The minutes from the November 10, 1997 meeting were approved as written. Add-on: Request for a four-way stop at College Green/Aronomink/Muirfield. Ms. Ann Cannata, a citizen of Elgin and a resident of the College Green subdivision, presented the committee with a proposal for an all-way stop at the intersection of College Green/Aronomink/Muirfield. Ms. Cannata stated that residents have noted many vehicles traveling at a high rate of speed along College Green. This situation is great concern due to a nearby bus stop and the fact that many children of all ages live in the nearby town homes and single family homes. Ms. Cannata had provided the NSC with a letter of request, support letters and a petition. NSC members discussed the request and related to Ms. Cannata the process by which such proposals are evaluated. Eric Stuckey stated he would provide her with a copy of the warrants that determine if an all-way stop is appropriate. Other alternative that would improve the safety of neighborhood children was a different bus stop location,training/information to residents, and additional speed enforcement. A. No Parking in along Hammond -Nu-Way Systems. A parking restriction has been requested by Nu-Way Systems, 420 Hammond, improve access to their driveway. Tom Leetz stated that Nu-Way Systems is the only resident on the one affected block while an adjacent business is impacted on one side. Committee members asked that the other business be contacted. The request was approved pending the agreement of the other impacted business. Tom Leetz stated that he would be contacting the other business owner. B. Traffic Restrictions around Century Oaks School. These issues have already been approved. C. Lillie Street Overnight Parking. A draft agenda item has been prepared and will be forwarded to Clay Pearson for review. NSC Minutes-Dec. 1, 1997 Page 2 D/E. Closure of Ball, Mountain, and Washington. Tom Leetz provided results gained from a survey of residents. There was no clear interests in the closure idea among residents. The problems associated with emergency access were raised by a number of committee members. Due to these concerns and the lack of any interest by residents, the committee agreed to not pursue the issue farther. F. Discussion of survey and other issues regarding potential no parking on both sides of St. Charles. Currently, St. Charles has an odd/even parking restriction from May to Villa. It was unclear to the members present as to the need for additional parking restrictions. It was determined that the committee would hold-off on this issue at this time. G. Illinois Park School. Tom Leetz and Eric Stuckey reported that meetings with parents and staff from the school have concluded. The issues raised have been addressed as best as we can including: the moving back of a.stop line on one leg of the intersection, the school will apply for an additional crossing guard, and additional curb improvements will be bid with the North McLean reconstruction project. Addition #1 -Various Signage Requests Citizen concerns regarding various signage needs were discussed by the group. Addition#2-Boncosky request. This request is regarding the placement of a guard rail at the end of Bluff City and Gifford. The City does not have jurisdiction over the right in these areas. Dave Lawry will inform Boncosky that their request should go to Cook County and MOT. Addition#3-Removal of parking on Douglas between North and Kimball. Dave Lawry stated that the removal of parking on Douglas between North and Kimball was necessary to accommodate upgrades to the Douglas Kimball intersection. This will result in the loss of two on-street parking spaces. This change was approved. Next Meeting: January 19, 1998-10:00 AM 1st Floor Conference Room Meeting Adjourned at 11:00 AM. Members Present Denise Bell Mike Millikan Chief Gruber Clay Pearson Dave Lawry Charles Pitt Tom Leetz Eric Stuckey Tom Migatz The NSC Committee met on Monday,November 10, 1997, at 10:00 a.m. The October 27, 1997 minutes were approved as written. III. A. Royal Feast Catering Request for 15 minute Loading Zone The request for 15 minute parking loading zone by Royal Feast, 105 S. Grove, was denied due to causing traffic obstruction. The committee agreed parking for this business is very limited with no additional space in the rear of the building. Chief Gruber stated that many of the businesses in the downtown area rely on double parking for pick up and deliveries and suggested the same for Royal Feast. Chief Gruber also suggested checking the City ordinance regarding double parking for downtown deliveries. The NSC recommended the owner identify its vehicle using magnetic signs and leaving lights on while double parked to avoid being issued a ticket by the Police Department. Tom Leetz will contact the owner regarding the denied request and suggest vehicle identification. III. B. Intersection of Willow Bay and Champaign Lane in Willow Bay Subdivision (partial Elgin, mainly South Elgin) The first e-mail request from Edward and Jessica Spizzirri for a speed bump at the above location to slow traffic. The subdivision is partially located in South Elgin; however, the"T" intersection is in Elgin. Tom Leetz stated no traffic statistics are available to date since this is such a new area. The NSC stated speed bumps would not be feasible at this location and Chief Gruber suggested the rules of the stop sign be enforced and forwarded the request to Tom Leetz and Sgt. Shergold for follow-up of notifying the letter writer the results and scheduling enforcement as available. III. C. Illinois Park School Meeting Eric Stuckey, Tom Migatz, Sgt. Genz, and Steve Pertzborn met a second time with Illinois Park School principal and parents on November 4. Eric stated he communicated to the school the process to follow to request an additional crossing guard and gave them a copy of the study. The NSC Minutes - November 10, 1997 2 school committee questioned if the stop line could be restriped near the Elgin State Bank. Tom Migatz stated the request would be added to the list for spring improvements. The remaining issues to be addressed are the curb line, the sidewalk improvements and the safety factor. As of this meeting with the school, Eric stated many of the issues have been resolved and the next meeting with the school committee is November 19. Chief Gruber asked that the 20 mph signs be posted in all areas that children walk to school. IV. Neighborhood Focus A. Correspondence Duncan Avenue Speed limit is lowered to 30 mph on Duncan Avenue within the city limits. The signage will step down the limit so that southbound traffic has the posted limit of 30 mph by the I-90 Tollway bridge. Northbound traffic will have 30 mph to the city limits beyond the bridge. Signs will be posted by December 1, 1997. B. Public Transit Clay Pearson stated during recent meetings with United Way and the Literacy Volunteers, it has become apparent that transportation is a major issue for citizens, particularly those utilizing the programs offered by various social agencies. Moreover, Clay stated that the new town planning emphasizes the use of mass transportation and it would be good public policy to see what we can do to increase awareness and use of public transit. Charlie Pitt stated all United Way providers should have these maps available for citizens. Chief Gruber stated Pace maps should be posted in the lobbies of City Hall, Police Dept., Library, and all public facilities. Eric Stuckey stated approximately a year ago, Pace contacted the City desiring to enhance the bus stop signs and at that time a Task Force was appointed but no meetings were scheduled. Charlie Pitt attended one of the meetings with Pace approximately one year ago and at that time Pace wanted to install new signs. There was discrepancy between Pace and the City of Elgin as Elgin required the use of pazloc poles which Pace considered too expensive. Pace has posted identification stickers where possible in various areas. Dave Lawry asked if bus signs could be added to existing snow route signs where appropriate. Eric Stuckey will follow up by contacting Pace to see if they will provide route signs to be added to existing poles, and that Pace maps are made more available to the public. NSC Minutes -November 10, 1997 3 Addition #1 Todd Farm Drive and Braeburn Drive-Multi way Stop and School Speed Limit for Century Oaks School Charlie Pitt presented the request from Century Oak School Principal, Mr. Tom Dahlfors, for the installation of school speed zone signs on Todd Farm Drive and a multi-way stop sign at Todd Farm and Braeburn. There is currently a stop sign on Braeburn Drive accessing Todd Farm Drive. Already in position is a 4-way stop at Century Oaks and Braeburn for the school. Going eastbound on Todd Farm Drive, Braeburn is a blind intersection. Traffic is very heavy at Todd Farm Drive and Braeburn Drive with the arrival and departure of students. Charlie will discuss with Century Oaks School if a stop sign at Countryside Drive and Todd Farm Drive would be beneficial. No ordinance needed for the school speed zone signs. An ordinance is required for stop signs and Charlie Pitt will prepare a memo for COW. Addition #2 Lillie Street Overnight Parking Clay Pearson stated we need to check the status of this issue for discussion at the next NSC meeting and suggested a COW memo be prepared. Residents had provided a petition this summer for an overnight parking ban but requested guest exceptions. Clay Pearson and Tom Leetz will contact the residents and follow up on this issue. Addition #3 Crystal Street Closure Clay asked for input from Chief Gruber regarding the areas for closure. Chief Gruber suggested that all three streets be closed (Washington, Mountain, and Ball). Chief Gruber and Dave Lawry will look at these areas again and discuss for closings. Chief Gruber stated that by closing these streets, it would create more of a neighborhood unit. The residential area would be separated from the business area thereby eliminating vehicular traffic in the residential area from the liquor establishment. Chief Gruber suggested if we do not close these streets, that No Left Turn