The November 17 , 1998 minutes were approved as written.

A. General survey of existing signage
The Police Department conducted a survey for a re-evaluation of
existing parking signage covered under 11 . 60 . 070 to determine
usefulness of signage . The survey resulted with only signage
removal on Crystal Street between Lawrence and Mill being suggested
by residents . City Council has addressed this item and already
voted to remove the "No parking" signs at this location.
ACTION: Jim Burns will contact Rob Hartman who has been working
with the Near West side residents with regard to the Crystal and
South Street intersection, parking on Crystal, and parking on
railroad property on the east side of Crystal . The Police
Department will check cars parking on the railroad property. This
item will be returned to the committee .
Survey shows that residents at all other locations desire to leave
the signage except of 200 thru 400 south on Ryerson. There was
much discussion about the Ryerson blocks . Time restriction signs
will remain at the three parking spaces to the north near the cul-
de-sac area.
B. Congdon Avenue Survey Results
The survey results show that all signage should remain on Congdon
Avenue (allowing parking to continue as exists) .
C. Hendee/Harding Survey Results
The neighbors are in favor of no overnight parking (2am - 6am) with
towing. A resident brings cars and lets them remain on the street
for a period of time .
ACTION: Committee members agreed to do a 90-day temporary No
parking from 2am to 6am with a tow zone . Herb Klunk will furnish
Tom Migatz a map of the Hendee/Harding area surveyed for the
posting of signs .

Officer Jim Genz are scheduled to meet with the principal on
December 17 to discuss crossing guards and this issue will be added
to their agenda for discussion.

Request for crossing guard at Channing School at Laurel and
Channing and Streets, Prairie and Channing, Fulton and Channing,
DuPage and Channing, and East Chicago and Channing
ACTION: Bob Smith and Officer Jim Genz will meet with Channing
School principal this week to discuss crossing guard request .
Followup Item # 1
Truck Traffic from Central Blacktop Road to Bowes
A number of complaints were received from Fox Bluff employees and
nearby residents regarding heavy truck traffic on Central Blacktop
Road. Most complaints were received during construction of the
Home Depot site .
ACTION: The truck traffic cannot legally be denied access to using
these roads and City staff contacted Lake County and asked that
trucks discontinue using Central Blacktop Road and Bowes Road
because due to complaints . Lake County cooperated and re-routed
traffic and Bowes Road is closed off with gates .
Follow up Item #2
Downtown survey for no parking in the Central Business District
from 4am to 6am
Responses are being returned with most voting to support the
4am-6am no parking. Votes will be tallied and request formally
submitted to NSC.

Wing and Aldine Streets
Neighbors complained that Aldine was used as a cut through route to
avoid the stop light at McLean and Wing. Clay presented the first

