Items for consideration:
A. Continued Consideration of requests for permission to "block traffic intermittently
on Weston, Clifton, and Meyer in such a way that children can only be loaded
and unloaded from the school side of the street" from 8:10 to 8:30 a.m. and from
2:15 to 2:40 p.m.
Action: Principal Joe Corcoran of Gifford Elementary School presented the different
problems that occur when parents drop off/pick up their children from the opposite side
of the street. NSC suggested a "No parking, stopping or standing" sign for that side of
the street. Unfortunately that would adversly affect the school staff parking. Putting a
"No Loading or Unloading" sign and designating a drop-off area was recommended as
the first step. Once an area and plan for traffic flow is actually determined,
enforcement, signage, and physical changes can be decided. Mr. Corcoran will take a
proposal to his faculty and get back to the committee.
B. Colleen Wright, Principal of Washington School, called saying construction has
removed most of the playground and the school would like to close the street
during the school day.
Action: A similar request was made by the Lawry school which was denied. Clay
Pearson gave Washington School some different alternatives including blocking off part
of the street in a more substantial fashion such as is being done at Lawry School. The
decision rests with the school and if they decide upon something, it will be brought back
to NSC.

FYI - Clay Pearson presented an article in the Wall Street Journal entitled "Caution:
School Zone is a Bumper-to-Bumper Jam" which addressed concerns regarding traffic
problems with student pick-up/drop-offs at schools. One teacher interviewed said that
"if things don't go smoothly [with the traffic], they think the school is a real mess." The
article also describes Saucon Valley's solution to the problem.

Follow -up Items
1. There had been a complaint regarding parking problems with driveways that are
"too short" in the Oakwood Hills Subdivision behind Suburban Ford. Tom
Armstrong found that the minimum required length of driveways is 20 feet on
private streets and 25 on public streets per the approved development plan.
NSC found that the complaint was invalid and closed the item.
2. Request for a four-way-stop at Lyle Avenue and Lin Lor Lane. The initial request
was due to some concerns regarding children crossing the street. Tom Migatz
observed approximately 15 kids crossing. He also found that 80% percent of the
cars passing through were going 35 miles per hour. It was also observed that
the crossing guard did an excellent job. It was found that there was not an
immediate need for a four-way-stop.
Additional Items
1. There was another complaint of parking problems in front of 7 S. State St. NSC
decided to put a "No Parking Here to Corner" sign. Tom Migatz will follow-up.
2. Speeding on Airlite and traffic congestion in Country Knolls was also discussed.
No action was taken.

Minutes - November 8, 1999 were accepted as written.
Items for consideration:
A. Request from St. Edward High School to post directional signs and to mark the
local streets as a school zone.
Action: NSC decided against directional signs but will go ahead with the "school zone"
signs, which will be placed on Locust, Elm and Perry Streets. No formal action is
needed for the "school zone" signs, however, St. Edward's will have to contact IDOT
for permission to put a sign on Route 31. Rob Hartman will contact the school.
B. Requests for permission to "block traffic intermittently on Weston, Clifton, and
Meyer in such a way that children can only be loaded and unloaded from the
school side of the street" from 8:10 to 8:30 a.m. and from 2:15 to 2:40 p.m.
Action: NSC decided against the proposal, which would have changed the traffic flow.
However, NSC would like to suggest a "No Parking, Stopping or Standing" sign for the
opposite side of the street. This would restrict the loading and unloading of children to
the school side of the street without disrupting the flow of traffic. Eric Stuckey will do
the follow-up.
C. Request for stop signs in the Woodbridge North subdivision for the intersection
of College Green and Red Barn. The requestor would like a stop sign for the
northbound traffic on Red Barn and the eastbound traffic on College Green;
"there is already a stop sign for southbound traffic at Woodbridge Drive." The
requestor would also like stop signs at each street entering Covered Bridge
Lane. These streets include Crystal Creek Lane, Hayloft Lane, Barn Owl Lane,
Otter Creek Lane, and Covered Bridge Court; and a stop sign on Waterfall Lane
at Woodbridge Drive. Also, the requestor would like to see "no outlet" signs in
the subdivision, "especially on the north end to let visitors know they must exit
back to Randall Road from College Green Drive."
Action: Tracy Smith found that there have been no accidents at these intersections.
NSC will go ahead with the request. The "no outlet" sign can go up and Eric Stuckey
will write the C.O.W. memo for the rest.

Miscellaneous
Clay Pearson sent an FYI regarding the Lord's Park Association who sent in a survey
which indicates strong neighborhood "support for further study to determine the need
for additional calming measures." The results of the survey indicate that the majority of
respondents, 65%, are not satisfied with the flow of traffic on their street. Additionally,
61% believe that existing traffic controls are not effective in controlling the traffic
problems. A strong majority of respondents favored overnight parking restrictions of
some sort.
Eric Stuckey brought an FYI for Pappas Court. There was a complaint in the Courier
regarding a lack of enforcement for parking restrictions. Eric Stuckey will try to contact
the complainants and have them call Tom Shergold.
Follow -up Items
1. Complaint regarding parking problems with driveways that are "too short" in the
Oakwood Hills subdivision behind Suburban Ford. Tom Armstrong found that
the Minimum required length of driveways is 20 or 25 feet and in some cases is
only 18 feet without there being a problem. Item held over to the next regularly
scheduled meeting. (From November 8, 1999 meeting.)
2. Continued discussion of "no truck parking" on Toastmaster. (From October 25
and November 8, 1999 Agenda.) Jim Genz said that the police had been
observing the area and that they did not see a problem. No final decision was
made. Item will be brought back to NSC on December 13, 1999.
Additional Items
1. Request for no parking in front of the mailbox for 1808 Pebble Beach Cir. Eric
Stuckey will contact the requestor and let them know that they need to contact
their neighborhood association and/or the postal authorities.
2. Request for a four-way-stop at Lyle Avenue and Lin Lor Lane. Tracy Smith is in
the process of doing a speed survey and will make contact with the requestor.
3. It was also brought up by Debbie Nier that Bill Vincent at 7 South State Street
has called a few times in regards to a parking problem in front of his business.
Paul McCurtain will contact him.

Minutes - October 25, 1999 were accepted as written
Items for consideration:
A. Request for no parking on north side of Shilo Lane (75'back from corner) at Waverly
near Lord's Park School.
Action: Tracy Smith will talk to the resident on the corner of Shilow Lane to make sure they
don't have a problem with the "No Parking Anytime" . If there is a problem, NSC will look at
restricting parking only from 7-3:00 p.m. (School hours).
B. The Upper Hill Avenue Happenings newsletter updated progress on the 1000 block of
Hill where the City responded to resident requests and added lighting, restricted parking,
and closed the commercial drive access (LaFlora Restaurant) into a no outlet residential
street . It was mentioned that further action needs to be taken to discourage people from
driving over the newly sodded parkway that replaced the driveway of La Flor Restaurant.
The newsletter provided a quote from Tim Bates Automotive. Tim Bates, whose cars
park on the residential street, said he was concerned that the street closure gave the
impression of safety (obviously people need to use the public streets safely and as
intended, there are hundreds of closed streets throughout the street).
Action: Clay Pearson presented this itemas a FYI. No Action Needed.
C. Request for "No Parking 2 a.m. to 6 a.m. Tow Zone" for the 1 block of Leonard St.
Action: Rob Hartman presented a petition signed by nearly all property owners requesting the
overnight parking ban. NSC will go ahead with the "No Parking" , however it was decided that a
tow zone would be left for arterial streets and not residential neighborhood streets such as this
one. Clay Pearson will do the agenda memo.

Follow -up Items
1. A Request had been submitted for traffic control for the alley one half block south of
Chicago Street on Spring Street on the east side of the street. The requester also expressed

concerns about the condition of the alley's surface area and the lighting. John Loete
checked into maintenance issues and possibly expanding the curb line to define the
pedestrian area. The requestor also brought up lighting issues in the Spring Street parking
garage, which has already been taken care of. John Loete said it looked like all the
requests would be met.
2. A request was submitted(Additional Item#1 from October 25, 1999 Agenda) for"no
parking on Lawrence from North Weston to McLean Boulevard. NSC decided to make
both sides of Lawrence "no parking" any time to improve site lines and safety for traffic
to and from Weston and to and from North McLean Boulevard. No action will be taken
at this time to restrict parking on Weston as the current situation has existed for some
time and there is apparently a need for overflow parking from the school at times as well
as delivery trucks to the restaurant. The situation will continue to be monitored. Clay
Pearson will do the agenda memo for restricting Lawrence parking.
Additional Items
1. Residents of the 1200 and 1300 block of Sebring Circle (north of Bode Road, east of
Stonehurst Drive) have petitioned the City to adopt parking restrictions on the streets in
their neighborhood. Approximately 90% are in favor of"No Parking 2-6 a.m." The City
was not able to contact the remaining neighbors but the beat officer will be asked to try to
contact those people in the next few days. Clay Pearson is writing the agenda memo.
2. Deputy Dan will ask the patrol officers to monitor Toastmaster to see when and what
kind of trucks are parking(from October 25, 1999 agenda). Information will be brought
back to the committee in two weeks.
3. Jim Genz brought up parking problems with driveways that are "too short" in the
Oakwood Hills Subdivision behind Suburban Ford. Tom Armstrong will check on the
minimum required length of driveways. Jim will give Tom the exact address of the
resident who called with the concern.
4. Clay Pearson gave an FYI regarding the Traffic Plan for Lord's Park Subdivision. NSC
will give feedback on the handout. Neighborhood meetings will get started in early 2000
to prepare for next spring's data gathering.
5. Eric Stuckey brought up the new overcrowding enforcement steps including a problem
property team. It is a good possibility of using the NSC as a sounding board for any such
related issues in addition to current responsibilities.

