ELGIN LIQUOR CONTROL COMMISSION MEETING
March 18, 2015
The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208,
South Wing of Elgin City Hall. Members present: Commissioners Dunne, Gavin, Martinez,
Powell (arrived at 4:40), Prigge, Shaw, Steffen, and Chairman Kaptain. Absent: None.
Approval of Minutes
Commissioner Dunne made a motion, seconded by Commissioner Steffen, to approve the
minutes of the January 14, 2015, meeting. Upon a roll call vote: Yeas: Commissioners Dunne,
Gavin, Prigge, Shaw, Steffen, and Chairman Kaptain. Nays: None. Abstain: Commissioners
Martinez.
Public Hearing of a Class G Liquor License Application for G & L Glennwood LLC d/b/a
Grumpy Goat Tavern located at 875 Sports Way
Assistant Corporation Counsel Christopher Beck provided an overview of the application, noting
that staff was recommending approval of the application.
Commissioner Dunne made a motion, seconded by Commissioner Steffen, to approve the
application, subject to conditions, for a Class G for G & L Glennwood LLC d/b/a Grumpy Goat
Tavern located at 875 Sports Way. Upon a roll call vote: Yeas: Commissioners Dunne, Gavin,
Martinez, Prigge, Rauschenberger, Shaw, Steffen, and Chairman Kaptain. Nays: None.
Public Hearing of a Class F-1 Liquor License Application for Cows in the Kitchen LTD
d/b/a Burnt Toast Restaurant located at 2492 N. Randall Road and consideration of a
proposed new Class F-2 liquor license classification and the issuance thereof to the
applicant
Assistant Corporation Counsel Beck provided an overview of the application. He outlined the
differences in the F-1 and F-2 liquor license classifications. Staff recommends approval of the
ordinance creating the F-2 class and the application subject to conditions outlined in the memo.
There was discussion regarding the percentage of receipts from alcohol sales and if the two
classes should be merged together.
Commissioner Steffen made a motion, seconded by Commissioner Dunne to approve the
application for and creation of a Class F-2 Liquor License for Cows in the Kitchen LTD d/b/a

Burnt Toast Restaurant located at 2492 N. Randall Road. Upon a roll call vote: Yeas:
Commissioners Dunne, Gavin, Martinez, Prigge, Shaw, Rauschenberger, Steffen, and Chairman
Kaptain. Nays: None.
Public Hearing of a Class S Liquor License Application for 231 Douglas LLC d/b/a The
Haight located at 166 Symphony Way and consideration of a proposed new Class S liquor
license classification and the issuance thereof to the applicant
Assistant Corporation Counsel Beck provided an overview of the application noting that the
necessary conditional use approval was on the City Council’s agenda that evening. He also,
provided a history of the banquet liquor license and highlighted the proposed Class S liquor
license. Staff recommends approval subject to conditions outlined in the memo.
Commissioner Dunne made a motion, seconded by Commissioner Gavin to approve Class S
Liquor License Application for 231 Douglas LLC d/b/a The Haight located at 166 Symphony
Way and the proposed new Class S liquor license classification and the issuance thereof to the
applicant. Upon a roll call vote: Yeas: Commissioners Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Chairman Kaptain. Nays: None.
Public Hearing on the Application for a Class E Liquor License of Azteca De Oro
Restaurant Banquets & Events LLC d/b/a Azeteca De Oro located at 260 National Street
Assistant Corporation Counsel Beck provided an overview of the Class E application, noting the
requirement for revenue and floor space. There was discussion regarding the proximity of the
location to daycare facility, the proposed business plan and parking.
Commissioner Powell made a motion, seconded by Commissioner Steffen to continue the
consideration of the application for a Class E Liquor License of Azteca De Oro Restaurant
Banquets & Events LLC d/b/a Azteca De Oro located at 260 National Street until April 8, 2015.
Upon a roll call vote: Yeas: Commissioners Dunne, Gavin, Powell, Prigge, Rauschenberger,
Shaw, Steffen, and Chairman Kaptain. Nays: None.
Consideration of an amendment to the city's liquor code to authorize limited special
promotion sales of alcoholic liquor in the original package for consumption off the
premises for certain liquor license classifications
Assistant Corporation Counsel Beck provided an overview of the proposal noting that proposed
ordinance would allow for special promotional sales in conjunction with special promotions and
for only certain liquor license classes.

Commissioner Dunne made a motion, seconded by Commissioner Martinez to amend the liquor
code to authorize limited special promotion sales of alcoholic liquor in the original package for
consumption off the premises for certain liquor license classifications. Upon a roll call vote:
Yeas: Commissioners Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Chairman Kaptain. Nays: None.
Miscellaneous
There was discussion regarding pending complaints, a review of the various liquor license
classifications and enforcement of city and state liquor regulations.
Adjournment
Commissioner Gavin made a motion, seconded by Commissioner Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Commissioners Dunne, Martinez, Gavin, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Chairman Kaptain. Nays: None.
