enforced. NSC members agreed the corner of Wilcox and Chicago does not warrant a Stop Sign. Mr. Stegall will research the origin of the unwritten rule. Item to be held over to the next regularly scheduled meeting. 2. Discussion regarding parking at Teft and Oakwood. Mr. Bell mentioned a concern that was brought to him about parking on the turf at this site. The concerned individual feels that parking on the turf makes it look terrible. The individual also feels that the turf looks bad when water runs onto it from the street. Mr. Stegall will talk with the concerned individual. 4. Proposed Budget Highlights. Mr. Stegall gave a summary of the highlights from the proposed budget. He gave a brief description of the budget for NSC related items as well as some City Wide projects. The next meeting will be November 12, 2001. Request for curb marking and signs to restrict parking of Toastmaster Drive. Discussed possible options for parking restrictions including no parking signs along cul-de-sac and 50 feet back. Deb Nier will contact Middleby to notify them of the options and possible concerns. Item will be held over to the next regularly scheduled meeting. B. Request for Handicap parking sign in front of 919 Seminole Drive. The City does not provide Handicap parking on the street. It is the suggestion of the NSC members that Mrs. Gaumen contact the Apartment Management for additional assistance. The request has been denied. C. Renaming of Wing Street from McLean to Royal Blvd. NSC members are in favor of the renaming the portion of Wing street to McLean. A survey was done in the year 2000. Mr. Loete will try to locate the survey. If it is not found another one must be done prior to the renaming. Item will be held over to the next regularly scheduled meeting. D. Jackson Street parking ban. Mr. Hartman presented his survey results. As a ROPE Officer, he strongly supported the "No parking" request on the west side of Jackson Street. NSC members were all in favor of the request. E. Request to reconsider the parking ban on Thorndale Drive. NSC members decided to bring proposals of parking restrictions to the next meeting. Item will be held over to the next regularly scheduled meeting. F. Review the request for "No Parking" signs on Pauline Drive. Ms. Nier shared the results of her observation. The neighbors will be surveyed for their opinions to the "no parking" request. Item will be tabled. G. Need to create a Downtown Parking Committee. Mr. Moller discussed the need for the creation of the committee. He gave examples of the type of issues that would be addressed by the committee. Mr. Moller requested a volunteer from each of the departments to be on the committee. John Loete volunteered to sit in on the meetings as a representative from Public Works. Sergeant Ufland said that Officer Dennis Hood would be an appropriate representative from the Police Department. H. One way on DuPage. Mr. Sosnowski presented survey results. The results indicated that DuPage should be changed to One Way East bound and Rugby should be changed to One Way North bound. NSC members were in support of the changes and recommend it be taken to the City Council for approval. Pending Items 1. Concern regarding parking in front of 500 Bird Street. Mr. Migatz suggested that the two residences that would be effected by a "no parking" restriction be contacted to see how they feel about a "no parking weekdays" during working hours. Item to remain pending. 2. Request for a four-way-stop at the corner of Duncan and Cooper. Mr. Loete passed around the Stop Warrant Analysis for Duncan and Cooper. It clearly shows that there is no support for the request. The request has been denied. 3. Request for speed reduction device on Adams. Mr. Migatz gave the results of the counter data from two years ago. The trailer data was also presented. It was recommended that the information be sent to the residents of the neighborhood. 4. Request for"No Outlet" sign at Chesapeake Bay Court. Mr. Migatz will verify that the Willow Bay streets have gone through acceptance prior to putting up a sign. 5. Concern regarding lawn maintenance in Highland Springs. Due to Mike Millikan's absence, item to remain pending. 6. Request for reconsideration of adult crossing guard at Lyle and Valley Creek Drive. Mr. Migatz gave the results of the original warrant study. It did not specify any time stipulations for the study to be re-evaluated. The police will observe the corner. Item will remain pending. Tabled Items 1. Request from residents of May Street to permit unrestricted parking from Grace to Raymond. No comments. Item will remain tabled. 