ELGIN METROPOLITAN EXPOSITION AUDITORIUM AND OFFICE BUILDING AUTHORITY APRIL 2, 1990 Members Present: Delvin Johnston, Edward Kelly, Charles Kaltenbach, Gilbert Nore, Ronald Pavlik, Christian Schock Member Absent: Sharon Jakle Staff Present: Deborah Nier Call to Order The meeting was called to order at 8 :05 a.m. by Chairman Delvin Johnston. Approval of Minutes Ronald Pavlik made a motion, seconded by Edward Kelly, to approve the minutes of the October 23 , 1989 meeting. OLD BUSINESS Discussion of Possible Projects Ed Kelly said a Center City Redevelopment Committee has been established by the City Council to aid in the redevelopment of the downtown. The Committee will be in existence from 12 to 18 months and during that time, several public meetings will be held. Mr. Kelly urged this Authority to attend the public meetings in order to express any ideas or concerns regarding the downtown. He thinks the need for a fine arts center should be stressed. Mrs. Nier said the public will be encouraged to become involved in the process and a temporary office will be set up somewhere in the downtown for easy access as well as visibility. NEW BUSINESS Introduction of New Member Chairman Johnston introduced Gilbert Nore, a newly appointed member of the Authority. Metropolitan Exposition Auditorium and Office Building Authority Minutes April 2 , 1990 Page 2 OTHER BUSINESS Meeting with the City Council Mrs . Nier said all boards and commissions will be meeting with the City Council individually over the next several months. This Authority is scheduled for Wednesday, August 5, at 6 p.m. The meeting will be informational in nature and last approxi- mately one-half hour. The Authority will be asked to report on activities of the past year as well as goals and objectives for the coming year. All members are encouraged to attend. Mr. Kelly suggested the Council be provided with a brief history of the group, including the reason for formation. Meeting Date The next meeting of the Authority will be Monday, June 4 , 1990 at 8 a.m. at the Chamber of Commerce offices. Adjournment There being no further business before the Elgin Metropolitan Exposition Auditorium and Office Building Authority, Gilbert Nore made a motion, seconded by Ronald Pavlik, to adjourn the meeting at 8:45 . Approval of Minutes Ronald Pavlik made a motion, seconded by Edward Kelly, to approve the minutes of the April 2, 1990 meeting. Unanimous approval . Meeting with City Council 6' On August 8 at 6 : 00 p.m. , the Authority will meet with the City Council to discuss accomplishments during the past year and goals for the future. Report on Center City Redevelopment Larry Rice reported the Center City Redevelopment team is begin- ning to prepare an overall plan for the downtown. The consultant held the first of several public meetings last week and the en- tire process should take approximately 12 months. They will begin to work with various groups, including the Authority, to formulate a plan for downtown redevelopment. The former Woolworth Building will be used as a streetscape of- fice during the redevelopment study. Update on Development Corporation Projects Del Johnston reported the Corporation now owns the Farm Colony property. A contract for asbestos removal in the buildings on the site has been sent to the consultants . Miscellaneous Ed Kelly has received a report on civic centers in Illinois which rik he will forward to Authority members .
