The meeting was called to order at 10 : 00 a.m. One correction to
June 9 minutes - Tom Migatz credited Clay Pearson with the
suggestion of extending the lane markings on Spring Street to
improve traffic. There being no further additions or
corrections, the minutes stand approved.
III.
A. Stop sign or alternative for reducing speed at intersection
of Airlite and Ambulance Drive
Jim Lewandowski, representative of St. Joseph Hospital discussed
safety concerns regarding traffic at Ambulance Drive and Airlite
intersection. Mr. Lewandowski stated the high volume is vehicle
not pedestrian traffic . Traffic congestion results from
Hillcrest parents delivering and picking up children, school
buses, cut-through traffic exiting onto Foot Hill Road from
Randall using Airlite Street, and employee traffic which is
particular heavy around 7 :30 to 8 :15 a.m. The problem is
compounded by vehicle volume, speed, and obscured view of
oncoming traffic.
NSC agreed the speed limit be reduced to enhance safety for both
the Hillcrest School and St . Joseph Hospital . Members also
suggested alternatives for the hospital' s consideration such as
limit access to Ambulance Drive permitting use by employees and

ambulances only; realign Ambulance Drive; suggest to Hillcrest
school that buses enter school parking lot on the south rather
than the north; and consult with hospital' s engineers for
additional design ideas.
ACTION: Tom Migatz will prepare a memo for COW to recommend speed
limit be reduced to 25 mph on Airlite Street from Larkin Avenue
to Country Knolls Lane.
B. No parking signs on North Airlite in front of the new school
in Valley Creek.
Valley Creek School principal requested no parking 8 : 00 a.m. -3 : 00
p.m. , Monday through Friday, on the north and south sides of
Airlite Street in front of the school . NSC agreed to grant this
request as this is consistent with signage for other schools.
ACTION: The police department will survey the neighbors in this
area for proposed signage for no parking, 8 : 00 a.m. - 3 : 00 p.m.
Monday through Friday during school session and will return the
results to the next NSC meeting.
C. Speed control at St. Andrew Circle and Sawgrass Court
College Green Subdivision
Mr. Brian D. Poynor requested methods to slow traffic for the
safety of children and the neighborhood at the above location.
ACTION: Clay Pearson will have the entire area viewed and assign
the summer intern to map existing signage of the entire and
present results at the next meeting. Clay will reply to the
requestor.
D. Roundabout status at Gifford and Division Street
Public Works has painted lines for another circle for comparison
At 1 : 00 p.m. today, Glenn Theriault is placing cones at
intersection for trial turns by various size vehicles to
determine circle size, curbing, and specific measurements for the
turnabout .
ACTION: Clay Pearson will have the summer intern to survey the
neighbors; Police Department is accumulating accident data before
and after the placement of traffic circle.

Add On #1
Clay distributed a request for proposed changes to Duncan Avenue .
NSC members will study the information and will discuss at its
next meeting.
Add On #2
Clay distributed a survey sent to neighbors for modifications to
Aldine and Wing Street modifications . The survey results are due
to the City by July 3 and will be discussed at next NSC meeting.
Other Discussion:
The City met with Elgin Housing Authority to discuss uprising
problems of drugs, gangs, unauthorized loitering in this
vicinity. Clay or Eric will notify everyone by voice mail to
notify meeting time to schedule a walk through at Clifford Owasco
and Watch Courts to look at lighting, tree trimming, parking,
demolitions, etc . Charlie Pitt stated he is meeting with ComEd
this afternoon to re-establish the electric service at the Owasco
Park which was disconnected approximately 10 years ago due to
vandalism. Dave Osborn stated the basketball hoops in this park
were removed about three weeks ago. Tom Migatz stated signage
will be modified to include off street parking on east side of
Clifford Avenue .
The Southeast Neighbors are meeting tonight to confirm a
neighborhood walk for July 11 at 1 : 00 p.m. The Lords Park walk
is July 25, 10 : 00 a.m.

Public Works has received traffic data counts from the 24-hour
demonstration counter placed on College Green Drive west of Mesa
to include traffic coming from Randall onto College Green Drive .
The counter records speed limit, time, number and size of
vehicles, temperature, wet or dry conditions . Charlie has graph
charts showing detailed traffic information. Installation and
retrieval of the traffic counter is a simple process taking about
one minute . The Counter device can be programmed up to one week
in advance for timed counts .
Eric Stuckey suggested Public Works Department invest in three

counters, one multi-licensed software package with continual
upgrades for approximately $4500 .
Clay inquired about the completion of Oakwood Hills subdivision
survey being done by the Police Department .
Jim Genz stated Tom Shergold has talked with neighbors in the
College Green area regarding the requested stop sign and speed
control device . Tom Shergold will present this information at
the next NSC meeting.
Eric Stuckey distributed an information article published in the
Daily.Herald referencing the "Save our Streets" neighborhood
group asking support for a residential parking permit ordinance
covering areas of Dundee Avenue, Liberty Street, Summit Street
and Park Street . Approximately 600 residents are being surveyed
in this area. Eric will research the administrative costs for
permits .
Dave Osborn thanked Tom Migatz for helping with the signs for
traffic from Bode Road to Lords Park Pavilion.
Eric Stuckey welcomed new ROPE officer, Rick Santiago to the City
of Elgin; he is replacing Jeff Swoboda who has been promoted to
sergeant on the police force .