2. Request for restriction of on-street parking in Sunset Park. Sergeant Ufland reported that responses were obtained from 73 percent of the residents and that there was no strong support for the proposal to restrict parking. Survey results will be provided to Mr. Stegall. Ms. Murphy will share the survey results with the residents. Item will remain tabled. General Discussion None The next meeting will be October 22, 2001. Request for"No Parking" Signs on Pauline Drive. Action: Mr. Stegall will call the principal of Larkin High School to see if they can help with the parking situation. Students seem to be the majority of motorists parking in this area. B. Request to install a street sign for Littleton Trail (to left)at the corner of East Chicago Street and Rohrsen Road. Action: This is an on-going development and the sign will probably go up shortly. Mr. Lawry will forward the request to the developer. C. Request to raise the speed limit on Shales Parkway. Action: Sgt. Ufland will research the ticket history and Mr. Migatz will put"pads." Item held over to the next regularly scheduled meeting. D. Request for the City to paint the Gulf Road railroad viaduct. Action: The viaduct in question is not within City of Elgin jurisdiction. Mr. Lawry will contact the railroad. E. Concerns regarding commercial vehicles parked on a residential street. Action: Currently there are no parking restrictions. The vehicles in question are definitely company vehicles but not technically commercial vehicles because they have "B" plates. This makes it impossible for the City to ticket at this time. Sgt. Ufland will contact the requester and Mr. Stegall will check the ordinance. Pending Items 1. Request for a 25 mph speed limit on Kathleen Drive. The requester states that motorists are using Kathleen Drive as a cut through from Route 20. The requester argues that Jane has 25mph posted and Shales Parkway is only 30 mph. Mr. Lawry stated that the reason Shales Parkway is 30 mph was due to an agreement made with the homeowners in the area when the City started developing the road. The requester would also like to see "Children at Play" signs. These signs are not enforceable and the City will not approve them. As for the 25 mph posting, Ms. Gough will research the accident history and Mr. Migatz will set up counters in the area. The requester also asked that there be a police presence, preferably after the signs are installed, between 4:00 and 6:30 p.m. The crash history and the speed July 23, 2001 NSC Minutes - Page 2 count did not support the changes. Everything was within normal range. Mr.Stegall will send a letter to the requester. Tabled Items - No items to discuss General Discussion 1. Neighborhood Walks. If the Neighborhood Services Committee decides to perform neighborhood walks, it will have to be decided how often they should occur and where. It was suggested that NSC could start in the ROPE officer neighborhoods. NSC was firm in wanting the walks performed in the evening or on the weekend when residents are more readily available. NSC would like to start with the Grant Park neighborhood. The walks should be performed as much as every other month or as little as quarterly. The Committee will have to try it out and see what works and what the committee can handle. 2. Parking restrictions in 1000 block of North Spring Street. Mr. Migatz received a call from communications saying that one of the"No Parking"signs was extremely faded and asked that he replace it. Upon visiting the site, Mr. Migatz found that there were "No Parking" signs on the east and west side of the street but only the west side of the street is ordinanced. Mr. Stegall will write the council memo to ordinance the parking restrictions on the east side of the street. 3. Truck Parking on Jackson/Mountain. Lipton has been allegedly parking their commercial trucks for longer than the allowed two (2) hours. The area is part of the Grant Park neighborhood and NSC will include this issue in the neighborhood walk. 4. Kresmury Building. Recently a child received second degree burns from one of the lights that are recessed in the side walk in front of the building. NSC will have Ray Moller ask Mr. Kresmury to turn off the lights until the City of Elgin can figure something out. 5. Ryerson Park. There is one handicap space that is constantly blocked or in use. NSC will create another space. No formal action is needed. 6. Lord's Park Traffic Calming Study Update. The Fire department will be rating the different intersections in Lord's Park to help determine what size, if medians or circles need to be changed in size or shape as part of the trial. Public Works can get their small trucks down the street. Waste Management should not have a problem getting their trucks down the streets if the Fire Department can get their trucks through. The City is leaning toward performing the final survey themselves. A letter would be sent with a response form for the residents to return. The City feels there would be less chance of influenced votes. The next meeting will be August 13, 2001. Item held over to the next regularly scheduled meeting. Tabled Items General Discussion 1. Lord's Park Update. The temporary round-a-abouts have installed. People are still calling with questions, though it has slowed down quite a bit. The City is currently discussing how to perform the second survey of residents. So far the City has spent approximately $45,000 on the Engineering and approximately $210,000 in capital cost. Currently there is approximately $300,000 left in the budget. 