Minutes -The minutes from the October 11, 1999 meeting were accepted as written
Items for consideration:
A. Request for"no truck parking" on Toastmaster Dr. at Shawford Way.
Action: Tracy Smith will do research on parking tickets issued in the area for the past six (6)
months. She will also do a traffic survey. More information is needed from Ray Moller who
should contact the business, Toastmaster, which is the only property owner north of Shawford
Way. Restricting parking would also effect the cars from the soccer field parents who get space
from toastmaster. A review of any harm or hazard being created by the trucks needs to
determined. The item will be held over to the next regularly scheduled meeting.
B. Request for"no parking" on the south side of Jay Street between Raymond and St.
Charles Street.
Action: Proposal was accepted. Eric Stuckey will do the City Council agenda memo.

Follow -up Items
1. The follow-up item from the October 11, 1999, agenda(regarding a stop sign on North
Commonwealth Avenue at High Street) was delegated by Dave Lawry to John Loete,
who will now be doing the City Council Memo.
2. Stop signs on Lawrence/Sexauer were changed because of viewing problems. The stop
signs will now be placed on Lawrence at Heine. Clay Pearson will write the memo.
Additional Items
1. A request was submitted for"no parking" on Lawrence from N. Weston to McLean
Boulevard. Tracy Smith will contact the school and Paul's restaurant. There was
inclination towards restricting parking on both Lawrence and Weston. The item will be
held over to the next regularly scheduled meeting.

2. A request was submitted for traffic control for the alley 1/2 block south of Chicago Street

Minutes from meeting of September 27, 1999-- Accepted as written.
Items for consideration:
A. Request from Chief Miller to look into different alternatives to street parking problems
(there is currently parking on both sides of street) in the area of Sherman Avenue and
Bent Street adjoining South Liberty Street.
Action: Tracy Smith observed the parking situation during the day on July 27 and August 3,
1999 and found that Arlington and Sherman were problematic for line-of-sight. NSC wants to
put together a series of brochures and articles in the Spirit to form a Public Service
Announcement campaign on general parking restrictions (i.e. number of feet from stop signs and
crosswalks prohibited, parking regulations for trucks and heavy vehicles,no parking over
sidewalks,no parking on unapproved(dirt) surfaces,etc.). Jack Darr will look at requesting
additional enforcement of existing regulations in the subject area.
B. Requests for no parking signs on west side of street and"no Parking Here to Corner", as
well as no overnight parking on the east side of Teft Road between Bode Road and
Forest.
Action: Mike Millikan will get numbers on parking/tenant ratios for the Bode Road
Apartments. NSC decided to go forward with the request. Clay Pearson will do the memo for
the City Council Agenda item.
C. Request for a "reappraisal" of the parking situation in the 400 block of Dupage.
Requester would like to see parking limited to east side only instead of the no parking on
either side which was originally proposed.
Action: The overnight parking restriction has recently been installed. The letter writer, Mr.
Jarred Vassir, gives hypothetical situations.
D. Continued discussion of the proposed METRA Station on National Street.
Action: Copies of the striping plans for National Street to provide better traffic flow from the
METRA parking lot were faxed to Lynne Carrao, METRA. NSC is waiting for Metra to contact
the City of Elgin.
E. Proposal from Pavia Marting regarding a sign inventory and consolidation plan for East
Chicago Street from Center to Liberty Street.
Action: The proposal for studying and determining signs was quite expensive ($7,600 for a
section of East Chicago Street). Comments were made encouraging the addition of City staff to
the sign shop so that work like this could be completed in-house. Item is on hold until Dave
Lawry can research other alternatives.

F. Request to ban street parking in the Historic District.
Action: Clay Pearson will write a letter to the requester, thanks will be given for her research.
The City is looking into street parking situations citywide. Mike Millikan will get a copy of the
letter for Mark Biernacki.

Action: Dave Lawry will do the C.C. agenda item. There will also have to be an ordinance
change and a contract to put up several stop signs.

Minutes -Corrections were made to Follow-up Item 5 (Drive through was done on Preston). The
remaining minutes were accepted as written.
Items for consideration:
A. Request for a"No parking anytime" sign between 1305 and 1311 Maroon. Requester is
also asking that the current snow route sign be replaced.
Action: NSC will support only if"No Parking" is implemented for entire street. Clay Pearson
will write a letter to the requesters that they should contact more of the neighbors to gauge
support for the"No Parking".
B. Request to connect Hoffman Estates streets with Elgin Streets at Stockbridge Place in
Cobblers Crossing.
Action: It was found that the request was made due to plans for a new school by U-46. U-46
would like to front the school on Maureen. NSC would prefer that Maureen be renamed if it is to
become a through street as there is already a Maureen in Elgin.
It was also discussed that traffic would be significantly increased by having the two cities'
streets connected.
NSC concluded that more input was needed from Public Works and U-46 needed to be
contacted. Tom Armstrong will take the request to the Planning and Development Commission
in a couple weeks so that the residents can comment on the proposal.
Neighborhood Focus
Dave Lawry and Clay Pearson met with the Lord's Park Association over traffic concerns. The
association would like a traffic study done and is looking forward to a neighborhood traffic plan
and traffic calming. The area has appeal for a first neighborhood traffic plan as it is compact,
readily definable, surrounded on three sides by state routes and has established associations.

Additional Items
1. NSC discussed the survey Tracey Smith did on Grove, Slade and River Bluff. It was
found that the area was used quite frequently as an alternate route, the licence plates that
were run came from properties outside the neighborhood.
2. NSC discussed closing Jackson between Mountain and Highland. Tracey Smith
researched the number of accidents for the area.

3. NSC discussed a"No Parking"request for Washburn between Ryerson and State. Clay
Pearson will write a memo to the City Council to recommend the no parking on north

Minutes - Corrections were made to items G-3, J (A Survey will be conducted for probable
alternating of stop signs at Summit and Congdon.) and additional item regarding no parking
signs on Hill Street for LeFloures Restaurant. The remaining minutes were accepted as written.
Items for consideration:
A. Street name policies
Action: NSC would like to implement the'City of Dayton's policy along with a 2 year temporary
status on honorary street names. Debbie Nier will look into this further
B. Request for"No parking here to corner" at Ryerson and Wash burn at Rte 31 and"No
parking this side of street" on north side of Washburn between Ryerson and Rte 31.
Action: It was decided that there would be no further signs put up. Jim Burns will step up
enforcement of tickets for the"No parking here to corner".
C. Discussion of air brakes (jake braking) on Dundee Ave.
Action: Tom Shergold will talk to Brady and look into establishing an ordinance prohibiting the
use of them within the City. Debbie Nier will talk to the Innovations Group.
D. Request for traffic control and a posted speed limit for the corner of Thoreau and Concord
and also Maroon Drive.
Action: Tom Migatz will put up a"teeter totter" sign for Thoreau. Mike Millikan will look into
closing off the parking lot of Roth Surgical with bumper blocks. Jim Burns will look into ticket
enforcement for high school speeding. Clay will speak with Mrs. Stokes.
E. Request for a Fire Lane at Norman Nelson Court
Action: Jim Burns will ask Officer Caesar Hernandez to contact the Elgin Housing Authority to
see if they want the parking closed off.

1. Traffic control on Grove, Slade and River Bluff
Action: Tracey Smith will do a survey.
2. Stop sign on North Commonwealth Avenue at High St.
Action: Item continued to next scheduled meeting on September 20, 1999. Tom Migatz and
John Loete will make a recommendation for providing positive traffic control at each intersection
in the area.
3. Traffic control at Villa and Willard Street and traffic warning signs eastbound at Shales
Parkway intersection.
Action: Tracey Smith found that there had been sixty-six (66) accidents from 1994 to 1999. The
plans for eventual intersection improvement include signal lights. John Loete will research
various the warrant information already conducted to see if temporary signals should be installed.
4. Traffic control on North Porter Street
Action: Police Department will step inforcement.
5. Traffic control on Preston, Summit to Congdon
Action: NSC would like to put stop Preston at Lincoln, Slade, Copper and Algona. John Loete
will write the City Council memo.
Additional Items
1. Tom Shergold will look at parking control for VTS at the corner of State and Chicago.
Debbie Nier will contact Bill Vincent. Jim Burns abstained from discussion.
2. Tracey Smith related a question regarding speed signs on Bowes Road for Officer Genz.
It was found that the signs were not within the City of Elgin.

Minutes - The August 9, 1999 minutes were accepted as written.
III.
A. Traffic control on Grove, Slade, and River Bluff
Jim Burns requested the committee consider stopping Grove traffic
at Slade Avenue due to large number of potential accidents .
Northbound and southbound traffic are using Grove Avenue as a cut
through to Kimball Street bridge, traveling at high speeds and
landing on lawns causing property damage. Tracy Smith researched
traffic accident data shown as follows:

1997 (2) Total: 10 accidents
ACTION: NSC suggested the Police Department further study the
area noting license numbers, origination of vehicles whether from
neighborhood or elsewhere, and additional traffic counts . NSC
also suggested the intersection could be made more visible and
perhaps warning signs could be installed for northbound traffic.
After results of study, this item will be returned for further
discussion.
B. Stop sign on North Commonwealth Avenue at High Street
A petition was submitted from Karen and Jose Gonzalez, 325 N.
Commonwealth, requesting a stop sign at the above location.
ACTION: It was noted there were several uncontrolled
intersections in this area and Tom Migatz will evaluate the area
for future signage. Eric Stuckey will respond to the requestor.
This item will be returned after evaluation of the area.
C. Lowrie School request to block Oak Street between
Billings and Griswold
Roger Wagner, Principal, Lowrie School, requested to block Oak
Street between Billings and Griswold on school days 8 : 30am to
2 : 30pm beginning August 25, 1999 through August, 2000 for
playground space.