The meeting was called to order at 10 : 00 a.m. The May 26 , 1998
minutes were approved as written.
III
(A) Two-way traffic on Center Street between Kimball
And North Street
Possibly the original rationale to make this a one-way street was
to prevent eastbound traffic on Kimball from using this one block
section as a shortcut to avoid Dundee in order to go south on
Center/Villa Street . ACTION: NSC agreed to change this to two-
way traffic on Center Street between Kimball and North Street .
The section between North and Dexter will remain one-way. The
intersection of Dexter/Dundee/Center will be modified in the
coming month.
(B) Left turn from Chicago Street onto Grove and Douglas
Presently a left cannot be made onto Douglas until after passing
Grove Street . ACTION: Tom Migatz will do signage and pavement
marking (two arrows) to clarify that left turns can be made at
both Grove and Douglas .
(C) Central Business District parking fine signs
Since the Council has changed the parking fines back to $10 from
the $25 fee, there is no need to resign for fines . Tom Migatz
brought up an issue with the wording of an ordinance (Chapter

11 . 60) with regard to handicap signs and fines that a conflict
exists with the language . ACTION: Chief Gruber stated Tom
Shergold would check the ordinance and identify procedures being
followed. If a conflict exists, it should be clarified and
scheduled by EPD Traffic Division for COW agenda.
(D) Residential parking - downtown Elgin
A downtown resident, Sharon Rose Nissley, 17 M N. Grove Avenue,
requested parking near her residence during the day. She
utilizes Mr. Goldstein' s business parking lot during evening and
night after employees leave . Chief Gruber suggested landlords in
the downtown area should be working with their tenants for
parking their vehicles both day and night hours . Jim Saletta
suggested this is an issue that should be studied for the future
as downtown loft tenants increase . ACTION: The conditional use
data for the residential unit will be reviewed. Clay will prepare
information for this subject matter.
(E) Stop sign - Regent Street and Arlington Avenue
A citizen from the southeast neighborhood requested a stop sign
at the intersection of Regent Street and Arlington Avenue . The
DCA conducted a survey and found this is an uncontrolled
intersection. NSC agreed traffic going east on Regent should be
stopped at Arlington. Other intersections to be addressed for
possible stop signs are Arlington and Sherman; Bowen and Sherman;
and Bowen and Regent . ACTION: Tom Migatz will prepare a memo
for the COW for a stop sign at the intersection of Regent Street
and Arlington Avenue .
Add on #1
Tom Migatz distributed information from the Internet regarding
Neighborhood Traffic Calming: Seattle' s Traffic Circle Program
and Traffic Circle Design Criteria from the City of Seattle . Tom
noted the articles stated a considerable percentage of decrease
in traffic accidents contributed to the benefit of traffic
circles .
Jim Saletta inquired as to feedback from the Fire Department
after the installation of the traffic calming devices . Jim
stated when planning for these devices that provisions continue

to be considered for larger equipment to make turns as well as
easy access to areas . Jim suggested the Fire Department would
work with Engineering to plan dimensions of circles to
accommodate fire equipment . A mock-up plan can be set up to
drive the fire trucks through for a sample run. All departments
will work together when planning for traffic calming devices . It
was recognized that not every piece of equipment is required to
go through every intersection, but the important aspect was
planning for alternatives . Each traffic calming device involves
choices and trade offs but neighborhood' s quality of life
improvement is the goal .
Add on #2 - Follow up on Stop sign on Airlite Street at Ambulance
Drive (T-intersection)
Tom Migatz studied this issue and presented sketched drawings
with the conclusion that it is not logical to stop traffic on
Airlite because of two private driveways . One driveway being
Ambulance Drive at Provena St . Joseph Hospital, the other
driveway at Hillcrest School . A better solution to this issue is
to place signage for pedestrian crossing and the school principal
should request crossing guard if they the school desires .
Many parents park in the hospital parking lot to pick up their
children creating more pedestrian traffic . ACTION: Eric Stuckey
will work with Ray Moller, who is discussing other issues with
the hospital on this request .
Add on #3 - Followup on Kim' s Karate request for parking spaces.
On Spring Street.
An ordinance states no parking within 20 feet of crosswalks
unless otherwise signed or directed. After measuring, the
current location provides a total of 47 feet from the
intersection. Traffic backs up rapidly at this intersection. Tom
Migatz suggested extending the lane markings further back on
Spring Street to improve traffic flow. These lane markings to
improve lane usage will also help accommodate parents to drop off
children in front of Kim' s Karate .

Add on #4 - Request from Mr. Jerry' s Hair Salon for removal of no
parking on east side of Crystal Street between South Street and
West Chicago.
Rob Hartman suggested posting a "No Parking 2 am to 6 am" Zone
for the east side of Crystal Street thereby accommodating Mr.
Jerry' s employees and customers as well as allowing the police to
locate vehicles for towing. On Crystal Street, the first sign
would be placed at Crystal and South, a second in the middle of
the street, and a third sign at Crystal and West Chicago.
Discussion took place as to whether parking should continue to be
prohibited at the intersection. ACTION: Tom Migatz will check
the current ordinances in anticipation of signage for prohibiting
parking on Crystal Street directly across from the T-intersection
of South and Crystal . Rob Hartman will survey property owners
before the signage is placed.