signs be installed so there would be no left turns from Ball, Mountain, and Washington onto State Street going north--should be Right Turn only. The NSC's concern is closing the streets would eliminate access to a few businesses on State Street. Clay Pearson stated that previous discussions evolved around the closing of one or two streets in this area; however, before any closures , a residential survey is required. Tom Migatz stated that State of Illinois should be contacted regarding placing no left turn signs onto Route 31. Tom Migatz asked for a listing of No Left Turn signs and Charlie Pitt stated currently there are only two No Left Turn ordinances in effect. NSC Minutes - November 10, 1997 4 in the vicinity of Larkin High School. Clay stated this issue should be researched and placed on the next NSC agenda. Chief Gruber will research the number and locations of No Left Turns. Addition #4 Additional Signage on No Parking Signs Eric Stuckey stated the City Council inquired about putting the dollar amount fine on the No Parking signs. Dave Lawry stated that it would be an `excruciating' concept due to many reasons. Parking fines vary for different locations and if a sign says"No Parking," people should obey the sign. Tom Migatz stated that if one is going to disobey the sign, one does not care about the fine. In addition, by listing the cost some may have more of a tendency to park in the illegal area as the fine is not large enough to discourage them Next Meeting- December 1, 1997 - 10:00 a.m. Council Conference Room Meeting adjourned at 11:00 A.M. Tom Shergold Tom Migatz Eric Stuckey Mike Millikan A meeting of the Neighborhood Services Committee was held on Monday, October 27, 1997. The minutes stand approved as written for October 13, 1997. Basswood Court- overnight parking update - Temporary signs are posted. Tom Leetz will check to make sure the signs are still in place after our recent wind and rain. A. Traffic Duncan Avenue Clay Pearson stated the research has been completed and Tom Migatz has contacted the township. Duncan Avenue will be posted with a 30 mph speed within the city limits; southbound traffic has the posted 30 mph by the I-90 Tollway bridge; northbound traffic will have 30 mph to the city limits beyond the bridge. Signage will be posted by December 1, 1997. Clay and Dave Lawry sent a letter dated October 27, 1997 to Mr. Gordon Whiting, representative of the Duncan Avenue residents, informing him the reduction of speed limit and posting date. B. Pedestrian crossing at Gasket Drive Tom Leetz stated there is currently a painted crosswalk from their lot to Door"7" which employees use to enter the building. Tom spoke with Bonnie Rodriguez and she asked that the striping be re-striped as it is faded. Tom noted the area is very well lit in the vicinity of U.S. Can. Presently"No parking" signs exist on the poles. U.S. Can asked if we could place additional signs regarding"pedestrian crossing"which seemed a reasonable request. U.S. Can asked Tom to notify them when this might be completed which most likely will be in May because of the 50 degree requirement for painting. There was some discussion between Tom Migatz and Charlie Pitt regarding a time this project could be listed. Tom Leetz will follow up on this issue at the next NSC meeting. NSC Minutes- October 27, 1997 2 C. Vacation of Oakley Avenue Pat Andrews reported on an ordinance dated September, 1984, establishing a fee of $670.00 for vacating any property owned by the City, based on staff time. However, this ordinance is not listed in the Municipal Code. Eric Stuckey asked Pat to notify Ray Moller that the 1984 ordinance does not state anything regarding requirements of fair market value. There is no objection from the NSC regarding the vacation of right-of-way west of Clifton, east of Weston, north of residential property, and south of Kimball school property as long as we get an easement for the utilities and follow the required standard procedures. Suggestion was made to take this to Council regarding vacation of right-of-way. D. Illinois Park School- Parent concerns Eric Stuckey said he met with the school and parents two weeks ago. Their concerns were crossing problems and possibly adding an additional crossing guard. However, while talking with the principal, she was unclear as to the process of acquiring crossing guards. Sgt. Shergold stated he had sent Jim Genz to the school to talk with the principal as well as having phone conversations regarding the process for crossing guards. Sgt. Shergold stated we have made efforts to accommodate the school;however, now the responsibility lies with the school to educate the parents regarding drop off locations for students. Jim Genz has been at the school working with the crossing guard to educate the guards and the school. Unfortunately,there seems to be a lack of communication;therefore, they contact the city manager's office. Eric stated he has a follow up meeting scheduled (Wednesday) October 29, 1:00 pm. at the school. Jim Genz and Steve Pertzborn are requested to attend this meeting. There may be some issues we can help them resolve;however, the major issue is the distance the children have to walk which is a problem we are unable to address. Charlie Pitt stated information was passed out to the parents the first day of school. Charlie asked the school if they had talked with the parking lot operator regarding the snow control. Once the snow is piled in the corner of Gromers parking lot, there will be no room for pick up and drop off This may be another issue that should be discussed at the Wednesday, October 29th meeting. E. Improved posting for parking spaces for designated court personnel Judge Goldman brought the parking issue to Sgt. Shergold's attention. There has always been three spaces designated for the judge, clerk, and state's attorney. They are requesting two additional spaces for the state attorney's secretaries to enhance safety and security. Often the secretaries carry documents and money to and from their vehicles regarding court cases. Sgt. Shergold feels the official parking lot spaces should be more clearly posted so that proper enforcement can be made. The court personnel is specifically looking for a total of five spaces, perhaps marking three spaces for the state's attorney. These parking spaces should be more NSC Minutes - October 27, 1997 3 clearly so there is no question for whom the spaces are designated. It was suggested that we give a C of E sticker for the two additional spaces. Clay suggested to Sgt. Shergold that we issue two C of E stickers and upgrade the signs at the present parking spaces for the court. Dave Lawryand Tom Mitgatz are already proceeding with this work. Addition #1 - Young people skateboarding in downtown area among pedestrians. Debbie Nier brought to the attention of NSC issues with kids skateboarding in the Central Business District and that we need a clear definition of the specific areas. The Riverboat area should definitely be included due to the many pedestrians. The areas involved would be from Kimball including Center, Villa,Prairie, and Wellington to National Street. There is presently an ordinance referring to bicycles in this area; however, Debbie is requesting the ordinance be more clear to include skateboards. Addition #2 - Passenger loading space for the Mission nightclub Debbie Nier stated the club had asked for some valet parking and she was unsure if we needed formal action from the council or if we could put up pylons to see how it worked. Mission's concern is having been told by Prairie Rock who had been given the same type of parking using pylons, however, Prairie Rock had received questions from Police regarding this. Also, Mission has asked for permission for valet parking at the Spring parking deck. At present, they do have permission from the owner of the Union National Bank parking lot at Spring and Chicago. Debbie stated we have all data needed with the exception of communication for the number of spaces and exact location. Debbie has consulted with Legal stating this is possible with certain documentation. However, they would not be allowed to use the lower part of Spring Street parking deck. Debbie will update the NSC us as this issue progresses. Addition #3 - Vacating near west streets: Crescent, Mountain, and Crystal Streets. We need to consult with the police chief for feedback and his ideas as to specifically what he is looking for regarding closings. Clay asked Sgt. Shergold to consult with Chief Gruber and report back to the NSC. Addition #4 - City-wide 25 mph speed limit. Pat Andrews asked if there was an update on the city-wide 25 mph speed limit. Eric Stuckey stated there is no clear direction as to what is needed to change an entire city's NSC Minutes - October 27, 1997 4 speed limit. Some cities have made the change; however, they do not have the documentation if challenged and would drop the case . We would want to some way show proof that speed is a factor in the designated area. No further action has been taken on this issue. IV. Neighborhood Focus Area III traffic survey -Results from the survey showed there was a small majority of residents in favor of placing humps on the street;however, further evaluation shows that a traffic circle may offer a better solution to slow the traffic. Dave Lawry is checking into the possibility of traffic circles versus traffic humps. At this point we are still evaluating the survey results and working toward a decision. Pitt Jim Genz Pat Andrews Dave Lawry Curt Kramer Tom Migatz A meeting of the Neighborhood Services Committee was held on Monday, October 13, 1997. Amendments were made to the September 29, 1997 Minutes as follows: Item#9 Request for Fire Lane Designation at Wing Park Shopping Center. The owner, Mr. David Israel, will put up his own signs for no parking in the fire lane. He feels that people will most likely respect the signs. He understands that Police cannot enforce the no parking as he did not go through the formal request process. Otherwise, Minutes stand approved for September 29, 1997. A. Duncan Avenue Traffic Clay Pearson introduced a guest,Mr. Gordon Whiting, representing