ACTION: NSC suggested the school consider other options such as
using a nearby church parking lot . If necessary, item will be
returned for further study of blocking the street . Eric Stuckey
will discuss this request and alternate suggestion with U-46.
This item will be returned to NSC after discussion with the
school.
D. Stop sign at intersection of Grand Avenue and Preston
Will Alexander, 625 Lillie St. , 741-7589, president of the Lords
Park Neighborhood and neighbors requested the stop sign be
reinstalled to face east and west instead of north and south.
ACTION: Traffic counts are completed on Grand and Preston counts
are in process . No changes will be made at this time until the
traffic plan for this area is in effect. Clay Pearson will
contact the requestor.

The no parking signs were installed according to ordinance
however objected by John Prigge.
ACTION: To accommodate delivery to John Prigge Auctions, NSC
agreed to install "No parking, Loading Zone" in front of his
business . John Loete will contact Mr. Prigge to advise of the
committe' s actions. Clay Pearson will prepare a COW memo for the
No parking Loading Zone signage.
F. Traffic light control at Metra National Street parking lot
Michael Sheehan, 788 Red Barn Lane, 742-6342, requested traffic
control at the entrance/exit to the commuter parking lot .
ACTION: Tracy Smith researched traffic data for this area which
showed no accidents. With no accidents, this area does not meet
warrants for traffic signals . NSC suggested "Do Not Block
Intersection" signs could be posted, and strip lanes to promote
improved traffic flow. The lights on State Street could also
possibly adjusted to help alleviate traffic blocking the
intersection. Dave Lawry will follow up on options and reply to
the requestor.
G. 1 . Traffic control at Villa and Willard Street
Naomi Hjelm requested a stop light at the intersection of Villa
and Willard Streets.
ACTION: Traffic control is in the design process for this area.
Tracy Smith reported the traffic data of 66 accidents in the last
five years at this intersection. In 1998, 13 accidents, and
1999, 11 accidents . John Loete will check with Joe Evers for an

update on the traffic control design for this intersection.
2 . Repavement of Willard and Sadler Street
ACTION: Special assessments will be made before repaving
is scheduled.
3. Traffic warning signs eastbound at Shales Parkway
intersection
ACTION: Tracy Smith will research the traffic data for this
intersection. This item will be returned after traffic data
complete in two weeks . Tom Migatz will reply to the requestor.
H. Traffic control on North Porter Street
Tom and Sally Naegele, 118 S. Porter requested control of traffic
as North Porter experiences speeding and vehicles using Porter as
a throughfare for Liberty Street .
ACTION: Police Department will conduct traffic counts on North
Porter. Item will be returned to the next NSC meeting.
I. Newspaper boxes and pay telephones on public right of way
Mike Millikan stated at the last NSH Residents Committee meeting,
residents expressed concern about the number of newspaper boxes
chained to poles in the public right-of-way. Legal Department
has previously researched this issue but no ordinance or action
has been taken to date.
ACTION: Newspaper boxes can be regulated by size and color.
Letters can be sent to private property owners asking permission
to remove newspaper boxes or pay telephones. Jim Burns will
check for any signage for telephones on Highland Avenue and other
locations . John Loete will follow up on placement of newspaper
boxes . Item will be returned to the next NSC meeting.
J. Traffic Control on Preston: Summit to Congdon
Ted and Chris King, 715 Preston Avenue, 741-5142, requested speed
control on Preston Avenue and consideration of stop sign at
Chester or Lincoln.
ACTION: Preston between Summit and Congdon is classified as a
local street and stop sign control will be scheduled to
stop north traffic.
Dale Marting presented the first phase of the overall master plan
for street classifications . Clarifications were made to some of
the streets as follows :

attend the next NSC meeting to discuss street reclassification

Additional Item
Jodi Driscoll, lives behind LeFloures Restaurant, addressed the
committee regarding no parking signs posted on Hill Street. She
requested a no parking 2am to 6 am sign in front of her house and
additional no parking signs at the end of the street . Vehicles
are continuing to park after signage on one side of the street .
Tom Migatz will research the signage and contact Jodi regarding
additional signage.

Dale V. Matting Sr.,President of Pavia-Matting&Co. Submitted 3 alternate intersection
configuration and preliminary cost estimates for then intersection of South Street,Walnut
Avenue and Marguerite Avenue.
Action: Tracey Smith's research found that there were sixteen(16) accidents since 1994.

Dave Lawry in coordination with Public Works will look into coming up with different pavement
painting solutions (reference exhibit 5).
B. Requesting for diagonal parking east side of Billings Street.
On behalf of School District U-46(Lowrie Elementary School),Bruce Dahlquist submitted a
proposal for diagonal parking along the east side of Billings Street,between Oak and Washburn
Streets. This would add nine(9)parking spaces to the neighborhood.
Action: The committee decided to support the additional parking if the School district gives the
City easement for a public walkway. John Loete will prepare estimates for the easement and
contact Bruce Dahlquist. Action will need C.C. approval.
C. Request to resolve parking problems on the north end of Leonard Street.
Nancy Rodriguez,of 50 N. Leonard Street,requested that street parking be restricted to one side
of the street or time limits.
Action: Concerns were voiced from the NSC for the proliferation of signs and on-going
enforcement. Tracey Smith said she took a survey and that the parking restrictions were not
needed. Rob Hartman said that he would talk to Ms.Rodriguez.
Neighborhood Focus
Discussion of preparation for Gifford Park Association Elgin Historic House Tour- September
11&12.
Action:Dave Lawry, Clay Pearson, Glenn Theriault and John Loete will do a drive through to
look for needed clean-up on 8/10/99.
Miscellaneous
FYI-Request from Cindy Vargas to park at downtown residence, 63 South Grove Street
Action: Glenn Theriault will look into removing 10 hr. Parking restrictions on East Chicago
Street and surrounding streets. Cindy Vargas' request was denied based on continued policy of
no parking overnight on downtown streets and the availability of alternatives.
Follow-up Items
1. Request for "No Parking From Here to Corner"Mountain, Washingotn,Ball,Mill,North
Crystal, and North Jackson.
Action: Tom Shergold will ask beat officer to enforce 20 foot restrictions from stop signs.
2. Request for direcitonal signs for churches.
Action: Concerns about the precedent for not only churches,but other social service,public
agencies also occupying the public right-of-way signage were voiced. The NSC members
believe that the current regulations and allowances for signs on private property should be
sufficient. All institutions should be responsible for promotions and advertising to give
directions to their facilities.
3. Closure of Jackson Street Between Mountain and Highland.
Action: Most neighbors seem to be in favor. NSC suggested blocking it temporarily to see if it
would work. Action needs C.C. approval. Rob Harman will talk to home owners making the
request to confirm.
4. City of Elgin Parking Lot expansion and timed parking.
Action:Fourteen Contract for work was already approved. NSC wants Fourteen (14) spaces
open,twenty(20) spaces reserved and fifty(50) stalls with 2hr.parking. Action needs C.C.
approval.
5. One Hour Parking at 741 Dundee Avenue.
Action: No action taken,John Loete to contact Mr. Olson.
6. Adding"tow zone"provision for no parking on Bowes Road in front of Tracon Facility.
Action: "No Parking"has been designated. Eric Stuckey will write memo to C.C. for added
tow-away zone.

Gil Morris, Courier News, 300 Lake Street, phone 888-7800,
requested tour buses discontinue parking on Wellington Street due
to diesel exhaust fumes entering the Courier News offices .
ACTION: Eric Stuckey has contacted the Riverboat staff to discuss
an alternative for buses to park in the National Street parking
lot.
B. "No Parking from Here to Corner" on Mountain, Washington,
Ball, Mill, North Crystal and North Jackson Streets
Ann Stuart, President, Grant Park Neighborhood Association,
requested "No Parking from Here to Corner" signs at the above
listed locations for improved visibility and pedestrian safety.
ACTION: NSC requested extra city-wide police enforcement regarding
no parking here to corner with concentrated effort at Preston and
Congdon intersection due to numerous violations of this ordinance.
John Loete and Tom Migatz will check out the requested locations on
Mountain, Washington, Ball, Mill, North Crystal, and North Jackson
to see if signs are warranted. This item will be returned to the
August 9 NSC meeting.
C. Directional signs for churches
Rev. James Marks, Bethesda Church, 454 Hickory Place, 888-2209,
requested directional signs to churches along main thoroughfares in
Elgin.
ACTION: Eric Stuckey, Dave Lawry, and Clay Pearson are working on
a development policy for implementing signs for churches . This
item will be returned to the August 9 NSC meeting.

1 . Close Jackson Street between Mountain Street and Highland Ave.
ACTION: The Fire Department approves of this closure providing
access is available to the property on the corner. The one
neighbor affected is supportive of the closure. Rob Hartman will
contact the one residence to discuss option of extended driveway or
alley for access to property. Rob Hartman will present the
proposed closing to the Grant Park and Near West Neighborhood
Groups for their opinion. This item will be returned to the August
9 NSC meeting for final approval.
2 . City of Elgin parking lot near City Hall and timed parking
ACTION: A contract has been awarded to extend the parking lot,
adding 35 spaces in front of City Hall between the official lot and
EPD visitor parking lots. The EPD visitor lot along Douglas Avenue
will be signed for "One hour parking" (no permit allowed) . Stalls
in the official lot will have individual signage; all other
vehicles must have a COE parking sticker to park in official lot;
signage "for authorized vehicles only" will be installed for the
official lot . The remaining parking lot will be signed for Two
hour parking. The proposed parking and times will be further
discussed for action at the August 9 NSC meeting.

North Exit of Gail Borden Library parking lot
NSC suggested to sign the Library parking lot exit onto Highland
"No Left Turn" for safety and direct vehicles to exit onto Grove
Avenue.
City parking lot exit on Highland Avenue
NSC suggested to install signage to increase awareness that
Highland Avenue is a one-way street.
Kimball Street Bridge
NSC suggested to place a control sign going eastbound and paint
skip dashes to more clearly designate the lanes .