The meeting was called to order at 10 : 00 a.m. The May 12 , 1998
minutes were approved as written.
III (D) - Presentation by Rich Sanders, Request to vacate Perry
Street for St. Edward High School Expansion
Rich Sanders presented a four-step expansion plan proposed to
upgrade St . Edwards High School . Upon completion the school will
have additional classrooms, labs, chapel, and gym. He discussed
the school' s efforts in communicating and working with the
neighbors . Most neighborhood residents have been very
supportive . Those properties needing to be acquired have signed
letters of intent to sell to the school . The proposed expansion
plan depends upon the vacation of Perry Street from Locust to
Crosby Streets. Pat Andrews stated the expansion drawings need
to be submitted to the Planning and Zoning Board as a conceptual
plan for staff approval before a decision can be made for
vacation of right of way. Mr. Sanders agreed to follow this
recommendation and submit the plan to the Zoning Board. After
the conceptual plan review, NSC will then make a recommendation
to the COW for consideration of vacation of Perry Street .
Vendor Presentation - Traffic data device
Dave Johnson, Brown Traffic, demonstrated a portable traffic
counter/classifier that can be used to collect traffic data
consisting of date, time, volume, speed, and size of vehicle .
This data is downloaded into a software program that generates

data, graphs, and reports according to information desired. Cost
per unit is $997 with a one time fee of $1500 for the software .
Mr. Brown will work with Charlie Pitt to install traffic devices
for demonstration on College Green in the area of Muirfield in
College Green subdivision after the temporary stop signs are
removed July 24 . Dave Osborn inquired about insurance for
replacement units. Units are available for one-half the original
cost if lost or stolen.
(A) Stop sign at intersection of Airlite and Ambulance Drive
Pat Andrews stated visibility is obscured at this intersection
due to the crest of the hill on Airlite plus traffic congestion
at Hillcrest School located across the street . School will be
out of session within the month thereby giving additional time to
study the issue . Tom Migatz will sketch drawings for this
intersection and submit to NSC for further review.
(B) Four-way stop sign at intersection of Royal Blvd. , Valley
Creek and Clearwater
A 4-way stop request at this intersection was denied as it does
not meet warrants . An alternive access to Royal from the north
is a multi-way on North Lyle and Royal . Crossing guards will be
available for the school crossings . Clay Pearson will contact
the requester with regards to advise current actions being taken
at this time. Paint striping will start on Royal Blvd. east of
the bridge going to Randall Road with 11 ft driving lanes,
bordered by 4" solid white line, tapered to the corner allowing
cars to pass .
(C) Speeding traffic at intersection of South and Vine
This item was referred to Resident Officer Hartman.
(E) Speed limit sign and 4-way stop at Woodview Circle,
Woodview Drive and Canterbury
This item is FYI as neighbors will be surveyed by the Elgin
Police Department Community Service Officer before a decision is
made .
Add On Item (1) Update on parking in front of Kim' s Academy
Debbie Nier inquired about the status of the request for parking

in front of Kim' s . Tom Migatz stated the area has been measured
and there is an ordinance restricting parking 20 feet away from
any walk area.
Debbie stated complaints had been received from employees at
Hines, corner of Douglas and Highland, that it is difficult to
get out of the Civic Center parking lot onto Douglas Avenue due
to traffic stacking at this intersection between 4 : 00/5 :30 to
6 : 00 p.m. Debbie has discussed with Tom Shergold the possibility
of posting a sign saying "do not block intersection. " Pat
Andrews stated that after the reconstruction and resurfacing of
the parking lot there would be two additional alternatives for
exiting the Civic Center which will alleviate all traffic using
one exit .
Add on item (2)
Dave Osborn stated he recently met with a neighbor of Grolich
Park who expressed concern about the increase of violence, drug
activities, and illegal events in the park area. The neighbor
asked if an extra street light could be added in the parking lot .
Charlie Pitt stated the electrical service has just been repaired
and all the lights should be operational at this location but
there has been no upgrade request . It was suggested to have a
light from a ComEd pole turned towards the park. If the electric
is on the city right of way, it could be installed by ComEd
without delay.
Dave Osborn stated he talked to Sandy Freeman in reference to the
many problems with gangs at Clifford Owasco Park. Also, there is
illegal parking on the east side of Owasco. Signs are posted for
"no parking 12 : 00 p.m. to 6 : 00 a.m. " Dave asked if the two
parking areas closer to the park could be posted no parking to
discourage continual car repairs on the street . Tom Migatz will
adjust the signage with arrows to clarify for no overnight
parking.

Mike Millikan stated the owner at 883 Grace had contacted him
again because the tree bank is continually being damaged. At a
previous meeting, NSC recommended to put up a some type of
barrier such as guard rail, boulder, or high curbs . Mike stated
the owner is in favor of installing a guard rail .