The September 22, 1998 minutes were approved as written.
Comments
Clay Pearson will author a thank you note to Donna Wendling for
her invaluable assistance with the Neighborhood Services
Committee . Bob Smith requested clarification of the request for
Cooper & Duncan stop signs . Mr. Smith thought that Duncan &
Dundee was the target . Herb Klunk reported seeing no
obstructions . There is nothing significant in the 3 year accident
history. Tim Migatz reported that it appears hard to see if
eastbound in the southwest corner but it seems like a tree
trimming issue . There is no follow up required. Clay Pearson is
to write a letter of response .
III.
A. Request for parking restrictions on Hastings, Lavoie and
Illinois Avenue and No Parking in front of Huff School
Dave Lawry, Dave Osborn, Herb Klunk and Clay Pearson met with
members of the PTO. This issue is being resolved. There will be
no parking on the north side of Hastings between Lavoie and
Illinois Avenue . Clay Pearson asked if we can coordinate all
future street surfacing with school traffic; there were a couple _
of things that could have been addressed during resurfacing.
ACTION: An agenda item has been drafted for the City Council
Meeting of October 28 , 1998 , for no parking on north side of
Hastings .
B. Request for speed limit or stop signs on Hill Avenue between
Summit Street and Chester Avenue
Ms . Christine Frantz requested consideration of either speed
limit signs or stop signs on Hill Avenue between Summit Street
and Chester Avenue .
Herb Klunk advised there are no speed limit signs from Summit
Street north to Chester Avenue . There is no significant accident -
history. Between Summit and Chester speed signage is needed. Hill
between Summit and Chester is open. Hill Street is to be
resurfaced next year. It would be better to sign now with one 30
mph sign posted on both sides of the street . Per Bob Smith, these
signs should be placed every 3 blocks to 900 feet apart . Merely
posting at both ends of the corridor won' t do the job . To address
the speeding issue, Bob Smith suggests using a speed recording
device other than the Mitron unit for more reliable data.
ACTION: Bob Smith will survey the area and make recommendations
for sign placement based on the Manual on Uniform Traffic Control
Devices. The collected data will be provided to the citizen to
demonstrate actual speeds occurring in the area.
C. Request for review of signage for school zones with
consideration of a flashing yellow light on McLean Boulevard
from Larkin to Erie Street
School crossing guard at McLean/Erie requested consideration of a
flashing yellow light in that area.
Bob Smith advised there is an overhead sign that hangs out over
the roadway but costs possibly $20K to $40K. He advised that
mounting a light on a 20 mph school zone sign is passive and is
not sure it would have much impact . He advised that if 50 or more
students are crossing at a severe location, there is
justification for a full set of traffic signals, but the cost
would be approximately $115K. We need to bear in mind that the
high volume of students for this school crossing area is a
relatively narrow time frame - 7 : 55 - 8 : 30 a .m. , one hour at
noon, and 2 : 30 p.m. to 3 : 00 p.m. State & Oak, which is only 2
lanes, has flashing lights at the top of the hill .
ACTION: Bob Smith is to obtain information on the overhead sign.
Also, Bob will glance at the situation at Van and McLean
regarding Larkin High School students .
D. Request for removal of "No Parking" signs on west side of
Crystal south of Lawrence
The issue with these signs is a question of enforcement with the
new townhouses from Mill Street south to Ball Street . Tom Migatz _
inquired if the need for the signage been reviewed and is it an
ordinance?
ACTION: Tom Migatz to write a COW memo if this no parking ban is
per ordinance . Herb Klunk will also double check if it is per
ordinance and if not, signage will be removed.
E. Request to move "No Parking Here to Corner" signs on
Channing Street for additional visibility
Clay Pearson asked if a 4-way stop was needed by the Channing
YMCA. Per Eric Stuckey, monies are proposed for a
study/demonstration of traffic calming for the entire
neighborhood. Pat Andrews felt this location would be a good
candidate for this study. A general discussion of traffic calming
devices was held and Curt Kramer provided a handout relating to
this issue. This winter we will determine the impact of traffic
calming devices on Public Works regarding snow removal .
ACTION: Tom Migatz, Public Works, will provide parking setbacks
(here to corner) at this location.
F. Crossing Guard Report for Sheridan School
The recommendations of Bob Smith reference his study conducted on
Sheridan School are to add crossing guards at Hill Avenue and
Park Street, Hill Avenue and Franklin Street, and Hill Avenue and
Ann Street, plus additional signage. Clay Pearson asked what
should the school be doing. Bob Smith advised the school should
get a copy of the report, and the school administration must take
ownership of the situation. Bob reported that kids shouldn' t
stand in the street, more teacher presence and supervision is.
needed, school bus operations need controlling, and kids are
still darting out in the street . Additional studies are being
conducted at Creekside and Illinois Park Elementary Schools .
ACTION: Clay Pearson will draft a letter to Sheridan School and
will include a copy of the study. This will be directed to the
school liaison whose name will be provided by Curt Kramer.
Follow up Item 1
Intersection of Airlite and Country Knolls
Herb Klunk advised that the Mitron Speed Monitoring Report does
not indicate that a 4-way stop is warranted.
ACTION: Clay Pearson to write a cover note to Councilman John
Walters of the committee' s findings .
Drop off zone in front of Kim' s Black Belt on Spring @ Chicago
ACTION: The 3 minute drop off zone will be allowed to become
permanent .
Discussion of 4-way stop at intersection of Royal Boulevard- _
Valley Creek Drive-Clearwater Way
Bob Smith reported his field work should be complete by 10/14 and
the report should be available next week. In summary, there are
signage needs, sight issues due to trees needing trimming or
removal, stop signs being blown by drivers, and cars passing on
the right where the crossing guard and children are . Preliminary
recommendations include one additional crossing guard for
Creekside at N. Airlite and Valley Creek.
ACTION: Clay Pearson will draft a status letter to the PTO.
Unscheduled Items
Clay Pearson announced that on 10/14/98, he would be meeting with
some representatives of the Engineering Department on Nautical
Way at the location of the new Post Office Distribution Center
being constructed at that location. The neighbors in that area -
have expressed concerns .
A letter from Ken Kresmery, property owner of 389 N. Crystal, was
distributed with a request for the city to either vacate or sell
him a portion of the unused alley at the north side of the
building at 389 N. Crystal . Determination needs to be made if
this is railroad easement; to be discussed at the next NSC
meeting.