a number of residents on Duncan Avenue. Duncan Avenue residents are requesting stop signs be installed on Duncan Avenue as an effort to slow the traffic. Mr. Whiting and the residents feel if traffic were required to stop at Oakhill, at Glenwood, and again at Trout Park that this would establish some type of pattern for slowing traffic. Clay Pearson stated we would do the research on the speed limit zones with our objective being to get the speed to 30 mph as quickly as possible. Dave Lawry suggested that we lower the speed limits along Duncan Avenue rather than considering stop signs. Stop signs do not slow the traffic and certain criteria must be met to warrant stop signs. Mr. Whiting inquired if there was some way to measure speed without the large cart which shows the number of mph one is traveling. Jim Genz stated the department had just received a unit with connecting hoses similar to the box inside the trailer that could be used to check the speeds. Jim Genz will check if speed needs to be reduced in increments or can be posted at 55 going to 30 mph at the viaduct without going through a series of decreased increments. Jim Genz will report the results of his research at the next meeting. NSC Minutes - October 13, 1997 Page 2 B. Four-way stop at intersection of Muirfield Circle, College Green Drive and Aronomink Circle. Tom Leetz reported on information he gathered at Muirfield and College Green by getting related speed and accident data for this area between periods of 10/13/94: To present: there has been one accident, 83 citations, and 3 warrants. Pat Andrews stated there is a large amount of on-street parking which typically slows the traffic. Dave Lawry stated if it is a request to slow down speed, we have to consider all reasons. At present it looks as if speed limit is 25 mph. This request will be discussed at October 27th meeting when Eric Stuckey is present and we have the letter of request for referral. C. Pedestrian Crossing from U.S. Can at Gasket Drive Tom Leetz will research and follow up on this request next week. Dave Lawry said we could paint the crossing at some time in the future. Pat Andrews stated the traffic may be mainly the employees. If so, Tom stated the company could send out an interoffice memo to be careful at this crossing. The question was raised if there was a street light and Tom will also check this next week. This request will be followed up and Tom Leetz will report back to the committee. D. Vacation of Oakley Avenue Ray Moller reported that over the years we have regularly received requests for vacation of this property; however, we have never fulfilled the request. The property abuts the parking lot of the Kimball Jr. High School on the south side of the building. Anyone that wants to develop that site wants the property. There is a question if utilities are located here. Pat Andrews stated the commercial fronts on McLean which is where the right of way begins;however, this particular location is further east between Clifton and Weston by the school parking lot which the school presently uses. Possibly the reason for this request is due to a proposed residential redevelopment in this area ar d we have discussed right of way adjacent to the commercial area but not adjacent to the residential. Ray stated that in the past upon decision to vacate this property, nobody ever wants to pay for it. Pat and Dave agreed that the school would possibly be interested in half of the vacation. Pat stated that she was not aware of an agreement to occupy the right of way, it has just been done over a period of time. Pat showed a concept plan for the redevelopment. (The south half between Weston and Clifton is the property vacation being requested) Ray asked if the requester could get a variance rather than having to vacate the right of way? Pat stated that you could ask for a departure from the transition yard requirement but part of their request is something that doesn't look like it is going to be used since this is going north into the residential area which is the basis of their request. NSC Minutes- October 13, 1997 Page 3 Ray stated that kids play in this area all the time especially during the school year which would be a consideration. This appears to be the first time for a request for residential rather than commercial; however, you might want to keep a portion of the right of way for traffic circulation. With all the construction at the school site, cars are parking on the grass area to pick up children. Dave will have someone check on the utilities and refer info to Ray who will contact the school district to find out their position. Ray's concern is with these types of requests, a decision cannot be reached for the asking price even though the ordinance requires the minimum amount. People prefer to be given the property rather than purchasing it. There was supposed to be discussion on this so that the council could set a policy but information has not been returned to Council. Pat Andrews will research the status of information that was being prepared to present the Council. E. Illinois Park School- Parent Concerns Dave Lawry stated we had previously come up with a plan to align their entrances to the parking lot, provide parking lot circulation, and improve situation for dropping off children. We decided to put a single access point at McLean and Wing like a 4-way stop. The school interpreted that we would be doing this next year; however, we had to inform them we would not be able to do it this year and only partially budgeted for 1999. Last week, a meeting was held with their architect and engineer to come up with an interim plan; barricades will remain and curbs will be extended across the future parking lot access. For the interim, a right-in, right-out access will be needed at the existing curb cut. Steve Pertzborn,Engineering and Jim Genz,Police Dept. could not attend the scheduled meeting last Thursday due to other commitments. Clay Pearson stated we need to reschedule this meeting as Eric Stuckey will have more information and we need to focus on a resolution for the parking lot. (Item carried over) F. Traffic control on alley from Villa Street to Prairie Street Tom Leetz reported on the follow up with Michael Steele. The committee recommended the alley be made going one way south. Mr. Steele was pleased with the recommendation and felt the residents would be agreeable with the decision. Charlie Pitt will do a memo for the COW. IV(A) Four-way stop sign at Clearwater and Royal Blvd. Mrs. Bethke called to ask"what is sufficient traffic"to require a 4-way stop. Tom Leetz • presented statistics for Clearwater and Royal: No accidents over a three-year period; four citations, and a speed study was done on Royal Blvd. NSC Minutes - October 13, 1997 Page 4 Clay had previously suggested a couple of painting ideas which need to be scheduled for fall or winter and asked for other ideas for options. Dave Lawry suggested that we provide center turning lanes at the driveways and protected left turns at intersections. Public Works will begin drawing plans for the lanes and sidewalk. Other suggestions were to stripe the parking lanes to narrow the street. Clay will talk to the residents. IV(B) Area III- Stewart Avenue and Parkway Avenue Speed Humps Clay reported on a packet sent out last week regarding speed humps along with a survey. At the present the tally is running 2 to 1 for the speed humps. The deadline for the return of the survey is October 17th. Additions: Discussion of Grand Blvd. going north will be done late next year, will be adding medians to assist pedestrians and sidewalks following natural contours. Dave Lawry stated that Parks alternately wanted to provide improved additional parking on the west side of the lagoon and then different parks staff has requested parking be eliminated. It was the consensus of the NSC, without having the benefit of a Parks Department representative present, that parking is already a premium in Lords Park, particularly for the pavilion. Therefore, it seemed the improved parking should be added. Jim Genz asked if we were going to post a speed limit on Bows Road between Randall and the City limits. Dave Lawry is checking the speed on Hopps Road from South Elgin so the speed limits will be consistent. The August 18, 1997 Minutes were approved as written. Sgt. Shergold introduced Tom Leetz as the new Community Service Officer. In addition to working for the City of Elgin, Tom is attending law school on the weekends. 1. No Parking Zone- Tollgate and Commerce Sgt. Shergold stated that he and Eric Stuckey met with some of the business owners on Commerce to discuss the on-street parking issues. Currently there are no parking restrictions on Commerce. Sgt. Shergold stated that he is waiting for Walter Tool, Teetz Plastics and Component Plastics to contact him with suggestions to the parking issues. Clay stated that he asked this issue be discussed at the Staff Development Review meeting so that an awareness of parking issues is present when reviewing future developments. Charlie Pitt stated that leasing parking spaces from a neighboring business is only a short-term solution. He stated that car pooling or city transportation would have to be an option to restricted parking;however, PACE does not offer bus service to this development. This item will be placed on the September 29 NSC agenda to discuss whether or not responses have been received from the businesses affected. 2. 4-Way Stop Sign Valley Creek Drive/Clearwater Way and Royal Boulevard Sgt. Shergold stated that there have been 4 accidents in the last 5 years at the intersection of Valley Creek and Royal. No accidents have been reported for the intersection of Clearwater and Royal during the same time period. He stated that speeding is a problem due to the roadway condition. Curt Kramer suggested that 4-way stop signs be placed at Lyle and Royal. Charlie Pitt stated that this intersection will be signalized in the future. He also suggested that a solid white line be painted to separate the traffic lane from the parking lane. He also suggested the possibility of painting double stripes in the middle of the roadway to create the illusion of a boulevard. Dave Osborn stated that trees will be planted along Royal in October. Clay suggested that this item be placed on the September 29 NSC agenda at which time an aerial view of this location will be provided. Tom Migatz will determine whether Ford or Indian will be stopped. Public Works will prepare the COW Agenda item for Council approval. 