Add on item (4)
Tom Migatz updated NSC regarding the stop sign at the Pavilion in
Lords Park. Oakwood traffic will be stopped from the north and
make the drive (Pavilion Drive) one-way. Dave Osborn stated the
master plan shows the same changes and contractors will stripe
plus provide additional parallel parking.
IV (A) Lords Park Association Walk
Clay asked that everyone place Saturday, July 25th on their
calendars and additional information would be forthcoming.
IV (B) Gifford Park Association Housewalk
This housewalk is scheduled for two days, September 19 and 20 .
The City will help support this event and make sure the areas are
cleaned. Street signs and historic signs should be in place in
the near future for this area.
Clay asked for volunteers needed for the Lords Park Association
walk scheduled for May 31, 1998

The meeting was called to order at 10 : 00 a.m. on Tuesday, May 12,
1998 . The April 14 NSC minutes were approved as written.
III.
A. No parking on Ash and Birch Streets
Officer John Demmin discussed the problems of overcrowding in the
neighborhood, hazardous nature with junk cars parked two and
three deep on streets, and drug problems . The Police Department
requested No Parking/Tow Away Zone signs be installed on Ash and
Birch Streets . No changes will be made on Kingsley Avenue until
after new construction completed. Officer Demmin has contacted
the places of business in the surrounding area who are in favor
of no parking on these streets . NSC agreed to the installation
of signs stating "No parking/Tow Away Zone/ 12 : 00 midnight to
6 : 00 a.m. Clay Pearson will prepare a memo for the COW meeting.
B. Off peak flashing lights at various intersections
Dave Lawry suggested to change various intersections to flashing
lights after 12 : 00 midnight as the traffic is very light at this
hour. NSC agreed and the first change will be made on Kimball
Street from Grove Avenue to Dundee Avenue . Future areas will be
targeted to change to flashing lights at intersections beginning
in the downtown area and expanding to the outer areas . Articles
will be sent to the media and plus published in the Spirit
newsletter to inform the public of changes .

C. 500 Block of North Aldine one-way north and no left turn at
Wing Street and North Aldine
NSC agreed to survey the entire neighborhood for a proposal of
Right turn only on Aldine rather than making a one-way street .
Clay Pearson will prepare the survey to be done in the next two
months .
D. Three-way stop at Eastview and Preston Avenue intersection
The Police Department will do a traffic count data in June to see
if this intersection meets warrants for a stop sign.
E. Speeding on Adams Street
The Police Department are at this location often as there is
definitely a speeding problem. NSC agreed that a bulb-out would
be conducive to slowing traffic on this street . Public Works
will prepare drawings and a neighborhood survey will be done in
June .
F & G. Re-evaluation parking restrictions on Arlington Avenue
and St. Charles Street
Clay Pearson will prepare a survey for the neighborhood to
determine removal of parking restrictions by the end of July.
H. Stop sign at Oakwood and Bode Road
Dave Lawry will prepare a memo for COW for a stop sign on Oakwood
Boulevard at Bode Road.
I. Senior Services Request for Accessible Parking At
Fulton Street and Grove Avenue
Deb Nier stated the Century Partnership Traffic Group would
support parallel parking and encouraged using the city parking
lot across the street for senior citizens . If handicapped
parking is designated, it would be available to the public with
no guarantee that it would be available for senior citizens only.

Deb Nier asked that it be expressed to the Senior Services that
any regular parking still can be used for expanded time frames to
assist those handicapped to park close to the center.
Charlie Pitt, Public Works will adjust the time settings for the
cross walks .
Jim Genz stated the Police Department would educate the senior
citizens with regards to understanding the cross walks signals .
J. "No parking here to corner" sign at Lincoln and Liberty
NSC agreed that signs should be installed at this location to
increase visibility of oncoming traffic . Public Works will
install no parking here to corner signs at 75 feet each side of
Liberty and Lincoln Streets .
K. "No parking here to corner" sign Division Street and
Tennyson Court
NSC agreed to the installation of signage at this location for
increased visibility however sign would read "No parking between
signs" for clarification. Tom Migatz will prepare the signs for
installation.
L. Traffic Control at Douglas Street and Dexter Court
Traffic at this intersection does not meet warrants for a stop
sign. NSC agreed the continued use of the existing crosswalk at
the intersection. Eric Stuckey will relate the decision to the
Police Department .
IV
A.& B. Lords Park Association request for five roundabout
Structures and City Departments comments on structures
The residents of Lords Park neighborhood expressed great interest
in roundabouts as a means to slow traffic in their area.

These residents will be surveyed for more detailed information
as to specific type of devices and locations to best serve the
purpose .
Dave Lawry stated the necessity to establish a plan of action for
requests for traffic calming devices : (1) survey the neighborhood
(2) determine what the whole neighborhood wants (3 ) evaluate all
conditions including access for emergency vehicles . Planning
ahead for calming devices to be installed during reconstruction
is the most advantageous; however, if installation cannot be done
at this time, then construction should be done in such a way that
would allow a traffic calming device be installed at a later
date .
It appears the demand for these devices could be very high;
therefore, it is imperative to devise a process for neighborhood
requests and then submitted to City Council . Dave Osborn
suggested the process include a study by the City to determine
locations where traffic devices are most needed. Dave Lawry
stated these requests be considered during budget planning.
The Fire and Police Departments have concerns with regards to the
type and placement of traffic calming devices as plans must be
proposed for allowing emergency vehicle traffic into these areas
without the traffic calming devices being a deterrent .
Charlie Pitt stated he will locate an article referring to a step
by step decision making process for using traffic calming
devices .
Mike Millikin handed out information he received regarding
Neighborhood Design and Traffic Calming seminars to be held
September 10-11, Madison, WI .
NSC agreed that a subcommittee be formed for the purpose of
working on a process for traffic calming device requests.

A. Demonstration - traffic counter device
A Vendor demonstration will be at the May 26 NSC meeting. A more
efficient and updated traffic device is needed to accumulate
traffic data that can be downloaded to a computer.