Minutes - September 9, 1998
Herb Klunk stated he checked back with residents in the
Duncan/Dundee Avenue and they are very interested and approve the
proposed plans for changes to this area. With no further
comments, the remaining minutes were approved as written.
III.
A. Parking restrictions on Hastings, Lavoie, and
Illinois Avenue
A petition was received from Sharon Morach and 67 signatures to
request no parking on one side of above streets during Pee Wee
Football season and for consideration of no parking on year round
basis . Pee Wee Football meets one morning per weekend during
season and residents wish to restrict parking of vehicles in
their neighborhood created by the Pee Wee spectators .
ACTION: Eric Stuckey will call our Parks and Recreation
Department to discuss some type of action on a short term basis
to alleviate parking across driveways and in neighborhood. Eric
will contact the requestor for more detailed information as to
exact areas of streets and which sides of street no parking is
requested. Eric will suggest to requestor that an informational
flyer be distributed in the neighborhood and depending on
feedback, residents will be surveyed for restricted parking. _
This item will be returned for September 22 agenda for further
discussion.
B. Parking restrictions on North Crystal between Highland
and Chicago Streets

E. No parking in front of Huff School
A letter was received from Laurie Williams, Huff School PTO,
requesting no parking in front of the school; crosswalks and stop
lines repainted, and no parking signs . Tom Shergold suggested
that a comprehensive plan for signage at school locations be
followed for consistency throughout neighborhoods . NSC members
suggested the school may be interested to have their own
personnel direct traffic by placing cones for buses and vehicles,
rather than the City posting so many signs . Sheridan school uses
this plan and seems to be effective .
ACTION: Tom Migatz will repaint the pavement markings, stop
lines, and crosswalks . Eric Stuckey will contact the requestor
to suggest using cones and further discuss traffic problems
around the school .
This item will be returned to the September 22 agenda for further
discussion.
F. Crosswalks, signs, and speed limit on South Street
A letter was received from Jolene Kappes requesting speed limit
signs on South Street, west of Gale and east of Randall; painted
crosswalks at South and Gale and signage for presence of
children.
ACTION: Tom Shergold asked Herb Klunk to contact Jolene Kappes
for additional information, and call U-46 Transportation for
clarification of jurisdiction if in city or county. Bob Smith
asked Herb to notify him the time of day students and buses are
on this street as he will be in this vicinity next week.
This item will be returned to the September 22 agenda for further
discussion.
G. Results of St.Charles/Arlington Area Parking Ban Survey
A total of 26 surveys out of 90 residents (29%) were returned to
the City as of September 4 , 1998 . Originally the neighbors were
told this issue would be returned to the committee for further
evaluation after they experienced the parking restrictions .

The minutes were approved as written.
Comments
Herb Klunk stated the Police Mitron trailer was located on Royal
Boulevard beginning Monday, August 24 and will remain in the area
all week to help slow traffic for new Creekside school students .
Tom Migatz stated the remaining signage for no parking on Airlite
will be completed today. Clay asked Herb to check visibility of
stop signs with regard to tree trimming.
III .
(A) Highland Avenue-sidewalks, crosswalk light and speed limit
Consuelo Hormel, 455 North Airlite, requested sidewalks along
Highland Avenue from McLean to Lyle, a crosswalk light at
Highland and Lyle intersection and speed limit signs on Highland
from McLean Boulevard to Randall Road. NSC discussed the
pedestrian usage along Highland Avenue and concluded there is a
need for sidewalks along this street . At present, there is a
drainage ditch on the north side of Highland and partial
sidewalks and gravel shoulder on the south side . Dave Osborn
suggested placing a temporary bike path along Highland until
sidewalks could be installed. The bike path material envisioned
would need maintenance every two weeks by the Parks Department .
Impressions were that the Highland/Lyle 4-way stop intersection
handles traffic flow well . If sidewalks were installed, it would
accommodate pedestrians walking and crossing at intersection.
Speed limit signs are posted on Highland from McLean Boulevard to
Randall Road.