A. Parking restrictions on Maroon Drive and
surrounding streets
Maroon Drive - Officer John Demmin requested no parking 7am to
llam Monday through Friday on the following streets: north side
of Maroon Drive, Thorndale south of Maroon to the east entrance
of Elgin High School, and north side of Hampton Circle near
intersection of Hampton and Maroon. Visibility is obstructed due
to vehicles parked on Maroon Drive. Elgin High School students
are parking on Maroon Drive and on nearby residential streets.
Officer Demmin has contacted Elgin High principal, Ron O'Neal to
discuss student parking and Officer Demmin confirms there is
adequate parking for students in the highschool parking lot.
Principal O'Neal provided a letter acknowledging the proposal and
has endorsed the idea to the Police Department.
ACTION: NSC members suggested to restrict parking on the above
listed streets as requested by Officer Demmin and further
suggested to extend parking restrictions on Maroon Drive to
Shales Parkway, Thorndale Drive, Horace Drive, Inverness Drive,
Burns Drive, Walden Drive, Concord Court, and Thoreau Drive.
NSC recommended a 90-day parking restriction on Maroon Drive and
survey residents on Thorndale, Horace, Inverness, Burns, Walden,
Concord, and Thoreau. When survey results are returned, Clay
Pearson will prepare a COW memo for no parking 7am to llam on
Maroon Drive and all above neighborhood streets surveyed for
parking restrictions .
Kingsley Court - Officer Demmin requested no parking, tow away
zone, on south side of Terrace and both sides of Kingsley Court
due to overcrowding issues and abandoned vehicles. These parking
restrictions are consistent with the no parking tow away zone on
Ash and Birch Streets .

ACTION: NSC agreed to 'no parking anytime tow away zone" on south
side of Terrace and both sides of Kingley Court. Clay Pearson
will prepare the COW memo.
A. Four-way stop at intersection of Park Street and Preston
Avenue
A request and petition was received from Siobhan Cottone, 650
Park Street (847 622-9018) , for a four way stop at the
intersection of Park Street and Preston Avenue.
ACTION: Clay Pearson and Dave Lawry will meet with the requestor
on July 14 . A counter will be placed at the location for speed
counts.
B. Closure of Jackson Street between Mountain Street and
Highland Avenue
A request was received from Dennis DeBoer, 411 West Highland
Avenue (847 742-6525) to close North Jackson Street due to
increased traffic volume and potential accidents on Highland
Avenue.
ACTION: NSC suggested to temporarily close one block of North
Jackson between Mountain Street and Highland Avenue due to
visibility and danger entering Highland Avenue from Jackson
Street. Dave Lawry will contact the Fire Department to see if
there are any objections to closing this one block. The proposed
closing information will be sent to the City Council in the
Friday Report prior to implementation on a trial basis . This
item will be returned to the July 26 meeting. NSC members will
consider the proposal further and discuss with colleagues the
closing and possible abandonment of the right-of-way.
C. No overnight parking on 400 block of DuPage Street
Marsha Livingstone and Bonnie Rothwell submitted a request with a
petition showing two-thirds majority for no parking 2am to 6am on
the 400 block of DuPage Street. Photos were submitted showing
difficulty with snow removal due to long-term parking. The
requestor suggested consideration for the same parking
restrictions two blocks west on DuPage Street to Chapel Street.
The only adjoining properties at this location are St. Mary' s
Church, U-46, and City property.
ACTION: NSC agreed to the parking restrictions 2am to 6am on
DuPage between Chapel and Channing Streets. Eric Stuckey will
prepare a COW memo for City Council.

D. One-hour parking at 741 Dundee Avenue
Art Olson, owner of a furniture store at 741 Dundee Avenue
requested one-hour parking to facilitate delivery truck parking.
ACTION: NSC suggested that residents on the remainder of the
block be contacted regarding the proposed restricted parking.
John Loete will contact Mr. Olson to suggest that he contact
remaining neighbors on the block for their input regarding the
parking restriction. This items will be returned after residents
are contacted.
Follow-up Items
1. Three-way stop, speed limit signs on Red Barn Lane
ACTION: Clay Pearson and Jack Darr met with two residents
requesting a three-way stop sign. At the July 12 meeting, NSC
suggested a stop sign be installed at Red Barn Lane and College
Green Drive as this is a controlled intersection. When the park
construction is closer to reality in the Fall, consideration will
be given for additional signage. Clay Pearson will prepare the
COW item for Council agenda.
2. No parking, standing, or stopping and change to two-way
traffic on Perry Street for St.Edward High School
ACTION: John Loete evaluated Perry Street and recommended two-
way traffic on Perry Street from Locust to Crosby Streets for
safety factors to accommodate students entering and exiting
vehicles on the curb side of street on the north side of school.
John Loete will contact Rob Hartman regarding the change on Perry
Street so that Rob can discuss with residents confirmation of
proposed changes on Perry Street. NSC will make Council
recommendation after Rob Hartman contacts NSC committee after his
meeting with the neighbors. Tom Migatz has installed signage on
the west side of Perry Street for 'No Parking, Standing, or
Stopping according to City ordinance.
3. Elgin Area Childcare Initiative
Their plans changed and will not be purchasing the building at
245/247 Fulton and parking requests are not needed. They are
considering vacant property on East Chicago Street.
Outstanding issues
Hill Street - John Loete reported that parking signage has been
completed, however, removal of the driveway into the parking lot
at the end of the street has not been completed. The owner was
to put blocks at the end of the street and Mike Millikan was to

have coordinated a temporary block. Public Works offered to help
complete the job through contractors working in the area.
Additional Followup of previous issues
John Loete will submit the new City parking lot drawings for
discussion of timed parking and signage for both City parking
lots at the June 26 meeting. NSC secretary will research minutes
regarding City parking lot near City Hall .
Douglas parking lot sketch has been approved and needs an
ordinance to change the number of parking spaces. John Loete
will prepare the COW memorandum.
Valley Creek and Canyon - continuing problems with the trees
obstructing stop signs; trees will need to be removed. Eric
Stuckey and Dave Lawry will work with John Loete on follow up of
tree removal .
Clay Pearson has talked with owner of Aramsco who was contacting
the joint property owners. One owner is not in favor. Item will
likely be returned to NSC.

Minutes - The Elgin Day Care Center request for handicap parking
was clarified that EDCC would reconfigure the loading dock for
handicapped parking on the west side of the building at 245-247
Fulton Street . The minutes were accepted as written.

A. Three-way stop, speed limit signs, speed bumps, or safety
zone on Red Barn Lane in Columbine subdivision
Mike Vinarsky, 728 Red Barn Lane, Elgin, phone 847 697-1407,
requested by safety measures safety on red Barn lane due to cut-
through traffic to Woodbridge subdivision from Bowes Road.
ACTION: There is an existing stop sign stopping traffic on
Columbine at Red Barn Lane . Clay Pearson suggested to stop Red
Barn at College Green; however a park will be built this fall or
spring, 2000 . After the neighborhood park is completed, NSC will
review the area for stop signs .
Clay and Jim Burns will contact the requester for a clarification
of the requested stop sign and additional information regarding
cut-through traffic. This items will be returned after
discussion with the requestor.
B. St. Edward High School request for loading zone on Crosby
Street and No parking, standing, or stopping on Perry Street
Rob Hartman stated parents would like the north side of Crosby
Street along the school designated for picking up and dropping
off students . St Edwards requested signage on the west side of
Perry Street for "No parking, standing, or stopping" from Locust
Street to Crosby Street to help eliminate congestion. (West side
of Perry Street currently zoned no parking) . Near West Neighbor-
hood Association approved of the proposed changes at their May 27
monthly meeting.

ACTION: NSC suggested that John Loete review Crosby Street to
consider changing Crosby to a two-way street, no parking on
either side. Vehicles would have difficulty stopping on the hill
during winter snow and ice as well as drop off and pickup of
students would be on the street side creating a safety factor.
John Loete will contact Rob Hartman with Crosby Street review
and Rob can present this option to the Near West Neighborhood.
NSC agreed to the signage for No parking, stopping, or standing
on the West side of Perry Street from Locust to Crosby Streets .
Rob Hartman will discuss with the Near West Neighborhood that
twelve cars will lose parking with the City' s changes as these
cars will then be parking in the neighborhood.
NSC secretary will research status of council action on school
speed zone regulations . Rob Hartman and Joe Kline will prepare a
COW agenda item to change the west side of Perry Street zoned no
parking to "No parking, Standing, or Stopping from Locust Street
to Crosby Street . Interpretation of this ordinance will be
reviewed for clarification for police action.
C. Relocation of stop sign at Center and Symphony Way (North)
Streets and parking near Dundee Avenue and North Street
David Kellenberger, Kellenberger Auto Repair, requested the stop
sign be removed from the telephone pole and placed on its own
post to help eliminate vehicles from running the stop sign.
ACTION: John Loete has checked the stop sign location stating the
stop sign is clearly visible and placed appropriately.
The Parking lot is very close to the sidewalk requiring drivers
to be cautious for visibility; vehicles that park on the sidewalk
are fined $25 . 00 . Mike Millikan will check with the Task Force
regarding curb violations and Code Department inspector will_add
to the inspection list the parking space that blocks visibility
of oncoming traffic near Dundee and North Street . Clay Pearson
will reply to the requestor.
D. Handicapped parking spaces on north side of Division Street
Tere Modrell, R. R. Donnelley & Sons, 168 E. Highland Avenue (847
931-6332) requested two additional handicapped parking spaces on
the north side of Division Street (across from R. R. Donnelley)
for Vantage Insurance Agency employees or customers .
John Loete stated there are three handicapped parking spaces in
front of R.R. Donnelley and a loading zone to the west . In front
of Vantage Insurance Agency, there are two one-hour spaces, and a
loading zone .