4. Request for No Parking on Basswood Court Sgt. Shergold stated that Alex Felix previously surveyed the neighbors but no action has been taken. Clay will contact Eric Stuckey to determine the status of this request. If necessary, Clay will call the requestor. This item will be placed on the September 29 NSC Agenda for status review. 5. Request for 25 mph Signage on Duncan Sgt. Shergold stated that the MITRON speed trailer was out of service and therefore could not be placed on Duncan. He stated that speeding is a problem both coming into town as well as leaving town. He suggested that signs warning motorists of the upcoming speed limit be placed further back so by the time they reach the city limits, they will be traveling at the posted speed limit of 30 mph. Public Works will install the proper signage and will determine if action requires an ordinance change. 6. Request for 15 Minute Parking Space at 5 S. Spring Debbie Nier stated that Mr. Kim is again requesting creating a 15 minute parking space to facilitate the drop off and pick up of students. It was determined that the railroad tracks need to be exempt and the railroad ties removed before any parking can take place within 10 feet of the tracks. There may be sufficient room to install one parking space. Sgt. Shergold and Tom Migatz will view the area and make a recommendation at the September 29 NSC meeting. 7. Request to Restrict Parking on St. Charles Street between Bluff City Boulevard and Villa Street CSO Leetz will survey residents regarding the requested parking restriction. He will provide the results of the survey at a future NSC meeting. Tom Migatz stated that he will be installing"No Parking Here to Corner" signage on the northeast corner of St. Charles Street at Bent due to sight limitations. Dave Osborn stated he will look at the area for possible tree trimming. • NSC Minutes-9/15197 Page 3 8. Update on the Intersection of Crystal and Chicago Clay asked that the NSC members provide him with ideas relative to closing Washington and Mountain Street east of Crystal. 9. Request for Fire Lane Designation at Wing Park Shopping Center Curt Kramer stated that the original request came from Todd Williams that a 25 foot section of curbing be designated a fire lane in front of the Huntington Learning Center and the laundry mat at Wing Park Shopping Center. Curt has been unable to contact Mr. Williams to discuss his request. He stated that fire lanes need to run the length of building. Fire apparatus do not benefit from such designations because the engines cannot be placed that close to the structure. Ambulances and police vehicles benefit from the fire lane designations. Curt stated that the owners of the business in question have not requested the fire lane designations. Curt will advise of the outcome of the request at a future NSC meeting. 10. Illinois Park School Construction Charlie Pitt stated that a temporary"Stop Here on Red" sign has been installed and the traffic signal timing for pedestrians has been adjusted. 11. Intersection of Crystal and Chicago Tom Migatz state stop bars have been repainted. Sgt. Shergold stated that there have been 44 accidents at this location in the last 5 years. This intersection will become a 4-way stop intersection. Public Works will prepare the COW agenda item for Council approval. 12. Area Ill- Stewart and Parkway Clay stated that speed humps are being considered for Stewart and Parkway. Curt Kramer expressed his concern with emergency vehicles being able to clear the speed humps. Charlie Pitt stated that he will provide Clay with information on the dimensions of the speed humps. Clay will review the information and circulate it to the NSC members. 13. Traffic Cones on Franklin/Hill/Porter Dave Osborn stated that he was driving on Franklin and notice traffic cones in the middle of the roadway. Dave asked if anyone had information as to whether or not the school placed the cones in the middle of the road. 14. State Street at Chicago Dave Osborn stated that there needs to be a traffic sign placed on the mast arm stating that there is a west turn lane onto eastbound Chicago Street from southbound State Street. He stated that he was waiting for traffic to clear the intersection and motorists behind him were honking their horns. He stated that some of the confusion may be eliminated if signage is placed on the mast arm. Tom Migatz stated that MOT may be responsible for installing such signage. Charlie Pitt also stated that there are restrictions on how many signs can be placed on mast arms. Tom Migatz will look into this matter. Mike Millikan suggested that a thank you letter to be sent to Sgt. Duffy for serving on the Neighborhood Services Committee. 1. Request for Stop Signs on N. Worth Avenue and Oakley Mike Millikan stated that there are a number of uncontrolled intersections in the area surrounding N. Worth and Oakley. The NSC recommended that Worth be stopped at Oakley. Eric Stuckey will prepare a follow-up letter to Mr. Schneider. Public Works will prepare this item for Council approval. The NSC also recommended that Engineering do a comprehensive study of the area for existing and proposed signage prior to the item being presented to City Council. 2. Request for Stop Sign at Elgin and Lavoie Officer Jim Genz stated that there has been one fatality at this intersection during the last 10 years. The cause of the fatality was the driver not wearing a seatbelt and being thrown from their UPS truck. Tom Migatz stated that a stop sign was just placed on Dixon at Lavoie. Charlie Pitt stated that Public Works will review the entire area and make a recommendation at the August 18 NSC meeting. 3. Request for No Parking Zone on Weston Between Lawrence Avenue and Kimball Middle School Juv. Det. Lorenz Burkert stated that due to school construction, he is recommending that all bus traffic as well as student drop-off/pick-up take place in the single lot located at the south end of the school. Busses and parents will then be able to exit onto Weston Avenue and then proceed onto Lawrence Avenue. Committee members suggested that parking be restricted on Weston between Lawrence Avenue and Kimball Middle School from 8:00 a.m. - 10:00 a.m. and 2:00 p.m. - 4:00 p.m. on school days only. Clay asked that Det. Burkert contact Paul's Restaurant to let them know of the NSC's recommendation and advise Eric Stuckey or Jim Genz of the NSC Minutes - 8/4/97 Page 2 restaurant's response. Dave Lawry is to draft a memo to the Interim City Manager with an advisory of the impending temporary restriction. It is possible that the existing ordinance for school zones will cover this situation. Tom Migatz and Charlie Pitt will review the ordinance. 4. Request for No Parking across from 700 Tollgate This item will be placed on the August 18 NSC agenda. 5. Request for Handicapped Parking Space at 389 Fulton Street Clay stated that he will contact Glenn Theriault and ask him to speak to Kathy Storment regarding her request. Tom Migatz stated that if the NSC were to approve Ms. Storment's request, stripping would need to be done. Mike Millikan stated that if a handicapped space were designated, anyone with a handicap placard could park in this space which would not solve Ms. Storment's problem. This item will be placed on the next NSC agenda. 6. Request for Curbing - 300 Block of Jay Street Mike stated that he looked at the curbing and stated that he didn't feel it was that bad of shape. There is bad curbing located on the south side of the street in front of the grocery store ate Jay and Raymond. Mike and Clay will talk to Officer Darin Hood relative to this request. The issue is parking for the grocery. No action was taken at this time. 7. Parking on Highland between Crystal and State Eric stated that a request was made to review the parking situation on Highland between Crystal and State. He stated that he went to the New Century Partnership Parking Committee meeting on August 1 but there were not enough NCPE members to hold the meeting. They rescheduled their meeting to August 15. Eric will report the outcome of the 8/15 meeting at a future NSC meeting. He did go on to state that this is a difficult and busy intersection and restoring parking to this area would aggravate the current situation. Eric asked if there were any suggestions from the NSC members, please forward them to him prior to August 15. 8. Parking on Crescent Street Clay Pearson stated that he and Officer Rob Hartman met with Dr. Barry Burren of One Crescent Street. Bob Malm stated that the City Council members have been receiving phone calls relative to this issue. Officer Hartman stated that the residents are in favor of restricting parking on the west side of the street. He stated that because the street is so narrow, when cars are parked on both sides of the street, it's impossible for two cars to pass each other; one has to back up to permit the other car to pass. Charlie Pitt stated that this type of situation creates serious problems if emergency vehicles were called to the area. Clay stated that he will have Gene Belmonte look at the area. Officer Genz will provide accident data and Mike Millikan will prepare a video for NSC Minutes - 8/4/97 Page 3 the next NSC meeting. Dave Osborn stated that the roadway should be expanded whenever the area is scheduled for improvement. 9. Five-Year Street Plan - Neighborhood Traffic Improvement This item will be placed on the August 18 NSC agenda. 10. Traffic Investigation for Speed Limit Reduction Memo Eric Stuckey stated that the Legal Department is to provide information on other communities who have instituted a city-wide speed plan. Tom Migatz added that he traveled through West Dundee and signs have been installed that stated the speed limit is 25 mph unless posted otherwise. This item will be placed on the August 18 NSC agenda. 