A meeting of the Elgin Liquor Commission was called to order
at 4 : 25 p.m. , in the Council Conference Room of City Hall .
Members present : Board Member Hansen and Board President
Verbic. Absent : Board Member Nelson.
Review of liquor violations at the First Stop Liquor Store.
Assistant Corporation Counsel Dan Blondin advised the Commission
two incidents of selling liquor to minors at the above establish-
ment were called to his attention when Vern Womack applied for
renewal of his bartender ' s permit . Vern Womack is the son of
Lee and Minnie Womack who are the licensees of First Stop Liquors.
Attorney Blondin pointed out that on March 27, 1980 Vern Womac
was charged with illegal sale of liquor to minors. Mr. Womac
pleaded guilty to the charge and was found guilty, fined $60.00
plus court costs . On August 24, 1981 Mr. Womac was again charged
with illegal sales of liquors to minors . Mr. Womac pleaded not
guilty to the charge, was found guilty by Judge Anderson and
was placed on court supervision and fined $55 .00 plus costs .
Board President Verbic pointed out that this type of incident
violated the State Statutes and the City Ordinance and this
could not be tolerated.
Lee Womack and Vern Womack were present . Vern Womack stated
that in one instance he did not check the I . D. properly because
he was busy in the store at the time and in the other instance
he was positive that the purchase was made by an adult who then
gave the merchandise to the minors .
Lee Womack stated that every precaution would be made in the
future to avoid this type of incident and that there had been
no reoccurrence since August, 1981 .
Board President Verbic stated he could not express strongly
enough how serious the matter was and if there was a reoccurrence
the license for the business would be in jeopardy.
Board Member Hansen stated that he could only repeat what the
Board President had stated and he cautioned the Womacks as to
the serious consequences should this violation be repeated.
Board Member Hansen made a motion, seconded by Board President
Verbic to approve the bartender ' s permit for Vern Womack. Yeas :
Board Member Hansen and Board President Verbic. Nays : None.
Review of Leitner ' s 1982- 1983 Liquor License Renewal Application

Attorney Blondin stated the purpose of this hearing was to
determine if the signature which appears upon the application
for the 1982 renewal of City of Elgin Liquor License No. 1446
is that of Paul Toufexis, or if said signature is in fact a
forgery, in violation of the Elgin Municipal Code.
Attorney McNamee, representing Paul Toufexis, placed with the
City Clerk an Affidavit executed by Paul Toufexis, wherein Mr.
Toufexis stated he did not sign any application for renewal
of Leitners Liquor License.
Attorney Howard Miller, representing Nick Toufexis and Attorney
McNamee, stated that they were presently trying to work out a
settlement to a civil suit, which involved their clients, and
they asked the Commission for a continuance of thirty days.
Attorney Miller stated that if they could dispose of the civil
matter first then the matter before the Commission could be
cleared up.
Attorney Blondin stated that the civil suit had nothing to
do with the alleged forgery and this matter had already been
continued once.
Board Member Hansen stated he could support the requested
continuance, but both attorneys should be aware that the
Commission would then expect them to be ready to move ahead
on this matter.
Board Member Hansen made a motion, seconded by Board President
Verbic to continue the subject matter until January 7, 1983,
at 4 : 30 p.m. Yeas : Board Member Hansen and Board President
Verbic. Nays : None.
Sale of Great Drive In Liquors
Board Member Hansen made a motion, seconded by Board President
Verbic to approve the sale of a Class B License from Henry Gould,
d/b/a Great Drive In Liquors, to James J . Edwards, d/b/a Drive
In Liquors. Yeas : Board Member Hansen and Board President Verbic.
Nays : None.
Processing of Liquor License Applicants through the F.B. I .
The City Clerk advised the Council that the new procedure of
processing liquor license applicants through the F. B. I . has
taken as long as six weeks. The F.B. I . has indicated these
type investigations carry a low priority and the fact that
the prints much be forwarded to Washington and the report
covering same must be forwarded from Washington to Springfield
and then finally to the City of Elgin, are all time consuming
factors .

The City Clerk pointed out that the length of time involved
could prove to be a hardship on future sellers and buyers and
some transactions might be lost because of this.
Attorney Blondin stated that a form of affidavit could be made
a part of the application for a liquor license. The applicant
could attest to the fact that he had not been convicted of a
felony and when the applicant cleared the local Police Department
said application would be presented to the Commission for approval .
The fingerprints would continue to be processed by the FBI but
the transaction will not be held up pending their report . The
Affidavit would also provide that the liquor license would
be revoked should the F .B . I . report show any conviction of
a felony by the affiant.
Board Member Hansen and Board President indicated they would
approve the procedure as set forth above.
Adjournment
There being no further business to come before the Liquor
Commission, Board President Verbic made a motion, seconded
by Board Member Hansen to adjourn the meeting. Yeas :
Board Member Hansen and Board President Verbic. Nays : None.
The meeting was adjourned at 5 : 07 p.m.