A. Traffic calming presentation
Michael Wallwork gave an excellent two-day presentation to city employees, neighborhood
groups and the general public. He presented different types of calming devices to slow traffic in
various situations and locations.
A temporary roundabout was installed at Division and Gifford for one month on a sample basis.
It is hoped this new type of device will slow traffic. It was suggested during the fall we invite
Mr. Wallwork back again to work on proposals and designs of problem areas. It was also
suggested we extend an invitation to other cities experiencing the same problems thereby helping
to offset expenses of only Elgin paying for consulting services.
B. 4-way stop at College Green/Muirfield/Aronmink
Traffic studies were conducted the last few days by the Police Department with results showing
that 85 percent westbound vehicles were traveling 45 mph. Eastbound studies were also
completed as of this morning with reports still in printing process. There is no record of any
accidents. Studies show this location does not meet warrants for a stop sign. There is definitely
a speeding problem and Police will continue to enforce the area.
NSC will work with a representative of the neighborhood, Ann Cannata, for a Neighborhood
grant of$15,000. The City is willing to meet with the neighborhood group to help toward the
receipt of a grant and discuss plans for increased safety for children while waiting on school
buses. Eric Stuckey suggested we work with U-46 to move bus stops so the children do not have
to cross College Green. NSC agreed these intersecting streets would be a good location for a
roundabout to help slow traffic.
Tom Shergold will call Ann Cannata this afternoon to inform her of the above discussion plus
encourage her to also work with the school district to establish safe bus stops.

Eric Stuckey asked about alternate methods to accumulate traffic data as opposed to using the
trailer. Charlie Pitt will contact a traffic resource representatives for a future demonstration to
the NSC.
C. Tractor trailers in traffic lanes on Gifford Road
Officer Jim Genz will talk with U. S. Can Company about alternative staging areas to the north
of their property to improve traffic safety on Gifford Road.
D. Comprehensive Stop Plan for Jay and Harrison Neighborhood
NSC agreed with the proposed plan for multiway stop signs as shown on a map. Tom Migatz
will prepare a memorandum for the May 13, 1998 COW.
E. Coordination and support for GPA Housewalk- September 19 and 20
The Armory will be home base for the housewalk this year. A time should be set to look at the
areas involved around the housewalk locations for tree trimming by Parks and Public Works will
watch and clean graffiti. The ABODE housewalk is scheduled at the end of May and general
cleaning should be on the agenda for this walk.
F. Temporary parking for Seigles employees on Davis Road
Seigles requested temporary parking on Davis Road for employees during construction at
company headquarters beginning immediately through September. It was suggested to give a
90-day temporary parking permit for one side of the road with the least number of driveways.
At the end of 90 days, the parking situation will be reviewed. Dave Lawry, Tom Shergold, and
Tom Migatz will meet tomorrow at 7:30 a.m at the site to determine the best areas along Davis
Road for temporary parking.
G. School zone speed limits and raised sidewalk corner of Villa and Liberty
The street corner at this intersection is very low and believed to be a contributing cause to the
injury of a child by a passing vehicle. The sidewalk and curb issues will be resolved in May
when IDOT completes the resurfacing of this route. White striping should be done to alert
moving vehicles of areas where children cross the street After IDOT's completion,Tom Migatz
will follow up to assure that all striping and signage is replaced and check the area for possible
additional signage.

NSC Meeting April 14, 1998 Pay
H. No parking on one side of Woodview Circle
Oakwood Hills traffic construction was discussed at the September 15, 1997 NSC meeting. At
that time residents had requested a four-way stop at Woodview and a three-way at Varsity. Stop
signs on private courts or a five-way stop was not installed as warrants were not met.
Jeffery Rice sent a letter to the Mayor requesting a south-bound stop sign on Woodview Drive at
Berkshire Court/Varsity Drive, speed limit signs, and signs at pedestrian crossings in the
Oakwood Hills neighborhood.
The Police Department should have personnel the second week of May to survey residents of this
area with results available to the committee by the first of June. Office Genz will check the
traffic data for accidents to determine if a stop sign request meets warrants. In further
discussion,NSC stated that upon completion of Shales Parkway, Varsity Drive would probably
experience less traffic.
I. Parking at 5 South Spring- front of Kim's Black Belt Academy
In September, 1997, Mr. Kim requested parking at this location but request was denied due to (1)
the proximity of the railroad and (2)the need to accommodate stacking of traffic at the
intersection of East Chicago Street and Spring Street.
The Partnership's Parking, Traffic, Maintenance and Security Committe requested that NSC
reconsider a request from Kim's Black Belt Academy for parking in front of his business at
5 South Spring Street. Mr. Kim asked for two or three parking spaces or loading zone in front
of his business.
NSC denied this request again because there is not enough room for a loading zone or parking
at this location. Dave Lawry will prepare drawings with dimensions and traffic counts
substantiating denial of request and forward to Debbie Nier.
J. For School C in Valley Creek Subdivision - school zone speed limits, no parking,
and a 4-way stop at Royal and Valley Creek Drive
Officer Jim Genz met with the school principal to plan ahead for child safety prior to the school
opening. Crossing guards will definitely be located at Royal and Valley Creek and possibly
more crossing guards at Lyle and Valley Creek.
Multi way stops are planned are Airlite and Valley Creek and possibly at Lyle and Valley Creek.
Further study is needed before placing additional stop signs at requested locations of Royal and
Valley Creek and/or Canyon and Valley Creek and/or Canyon and Airlite. "No parking" only in
front of the school is planned at this time.