11. Discussion re: PADS Location Eric Stuckey stated that there is a great deal of neighborhood concern relative to the proposed PADS location on Bluff City Boulevard between Raymond and the exit ramp. Clay stated that there are concerns relative to the hours it serves the homeless and well as how the citizens will get to and from the site. Charlie Pitt stated that he is concerned that the homeless people will be going through the local dumpsters and there would be no one to report it. Elgin Eye Clinic Signage on Spring Street Tom Migatz stated that Elgin Eye Clinic has moved and would like to remove the Loading Zone signage erected for pick-up and drop-off of patients. Request for St. Edward's Bus Zone on Perry Street/Additional Visitor Parking Officer Hartman stated that St. Edward's High School is requesting a 90 foot school bus zone on Perry Street. The bus zone would be located at the corner of Perry Street and Locust. St. Ed's would also like to make the additional space on Perry Street between Locust Street and Crosby a 30 minute visitor parking space. The NSC recommended that St. Ed's request be approved. Public Works will prepare this item for Council approval. 2. Intersection of East Chicago Street and Willard Avenue- Restripe East and Westbound Lanes Charlie Pitt stated that this area is scheduled to be painted. Diagonal stripes will be painted on the shoulder to discourage motorists from using it as a turn lane. Dave Lawry stated that IDOT needs to be contacted before any signage can be installed on their roadway. 3. Discussion of Street Sign Design/Materials Tom Migatz provided samples of street signs with six inch lettering and new reflective backing and lettering. Tom stated that it's much easier to read the new signage as opposed to the old. Tom was asked to provide cost information to replace the signage, which streets would have the six inch lettering as opposed to four inch lettering, etc. This item will be placed on the June 16 NSC agenda. 4. Request to Improve Area of Hill and Division Sgt. Duffy stated that there has been one accident at this location since 1994. This request will be passed along to Officer Theriault for his review. No further action by the NSC will be taken at this time. 5. Recommendations from New Century Partnership Parking Spaces on East Highland Avenue Debbie Nier stated that Home Federal is requesting that the 15 minute parking spaces on the south side of East Highland Avenue be changed to 30 minute parking spaces. The NSC recommended that the 15 minute parking spaces be changed to 30 minute parking spaces. Charlie Pitt will prepare this item for Council approval. Request for Parking Spaces - Kim's Black Belt Academy Debbie Nier stated that Mr. Kim of Kim's Black Belt Academy is requesting one or two 15 minute parking spaces or a loading zone. The NSC discussed the fact that the railroad has not yet abandoned the railroad tracks and cannot recommend installing parking spaces where Mr. Kim is requesting. Debbie Nier will inform Mr. Kim of the NSC's recommendation. 6. River's Landing (Times Square) Walk Through Officer Darin Hood stated that the hosted a walk through of the River's Landing complex. Officer Hood stated that he spoke with Mr. Bauer, the manager of the complex, who stated that the gates will be wrought iron. Construction has been delayed because the contractor has not yet obtained the necessary permits. Steve Bone is checking on the complex's plans for emergency vehicle access to the complex. Officer Hood compiled a"dirty" 10 list of apartments. Six of the 10 apartment tenants have moved out and they are still working on the other four. Lighting is being installed. The complex is now doing background checks on potential renters. Officer Hood stated that barbed wire is still being considered. He stated that maybe a cooperative effort between the City and the complex could result in more decorative fencing. Officer Hood stated that he has spoken with the Forest Preserve and they are willing to clear cut brush along the bike path. Sgt. Duffy stated that the trees should remain but all the"scrub" brush should be cut out. Officer Hood will call Jim Sheppard of the Parks Department to discuss the area. He will also work with Ed Swierbinski to have community restitution clean up the area. Officer Hood stated that the Clock Tower Shopping Center is a huge problem. There are numerous problems and the owner, Joseph Butera, is not very interested in making improvements. Walgreen's may be looking to relocate and Nick's Liquors may occupy their space. Chief Gruber asked if Code Enforcement can do an inspection of the shopping center and list violations. If any code violations exist, this would present the opportunity to meet with the owner to discuss improving the area. Curt Kramer, Mike Millikan and Darin Hood will meet and coordinate the inspection. Chief Gruber stated that police make arrests for various offenses but often times there is no follow-up from the business owner and the case is dismissed. It was also mentioned that Joseph Butera has not signed a Trespass Agreement. .. • 7. Step Intersection - State and Wing Sgt. Duffy stated that this intersection is a problem based on design and that enforcement has been increased. Dave Lawry stated that engineering will start in 1998 with construction to take place in 2000. He stated that the city may possibly acquire the gas station and move the intersection further east. Dave stated that Phase I of the engineering has to be completed before the intersection can be designed. 8. Jackson Street - One Way Street Survey Eric stated that survey results have been received. Based on the results, residents oppose Jackson Street being made a one way. Chief Gruber stated that the problem is Nick's Liquors and that Don Quillman is thinking of selling his property. Chief Gruber suggested that the barricades be taken down and there be a squad car parked there on Friday and Saturday nights. Bob Malm requested that a formalized summary be done based on the results of the Jackson Street summary. This summary should then be sent to the Council members and the Jackson Street residents. Officer Hartman stated he will provide a copy to Eric Stuckey to be included as a Friday Report item. 9. Historic District Traffic Survey Chief Gruber suggested that the survey be summarized. Glenn Theriault will complete the summary. This item will placed on the June 16 NSC agenda for review. 10. Proposed Route 25 Corridor Dave Lawry stated that IDOT is proposing making Rt. 25 a 6-lane roadway from Rt. 34 to Rt. 62. IDOT stated that 4 lanes of roadway will be constructed through Elgin. Dave stated that he has the preliminary plans from IDOT and Will provide copies to members. Please forward any comments you may have as soon as possible. Dave stated that there will be a meeting regarding the Rt. 25 corridor on June 2. 11. Parks Profile Curt Kramer stated that he would like to see a different park profiled at each meeting. Posting of Speed Limit Signs at Access Points to Subdivi- sions Sgt. Duffy stated that he prepared a list of streets that should be posted anything over 25 mph. There are no streets posted 40 mph within the city. Sgt. Duffy stated that he will ask officers to log locations where 30 mph speed limit signs are posted. Sgt. Duffy also stated that citizens have ex- pressed interest in a city-wide 25 mph speed limit plan. Dave Lawry stated that arterial streets would remain 30 mph. Clay, Dave and Bob Duffy will work together on a City Council COW agenda item for the May 14 meeting. 2. Street Name Signs and Materials Tom Migatz presented a brochure which showed new street name signage using a 9 inch blade with 6 inch upper case letters and 4 inch lower case letters . The new signage will be easier for motorists to read. Examples of the new signage can be seen on Route 31 heading toward St. Charles . Dave Lawry stated that the new standard signage will be used for the Kimball Street project and other Public Works improvement projects . 3. Request for 4-way Stop Intersection at Adams and Gertrude Dave Lawry stated that Adams is designed to be a through street. Sgt. Duffy stated that police are enforcing the area and he will arrange to have the speed trailer placed on Adams . NSC Minutes - April 28 , 1997 Page 2 Alex Felix will contact the residents regarding the NSC 's finding that a multi-way stop does not apparently meet war- rants . 4. Request to Add Church Names to Street Signs Clay stated that has spoken with John Diem regarding his request to add church names to street signs . Mr. Diem has not found any similar signage in the city. After discussion regarding the above, the NSC recommended that no action be taken regarding this request. 5. Request to Remove Parking Space on Douglas at Division The NSC recommended that the parking space on the southeast corner of Douglas and Division be removed. Public Works will grind off the pavement markings and erect a "No Parking Here to Corner" sign. No Council action is required. 6. Sight Distances at Intersections along East Chicago Street from Liberty to Center Glenn Theriault stated that it is very difficult for motorists to cross East Chicago Street at many of the intersections between Liberty and Center due to sight distance restrictions . Dave Lawry stated that Public Works will place "No Parking Here to Corner" signage 75 ' back from intersecting streets along East Chicago Street between Liberty and Center. 