ACTION: Clay asked Herb K1unk to survey the remaining residents
for parking restrictions, then return this item to NSC.
Follow up Item-July 21 agenda -
No Parking/Spyglass Hill Court (College Green subdivision)
Herb stated the street measures 20 feet in width and City
ordinance states "No Parking" signs can be posted if street width
does not exceed 20 feet .
Tom Migatz suggested the homeowners association be contacted to
discuss the restriction of no parking within 30 feet of a stop
sign.
ACTION: NSC recommended no parking on the inside of circle only
at this time . Tom Migatz will provide sigage . Suggestions was
to have something submitted to College Green Association with a
reminder about not parking within 30 feet of a stop sign.
Comprehensive Sign Study of College Green - Over the summer
Isidoro Ruiz from the DCA worked with Tom Migatz to inventory all
the College Green signae . Stop sign installation for controlled
intersections should be installed at the following: stop Sawgrass
at St . Andrews Circle; stop LaCoslo at St . Andrews; and
Carnouslie at Castle Pines; and Aberdeen Ct . At Annondale Drive .
ACTION: Public Works will install the stop signs at the above
noted locations . Tom Migatz will prepare a memo for stop signs
for the COW.
Neighborhood Design and Traffic Calming Seminar, September 10-11,
Madison, Wisconsin. Bob Smith, Dave Lawry and Clay Pearson will
be attending this seminar.
Duncan Avenue update
Bob Smith submitted two alternatives- for changes to Duncan
Avenue . NSC members reviewed and discussed possibilities for each
exhibit and made suggestions for additional changes to Exhibit 1 .
Pat Andrews suggested extending the curb to create a choker for
the Dundee/Duncan left turn lane and have an "exit only" from
Duncan onto Dundee Avenue . With the exit only, residents on
Duncan Avenue would have two-way traffic .

Minutes - July 25, 1998
There was one correction of the last name for Sharon
Schuman, PTO representative, Creekside School . There being no
other corrections, the remaining minutes were approved.
III.
A. Report on communications plan for Creekside School
Helga Stafford presented the communications plan for announcing
the opening of the Creekside School . The communications plan was
also given to the Creekside School principal . Public service
announcements are scheduled for WRMN/WJKL radio, Jones Intercable
bulletin board, advertisement in Daily Herald, and Courier News .
Flyers will be distributed by businesses in the area to help
communicate that children will be walking to the new school .
Temporary signs will be placed at the entrance of Valley Creek at
Lyle and Highland, Royal and McLean, and at the Fire Station lawn
on Royal . Helga is also coordinating communication through the
U-46 District .
The Police Department plans to station the Mitron trailer at
various locations on Royal Boulevard and around the school to
increase awareness of police presence to help slow traffic .

ACTION: Clay Pearson will contact the requestor and suggest
neighbors submit a petition regarding parking restrictions .
Public Works will install the no parking here to corner signs and
schedule a traffic count for this location.
E. Four-way stop at River Bluff Road and Sherwood Avenue
Daneen Bell requested a 4-way stop at this location after seeing
a potential accident . NSC denied request as this intersection
does not meet the warrants for a 4-way stop. There is already a
4-way stop at Duncan and River Bluff .
ACTION: Clay Pearson will talk to the principal of Coleman to see
if there is increased traffic volume at intersections near the
school . Clay will contact the requestor regarding reasons request
denied.
F. Four-way stop at Ford Avenue and First Street
Mr. & Mrs George S. Fischer requested a 4-way at this location to
help slow traffic. NSC denied request as this intersection does
not meet warrants for a 4-way stop.
ACTION: Clay Pearson will contact the requestor regarding NSC
decision.
G. Speeding problems on Adams Street and Parking Restrictions
Complaints of speeding problems on Adams continue to increase.
NSC agreed this street is a candidate for traffic calming
measures .
ACTION: Bob Smith, traffic engineering consultant, and Dave Lawry
have discussed this area previously. Bob will submit a proposal
for traffic calming, along with traffic counts, and alternative
solutions involving bulb outs and various other treatments to
reduce speed on this street . Clay Pearson will contact the
requestor to advise of the City' s plans to address problems on
Adams Street .

traffic volumes and change of traffic flow. Bob plans to submit
an opinion within the next two to four weeks .
2 . No Parking-Three Way Stop at Preston and Eastview
Per a request of Ken Franks for a three-way stop, traffic counts
were made at this location. This area is under construction at
this time and the Mitron data shows much lower counts . This area
will be rescheduled for a traffic count .
ACTION: Herb Klunk will contact Mr. Franks to advise that traffic
counts will be done again in approximately one month after
construction is completed and item will be returned to NSC.
Other Discussion
Eric Stuckey stated this Saturday, 10 : 00 a.m. there will be a
demonstration of the traffic circle at Gifford and Division and
neighborhood residents are invited. Fire Department vehicles
will demonstrate maneuvering around the circle and Public Works
should bring any large vehicles for demonstration.
Speed for alleys - State statute already covers lowering speed
limit in alleys to 15 mph. The alley leading off of Morgan
Street will be posted at 15 mph by Public Works Department .
Bob Smith, traffic engineer plans to work on background
information for a 25 mph city wide speed limit proposal to
present to Legal Department and City Council .

