DECEMBER 2, 1992
The meeting was called to order at 12 : 00 p.m. in the Council
Conference Room by Commission Chairman George VanDeVoorde.
Members present: Commissioners Gilliam, Yearman, and Chairman
VanDeVoorde. Absent: None.
Approval of Minutes - November 4 and 11, 1992
Commissioner Gilliam made a motion, seconded by Commissioner
Yearman, to approve the minutes of the November 4, 1992, regular
meeting and the November 11, 1992, special meeting. Yeas :
Commissioners Gilliam, Yearman, and Chairman VanDeVoorde.
Nays : None.
Consideration of Application of Jose A. Cavarrubias for Class E
liquor license for business to be known as Taqueria Restaurant &
Panaderia Azteca De Oro, located at 258-260 National Street
Commissioner Gilliam made a motion, seconded by Commissioner
Yearman, to approve the aforementioned application, subject to
issuance of the occupancy permit and furnishing the certificate
of insurance. Yeas : Commissioners Gilliam, Yearman, and
Chairman VanDeVoorde. Nays : None.
Consideration of Application of Elgin Community College for
Class G liquor license for Kane County Judges ' Holiday Dinner on
December 15, 1992
Commissioner Gilliam made a motion, seconded by Commissioner
Yearman, to approve the aforementioned application, subject to
issuance of the occupancy permit and furnishing the certificate
of insurance. Yeas : Commissioners Gilliam, Yearman, and
Chairman VanDeVoorde. Nays: None.
Discussion of Police Report No. 92-11-1297 regarding Elgin
Turners Club
The Commission reviewed the aforementioned police report which
reflected that there may have been underage drinking at the
Elgin Turners Club on November 22, 1992 .
Commissioner Yearman made a motion, seconded by Commissioner
Gilliam, to reschedule the January meeting for January 5, 1993,
and to set a public hearing on said date with reference to this
incident. Yeas : Commissioners Gilliam, Yearman, and Chairman
VanDeVoorde. Nays: None.

Memorandum regarding Green Jade Restaurant
Notification has been received by the City Clerk that there has
been a change in stock ownership of the Green Jade Restaurant,
Inc. , 10 Tyler Creek Plaza. No action is necessary on the part
of the Commission.
Discussion regarding certain Schaumburg Ordinances
Deputy Chief Isom furnished the Commission with copies of
ordinances recently enacted by Schaumburg. One ordinance
addresses the situation when an underage person attempts to
purchase, does purchase, or receives alcoholic beverages as
gifts . The other ordinance requires two forms of identification
when the purchaser appears to be under the legal age of 21
years .
The Commission directed the Assistant Corporation Counsel and
the Police Department to determine whether Elgin' s current
ordinances prohibit the attempt to purchase by an underage
person.
The Commission did not believe that an ordinance requiring two
forms of identification was necessary.
Discussion regarding Jewel/Osco
The City Clerk reported that an employee of the Jewel store on
Summit Street had requested that the Commission consider passing
an ordinance or adopting guidelines setting forth what forms of
identification are acceptable and how many are required. The
Commission concluded that guidelines regarding these matters
should be established by the managers or owners of each license
holder.
The Jewel store employee had also informed the Clerk that Jewel
and Osco are two separate entities, and the question was raised
whether the liquor license issued to Oakbrook Beverage Center,
Inc. , d/b/a Osco Drug Store, would include the sale of liquor by
the Jewel store.
The Commission requested that Assistant Corporation Counsel
Gehrman research the issue of the corporate structure for Jewel
and Osco and determine whether one license would include both
entities .
Chairman VanDeVoorde also asked that the manager for the Jewel
store meet with him and the City Clerk to discuss the corporate
structure.

Public Hearing regarding Town Liquor, 300P South McLean
Boulevard, Class B Liquor License No. 2283 - violation of Elgin
Municipal Code 6 . 06 . 120(D) - sale of liquor to a person under
the age of 21 years
•
Len Didier, owner and manager of Town Liquor, was present and
stipulated to the fact that the aforementioned incident did
occur.
Commissioner Gilliam made a motion, seconded by Commissioner
Yearman, to accept the licensee's plea of guilty and to fine him
$1, 000 in that it is his second offense. Yeas: Commissioners
Gilliam, Yearman, and Chairman VanDeVoorde. Nays : None.
Mr. Didier was informed that he is also responsible for payment
of the court reporter charges pursuant to the Elgin Municipal
Code.

reporting firm of Janson Reporting in Elgin, Illinois .
Adjournment
Commissioner Yearman made a motion, seconded by Commissioner
Gilliam, to adjourn the meeting. Yeas : Commissioners Gilliam,
Yearman, and Chairman VanDeVoorde. Nays : None.