7 . Review of Pedestrian Crossing-East Chicago Street and Center Street Jenny Diaz de Leon stated that there are problems with pedes- trians crossing Center Street mid-block between East Chicago Street and Highland Avenue due to the timing of the pedestrian light at East Chicago and Center. International "Walk/Don't Walk" symbols will be used instead of the current words . Public Works will handle implementation. Clay stated that he, Dave Lawry and Glenn Theriault will look at the intersection and provide a recommendation for the pedestrians . The difficulty is that cars are turning into the pedestrians at the crosswalk on Center Street. Pedestrians are now crossing Center Street mid-block even though they have a protected crossing light . Dave will have changes made to the signage at and around the intersection. NSC Minutes - April 28, 1997 Page 3 8. North Street from Douglas to North Spring The NSC recommended that at least two parking stalls remain in front of The Fox Hole and one parking stall be installed to the east of The Fox Hole (between 129 ' and 159 ' on map) . Sgt. Duffy will have CSA Felix survey the business owners for their recommendations . Tom Migatz was complimented on his clear and concise diagram of the subject area, better than any product from an engineer. Deborah Nier stated that the owners of the buildings along North Street from Douglas to N. Spring are interested in selling the properties and would probably be reluctant to have parking restricted along this stretch of roadway. This item will be placed on the May 19 Agenda for discussion. 9 . Review of Two Hour Police Parking Lot at Douglas and North Street Sgt. Duffy stated that this parking lot is being utilized and is working well . Public Works will prepare this item for Council approval to make permanent the existing temporary signage. Bob Malm asked how this lot fits into the forthcom- ing downtown parking report. 10. Replace Yield Signs with Stop Signs The NSC recommended that the following yield signs be replaced with stop signs: 1 . Chapel Street, n/b & s/b, at Fulton Street. 2 . Country Knoll Lane at Thomas More Drive. 3 . Elizabeth Street, n/b & s/b, at Elgin Ave. 4 . Washington Street, e/b & w/b, at Jackson. 5 . The NSC recommended that Grand Boulevard at Grand Avenue become a 4-way stop intersection. Public Works will prepare this item for Council approval . 11. Traffic Signal Warrant Study at Randall Road and College Green Drive Dave Lawry stated that he received the Traffic Signal Warrant Study back from Hampton, Lenzini & Renwick. It was HL & R recommendation that traffic signals be installed at this location. Dave stated that he has submitted the report to Kane County who will allow the placement of temporary signals . Dave stated that he is working with Kane County regarding funding. Sgt. Duffy asked if Charlie Pitt could review the recall timing of the traffic signals on Randall Road. Parking Restrictions on Mountain Street - Request to Add Stop Signs on Crystal at Mountain Chief Gruber suggested that the residents be surveyed regard- ing the proposed parking restrictions on Mountain Street. This will give the Police a good opportunity to meet with the residents to discuss neighborhood affairs . A report will be prepared and presented to the NSC at the May 19 meeting. The NSC recommended placing stop signs on Mountain at Crystal . Dave Lawry will check to see whether or not said stop signs already exist and if not, he will prepare the item for Council approval . Clay will contact Ann Stuart to let her know what action is being taken by the NSC. 13. Request for "No Right Turn" Signage on Highland at Randall Chief Gruber stated that motorists are using the shoulder of Highland Avenue to make a right turns onto north and south- bound Randall Road. The NSC recommended that "No Right Turn on Red" signage be installed on Highland. Dave Lawry stated that Public Works will contact Kane County to let them know of the signage. 14 . Proposed One Way - Jackson Street Clay stated that cut through traffic on Jackson Street is a problem for the neighborhood. A survey has been circulated to residents regarding making Jackson Street a one-way southbound from Highland to Locust. Curt Kramer suggested that parking be removed from one side of the street to accommodate emergen- cy vehicles . Clay and Resident Officer Rob Hartman will address the parking restriction. This issue will again be discussed at the May 19 NSC meeting. 15. Parking Restrictions on Raymond Street Officer Darin Hood stated that he has spoken to residents and sent mailers to those he couldn' t contact regarding the proposed parking restrictions on Raymond Street. Officer Hood stated that the majority of residents favored removing parking on Raymond Street from National Street to Rt. 20. Clay and Darin will prepare this item for Council approval . 16. Damage to Treebank at 900 Grace Street Mike Millikan submitted photos of the treebank at 900 Grace Street which is being damaged by trucks making deliveries to Terrence H. Rogers, Inc. Mike will have Larry Koesche of Code Enforcement talk to the business owner to see if the business will make repairs to the treebank similar to those made by Columbia Pipe. Sgt. Duffy stated that he will also contact the business owner. 18. Near West Neighborhood Meeting-April 19, 1997 Clay stated that he met with neighbors who voiced concerns with their neighborhood. Nick' s Liquors is still a main concern for the residents . Clay stated that Nick' s pays for their police patrol . Making Jackson Street a one-way should help the area . 19. State and Lawrence Dave Lawry stated that after construction of this intersection is completed, this intersection will be taken off the step intersection report . There will be a 40% increase in the intersection capacity. The new radius will accommodate larger trucks . Dave stated that the ICC is reviewing the all rail- road intersections . Hopefully this intersection will be completed by November. 20. Historic District Traffic Survey Glenn Theriault stated that he has received 125 responses to the traffic survey which was sent out. Glenn will summarize the responses and present the summary at the next NSC meeting. 21. River's Landing ( f/k/a Times Square) Resident Officer Darin Hood stated that River' s Landing will be putting in a security gate. Residents will need an access card to gain entry into the area. River' s Landing has not increased security personnel . Officer Hood stated that Police and Fire will need to get the access cards . River' s Landing is suggesting a light and siren sensor for the gate. Officer Hood stated that River' s Landing would also like to attach "barbed" wire to the chain link fencing surrounding the area for security purposes . Pat Andrews stated that they would need to obtain a variance for this to be done. Officer Hood also stated that the area adjacent to Butera' s needs to be cleaned up. Bob Malm suggested that some of the NSC members walk the area. . NSC Minutes - April 28, 1997 Page 6 Tom Migatz stated that graffiti is a problem on the bike path at Rt. 20 . Sgt. Duffy stated that he will contact Ed Swierbinski to let him know of the graffiti problem at Rt. 20 and the bike path. Officer Hood stated that retail theft is high at Butera ' s . Homeless people are seen very often on private property in this immediate area. Dave Osborn stated that the Parks Department could cut back brush along the bike path. The meeting was called to order at 10 : 12 a.m. The February 3, 1997 Minutes were corrected as follows : Item 2 - "Dave Lawry stated he checked with Kane County regarding the signalization on Randall and College Green and was told the County has no money allocated in their budget for signalization. " Item 4 - "Sgt. Duffy said the main concern of the residents is the intersection of Royal and Ruth. Eric Stuckey said to hold off on other requests such as the four-way stops . " 1. Request for 25 mph Speed Limit on Woodview Circle/Request for a Stop Sign on Southbound Woodview Circle at Varsity Drive Extension Diana Grubb suggested considering that Woodview/Varsity be closed off to thru traffic . It could be gated for emergency vehicles only. Sgt. Duffy stated that placing a stop sign on southbound Woodview does not meet warrants . He stated with regard to the 25 mph speed limit request, a city standard should be implemented whereby speed limit signs could be posted at all access points to neighborhoods . The signs would inform motorists of a 25 mph speed limit on residential streets within the subdivision. As an interim step, the subdivisions around Elgin High School will be proposed for 25 mph. There are apparently six entrances to the area which can be posed as 25 mph in the neighborhood. The item will be placed on the March 31 NSC Agenda at which time Police and Public Works will provide informa- tion on laws and the cost of implementing this type of NSC Minutes Page 2 March 3, 1997 program. The information will then be forwarded to the Legal Department for review. 2. Park Vandalism This item will be heard at the March 31 NSC meeting. 3. Request for Stop Sign on Morton at Cooper Clay said this item appeared in the Courier Speak Out Column. The NSC recommended a stop sign be installed for southbound traffic on Morton at Cooper. Public Works will prepare this item for Council approval . 4. Request to Add North Side of May Street Between Grace Street and St. Charles Street to Ordinance 11.60.087 The NSC reviewed Officer Hood' s request that the north side of May Street between Grace Street and St. Charles be added to the Limited Parking Areas - Buses Only Ordinance ( 11 . 60 .087 ) . The NSC recommended that this area should be included in the ordinance. Charlie Pitt is to forward the Request for Legal to the Legal Depart- ment for inclusion of this information into the existing ordinance. 