If two handicapped parking spaces are designated on the north
side of street in front of Vantage, the two one-hour spaces will
be eliminated. If the loading zone is removed, trucks serving
any potential future restaurant will not have a place to park.
Discussion evolved around possibility of handicap parking
included in R. R. Donnelley contract . There was discussion of
regulations when a placard sign is displayed on a vehicle and
parked in any parking space .
It was suggested to install 30-minute parking on the north side
of Division Street to accommodate Vantage Insurance .
Eric Stuckey will research if handicapped parking was included in
R. R. Donnelley' s contract and contact Tom Shergold regarding
police regulations for placard signs displayed. Eric will
contact the requestor and Vantage Insurance for clarification of
needed handicapped parking.
Follow-up Items
1 . Michigan Street right of way
NSC members visited the site June 9 and working with Legal
Department for solutions . Discussions evolved around maintaining
the right of way that encompasses the existing utilities, vacate
a portion of right of way which would allow neighborhood project
to install fences, or keep the fence as is and replace as needed
and work with insurance issues .
Basic options at this time are:
(1) Vacate all of the area (2) Vacate a portion of it or (3)__ Do
not vacate any of it and try to find another way to get insurance
from the property owner or get insurance coverage through NHS or
a combination of both.
2 . No overnight parking and stop sign request on Grand Avenue
and Preston
A letter was received from David Koldos, Lords Park Association,
dated June 6 giving rationale to petitions previously submitted
at the April 12 NSC meeting for no overnight parking on Grand
Avenue and a request for a stop sign on Grand at Preston.

ACTION:
Stop sign request on Grand and Preston
Traffic data showed no accidents at this intersection for the
last three years . The Lords Park Neighborhood Association has
requested traffic control calming devices for five locations
including this intersection. The City is evaluating the entire
neighborhood. When the Neighborhood Traffic Control Policy is
adopted, the criteria will be applied.
Overnight parking on Grand Avenue
The letter describes the rationale for requesting overnight
parking restrictions . Twenty out of a total of 27 signatures
were received on the petition in favor of overnight parking
restrictions on Grand Avenue. Clay Pearson will prepare the COW
memo for no parking from 2am to 6am.

A. Elgin Dare Care Center Request for off-street parking,
15-minute parking, and handicapped parking
Ms. Agnes Kovacs, Executive Director of Elgin Day Care Center
Care Center (EDCC) stated the Day Center is considering purchasing
the building at 245-247 Fulton to expand day care services . EDCC
is requesting five 15-minute parking spaces on Fulton Street for
drop off and pick up of children, handicapped parking, and
converting the parking lot at 245-247 Fulton into a playground
area.
ACTION: NSC agreed to designate five 15-minute parking spaces
from lam to 7pm to EDCC. Additionally, these parking spaces would
be available for evening ECC students. The loading dock on the
west side of the building will be reconfigured by EDCC to
accommodate handicapped parking. Ms. Kovacs was advised to
contact Planning Department to begin the process for a
conditional use to convert the parking lot into a playground
area. NSC advised Ms. Kovacs to contact neighbors of the
building, Senior Services Center, as well as Rachael Davenport,
ECC, John Steffan, DNA, and Al Anderson, NCP to inform them of
EDCC plans which will provide more services in the downtown area.
B. Neighborhood Housing Services request to vacate Public Right
of Way to install fences as a model block project on
Michigan Street
Perry Ecton, Executive Director, NHS, requested access to the
public right of way for streetscape improvement by providing
residents with a new fence along properties that front on
Michigan Street.

ACTION: NSC agreed to do a field trip and meet at 260 Gifford,
corner of Gifford and Michigan at 2pm Wednesday, June 9 to view
the area for options . This request needs further study as the
City Legal Department is in process of developing a city-wide
policy and procedure for right of way properties . Legal plans to
send letters to residents requesting that all fences on the right
of way be removed. Clay Pearson suggested that Perry Ecton
contact Ray Moller for a plat of the area regarding inquiry to
place a "Welcome to Michigan Street" sign.
C. McKinley School request to designate visitor parking on
Lovell Street and yellow strip in front of stop signs
McKinley School requested by letter to designate and sign the
west side of Prospect Street from the stop sign at Lovell to the
front of the school building as Visitor Parking. The school also
requested the City to paint yellow lines on the street in front
of stop signs on Lovell and Prospect and Lovell and Center
Streets.
ACTION: This request was denied as City ordinance does not permit
designating visitor parking on public streets nor yellow striping
in front of stop signs.
D. Stop signs at Lawrence and Hoxie Streets and
surrounding area
During Public Works review of this area, various stop signs and
their locations do not meet City ordinance.
ACTION: NSC agreed stop signs be placed in the appropriate
locations, stopping Lawrence traffic at Triggs Street and Hoxie
Street. John Loete will review the area and return this item to
the committee for further action.
E. Survey results to remove overnight parking on Hendee and
Harding Street
Residents were surveyed for removal of parking on Hendee and
Harding Streets with a vote to remove overnight parking
restrictions . The signs are being removed at the present time.
F. Survey results for a median on Wing Street
Streets surveyed: Aldine/Wing/Melrose/Demmond Street
Residents were surveyed for opinion to build a median on Wing
Street to prevent traffic from exiting Wing Park and using Aldine
as a cut through street. Public Works will construct a porkchop
to direct traffic to make a right or left turn only exiting Wing
Park onto Wing Street .

1. Additional parking on Douglas Avenue
ACTION: NSC agreed to grant the three spaces for 2-hour parking
for First Financial Consultants on Douglas Avenue to accommodate
customers . Public Works will sign the parking spaces.
2 . Request for 4-way stop and traffic signals at the
intersection of Walnut Avenue/Wilcox Intersection
ACTION: Pavia Marting conducted a study for traffic signals at
this intersection showing traffic counts do not warrant a 4-way
stop at Walnut and Wilcox.
Add On Item
1. William H. Foehringer, 473 South Street, requested the City
acquire the point of land between South Street and Walnut
Street to reconfigure the intersection and use the remaining
land as a park.
ACTION: Pavia Marting will review this intersection for possible
reconfiguration.
Other Business
Jim Burns, Police Department stated R.R. Donnelly requested to
park vans in the Civic Center parking because the height of these
vehicles prevented employees from parking in the Spring Street
parking deck.
ACTION: NSC stated only vans that did not fit in the Spring
Street parking deck would be permitted through the Finance
Department to park in the Civic Center parking lot.
There being no further business, the meeting adjourned at 2 : 30

A. On-street parking, Aramsco Company, 906 Grace Street
Vehicles are continuing to park on the west side of street where no
parking signs are posted. Semi-trucks serving Aramsco and T.H.
Rogers are continuing to drive over the tree bank causing damage.
ACTION: Clay suggested to contact Armasco and T . H. Rogers to meet with
John Loete, Mike Millikan, and Clay Pearson to discuss curb
improvements and parking problems . This item will be returned to the
June 21 NSC after results of the meeting.
B. Overnight parking on 60 South Spring Street, Western Wear
business
David A Vargas, Rancho Vargas Western Wear, requested to park
overnight in the downtown area at 61 and 65 South Grove Avenue, as he
resides above his business .
ACTION: Clay Pearson has spoken to Mr. Vargas and informed him of
options to park at Spring Street Parking Deck, well-lit parking lot
across from Prairie Rock, and the Crocker parking lot . Request for
overnight parking was denied due to Council approval of no overnight
parking on streets in the downtown area.
C. Wing Street/Aldine Street Median Survey
A survey was sent to residents on Aldine, Melrose, Demmond, and Wing
Streets to place a median on Wing Street . The median would reroute
traffic exiting Wing Park to prohibit traffic entering Aldine Street
as a cut-through route. Survey results will be tallied by end of the
week and results sent to the residents .
Hendee Avenue/Harding Street Survey
A survey was sent to residents for opinion to restrict parking from
2am to 6am. Survey results will be tallied by end of the week and
results sent to the residents .
Survey items will be returned for action at the June 7 meeting.

Other Discussion
Dale Marting informed NSC that Bob Smith has resigned Pavia Marting
but Bob Smith would be available for subcontracting. Pavia Marting
also can assign another traffic engineer to work with the City.
Pavia is following up on outstanding assignments in process with Bob
Smith.
With the street classification map, there should be an accompanying
table listing all streets designated on the various levels, the
volumes, characteristics of definitions of streets, through streets,
type street that connects other arterials, and reason why the street
is in a particular classification. It' s important that the ordinance
and street definitions agree. Public Works will work with Pavia
Marting to coordinate the street map and ordinance definitions so
that both are updated and in agreement .
McLean Boulevard school crossings
John Loete stated there were no bidders for the overhead mast arms
and school zone signs for school crossings on McLean Blvd. Public
Works is following up bidder possibilities and further options for
this project . John stated that traffic regulations permit placing a
mid-block crossing consisting of a mast arm supporting a red, yellow,
and green light signal head.
Hill Avenue traffic counts
Three traffic counts were conducted at different times and traffic
counters show there are no speeding problems on Hill Avenue .
Resale Shop information
Jerry Deering forwarded information regarding an upscale resale
business to Tom Shergold for suggested solution to help with problems
regarding unlicensed resale shops .

Minutes- The April 12, 1999 minutes were accepted as written.