2. Discussion of Temporary Parking. NSC recently implemented an overnight parking ban on Brook Street. When the residents were surveyed,only one could not be contacted. This resident contacted Mr. Stegall after the "No Parking" July 9, 2001 NSC Minutes - Page 2 signs were installed. The resident stated that his wife is handicap and cannot park in the driveway due to the size of it. This situation brought on a discussion of what the city could do for people who can not park off street or simply do not have any off- street parking. Parking passes or permits for on-street parking were discussed. Madison has a system set up, but they do not have the passes because they want cars off the street,they have them due to a limited number of spaces. NSC would like to look at what other communities have implemented, and what type of criteria they have for issuing these passes. Something else the City would have to consider is how much staff it would take to enforce these passes. The City has discussed rotating streets sides with no parking. Mr. Stegall will look into the issue on Brook Street. 3. Ways to Improve the Committee. Mr. Folarin and Mr. Stegall opened discussion with comments on the committee's tendency to be a reactive committee instead of pro-active. They looked for suggestions from the committee on how NSC could become more pro-active. One suggestion was to look at a specific area or intersection a month. In order to do this the City would need accident history and research on the specific area. Currently the City does not have a data base that has this information easily accessible. NSC would like to talk with MIS about writing a query program. It was also discussed that NSC needs better information aids. The City used to go through and check signs through out the City and replace old or remove invalid signs. The City also took an inventory of the signs. This kind of project would need to be contracted out. Mr. Loete will check pricing with some different firms. NSC would also like to see the line of communication opened back up with the ROPE officers. They could be very effective in feeding information to the committee. Ms. Murphy brought up that if this committee is truly for neighborhood services then it should be coordinating with the Community Network when it is complete. It was also brought up that NSC used to perform neighborhood walks,which were generally initiated by a neighborhood group. Ms. Murphy stated that suggesting these in the neighborhood group newsletters would help bring those back. Mr. Stegall suggested that NSC meet once a month and have a traffic sub-committee. NSC also discussed a street classification system, that would classify streets as arterial, collector or through streets. 4. Larkin between Edison and Weston. NSC had been asked in the past why Larking Avenue is only two lanes between Edison and Weston. Mr. Loete had the size of the street checked and the City would only be able to make two lanes part of the way. The street is not wide enough all the way down. Sgt. Ufland brought up that the committee had discussed striping it like Royal Boulevard. This would make it possible for EPD to enforce the one lane. The committee will go forward with the striping. No formal action is needed. The next meeting will be July 23, 2001. Pending Items 1. Downtown Parking. Sean Stegall had written a letter to the City Manager in which he suggested getting an outside company to perform a study on Elgin's downtown parking situation. City Council preferred to concentrate on the problem area (Prairie, grove to E. Chicago, Fulton, Spring by ECC and in front of Al's Café to Dupage). EPD will performed a survey of the business owners. Eighty-nine percent (89%) were in favor. Sean Stegall will write the City Council Memo. Tabled Items 1. Request to remove parking on the both sides of Jackson between South and Locust Streets. (From June 11, 2001 Agenda). Officer Hartman, the requester and lead staff for the request, could not be reached. Item closed until written request is submitted. } General Discussion 1. John Loete brought up the flashing school crossing signs. Mr. Migatz received information from Matteson, Illinois regarding their system for installing this type of sign. Apparently the city does not have a specific criteria. Their philosophy is even one child is justification. The City of Matteson spent several thousand dollars on these flashing signs. NSC requested that Ms. Gough supply the committee with a list of current school crossings. Assignments to be completed by July 9, 2001 Sean Stegall -will write the City Council memo for the downtown parking changes. Sharon Gough -will get accident history for Kathleen Drive. -will supply a list of current school crossing in Elgin. Tom Migatz - Set up counters on Kathleen Drive. The next meeting will be July 9, 2001. Councilwoman Munson would like to know if the City can change the parking limit to ninety(90)minutes. EPD will perform a survey of the business owners. Only 6 handicap spaces are required. The Crocker Lot has eighty-nine (89)total spaces, four(4)of which are handicap. Four(4)spaces are required. NSC will remove the one extra spot at the Riverside Deck. Tom Migatz will remove the northern handicap space of the southern group of handicap spaces. Item closed. 