5. Update on Overnight On-Street Parking Debbie Nier stated she presented this issue to the New Century Parking, Traffic, Maintenance and Security Committee. The Committee members were supportive of maintaining some overnight parking restrictions through- out the downtown area. Clay suggested that a 4 : 00 a .m. - 6 : 00 a.m. parking restriction be established uniformly to accommodate the businesses with 4 :00 a.m. liquor licenses . The NSC recommended the parking restriction be approved. Public Works will prepare this item for Council approval . An ordinance needs to be created regarding downtown overnight parking restrictions . Pat Andrews will provide the CC1, CC2 zoning districts as well as the downtown master plan when she meets with Clay and Debbie in an effort to create boundaries for the parking restriction. Sgt. Duffy stated that each street needs to be named in the ordinance for enforcement purposes . Once the review process has been completed by Pat, Clay and Debbie, a Request for Legal will be submitted by Public Works to enact an ordinance establishing the on-street parking restriction for the Central Business District. NSC Minutes - March 3, 1997 Page 3 6. Update on Proposed Central Business District Street Signs Debbie Nier stated that the New Century Partnership Parking Committee endorsed the installation of special signs identifying the CBD area. Clay and Dave Lawry will submit this item for inclusion in the Friday Report. No formal Council action is required to replace the signage. This project will take time to implement. Dave will recommend replacement of signs during scheduled construction projects included in this area. 7 . Update on Parking Restriction on Highland between State Street and Crystal Clay stated that he spoke to the business owner on State who asked that the City reconsider restoring parking on Highland. Debbie Nier and Clay stated that there is a concern from business owners regarding a need for more enforcement of the one-hour parking areas . Sgt. Duffy stated that since Cesar resigned he does not have the personnel to provide routine parking enforcement in the downtown area or survey neighborhoods for NSC items . The CSA' s are also used for other tasks such as delivering packets to City Council members for the City Manager' s office, Planning and various other departments within the City which takes them away from their regular duties . Sgt. Duffy stated that he is planning on hiring another CSA but it takes approximately six months to train someone. Sgt. Duffy will provide a sample daily schedule of the CSAs at a future meeting. 8. Neighborhood Focus - Near West Neighborhood Report Clay stated that Code Enforcement will be meeting with the Resident Officer on Wednesday. Please provide any comments you have regarding this report prior to that time. Tom Migatz stated that this area is cluttered with signage needing to be replaced. He stated that his staff does not have the time to remove the unnecessary signs . The NSC agreed that the Near West Neighborhood Report is beneficial to the community. 9 . STEP Intersection - State Street at Highland Avenue Sgt. Duffy stated that these two streets are high volume streets . The number of accidents vs . the traffic count is low. Sgt. Duffy stated that he estimates that the majority of accidents are due to motorists making con- flicting movements . NSC Minutes - March 3, 1997 Page 4 • 10. Shales Parkway and Rt. 20 Bypass Dave Lawry asked if Police could provide him with acci- dent data for this intersection for years 1996 and 1997 to date. Dave needs to provide IDOT with this informa- tion. 11. Left Turn Arrow on State Street at Highland Tom Migatz asked about the possibility of having a left turn signal installed for northbound traffic on State Street at Highland in an effort to alleviate the traffic stacking problems on State Street at Wing. Charlie Pitt stated that for a left turn lane signal to be installed major revisions would have to be made to the traffic control devices . No further discussion was had relative to this matter. 12. Street Lights A handout which informs residents how to take the neces- sary steps to request a street light. Almost 200 street lights were added in 1996 and more are to be added in 1997 . 13. School Crossing Guard Task Force The final draft of the School Crossing Guard Task Force Report was handed out. Sgt . Duffy stated that this report was approved by U-46 . Please read through the report as it will be discussed at the March 31 NSC meeting. The meeting was called to order at 10: 15 a.m. The December 3, 1996 Minutes were approved as written. 1. Downtown Overnight Parking Debbie Nier and Jim Nowicki stated that the New Century Partnership and Finance Department have received numerous requests to consider overnight parking in Center City parking facilities for those who reside downtown. Sgt. Duffy stated that overnight parking is currently not allowed by ordinance. Jim suggested that the City issue parking stickers that residents could affix to their car' s rear bumper and/or issue a placard that could be hung from the rearview mirror. Clay asked if any consideration was given if the residents had overnight guests . Debbie and Jim both stated that could be considered. As an incentive for the residential component to the downtown, it was suggested the permit be at no cost and that "in and out" privileges be given to accommodate typical residential life. The NSC recommended that the downtown residential area bounda- ries be as follows : West - Fox River; North - Highland Avenue; East - Center Street to DuPage and Villa Street to Prairie Street; South - Prairie Street. The NSC would like NCPE and Finance to revise the map as well as provide specific language saying what the incentive is for a building with both a residential and commercial component. 2 . Crossing Guard Subcommittee Sgt . Duffy stated that the Crossing Guard Subcommittee met with members of U-46 as well as two school principals in December. An evaluation form will be created by the schools . The principals will accept requests for crossing guards and will do studies of the proposed locations . Once data is compiled by the school, the principal will determine if a crossing guard is warranted from the school ' s perspective and will forward the request to the NSC for review and approval . Minutes - January 13, 1997 Page 2 Another meeting is scheduled for Thursday at 9 :00 at which time the Subcommittee will present the crossing guard form. 3. Removal of Parking on East Side of Harvey from Mill Street to Highland Sgt . Duffy stated that in the past there was a problem proper- ty in the area ( 235 Harvey Street) which prompted the parking restriction. There no longer are problems in this area and therefore the NSC recommended the parking restriction be abolished at the request of neighbors . A survey was conducted and found support for this recommendation. Dave Lawry stated that this item does not need council approval and he will arrange to have the no parking signs removed. Sgt. Duffy stated that he will have Cesar contact Mr. Martinez and advise him of the NSC' s recommendation. 4 . Request for Stop Sign on Lyle at Lin Lor and Hospital Sign Sgt. Duffy stated that the intersection of Lyle and Lin Lor does not meet warrants for the installation of 4-way stop signs . Police will contact Mr. Mangum and advise him of the NSC ' s recommendation. The NSC recommended that two additional hospital signs be installed. Dave Lawry will arrange for the installation of the signage. 5. Request for Stop Sign on Airlite at Lin Lor Sgt . Duffy stated that the accident history will not meet warrants for installation of stop signs . Sgt. Duffy stated that he will speak with the principal of Hillcrest School to determine whether or not he has received similar requests and will advise Public Works of his findings . 6. Request for Stop Sign on Cobblers Crossing at Inglewood Lane Sgt. Duffy stated that he has had discussions with the neigh- borhood group and asked that they provide him with a map of the area with their suggestions for speed limit signs . Dave Lawry suggested removing the 20 mph speed limit signs the developer installed. This item will be discussed at a future NSC meeting once the map and recommendations have been re- ceived. As for the specific request for a 3-way (all way stop) at Cobbler' s Crossing and Inglewood, the intersection is far from meeting warrants and cannot be recommended. Clay will contact the individual requesting the stop. 7 . Request for Stop Signs at Duncan and Oakhill Road; Duncan and Glenwood Trail; Duncan and Trout Park Boulevard Sgt . Duffy stated that the above intersections do not meet warrants for installation of stop signs . Duncan Avenue is a through street, there are no residences along Duncan north of Minutes - January 13, 1997 Page 3 Oakwood, site distances are an issue. Sgt. Duffy stated that speed limits in this area are enforced. Dave Lawry suggested that the Parks Department could trim bushes in the area to provide for better sight distances . Clay stated that the lighting at these intersections is poor. Dave will review the area to see what improvements can be made with regarding to lighting and installing bike crossing signage at Trout Park Boulevard and Duncan. Clay will draft a response letter to Gordon Whiting. 8. Petition for Conditional Use Approval for Planned Devel- opment at 1140 Ash Drive Clay stated that this area is very problematic and the devel- oper has recently requested to build duplexes on the vacant lots . The subject property is zoned MFR Multiple Family Residence District, and a minimum of three residences can be built in that district. Sgt. Duffy stated that it' s very difficult to access the area and that the property owners do very little to improve the area. Clay stated that the vacant land is currently used for dumping . Mike Millikan also stated that 1121 Birch is on the Target Problem Property list. Sgt. Duffy stated that abandoned vehicles are also a problem for this area. Mike Millikan was volunteered to coordinate development of a report on the current housing conditions, code violations, possible alternatives for the area, area schools, etc. He will forward a copy of his report to the Committee once it has been completed. 9. Request for Flashing Stop Sign. Light at Riverboat Pedes- trian Crossing Sgt. Duffy stated that this request came from the Director of Security at the riverboat. Dave Lawry stated that providing electricity to the location may be a problem. Charlie Pitt is looking at the area and will report his findings at a future NSC meeting. 10. Request for Stop Light - College Green and Randall Road Sgt. Duffy stated that there are significant problems with this intersection. He stated that Kane County planned the intersection but the City provides enforcement. Dave Lawry stated that this intersection is scheduled for improvement by Kane County in the year 2000. He stated that a traffic analysis was done in March of 1996 but the scope of the review was very limited. He feels a more complete study would likely meet warrants, but does not guarantee a more timely installa- tion of traffic lights . Dave estimated the cost to hire an outside consultant to prepare a complete traffic study to be in the area of $5,000 . Bob Malm mentioned that he received a video as well as comment cards from U-46 bus drivers regarding the intersection of Shales Parkway and Rt. 19 . Minutes - January 13, 1997 Page 4 Dave Lawry stated that he will contact the County and IDOT to discuss these intersections and will report his findings at a future NSC meeting. 