A. Speed limit signs on Hill Avenue between
Summit and Chester
Christine Frantz, resident on Hill Street requested 30 mph speed limit
signs posted, or stop signs, and asked that noise level controls be
enforced for boom box music on Hill Avenue between Summit and Chester.
Cristine requested the street in front of her house be reviewed. The
center seam appears to have cracked.
ACTION: NSC advised that city speed limit for residential streets is
30 mph unless otherwise posted. Police will increase enforcement in
this area. Public Works will add this street to the list for traffic
counts. Herb Klunk will provide Mitron counts to Clay who will
provide to the resident.
NSC will refer to the functional map to determine category of this
street.
Clay Pearson will promote awareness of speeding and noise problems
through city publications. Clay asked Sergeants Kline and Denefrio to
follow up with the EPD for enforcement of speed and loud stereo.
Clay Pearson will work with NSC members for further information to
reply to the requestor by May 10 to advise of City actions to address
problems in this area.
Repaving in this area is scheduled July through October and Hill
Street will be included in the listing of streets for repaving.
In regard to the resident' s earlier request, Police did Mitron studies
in October, 1998 with concluding data that warrants were not met for
stop signs . A secondary study was done with recorded speeds not
showing excessive speeding; 85 percent speeds were 33 mph. Police
patrol has done enforcement and not found excessive speeds .

B. Four-way stop light at intersection of Wilcox and Walnut
A request was received from Alice Raymond, 743 Adams, routed through
the Police Community Relations and Crime Prevention Division for 4-way
stop at Wilcox and Walnut Streets .
ACTION: Herb Klunk reported on accident data since 1994 and will
forward a hard copy of the last three years to Bob Smith. Bob will
evaluate the intersection for possible changes . This item will be
returned in one month.
C. Route 58 (Summit Street) and Dundee Avenue turning lanes
A request was received from Deborah Evans, 10 Pioneer Park Place
regarding improper lane usage traveling west and turning south onto
Dundee Avenue. Vehicles use the center lane to cut through traffic to
turn south onto Dundee Avenue.
ACTION: Herb Klunk reported there were 91 traffic accidents since
1991 . Bob Smith will view plans to stripe the turn lanes and evaluate
for future construction. John Loete will reply to the requestor
advising of present striping plans and possible future construction at
this intersection. Future Five-Year Financial Plan could include two
designated turn lanes from Summit Street onto Dundee Avenue. NSC
secretary to be copied of John Loete' s letter to Deborah Evans .
D. Stop sign at Grand and Preston and no overnight parking on 600
block Grand Avenue between Grand Blvd. And Liberty St.
A petition was received from David and Bridgett Koldes, 626 Grand
Avenue requesting a stop sign at the intersection of Grand Avenue and
Preston on Grand Avenue and no overnight parking on the 600 block of
Grand Avenue between Grand Boulevard and Liberty Street.
Stop sign at Grand and Preston Avenue
ACTION: Herb Klunk reported there were no accidents for the last three
years at the Grand Avenue and Preston intersection. Last year the
Lords Park Neighborhood Association requested traffic control calming
devices for five locations, and this intersection was included in
their request. The City is evaluating the entire neighborhood for
traffic calming. When the Neighborhood Traffic Control policy is
adopted, the criteria will be applied to this request. Clay Pearson
will respond to the lead requestor on the petition.
Overnight parking on 600 block of Grand Avenue
ACTION: Herb Klunk contacted the addresses not listed on the petition.
Ten letters were sent with two responses received, one in favor, one
opposed to parking restrictions. The original petition shows 19
signatures, adding the one response, a total of 20 of 27 residences
are in favor of parking restrictions.
The petition does not explain the rationale for requested parking
restrictions. It was suggested that in the Petition Guidelines
previously agreed to by NSC, that a guideline be added that
petitioners provide the rationale for the requests.

Jerry Deering asked if Legal has been asked to consider the City to
retroactively request that tenants provide a certain number of parking
spaces per unit.
Herb Klunk and Clay Pearson will contact the one resident for his
reason of objecting to overnight parking restrictions. Given the
strong resident support for the overnight parking restriction, the
request will be forwarded to the City Council with positive
recommendation. However, the objection of the one resident will be
noted. Clay Pearson will prepare the COW memo.
E. On-street parking at Aramsco Company, 906 Grace Street
A letter was received from Raymond Ehrhardt, Aramsco, requesting the
"No parking at any Time" be removed to allow employees to park on the
street from 8am to 5 pm. The owner verbally stated no overnight
parking restrictions 2am to 6am would be more suitable.
ACTION: Parking will be restricted from 2am to 6am on the west side of
the street from Elgin Avenue to Bluff City Boulevard.
Clay Pearson will prepare the COW memo.
Parking is allowed on public right-of-way on the east side of Grace
Street and owners across the street cannot restrict public parking
area. The signed "no parking" will remain on Grace Street south of
Elgin Avenue.
Additional information on Grace Street:
Mike Millikan stated the resident living on the northeast corner of
Elgin and Grace (900 Grace) immediately across from the Aramsco
loading docks, notified City staff of complaints about trucks driving
over his treebank, the problem still exist. There was confusion as to
whether a guardrail had been previously promised by NSC. NSC agreed a
barrier curb could be placed at this location for a cost of $25/foot
at the owner' s cost.
Mike Millikan will contact Aramsco to discuss if the trucks destroying
residence' treebank property are the same that serve Aramsco and
suggest Aramsco install the barrier curb. This item will be returned
to the May 10 NSC meeting.
Add-on Item
No parking on south side of Trout Park Boulevard for NEBA event,
May 13-16
Jane Cordes stated during NEBA event, vehicles park on both sides of
Trout Park Boulevard. With parking on both sides, only lane of
traffic can travel this street, prohibiting access for emergency
vehicles.
ACTION: NSC agreed that parking should be temporarily prohibited over
the NEBA weekend to permit emergency vehicles on this street. John
Loete will instruct Public Works to place barricades along the south
side of Trout Park Boulevard and on one block of Sherwood Avenue
nearest the park for no parking during May 13-16 for the NEBA event.
It is believed that year 2000 will be the last year for this festival.

Followup Item (1)
Ashland Avenue
Residents on the 500 block of Ashland petitioned to prohibit overnight
parking. A 90-day trial period with these restrictions has been
completed and returned to the committee for review.
Paul Ehorn stated one property lacks off street parking however
parking area is being constructed today.
ACTION: There is a split of opinions of 14 properties; there is a 7 to
5 vote but should be 7 to 3 because owner voted in favor and tenants
voted against parking restrictions. Paul Ehorn stated vote should go
with the landlords' vote. (Copy of Ashland survey attached) . It is
recommended to restrict parking 2 a.m. to 6 a.m. Clay Pearson will
write the COW memo and the memo to solicit City Council policy
regarding parking restrictions.
Proposed School Sign Modifications
McLean Boulevard - Lillian Street to Larkin Avenue
Bob Smith presented proposed modifications to improve school
crossings. It is recommended to create two separate school zones
along McLean Blvd, one for Gifford Elementary School, and one for
Larkin High School. Recommendations include that overhead school zone
signs with flashing lights activated at school times by a pager be
installed at both crosswalks. Bright flourescent yellow/green signs
(36") are recommended for advance school signs and pedestrian
crosswalks. (Copy of proposed signage distributed at meeting) . Public
Works Department will solicit proposals which could be forwarded to
the City Council for consideration ($20, 000 estimated) .

A. U-46 School Safety Program
McKinley School is experiencing traffic congestion problems
similar to other schools located in residential areas. Resident
Officer Rick Ciganek has been working with Ann Findysz regarding
continual traffic problems. The school inquired about the use of
barricades to block off Lovell Street between Prospect and Center
during school hours. Rick Ciganek has issued tickets for parking
in restricted areas, however, traffic congestion and problems
remain to be resolved.
ACTION: NSC agreed to endorse large signs "bus traffic only"
inside rubber traffic cones on the south side of Lovell Street
between Prospect and Center Street by the School District. The
City will supply the signs and U-46 will supply the cones . In
addition, school principal can note license numbers of cars
parked in school bus zone, forward the information to the Police
Department and a warning letter will be mailed to the residence.
NSC invited Lalo Ponce to attend today' s meeting to discuss
ideas, planning process, responsibility roles, and coordinate
efforts between the City and U-46 to maximize improvements to
promote student safety and neighborhood quality of life. Lalo
Ponce expressed interest in working together to improve these
issues.
Mr. Ponce stated safety issues are becoming a high priority and
U-46 is budgeting for a "Needs Study" position to address safety
issues and other needs. Clay suggested that requirements be
established for evaluations of how each school relates to the

neighborhood, public streets, and routes students use to and from
school. It was suggested that U-46 require a student safety plan
as part of each school site evaluation. Mr. Ponce indicated that
schools should already have such a plan in place and that he
should be notified if there are no plans for a particular school .
Schools should have designated on and off street parking for
school bus loading zones.
Bob Smith emphasized the necessity of cooperation between the
schools and City to achieve improvements. During the process
of crossing guard evaluations for the City, Bob noted schools
that do not have designated walking routes. A committee with
members representing the School District, School Principals,
Police, Public works and Engineering Departments can establish
walking routes and designate cross areas at intersections .
The City is dedicating funds to pay for school crossing guards
and their training to promote safety for children; however, to
continue the City will require specific safety plans and walking
routes from all schools.
Bob S. brought to the attention that Illinois Park School
qualifies for a hazardous walking route grant; however, the
school district is responsible for making application for grant
funds from the State of Illinois .
It was suggested to review the ordinance for school zone parking
(EMC 11. 60 . 150) and make it a part of an overall program for
school safety.
School traffic issues:
Larkin Avenue.
Larkin High School students are parking on streets in surrounding
neighborhoods to avoid the school parking lot . Mr. Ponce
suggested the school establish a task force to address student
parking. The Police Department is looking to increase
enforcement for jay walking on Larkin Avenue and $75 tickets will
be issued. School speed zone signage with flashing yellow lights
may conflict with Larkin Avenue signaled light intersections .
U-46 representatives and Larkin principal are invited to attend a
meeting March 25, 1 : 15 pm at the Police Department to discuss
traffic issues related to Larkin High students .
McLean Boulevard
Bob Smith and Officer Jim Genz are evaluating the use of signs