3. A stop warrant study was performed by Pavia Marting. The study does not support a four-way-stop. Mr. Stegall will contact Officer Rouse, who was the original requester. 3. Downtown Parking. There have been complaints regarding the time limits on downtown parking. City Manager Joyce Parker would like the City to head up a study on the parking time restrictions. Request for speed enforcement signs in the Century Oaks subdivision. Action: The requester would like to see 25 mph speed limit signs. Currently there are no speed limit signs posted. Ordinance states that if the speed limit is not posted it should be assumed that the limit is 30 mph. NSC looked at the area and believes that most of the problem is the residents. Tom Migatz will put out counters and Ed Ufland will survey the residents. Item held over to the next regularly scheduled meeting. B. Request for a "no parking here to corner" sign to be placed on the n/e corner of Seneca and Prospect. Action: Sgt. Olson contacted Sgt. Ufland regarding this request. An squad car was hit by another car when trying to pull from this intersection. The officer could not see because of cars parked to close to the intersection. Sgt. Ufland surveyed the residents; thirty-eight (38%) percent are in favor, twenty-four (24%) were against and thirty (30%) did not care one way or the other. NSC found that it would be better to step up enforcement of the no parking 20 feet to corner law. In the mean time the item will kept on the table for further evaluation. Pending Items 1. Concerns regarding the traffic and parking on Mallery Street. Mr. Stegall visited the site. All the parking around the school is in the right of way. NSC discussed limiting overnight parking or creating school only parking. EPD surveyed the residents. Nine(9) out of ten(10) residents were contacted. One (1) yes, four(4) no and five (5)did not care either way. All the residents that were against the no parking were the residents creating the problem. All of them have driveways and garages. Problem has not been observed by staff. NSC feels the request needs further review. Item is tabled 2. Request for two angled parking spaces at Lincoln & Dundee. Mr. Feliciano spoke with the tenants of the building. Martha's Youth Services and the Grand Victoria Human Resources were the only two against the limited parking, but they are also the biggest offenders. Six of the tenants are for the changes and two tenants could not be reached. NSC will move forward and change the parking spot right outside to 15 minute parking and the rest of the parking spaces will be changed to 1 hour parking. Mr. Stegall will write the council memo. 4. Handicap Parking on Riverside Deck. Mike Millikan will have a zoning officer take a look at what the requirements would be. The spaces were originally put in for Senior Services in the event they might need them. Those spaces have not been utilized. Item held over to the next regularly scheduled meeting. Tabled items 1. Concerns regarding motor home parking restrictions.The homeowner across the street from the requester parks his recreational vehicle in front of his house. The requester has asked the vehicle owner to move it once in a while without much luck. Current city ordinance states that a recreational vehicle can be parked on the street as long as it moves once a day. Changes in that ordinance would not go over well with many residents. Officer Hood suggested having the day shift officers check around the neighborhoods to see if this is a city wide problem or if it is an isolated incident. At that time the Committee will be better able to make a decision on the matter. (From March 26, 2001 Agenda) Sean Stegall spoke with the requester and told her of the conditions and that the review of her request would take some time. The requester stated that she would speak with her neighbors and see if they would be in favor of having a complete parking ban on their street. NSC will continue to table the item until further notice from the requester. General Discussion 1. Information related to the effect of traffic calming on emergency response. Rudy Horist provided the committee with handouts detailing other communities experiences with traffic calming devices. Mr. Horist