School speed zones will be placed from Royal and Valley Creek, from Wood Ridge Court to
Royal Boulevard, along Airlite and Valley Creek.
On Royal Boulevard, from McLean to Randall or Tyler Creek to Randall, Public Works is doing
a paint striping program making 11 ft driving lanes, a skip dashed center lane, using 4" strip
white stripe, 6 feet away from curb, cut off at intersections.

The meeting was called to order at 10 : 00 a.m. in the Council
Conference Room. The minutes were approved as written.
Add On Item: School Bus Parking on North Grove
Representatives were present from U-46 School District and
Hemmens Cultural Center to discuss ideas to resolve the school
bus parking problems during concerts at the Hemmens . Dan Zack,
Gail Borden Library has communicated his objection to buses
parking on the west side of North Grove from Kimball Street to
the Hemmens Auditorium due to his perception of health and safety
factors for the library employees and patrons .
Butch Wilhemi, stated the problem was more pronounced for limited
times when 40 school buses arriving approximately the same time
for five events scheduled for ten days . The main concern is to
load and unload students in a safe manner as close as possible to
the Hemmens without having children cross the street . The night
before the event "No Parking" signs were temporarily placed on
North Street but there is not enough room here for 40 buses .
Butch suggested the night before bus events, parking on North
Street be reserved

for bus parking. On the day of event, detour North Grove Avenue
at Water Street and North Street at Brook Street . Buses could be
unloaded and staged on North Street .
Kim Forbes suggested ESO schedule concerts farther apart to allow
more time to move bused students attending event . Dave Lawry
suggested extending time of concert so fewer buses would be
arriving and departing at same time . Butch stated ESO would
object because the Musician' s Union would object due to extended
time limit . Clay Pearson suggested that Dan Zack be notified in
the future when 40 buses would be arriving for special events at
Hemmens .
Various suggestions were made to address the problem; however,
the Fire Department and Police Department expressed concerns with
blocking the street, parking on both sides, or re-routing traffic
because access must be available for emergency vehicles .
The Police Department stated they could handle the arrival of 20
buses as far as loading, unloading, and staging; however, the
problem arises when 40 buses are present . The Police will be at
the location for tomorrow' s event to enforce bus traffic and
assure that buses do not wait in front of the library.
Lindsay Harris stated buses from U-46 could be directed to return
to the school rather than sitting and waiting on city streets.
Eric Stuckey will study the parking problem for further
consideration.
III
(A) NSC Meetings rescheduled
NSC agreed to meet on the 2nd and 4th Tuesdays the week of
Council Meetings . Meeting at these times will better accommodate
members and timing for items to be placed on COW agenda.
(B) Information on Traffic Calming Design by Michael Wallwork
Clay Pearson confirmed Michael Wallwork coming to Elgin on
Tuesday, April 7th. The NSC will meet with Mr. Wallwork at 2
p.m. , 2nd Floor Conference Room. Mr. Wallwork will make a
presentation at 7 : 00 p.m. in the Council Chambers and everyone
is invited to attend. On April 8, 12 noon, lunch is scheduled
at St . Mary' s; those attending should contact Donna Wendling,
X-5592 . The meeting Wednesday is to address historic district
issues .
(C) Stop Sign at Jay and Harrison
Dave Lawry, Charlie Pitt, and Tom Migatz will study this location
and the surrounding areas for stop sign placement and to improve
traffic flow. Item to be discussed at the next NSC meeting,
April 14 , 1998 .
(D) Designation of North Aldine Avenue for one-way street
It was reported that a resident requested making North Aldine one
way. The owner was advised that he should get a petition from
neighbors to gauge their perspective . There was concern from NSC
members about the request .
(E) Treebank Damage at 883 Grace Street
The treebank is continuously damaged by trucks entering and
exiting a truck bay at Rogers Transportation. The business owner
has offered to pay the costs for materials required for repairs .
NSC discussed the situation and suggested installing some type of
barrier, such as guardrail, boulders, or high curbs . It was a
consensus not to place materials flat on the treebank as the
problem would continue and the materials would crack and crumble
and become unattractive without solving the problem. Mike
Millikan is checking into these suggestions and will contact the
owner of future action.
(F) Civic Center Parking Lot Rehabilitation
Dave Lawry presented the rehabilitation concept stating it was
going for bid in May, 1998 . The concrete islands with ticket
booths will be removed, an access added to Highland Avenue,
leaving a total of 263 stalls. It is planned to schedule the
major grinding, stripping, and resurfacing construction during
the weekends . Dave asked for input from members regarding
sidewalk changes and or extension, pedestrian pathways,

relocation of entrance/exits, handicap parking stalls required,
and ways to conserve the trees .
(G) Tractor trailers parking in traffic lanes on Gifford Road
Semi-tractor trailers are parking in traffic lanes while
conducting business at U. S . Can Company. Jim Genz showed a video
tape of this location. Usually, the trucks are pulled off the
road as far as possible. There is little choice of area for
trucks to park while waiting to unload. Jim Genz suggested the
area may need more police enforcement and that he would also
contact U. S. Can to give direction that the trucks use Gasket
Drive for staging.