with flashing yellow lights identifying school speed zones to be
installed across McLean Boulevard.
B. Overnight parking on Surrey Court
Apartment owners, Maring of 33, 39, 40, and 45, and Holden of
33, 39, 40, and 45 Surrey Court requested no overnight parking to
eliminate abandoned vehicles and long term parked vehicles
causing congestion on this street.
ACTION: NSC agreed to issue a 90-day parking restriction, 2am to
6am on Surrey Drive. Mike Millikan will check if all apartment
buildings provide off-street parking. Clay Pearson will contact
apartment building landlord not represented for input regarding
parking restrictions. After contacting the owner, Clay Pearson
will prepare a COW memo.
C. Speed concerns on South Street from Walnut to Crystal
City staff was contacted by a resident requesting 25mph speed
limit on South Street, the same as posted across National Street
bridge.
ACTION: Public Works will install a traffic counter to collect
traffic data on South Street. This issue will be returned to NSC
after data is compiled.
Other Business:
Jay and Raymond
Sgt. Denofrio brought information from the the ROPE Officer
regarding the intersection of Jay and Raymond that a resident is
requesting additional parking restriction to prohibit trucks
serving the grocery store from parking in front of residence.
ACTION: Tom Migatz will check the distance to extend the 75 feet
"No parking here to corner" on Jay and Raymond.
Grant Park Neighborhood Association
This new association is requesting assistance for various issues
at Norman-Nelson Court, Silver Court, Lynch Street, and North
Crystal .
ACTION: Mike Millikan will contact the association for further
information and requests will be placed on the April 12 agenda.
Wing Street School Crossing
A crossing guard has been placed on duty at Wing Street and Wing
Park Boulevard for Illinois Park School students . Officer Genz
has requested that 20 mph school speed limit signs be posted 200
feet either side of the crosswalk.

Lords Park School
NSC agreed to extend the school bus parking zone to accommodate
additional school buses. Public Works will post signage "No
parking during school hours" for school bus parking beginning at
the school on east side of Waverly extending south to the first
residence driveway on Waverly Street.
Kimball Street Bridge Railroad Crossina
IDOT contacted the Police Department inquiring how the City is
support the traffic signal before crossing the railroad.
Sgt. Shergold stated he has observed that drivers traveling
westbound do not understand to stop behind the railroad crossing
for traffic signal at Kimball and Lawrence intersection.
ACTION: Public Works Department will place new signage "Advance
on green only" to help clarify the traffic markings.
Railroad right-of-way at Crystal and Chicag Street
After the March 24 City Council action on Crystal Street parking,
the railroad right-of-way, east side of Crystal will be blocked
to prevent parking.

A. Parking spaces in front of First Financial Consultants
111 Douglas Avenue
Larry Goldberg and Tony Schanna, Financial Consultants requested
that two parking spaces be reinstated in front of their business
for customers to conveniently drop off or pick up financial
papers .
ACTION: NSC agreed that space is available to reinstate one-hour
spaces since the railroad tracks have been removed. Public Works
Department will check out the lane layout, signage, lighting and
one-hour parking standards for downtown business . Dave Lawry
will contact Financial Consultants to advise implementation date.
B. City Hall parking lots--short term parking
The east and north parking lots of the Civic Center parking lot
are signed for 30 minute and 2 hour parking respectively to
provide nearby parking for City of Elgin customers . All
employees are to display parking permits and park in City lots
signed for 2 hour parking.
ACTION: NSC recommended that 1-hour parking be established for
the east and north parking lots from 8am until 5pm. Police will
enforce the timed parking.

C. Video presentation-Lords Park School
Herb Klunk showed a video demonstrating the traffic and
congestion problems in front of the school during student drop-
off and pick-up times lasting approximately 15 minutes . The City
has an ordinance defining school zone being 300 feet in either
direction of the main entrance to any public school .
ACTION: Information on the Lords Park School renovation will be
researched for further discussion at the next meeting.
Signs can be posted to extend parking area for school buses and
signs posted for No parking during school hours, 7 : 30am - 2 : 30pm.
It was suggested to invite U-46 administrative officials to the
next NSC meeting to discuss an agreement regarding no parking in
certain areas near the school . Eric will arrange for this
meeting.
D. No parking/No loading in front of TRACON and Olive Can
The City was contacted with concern of vehicles parking in front
of the TRACON facility due to security reasons .
ACTION: NSC agreed that security is high priority at this
location and a 90-day no parking restriction will be issued.
John Loete will investigate and discuss with Ray Moller the
potential of "no parking" on Bowes Road. Eric Stuckey will
prepare a COW memo.
E. Speeding and signage in Century Oaks east
A resident called with concerns regarding speeding on Forest
Avenue and inquired about speed limit signage for subdivisions .
ACTION: The speed limit within city limits is 30 mph unless
otherwise posted; therefore, speed limit signs are not posted in
subdivisions . The Police Department will place this area on the
patrol order for enforcement .
F. Prohibit vehicles using Lovell Sreet between Prospect
and Center Street during school hours
Principal Ann Findysz, McKinley Elementary School requested by
letter that the City prohibit cars from using Lovell between
Prospect and Center Streets during school hours due to congestion
of school pedestrians and traffic especially at drop-off and
pick-up time of students .
The committee discussed similar issues and problems experienced
by other U-46 schools . Sheraton School uses their own personnel

to block areas with cones to aid in traffic flow during drop-off
and pick-up times . More schools are contacting the City and
Police Department to request help and assistance to resolve their
traffic congestion problems . All new school buildings are
required to plan for off-street parking for buses .
ACTION: A decision on this issue will be delayed until Rick
Ciganek, Resident Officer has an opportunity to have input on
this item at the next meeting. It was also suggested that Rick
Ciganek invite McKinley School Principal to our next meeting.
Eric Stuckey will contact U-46 Area Superintendent to discuss a
potential agreement including policy issues, U-46 responsibility,
City responsibility to resolve congestion at school sites .
Suggested items for discussion include waiver of acceptance of
maintenance and liability, no fault plan for the facility,
student walking plan including entering and exiting vehicles .
NSC suggested that our Legal Department review these issues for
City liability and responsibility regarding parking near the
school, schools temporarily closing sections of streets due to
traffic congestion.
It was suggested that Bob Smith research other school districts
having experienced similar traffic congestion problems and how
these issues were resolved.
G. No overnight parking restrictions at Taco LaFlor,
910 Dundee Avenue and 900 block of Hill Avenue
At a recent Neighborhood Watch meeting concerns were expressed
regarding overnight parking and gang related groups congregating
in the restaurant parking lot and on Hill Avenue. The
neighborhood group is asking for no overnight parking on Hill
Avenue, street lighting, and to close the Hill Avenue side of
LaFlor Restaurant' s parking lot . Residents submitted a petition
to prohibit overnight parking in the 900 block of Hill Avenue.
ACTION: Mike Millikan stated that it is within Zoning
requirements to close the one side of Flor' s parking lot exiting
onto Hill Avenue . The owner is willing to work with the City and
is in agreement to close this side of the parking lot . Mike M.
will discuss with Engineering the procedure for altering the
parking lot and contact the owner. NSC agreed to restrict
parking 940 south on Hill Avenue to Slade Avenue from tam to 6am,
and no parking at any time at the end of Hill street . Clay
Pearson will contact ComEd to install street lighting and Dave
Lawry will add the parking lot closure to the street project
list . Mike Millikan will prepare a COW memorandum.

H. Proposed Guidelines for Resident Surveys and Petitions
Clay Pearson submitted proposed guidelines for consideration in
developing a survey form for residents to use when requesting
parking restrictions in their neighborhood. NSC agreed that a
"No Parking Request" form would be very beneficial to the
committee in considering no parking in specific areas .

Items for consideration:
A. Request from a crossing guard for a "No Parking 75 Feet to Corner" sign, and
should be enforced only on school days from 7:00 a.m. to 2:30 p.m. The
requester would like the sign to be placed at "Todd Farm Drive and Century
Oaks."
Action: It was found that the wrong street names were given. However, Tracy Smith
will get the correct intersecting streets and talk to residents that could be impacted by
this change. The item was held over to the next regular scheduled meeting.

FYI from Clay Pearson regarding the site development plan for East Park Professional
Centre. Mr. Pearson was not present but NSC did discuss the no parking issue on St.
John Street that had been brought up at the previous meeting (Item C. on the January
10, 2000 Agenda). Ed Ufland will check to see if the illegal truck parking is still a
problem.
Follow -up Items
1. Request to fence off the newly curbed and sodded area behind LaFlor restaurant
on Hill Avenue until trees can be planted in the spring. John Loete was going to
check into bumper blocks. Mr. Loete was not present. No action was taken.
Additional Items
1. Discussion regarding an uncontrolled intersection at Umbdenstock and
Cottonwood. Tom Migatz will look into the matter and bring the item back to the
next regularly scheduled meeting.
2. Jim Quinn brought up some concerns from the teachers at Illinois Park School.
There were concerns about the traffic island not being shoveled. Dave Lawry
said that we already shovel the rest of the sidewalk we might as well shovel the
island too. Jim also brought up that the City should not shoveling the side walk
in one spot on Route 19 that is mostly commercial property. However it is
believed that it is shoveled for Elgin High School foot traffic.

3. Eric Stuckey passed out a flyer for a meeting with the Lord's Park Association of
Elgin. There will be a meeting held on Tuesday February 8th at 7:00 p.m. in Saint
Paul's United Church of Christ, Fellowship Hall, 220 Division Street. Dave Lawry
requested that at least one person from each department attend the meeting.
The next meeting will be Monday, February 14, 2000, at 1:15 p.m.