spoke regarding response time and the time it takes to transport the patient to the hospital. On average, studies show that emergency vehicles lose ten (10) seconds per traffic calming device. Out west use of these devices has been restricted. In California, some of these devices have been deemed illegal. The study also made mention that some traffic calming devices may be violating ADA regulations. Mr. Horist will look into this more and specifically check for any law suits that may have been filed. Currently there are no national regulations. Communities do not have any guidelines to go by. (A handout was given entitled"Traffic Calming Programs&Emergency Response:A Competition of Two Public Goods." An electronic copy will be sent with the minutes to all NSC members.) Mr. Feliciano will talk with the business owners as to their support of the parking restrictions. D. Extra handicap spaces on the riverdeck. Mr. Feliciano will evaluate the "extra" handicap spaces to see what is required for the parking deck. A decision can be made from there. No formal action would be needed either way. E. One of the residents is concerned as there have been a couple accidents. Some members of the NSC are reluctant to put up the signs for fear it will cause a "snowball" effect. NSC decided to install "No Parking Here To Corner"signs on the NW, NE and SE corners of Waverly and Joslyn. "No Parking, Stopping or Standing" signs will also be installed. Tom Migatz will do the follow up. Pending Items 1. Request for 24 hour parking ban on Robin Ridge. Sean Stegall drove through the area and observed that the street was indeed fairly narrow. Mr. Horist was able to take one of the fire trucks down the street. In his findings he states that a three (3) point turn was required in order for the apparatus to maneuver. The fire department recommends the NSC go ahead with the request. NSC discussed whether or not it would be best to limit parking to one side of the street or if there is a bigger public safety issue and both sides should be limited. Sharon Gough from the police department did a survey of the residents in the area. There were six (6) houses that March 12, 2001 NSC Minutes - Page 2 would be impacted. Five (5) out of the six (6) were in favor of the parking ban. The residents also preferred to have the ban on both sides of the street. NSC will go forward with the request. Mr. Stegall will write the memo. 2. Concerns regarding parking on Mosley. There has been a request to post additional parking restrictions. Apparently students from St. Edwards High School park on both sides of the street. It was suggested there be no parking on the west side of the street. Mr. Horist took a truck down the street and his findings stated that it was very difficult to get down the street due to the parking on both sides. NSC discussed whether it would be best to remove parking from both sides, one side or just move the parking back from the corner. No action was taken. Item has been closed. 3. Traffic and Parking Issues on Jefferson. The EPD was able to complete the resident survey. There are nineteen residents between Hill and Dundee Avenues. Thirty-three percent were in favor. Fifty-four percent were against. Two percent did not care one way or the other. NSC was considering going ahead with the request anyway due to the fact that emergency vehicles and plows are having a difficult time getting down the street. However, Mr. Horist's findings show that the street was passable for the fire trucks. The residents are really not in favor of the restrictions. Limiting parking could create a hardship for the residents there. Several of the homes are lawful non-conforming multifamily dwellings. Most of these homes have single car width drives so many tenants will park on the street so as not to block each other in. NSC discussed making the street a snow route or restricting parking to one side of the street. Making a daytime parking ban was also suggested or making the street one way. Sean Stegall will contact Larsen School. A daytime parking ban seems to be the most viable solution at the moment. Mike Millikan will take Mr. Stegall and Mr. Folarin to look at the area and which buildings have occupancy issues. Several NSC members have driven by the area and none have observed any real problems. NSC will not go forward with the request. Mr. Stegall will call the principal and talk with her regarding alternative solutions. Tabled Items - No items were discussed. General Discussion - No items were discussed. Additional Items 1. Parking problems at a city lot on Center and Chicago. Several churches, mostly Saint Joseph's, is using the lot for their church services. Quite a few parishners are double parking to the point where many motorists are blocked in. EPD has been ticketing and towing, to no avail. Officer Hood asked if it would be possible to re- stripe the parking lot and post a "No Parking" sign. Officer