Dave Lawry introduced Bob Smith, as interim traffic engineer,
Pavia-Marting, who will be working with the staff offering
guidance to improve traffic design, work toward traffic calming
plans, and help resolve various issues for traffic improvements .
The July 7 minutes were approved as written.
A. Stop sign at Royal Boulevard and Valley Creek Drive
Representatives from Creek side Elementary School requested a
stop sign at Royal Boulevard and Valley Creek Drive because of
the new school opening this fall and expressed their concerns of
safety for children crossing the Royal Boulevard. They also felt
a stop sign would tend to slow the traffic and make drivers more
aware of children in the area.
The City has installed sidewalks east along Royal Boulevard,
added pavement markings, planted trees in effort to calm traffic
and still allow Royal Boulevard to move a high volume of traffic
as it was designed. A three-way stop is already planned for
Airlite and Valley Creek intersection. Creekside principal
confirmed a student patrol will be located at this intersection.
NSC plans to follow the same guidelines as set for all elementary

B. Stop sign on Airlite at Country Knolls
John Walters called and requested a stop sign at this location.
At the present time, the traffic stops on Country Knolls at
Airlite . Additional background information is needed before
further consideration can be given to this request .
C. Four-way stop at Salem and Jamestown
Traffic should be stopped at Salem for traffic control .
ACTION: Tom Migatz will prepare a memo for the COW to stop
traffic at Salem.
D. Reconsideration of parking restrictions on
Ash/Birch/Woodview
John Demmin distributed maps and stated the issue involves two
different types of parking in this area: (1) No parking, tow away
zone on Ash and Birch (red on map) and (2) No parking, midnight
to 6 : 00 a.m. on Woodview Drive (yellow on map) . Due to a
typographical error this request is presented for correction and
clarification.
Currently there is "No parking midnight to 6 : 00 a.m. " on
Basswood Court and Hackberry Court . Last year Poplar Creek Drive
was made no parking, tow away zone. These parking restrictions
are consistent with parking restrictions in the area.
Over 50 percent of surrounding business owners and the owner of
the bowling alley are satisfied with the proposed parking
restrictions . With these restrictions, Police Department can
more effectively patrol for abandoned vehicles and gangs
conducting business from vehicles. With the no parking on
Woodview from midnight to 6 : 00 a.m. , the bowling alley and
banquet facility can utilize the street for extra parking until
midnight . There are three entrances to the bowling alley parking
lot and the "tow away" zone would begin at the very northern
entrance of the parking lot which goes into the Ash and Birch
area and completely around the circle . (See map) Everything south
of this entrance of the bowling alley would be "No parking,
midnight to 6 : 00 a.m. "
ACTION: NSC agreed to the parking restrictions as stated for Ash
and Birch as "tow away zone" and "no parking from midnight to
6 : 00 a.m. for Woodview Drive for a 90 day trial period.

I. Neighborhood Watch Residents on Morgan Street
Russ Einhorn, 420 Morgan, submitted a letter representing the
neighborhood group with requests for lighting at 440-450 Morgan
and in the alley. Mr. Einhorn also reported speeding problems in
the alley between Morgan and Adams . The lighting at this
location has been resolved as of this meeting.
ACTION: NSC agreed speed should be reduced to 15 mph. Dave Lawry
will check with Legal if ordinance exist to lower speed in
alleys .
J. SEEN WALK
Clay Pearson prepared a listing of residences and results of the
walk on July 11, 1998 . A copy of the report was distributed to
all committee members . There was some discussion of the various
locations that need improvements.
Clay stated Southeast residents will be surveyed the end of July.
K. Demonstration of traffic flow on Spring Street with
consideration of parking space in front of Kim' s Academy
A video was shown with traffic moving on Spring Street
approaching Chicago Street "without" a vehicle parked in the
requested parking stall . This video showed maximum number of cars
used the curb lane with intentions to go straight at the light .
Suggestions at this time :
Debbie Nier suggested to make the first parking space south of
the crosswalk into a loading zone. Clay Pearson supported

a 90 day trial period.
Ray Moller attended the NSC meeting for the reconsideration of
parking in front of Kim' s Academy. He reported the New Century
Partnership committee is pleased with the temporary parking and
hope the space will be granted on a long term basis .
Another video tape will be made with a vehicle in the parking
stall . After viewing the second tape, the request will be
evaluated for recommendation.