The meeting was called to order at 10:00 A.M.. The December 1, 1997 Minutes were approved
with a correction in Addition#3 changing two on-street parking spaces to four on-street parking
spaces.
Item(L)was moved to first item of discussion as Officer Demmin was presenting this request.
L. "No Parking Signs" on Poplar Creek Drive between Chicago Street and Yew Court.
Officer Demmin stated the request is actually for no parking on Poplar Creek Drive from Chicago
Street to Rosewood Court with Yew Court being the first court. The residential area north of
Rosewood Court currently posted"no parking,tow away zone." The complex south of
Rosewood Court is divided between two management groups: Huntington Park on the west side
of road and Crestwood on the east side.
During two years of patrolling this area, he has seen many hazardous patterns that can be
improved with a parking ban. One, during a school year,there are approximately 25 to 30 school
buses picking up children coming from all parts of the complex. With the combination of the
streets being close together and cars parked on the street, it is difficult for drivers coming off the
private streets to see north or south bound traffic. Since Shales Parkway does not extend north,
Poplar Creek Drive is used as a thoroughfare.
The Police Department receives many complaints from bus drivers regarding cars going around
the stop signs. Officer Demmin gives assistance to the buses as much as possible based upon
patrol time.
Two,both Crestwood and Huntington Parkway issue parking stickers for the parking lots and
both tow if a car does not have a sticker.

Three,there is a lot of overcrowding in this area due to unauthorized residents, many basement
dwellers who are not listed on the leases.
Four, the largest faction of a gang, the Gangster Disciples do numerous drug sales and many of
the sales are conducted from parked cars on Poplar Creek Drive. With parking allowed on the
street, this allows for people to pull up, make their drug purchase and pull away quickly. Also,
when you have a roadway that is a thoroughfare and gangs congregate, with or without drug
sales, the possibility for a drive-by shooting exist as they have an escape route of Bode or Chicago
Street. Sgt. Shergold corroborated Officer Demmin's statement regarding the large number of
drug sales from parked cars.
Officer Demmin requests no parking in the residential area, but retain "no parking, tow away"
zone north of Rosewood. Approximately 50 - 70 vehicles have been towed from this area in the
last six months. Sgt. Demmin has talked with both management groups who are in favor of no
parking because they realize the people parking on Poplar Creek Drive are unauthorized residents.
By prohibiting parking in the residential area, it would facilitate a better environment for the
police to patrol this area.
Huntington Park complex has invested large sums of money in their property and recently paved
marked their parking lot. Both complexes provide visitor parking in their parking lots.
Clay requested that Officer Demmin obtain a letter from the mange companies stating their
position on the no parking issues for support in forwarding this request to the City Council.
Officer Demmin will get a letter and give to Sgt. Shergold who in turn will forward the letter to
NSC.
Clay asked if would make a difference if part of Poplar Creek Drive was posted"no parking" and
another part posted"tow away zone". Clay suggested that it be tow away zone for consistency.
Sgt.Shergold supported Clay's suggestion of maintaining consistency as well as it would benefit
the Police Department. Sgt. Shergold stated the tow away zone will help address the safety
issues and gang problems as it gives the advantage of Police Department to take immediate
action.
Clay asked about surrounding areas that we should be looking at for spillover-- Ash and Birch
Streets. Sgt. Demmin stated there has been an increase of parking on Ash and Birch since"no
parking"for snow route is in effect from November to March. Because there is no restriction on
Ash and Birch, Sgt. Demmin stated depending on the outcome in this area regarding the no
parking restriction request, he may be coming back to the NSC to make another request for no
parking on the spillover streets.
Public Works will review the pedestrian crosswalks on Poplar Creek Drive for repainting and
possible signage to aid in safety for children crossing to board buses.

A. Four-way stop at College Green/Muirfeld/Aronmink
Eric Stuckey stated he had talked with Ms. Cannata who attended the NSC meeting December 1
regarding safety concerns for the neighborhood. Ms. Cannata is eager to have the speed trailer
begin collecting data; however, to date weather has not permitted conditions to use the trailer.
Tom Leetz presented an in-depth study regarding the seriousness of the speeding, the safety of
children and the neighborhood. He has talked with residents who support their neighborhood
efforts lead by the town home association in signing a petition for additional signage.
Since the studies were completed, there have been two reports of cars having to brake to avoid
children. Tom stated he felt the NSC should be concerned with the 21/2 page opinion regarding
the intersection of College Green/Muirfield/and Aronomink stop sign. Tom asked if NSC could
take the statistics of his written opinion and see if they would warrant a 4-way stop sign if it were
approached from the standpoint of foreseeable danger and negligence.
In Tom's research,the residents want to keep the bus stops in the same locations so they can see
their children.
Curt Kramer stated that whatever philosophy we use in making a decision in this case may have to
carry over for cases similar in nature.
Eric Stuckey suggested looking at this situation with documentation from the traffic trailer to see
if data will warrant a stop sign.
Eric stated we do not want to give the residents a false sense of security by placing a stop sign in
this area as a stop sign does not reduce speed. He suggested looking at other means such as
traffic coning. There is parking on College Green which is another issue that should be addressed
and the fact that a number of residents are speeding in their own area. If a 4-way stop were
installed here, there would be three 4-way stops in a row.
Clay suggested we gather all data information and share it with the residents of College Green for
their input to help resolve this problem. There are issues of speeding, parking, and residents
familiarity with their surroundings.
Dave Lawry stated some of these same conditions existed in Cobblers Crossing area. The Police
Department worked with the residents, did speed studies, checked license plates and gave
reports to the association that the residents themselves created their own hazards and suggested if