Hood discussed asking Templo if the city could put the sign on their building. Officer Hood would also like to put a flier together about parking restrictions in English and Spanish to put on all the windshields. Tom Migatz will go out with Officer Hood to look at the area and then re-stripe accordingly. No enforcement changes will be made however measures will taken to help enforce the current restrictions. The Maring's had bought the property behind their building to use for parking. The parking there is already restricted but is not posted. The Marings will be providing private signage in the future. Tom Migatz will look into what needs to be done to post the no parking. NSC would like to post the signs to at least cut down on the motorists who inadvertently park there. C. Concerns regarding parking on Mosley Action: There has been a request to post additional parking restrictions. Apparently students from St. Edwards High School park on both sides of the street. Police request to designate west side of Spring Street between Symphony Way and Dexter Court "Police Vehicles Only." The Police Department requested to park City-owned non-emergency Police vehicles such as CSO vans, and Community Restitution vans, on Spring Street between Symphony Way And Dexter Court as there are not enough spaces in the Police parking lot to accommodate the Police vehicles. Police anticipate five or six vans could be parked on Spring Street. Femi Folarin, Sean Stegall, and Dave Lawry met with Bob Duffy to review the parking issues. There is enough room on the east side of the street. It appears that the request can be accomadated. Dave Lawry asked Tom Migatz to take a look at the area. Item held over to the next regularly scheduled meeting. 2. Overnight parking ban on Deerpath and Walnut Creek Drives. Resident Kathy Hays surveyed neighbors for eliminating parking on these two streets. Her results showed an eighty point nine percent approval on Deerpath Drive and sixty-five point four percent (65.4%) on Walnut Creek Drive. Sharon Gough did a door to door survey and was able to contact thirty-three out of thirty-seven residents. Seventy-two percent (72%) were in favor and twenty-eight percent were against. The numbers differ, but the requester was able to contact more people than Ms. Gough. Mr. Stegall will write the City Council Memo. 3. Traffic and Parking Issues on Jefferson. Public Works will post no parking and re-stripe the space as soon as weather permits. Femi Folarin is talking with the business owners. 5. Request to make Dupage Street one-way from Channing Street to Rugby and eliminate parking in surrounding areas. Officer Kevin Sosnowski surveyed the residents in the area. Officer Sosnowski was also asked to survey the residents as to whether or not they would also like Rugby Place to be one-way north bound if the plan goes through. Ninety percent (90%) of the residents are in favor of eliminating parking on Dupage Street and seventy-six (76%) percent of residents are in favor of making Dupage Street one-way. Sixty-three(63%)percent of the residents on Rugby were in favor of making Dupage one-way and seventy(70%) percent of the residents are in favor of making Rugby Place one-way. Sgt. Ufland looked up the accident history for both streets. In the past five years there have been no accidents on Dupage and eleven (11) accidents on Rugby. NSC will go ahead with the request. Sean Stegall will write the council memo and Cherie Murphy will write a letter to Paul Bednar who is the president of the neighborhood group. Mr. Stegall will wait for anticipated comments from neighborhood groups. 6. College Green. Sharon Gough surveyed the residents and found that seventy-nine percent of the accidents that occurred involved residents of the neighborhood. Item held over to the next regularly scheduled meeting. An update was given by Dave Lawry on the Lord's Park Traffic Calming Initiative. There will be a meeting on March 20, 2001, to finalize some of the details. Mr. Lawry will be going to the City Council on March 28, 2001, to get the trial measures approved. The temporary measures will be in place no more than ninety days. At that time a report will be made on the findings, any adjustments will be made and then the final, permanent changes will be brought to City Council. 2. Tom Migatz handed out an article entitled "Golden, Colorado Traffic Calming Project." It was suggested that NSC members read through the article to help in the efforts to launch the Lord's Park Traffic Calming Initiative. 3. Mr. Lawry also gave an update on the parking situation around city hall. Some temporary changes will have to be made once construction begins in April. 4. During the meeting it was brought up that several citizens had inquired as to whether or not the City would reroute the bike path while construction is going on. Mr. Stegall suggested this would be a good topic to discuss at the next meeting.