11. Neighborhood Focus - Eagle Heights Clay stated that he, Eric Stuckey, and Clyde Larsen of Code Administration met with members of the Eagle Heights board. Clay stated that recently a subdivision proposal for vacant land at Ruth and Royal was denied. The approximate cost for the City to install sidewalks would be $25,000. There are a number of apartments on Mark Avenue. There are also numerous police issues for this area. Bob Duffy reported that Part I crimes are up slightly because of car burglaries . Someone has been arrested in connection with those crimes . Sgt. Duffy stated that calls for services are unchanged. Sgt. Duffy stated that Ruth and Royal is the main bus pick-up location. There are no sidewalks that the children can stand on while waiting for their buses . People are forced to walk in the street. Dave Osborn stated that a bank stabilization project is sched- uled for Tyler Creek. Dave also stated that a walking path is scheduled to be installed on the east side of Tyler Creek from Royal Boulevard to Eagle Heights Park. The path material will be wood chips . 12 . Step Intersection Report Big Timber and McLean Dave Lawry provided a map of the intersection. Dave highlighted projects that will be completed. Dave stated that all signs will be replaced in the coming months to improve driving awareness of the intersection's traffic flow. He stated that sidewalks need to be installed but METRA would need to be involved in that project. The intersection is very similar to the "Seven Angels" intersection in Fox River Grove with the exception that the traffic signals are placed before you cross the railroad tracks . Dave stated that there is a need to have a designated red to green turn arrow light but a new, longer, mast arm will be required. Charlie Pitt will check on the cost of installing the signalization. Rt. 20 and Shales Parkway Sgt. Duffy stated that this intersection ranks No. 2 of the top accident locations in Elgin. He stated that double amber pulsating lights along with a "Be Prepared to Stop" sign may help reduce accidents as an interim measure. Dave Lawry will contact IDOT about altering the signal to dual amber lights as opposed to the current single light. The meeting was called to order at 10 :03 a.m. The October 28, 1996 Minutes were approved as written. Bob Malm announced that the new NSC co-chairs are Clay Pearson and Eric Stuckey. Clay stated that the agenda will be taking on a new format. New sections will include Neighborhood Focus and Special Topics . Eric stated when you place an item on the agenda, maps of the area (including signage) and surveys should be provided prior to the agenda being distributed. This will facilitate deci- sion making at the meeting and make the best use of partici- pants ' time to reduce the need to revisit some topics . If you have an idea relating to the special topics portion of the agenda, please advise Eric. Bob Malm suggested that a Gang Crime by Area section be added as a special topic. 1. Request to Remove 2 a.m. - 5 a.m. Parking Restriction on Chicago Street from Center to Chapel Glenn Theriault stated that there are old ordinances which prohibit parking on the south side of Chicago Street east of Center to Chapel from 2 a.m - 5 a.m. in addition to a 10-hour parking restriction. Residents living next to the Ameritech building have been getting ticketed for parking in front of their home. Glenn stated the nearest place for these resi- dents to park would be approximately 1 1/2 blocks from their Neighborhood Services Committee November 11, 1996 Page 2 home. Glenn spoke to the owner of Wonderland Ballroom regard- ing a loading zone restriction. Currently a loading zone is in place on the north side of Chicago Street from Geneva to Center and on the west side of Geneva north to Highland. The owner of Wonderland suggested leaving the loading zone re- striction on Chicago Street as is and changing the Geneva Street loading zone to a 5-minute drop off zone. Glenn will contact the owner again to discuss alternatives . The NSC recommended that Public Works obtain information regarding the ordinances for this area as well as provide information regarding current signage. This item will be discussed at the December 3 NSC meeting. Bob Maim stated he will check with Deputy Darr to see whether or not ticketing of the resident' s vehicles can be stopped until this matter has been resolved. 2. Civic Cultural Parking Pat Andrews stated the parking study that is being done by Walker and Associates will be completed by the end of Decem- ber. Dave Lawry inquired as to what is being proposed for the city lot on the north side of North Street. Dave stated that when Engineering moves to the north tower, 13 cars will be using the adjacent parking lot. Dave also stated that there are parking problems with the postal employees . Diana Grubb stated that some people are now parking in the Center City Apartments parking lot. Dave asked that Tom Migatz provide a sketch of the area for the December 3 meeting which includes parking spaces, parking restrictions, and time limits for parking. Clay suggested that the parking lot across from the law enforcement building be restricted to 2-hour parking. Dave Lawry stated that there are two handicapped parking spaces that meet standards . In the spring, additional curb cuts will be made to facilitate those using the two parking spaces . Bob Malm stated he will contact Chief Gruber to let him know of the 2-hour parking restriction. Public Works will prepare the item for Council approval if necessary. Diana Grubb stated that if permit parking is enforced at the city parking lot at Brook and North, police officers will be forced to park in the lots north of the old police facility. Lighting is being upgraded around this lot. Bob Malm will recommend to Police that more enforcement of permit parking be provided. Neighborhood Services Committee November 11, 1996 Page 3 3. Status Report on Crossing Guard Subcommittee Members of the Crossing Guard Subcommittee are Curt Kramer, Charlie Pitt, Chief Gruber and Dave Lawry. Dave Lawry stated that there is nothing to report. Background material from the newspaper was noted. A meeting is scheduled for Tuesday, November 12 . Dave stated that the School Dis- trict does not want control of the crossing guard program. This item will be discussed at the December 3 NSC meeting. 4 . STEP Intersection Report The STEP Program is a regular review by the Police Department of intersections receiving the most traffic accidents . The information is used to direct enforcement issues . It was suggested to review one intersection at each NSC meeting. The intersection that will be discussed at the next meeting will be Big Timber and McLean. Police, Public Works and Fire to provide accident data, sketches and sign placement to be included with the 12/3 agenda. Shales Parkway and the Bypass will be discussed at the Decem- ber 16 NSC meeting. Police, Fire and Public Works to provide information to be included with the agenda. 5 . Vecinos Unidos Neighborhood Walk Clay stated that the neighborhood walks have been very suc- cessful . Please submit comments on the near west neighborhood walk to Clay. Departments need to document progress being made on items listed on the neighborhood walk notes . 6 . Pedestrian Signals Signals have been installed and the principal of Garfield School is happy with the upgrade. 7. Crime Prevention through Environmental Design Diana Grubb stated that Officers Tom O'Herron and Cecil Smith are certified in Crime Prevention through Environmental Design. Clay asked Diana to have Cecil look at the parking lots north and east of the library. Bob Malm wants him to also review 85 S . Crystal and 222 Locust. Diana Grubb provided informa- tion on activity at 222 Locust. She stated that there is an increase in calls because the owner of the property encouraged people to make calls . Neighborhood Services Committee November 11, 1996 Page 4 Dave Lawry will forward a copy of the "Design in Parking Facilities" article to Gary Miller to see if lighting at the Spring Street Parking Deck meets standards . 8. Status Report to Residents - Near West Neighborhood Eric stated that he and Clay presented a draft copy of the status report to the neighborhood organization. The purpose of the report is to let neighbors know what is being done in their neighborhood and to also encourage any input residents may have about their neighborhood. Eric stated that a final neighborhood report will be submitted to Council after more input is obtained. 9 . Nick's Liquors Dave Lawry will provide an aerial photo of the area. Glenn Theriault stated that Nick's provides a check cashing service which adds to neighborhood congestion. Pat Andrews stated that Roger Dahlstrom is checking zoning for Nick' s . 10. St. Edwards Glenn stated that there is supposed to be a meeting with St. Ed' s and the neighbors . He will find out the details . Clay and Ray met with the Superintendent and the school ' s real estate agent to hear about options being discussed. While reviewing the Dundee Avenue entryway corridor (we are replacing sidewalk and adding trees) , Mr. Aschenbrenner approached us with the idea for improving his storefront and the surrounding area. He is asking the City to vacate the small portion of Morton Avenue between Cooper Avenue and Dundee Avenue. A plat of the area and other information with the request letter is attached. The advantages of this idea are an improvement to the business and additional parking. Issues for considera- tion include providing access onto Dundee Avenue from Cooper Avenue. Please coordinate review and comments on this idea with your department so we can have discussion at our December 3, NSC meeting.