they gained control of their actions in speeding,their problems would be resolved. Dave
suggested we do the same for College Green.
Eric stated we should collect all available data and asked Tom if he would forward this to the City
Legal Department for an opinion, and invite Legal to join NSC at our next meeting. We need to
know our liability of exposure regarding installation of an unwarranted 4-way stop sign.
This item will carry over to the next NSC agenda.
C. Lillie Street Overnight Parking
The NSC has reviewed the request for no overnight parking on Lillie Street from Porter Street to
Lords Park and recommends prohibiting parking from 2:00 a.m. to 6:00 a.m.
Clay Pearson will prepare this item for the February 11 COW agenda.
D. No Parking both sides St. Charles Street
Chief Gruber was absent this meeting for input regarding no parking on St. Charles Street. At
present parking on this street is restricted depending upon odd or even number. Clay Pearson
was contacted by one resident on Arlington who is disenchanted with the parking regulations and
inquired about the time line of follow t.p. Clay stated in order for the residents to experience the
parking during different seasons that follow up is scheduled for spring. Clay said he had asked
Chief Gruber to gather data regarding the number of tickets issued for parking. Clay suggested
doing a survey in March.
E. Parking restriction evaluations
Clay and Eric will prepare a survey to follow-up and evaluate various areas where parking
restrictions are in force. Some of the areas include: St. Charles Street, Raymond Street, and
Gifford Street.
F. Wing and State Street Traffic congestion.
Dave Lawry is writing a letter in response to an inquiry from Mr. Matthew M. Kunz regarding
back up of traffic at this location. This intersection is budgeted and scheduled for repair the year
2000.
G. Additional parking space in front of Studio One Hair Design, 151 E. Highland
Tom Leetz will check with the furniture store to see if the additional parking space for Studio One
would cause any problems with their store. NSC suggests requesting this one parking space as

long as it does not interfere with access to the furniture store parking lot.
Clay Pearson and Tom Migatz will prepare this item for the COW agenda.
H. Parking time Limits for the Gausthaus
Presently there is 1 hour parking in front of the Gausthaus; however Fritz stated it changed
approximately 1 year ago and he would like it returned to 2 hour parking.
Debbie Nier stated that previously sometime ago that 2 hour signs were incorrectly posted.
Employees from theTower Building and the Gausthaus parked all day at 2 hr locations. Parking
was being abused. Debbie stated if went to back to 2 hours we would face abuse of parking
again. Also, if we grant this request we would be setting a precedent for other restaurants
downtown.
NSC agreed that 1 hour parking should remain for consistency and denied 2 hour parking because
close public parking is available.
Eric Stuckey will contact Fritz and notify him that 1 hour parking will continue.
Eric suggested placing additional signage to direct people to public parking lots.
Eric Stuckey asked about the previous City Council request which staff concurred with to post
the fines on downtown parking signs. Dave Lawry said this would be done and Tom Migatz
wholeheartedly agreed.

I. Renaming McLean and Wing Street extension to McLean Blvd.
From McLean Blvd. westerly toward Royal--it actually is Wing St. from T-intersection to
approximately the last house. Presently a small sign says"To McLean with an arrow"and
nobody realizes it is actually Wing Street. The residents along this area have Wing addresses.
However, T. Migatz would like to rename the street before resurfacing begins as would aid
vendors working on a street to know exact location. Approximately 6 to 9 addresses will be
effected by renaming the street.
Dave Lawry and Tom Migatz will survey the residents in this area and prepare a memo for a
future COW agenda.
J. Sign Shop Report
Report done by T.Migatz showing monthly activity of signage. NSC has generated several of the
sign requirements throughout the City. Tom thanked the committee for patience with the sign
requests due to equipment he has to work with.

There was discussion regarding the"Crime Watch"signs in the neighborhoods. The
neighborhoods purchase the signs from Police Department and Public Works installs them. Tom
stated many of these signs are down for various reasons need to be reinstalled. He suggested an
inventory program and hire a summer person to inventory signs which could then be scheduled for
replacement. He discussed the status of various signs on the report.
Also, NSC stated we should follow up with signage for Teetz Plastics for access to their loading
dock.
K. Curbside Parking Restriction requested by Stout-Madison Funeral Home.
Tc:_m Leetz reported there is parking in a 10 ft. area along the curb area beside Stout's is used by
rental houses which makes it difficult for patrons of funeral home to access. NSC agreed to grant
this request and Tom Migatz will prepare this item for COW agenda.
W. (A) 1998 Work Plan Discussions
Tom Migatz stated he received a request from a resident in Valley Creek that stop signs at Royal
and Lyle and Royal and Airlite do not reflect at night. Tom stated these signs are called black
signs because they are too old to reflect. Public Works replaced stop sign panels last week. Tom
stated it would be good to do sign revitalization where needed.
Curt Kramer inquired about a program Dave Osborn had started by giving updates as to what is
going in the parks. Curt will contact Dave regarding this program for NSC meetings
Clay Pearson stated that with design of some areas they are destined to have problems with
regards to volume, speed, traffic, cut through streets, etc. and difficult to rectify these problems at
a later date. He suggested we do more planning ahead with participation of all departments
concerned to anticipate problem areas and make changes in the early stages of design to help
alleviate many of the problems.

Downtown Parking Signs to prohibit overnight parking from 4:00 a.m. to 6:00 a.m.