No overnight parking on Riverside Drive
This item will be placed on the February 8 , 1999 agenda as Tom
Migatz has materials regarding this item.
B. No parking #9 Village Court.
Residents residing at #4 , 5, 7, 8 , 9, 10, 11, and 24 Village Court
submitted a petition to request no parking on both sides of
street including no parking near the mailboxes due to congestion.
Action: Herb Klunk will survey all residents in Village Court
located near Waverly and Bode Road. Houses on the court are
numbered to 40 ; however only 13 signatures were on the petition.
Three options will be offered in the survey letter: (1) No
parking on entire north side of Village Court; (2) No parking
adjacent to mailboxes; or (3) no changes . After survey, item
will be returned to NSC for review and action.
Follow Up Item
(1) Traffic study
Mark Biernacki presented a sample traffic calming approach used
by the City of Evanston.

NSC members are discussing and evaluating the most beneficial
uses for the $130 , 000 budgeted for neighborhood traffic studies
and demonstrations . Mark suggested to first establish an overall
guideline and planning manual and use the guidelines and
procedures to make recommendations to grant specific requests .
Clay suggested the beginning stages should include a process,
steps for implementation and City Council approval for an overall
policy objective for traffic calming.
Bob Smith suggested the initial process include three phases :
(1) Develop policy guidelines based on ordinances and
desired traffic calming uses for Elgin.
(2) Discuss general traffic engineering principles,
guidelines, and parameters to determine traffic
control devices and educate the public .
(3) Develop techniques and determine issues for
uniformity and consistency for all neighborhoods .
Objective : Comprehensive package combining all three phases in a
uniform and consistent pattern throughout the entire community
and approved by City Council .
There was consensus that a basic reference and policy document is
necessary before any meaningful traffic planning would be a
complete functional street analysis (i .e . designate every street
as collector, arterial, neighborhood collector, etc . ) At the
next NSC meeting, there will be a work session to build this
analysis . Required information for the meeting will be :
(1) Define arterial streets (10 , 000 vehicles per day) .
(2) Define collector streets (6, 000 to 8, 000 vehicles per day) .
Consider major, minor categories .
(3) Determine if need third collector street classification.
(2 , 000 or less vehicles per day) .

(4) Define individual neighborhoods and boundaries .
(5) Identify truck routes-Jim Burns will provide information.
(6) Identify emergency service locations (hospitals, fire
stations) and emergency routes .
(7) All existing policy documents regarding this topic
(e .g. subdivision ordinance) .
Dave Lawry will request printed maps from MIS and send to each
NSC member under separate cover prior to the next agenda
distribution. Each department' s information will be transferred
to one large master map during the next meeting. Bob suggested
to use two maps; one showing functional street classification;
one showing defined neighborhoods .
The next meeting will be a map work session to draw in designated
areas .
The city-wide 25mph speed limit issue was discussed briefly. Bob
Smith explained how the study should be done and the need for
collector streets to be identified as such to educate residents .
During the application process of neighborhood planning,
intersections, widening of streets, etc . should be addressed to
prevent traffic backups and other problems .
Addition #1
Jan Ward presented information on CMAQ programs available for
early March filing date . The grant funds are available to reduce
traffic congestion, clean the air, and encourage alternate
transportation such as mass transit, bicycles, and the healthy
choice--walking. (Each member received a copy of the project
submittal information booklet) . John Loete will discuss with Joe
Evers if areas could be submitted for opportunity of grant
monies for improvements . There is also an enhancement program to
upgrade capital projects with landscaping and lighting. Existing
capital projects for 1999 should all be reviewed for
opportunities to use these funds and "raise the bar. "
NSC members discussed the existing Pavia-Marting contract and the
possibility of extending it to include the next year as he has
done an outstanding job in supporting the NSC group in decisions
and made contributions toward traffic design improvements .
Meeting adjourned at 2 : 15 p.m. The next NSC meeting will be
February 8, 1 : 15 p.m. in Conference Room `A' for a work session
on the mapping process .

The December 15, 1998 minutes were approved as written.
Illinois Park School and Crossing Guards
Ms . Dunphy, Illinois Park School principal, has expressed
concerns for children' s safety when walking to and from school
and asked for safety measures of some type at the entrance/exit
at the McLean/Wing stop light . Ms . Dunphy has submitted
application for school crossing guard.
Bob Smith presented drawings and specific areas of concern for
students' safety walking east and west on both sides of Wing
Street from McLean Blvd. to Route 31 . Currently there is a marked
crosswalk, not supervised, in the vicinity of Wing Park Blvd.
There are five to ten unsupervised crossings to get to the school
with 12 , 000 vehicles traveling Wing Street .
Concerns are the width of separation between the sidewalk and
curb edge allowing children to walk very close to moving
vehicles .
With Bob' s calculations, Illinois Park School meets the 12 point
formula qualifications to apply to IDOT for hazardous busing;

however, U-46 school district chose not to submit the
application.
During regular scheduled meetings with school superintendents,
Eric will discuss issues relating to students safety, application
to IDOT, difficulty in filling the City crossing guard positions,
and ways to work together on issues of concerns .
Dave Lawry stated the McLean construction project is out to bid
and handrails will be considered along McLean and a 9" instead of
6" curb will be extended and installed between the entrance/exits
on Wing Street to improve safety. Dave will discuss a date for
Joe Evers or Steve Pertzborn to attend an Illinois Park School
parent/teachers meeting to give an update on the McLean Boulevard
project .
Ms . Dunphy will contact a resident that helps children cross Wing
Street to discuss if interested in becoming a crossing guard. If
so, proper training will be provided.

A. Traffic agreement with Sierra Ridge Condominium Association
Sierra Ridge Condominium Association requested City ordinance
traffic enforcement on privately maintained streets .
Action: Tom Shergold will contact Jim Burns and check with Legal
with reference to the agreement and traffic regulations . Bob
Smith will work with the Police Department for review of the area
for proper traffic markings before a request is submitted to City
Council . It was suggested that Mark have such agreements
considered as part of the development process .
B. No overnight parking on 147, 154, 155, 163 Stonehurst Drive
Residents at the above numbers on Stonehurst Drive requested "no
overnight parking" on both sides of the street . Vehicles
belonging to Poplar Creek Townhouses are parking on Stonehurst
due to the no parking restrictions in Poplar Creek.
Action: Clay Pearson will prepare a memo for COW for "no parking
2am to 6am. " Residents adjacent to these numbers were included

in a previous survey. Public Works Department will install
signage approximately May, 1999 if the ordinance is approved.
C. No parking after 2" snowfall on Logan
Christina De Angelo, requested signage for no parking after 2"
snowfall on Logan Avenue .
Dave Lawry suggested other alternatives be considered such as
increased fines from $10 to $50 on snow routes; ordinance that
permits ticket and towing if vehicle has not been moved for
two/three days . Another possibility is to include provisions in
the declaration of emergencies to ticket and tow a vehicle on any
street that has not been moved for two or three days following a
snow emergency declaration.
Action: Dave Lawry will reply to the requestor stating the City
is in process of preparing a comprehensive emergency plan which
will include regulations for parking during snow storms . Another
suggestion would be for the neighborhood to consider either a
November to March parking ban, or a year-round overnight parking
ban on one or both sides of the street .
D. "No parking" restrictions on main snow routes
Public Works is working with the Legal Department for declaration
of emergencies which could include right to tow a vehicle that
has remained in one location for more than two/three days .
Public Works employees should note the license number and model
of vehicles that have remained in one location during this snow
storm and ask their supervisor to fax information to
communications .
NSC members support the change in parking fines from $10 . 00 to
$50 . 00 on snow routes from November through March.
Action: Any action will be taken with the new Emergency
Procedure Ordinance .

E. 1999 Budgeted dollars for Traffic study
Eric ask members for suggestions and priority listings to best
utilize $130, 000 budgeted for 1999 and to coordinate the planning
with future implementation.
Mark Biernacki suggested to use a portion of the monies to
develop an overall guideline and planning policy manual with
criteria basis to determine eligibility for projects . Mark will
contact other communities for examples of guidelines and present
findings at a future meeting.
Bob Smith suggested a portion of this year' s funds be applied
toward a Phase I Study to set specific demonstration programs in
place where applicable to be funded in subsequent years . Bob
suggested these first funds be used as planning funds to begin a
project, look at feasibility of projects, and these plans should
be included in future development on a proactive basis .
There was discussion if the City has an official document or
guideline for traffic conduct required to be submitted by the
developer. If so, this item could be included in the format of
traffic study in addition to traffic calming studies .
Tom Migatz inquired about guidelines for cul-de-sac construction
as new areas are developed due to difficulty of snow removal .
It was suggested that a policy and/or guidelines should be
established for consideration of developers building cul-de-sacs,
bubbles, and islands with issues of on street parking and
difficulties of snow removal .
Materials for suggestions, priority listings, examples, etc .
should be directed to Donna for distribution to committee
members .
F. Turning lanes on Randall for entrance/exit to Brookside
Drive and Almora Terrace.
Oaks Club Development requested letter from the City citing the
number of accidents at the Brookside Drive entry into Almora
Heights Subdivision due to increased accidents .

Action: Tom Shergold will provide data requested and Eric Stuckey
will respond to the requestor as the City has no jurisdiction
over these roads . Randall Road is county, Brookside Drive is
township and Almora Terrace is private .
G. Reschedule NSC meetings
NSC meetings for this year are rescheduled to meet the second and
fourth Monday afternoon at 1:15 p.m. of each month.
Update on College Green/Aronomink/Muirfield four way stop.
All materials were given to the Legal Department and College
Green resident regarding the decision for the four-way stop at
this intersection. The resident pleaded guilty for failing to
stop at the four-way stop sign.
