MINUTES
ELGIN METROPOLITAN EXPOSITION AUDITORIUM
AND OFFICE BUILDING AUTHORITY
March 5, 1986
Members Present : Del Johnston, Jack Childers, Walter Cordin,
Charles Kaltenbach, Ed Kelly, Ron Pavlik

The meeting was called to order at 6 :20 p.m. by Chairman Delvin
Johnston.
Approval of Minutes
Walter Cordin made a motion, seconded by Ron Pavlik, to approve
the minutes of the February 3 , 1986 meeting. Carried.
Old Business
Continued Discussion of Possible Projects
Ed Kelly stated that the Authority has no direction at present
and is looking to the City Manager and Corporation Counsel for
suggestions.
Jim Cook addressed the group and related that because of the
reduction in race track revenues due to the destruction of
Arlington Park, along with new legislation, the possibility of
obtaining funding for any project at the present time is
unlikely.
Chairman Johnston inquired as to the need for the Authority to
continue to meet .
Mr. Cook suggested that the Authority remain in existence for the
present time in the event that funding becomes available in the
near future for a possible project . If a potential developer
shows an interest in the downtown area, the Authority could be
very helpful.
The next meeting was scheduled for April 7th, at 10: 00 a.m. at
the Valley Bank.

There being no further business before the Authority, Christian
Schock made a motion, seconded by Jack Childers, to adjourn the
meeting at 7 :50 p.m.

MINUTES
A motion by Mr. Cordin, seconded by Mr. Schock, to approve the minutes of the
previous meeting was carried.
elk ELECTION 1986-1987 OFFICERS
A motion was made by Mr. Schock, seconded by Walter Cordin, to elect Delvin
Johnston as chairman and Charles Kaltenbach as secretary. Motion carried.
DISCUSSION--FUTURE PROJECTS
Lack of available funds from the state to bond for improvements will continue
to affect all similar authorities, as well as Elgin' s.
Several potential projects were discussed, but due to diminished funding, our
role will be supportive rather than as a lead agency.
ADJOURNMENT
Their being no further business, a motion by Mr. Kelly, seconded by Mr.
Schock, to adjourn was carried.

The meeting was called to order at 7 :40 a.m. by Chairman Delvin
Johnston.
APPROVAL OF MINUTES
A correction was made regarding the date on the minutes for the
meeting of August 4th. The month was incorrectly listed as
"April" .
Christian Schock made a motion, seconded by Walter Cordin, to
accept the minutes of the August 4 , 1986 meeting as corrected.
Approved.
OLD BUSINESS
Discussion of Potential Projects
Jim Cook informed the group that the Roth family recently
approached City staff relative to the possible donation of the
Woolworth Building to the City. The building, located in the
center of the Mall, has 11 ,000 square feet each on the basement
and first floor levels and 3 , 500 square feet on the second floor.
The structure appears to be sound and has numerous possibilities
for renovation. The basement could be converted into an
underground parking area for 60 to 100 cars with an entrance off
the alleyway. The first and second floors could be used for
office or commercial space.
The Perlman Building immediately to the north of the Woolworth
Building is for sale and inquiries could be made as to its
availability to be converted for office space or parking.

Walter Cordin suggested dividing the mall in half as a point of
discussion for future redevelopment . The two banks at the north
end could be anchors for future offices and the Woolworth and
Perlman Buildings could be leased with parking areas. On the
west side of the Mall, the Osco Drug and record store could be
demolished and used for parking. Mr. Cordin emphasized that
nearby parking must be available in order to utilize office
space. Also, the removal of the west side buildings would make
the mall area more visible and, hopefully, more appealing.
Christian Schock questioned the soundness of the Perlman Building
as it may have been damaged during a tornado in the 1920s. Mr.
Cook stated that all buildings would be tested for structural
soundness before any renovations could begin. If the Perlman
Building proved unsound, it could be used for parking rather than
offices.
Chairman Johnston inquired as to the timing should the Authority
decide to follow through on the project . Mr. Cook stated that
the Roth family hopes to donate the property to the City by the
end of 1986 for tax purposes. The property could then be turned
over to the ownership of the Authority, as their charter
requires, within days.
Chairman Johnson suggested contacting the owners of the Perlman
Building to determine if they would be willing to donate that
facility to the City.
Chairman Johnson suggested the Authority tour the Woolworth
Building. It was decided that all Authority members available
would view the building on Saturday, October 11th, at 9 :00 a.m.
Those members not available on that date could view the building
at another time. If entrance to the Perlman Building can be
arranged, the Authority will also inspect that facility.
After all Authority members have had an opportunity to inspect
the Woolworth Building, another meeting will be held to determine
what steps should next be taken. The exact time and date will be
announced.
There being no further business before the Elgin Metropolitan
Exposition Auditorium and Office Building Authority, the meeting
was adjourned at 8:35 a.m.

The meeting was called to order at 7 :40 a.m. by Chairman Delvin
Johnston.
APPROVAL OF MINUTES
Walter Cordin made a motion, seconded by Ron Pavlik to approve
the minutes of the October 10, 1986 meeting. Approved.
OLD BUSINESS
Discussion of Potential Projects
Pat Andrews reported that the City Council is scheduled to
consider City acceptance of ownership of the Woolworth Building
at their meeting on December 10th. A title report and appraisal
have been completed on the building, showing a value of
approximately $84 ,000. Some interest has been shown in the
property. Since development of downtown office space falls
within the responsibility of the Authority, it was suggested that
the ownership and development of the Woolworth Building as office
space be assumed by the group in order to obtain funds for
development .
Walter Cordin made a motion, seconded by Charles Kaltenbach, to
send a letter to the Mayor and City Council, requesting that the
Metropolitan Exposition Auditorium and Office Building Authority
acquire ownership of the Woolworth Building or act as agent on
behalf of the City in any office development of the property.
Approved.
NEW BUSINESS
Discussion of an Illinois Arts Council Grant
A grant of up to $50,000 is available through the Illinois Arts
Council for use in the design of a building to be used to further
the arts. A local developer has shown some interest in
rehabilitating the Crocker Theater and converting it into two
movie theaters and a small, intimate live theater. He would like
to apply for the grant to be used for architectural and
engineering services. Nancy Epping of the Elgin Public Museum,
who is experienced in preparing this type of grant , has offered
her assistance.

Charles Kaltenbach made a motion, seconded by Ron Pavlik, to
pursue a grant through the Illinois Arts Council for
rehabilitation of the Crocker Theater. Approved.
Pat Andrews will keep the Authority informed as to the progress
of the grant.
Miscellaneous
Chairman Johnston stated that if any Authority members have not
yet toured the Woolworth Building, arrangements can be made to do
so with Pat Andrews.
The Authority has one vacancy at present due to the resignation
of Jack Childers. Members were asked to make recomendations for
his replacement .
The next meeting of the Authority was scheduled for 7 : 30 a.m. on
Monday, January 26, 1987 at First Federal Savings and Loan
Association.
There being no further business before the Metropolitan
Exposition Auditorium and Office Building Authority, Christian
Schock made a motion, seconded by Walter Cordin, to adjourn the
meeting at 8: 30 a.m. Approved.
