An honorary street sign reminds residents of the contributions of people who have made a significant difference in our city and community. Retired Federal Judge Manuel Barbosa, on and off the judicial bench, puts the "honor" in honorable. Through a long legal career and in the years since his retirement. Judge Barbosa stood and continues to stand for an ideal. He fought tirelessly against injustice, giving voice to people who had little if any voice in the justice system. Manny's voice was always strong and resolute, regardless of a person's ethnicity or social standing. As an Elgin attorney early in his professional career, Manny took cases that other attorneys stayed away from. He took those cases with little regard for a client's ability to pay. Manny's career vocabulary, both in English and Spanish, starts with the word "compassion." It holds everything. It holds love. It holds caring for your neighbor. And it means that if everybody just did something, even something small, we would all make a difference ... we would all make a better Elgin. Growing up in a family of immigrant farm workers, Manny would eventually become a federal judge and first chairman of the Illinois Human Rights Commission. It was an often long and difficult road, however. After crossing into the United States from rural Mexico, the Barbosa family worked in the cotton fields of Texas. By Manny's fifth birthday, he was picking cotton in those Texas fields, alongside his parents and other family members. The family found its way to Elgin, a journey, a search for a better life. They settled here when Manny was ten years old. He attended and graduated from St. Edward High School, then the former St. Procopius College (now Benedictine University) and John Marshall Law School in Chicago. In 1998, Manny became the first Hispanic bankruptcy judge to serve in the U.S. Northern District of Illinois. Manny has always reached out to young people in the community. Lecturing at classrooms throughout the area, for example, he would tell of meeting and shaking hands with a Princeton University professor who shook the hand of a man who at four years old had shaken hands with President Abraham Lincoln. That American lineage, passed down from handshake to handshake, was important to Manny. It gave him a sense of place and perspective. Another one of his many career highlights was meeting United States Supreme Court Justice Elena Kagan, then dean of Harvard Law School. Manny was involved with a number of area not-for-profits, including founding the Club Guadalupano, an Elgin scholarship program for college-bound Latino students. A commemorative street sign honoring Judge Manuel Barbosa seems especially appropriate now. His message of compassion, of cultural respect and understanding, is perhaps more important now than at any time in our history. The sign location would be at the intersection of Douglas and Highland avenues, downtown Elgin, adjacent to Manny's private practice law office all those years ago. Judge Manuel Barbosa has achieved a great deal in a life that both inspires and informs. But Manny will tell you that true success has little to do with what you gain materially or accomplish for yourself. It's what you do for others that matters most. He represents the very best of what we have here in Elgin. Fred Steffen has been a vital member of the community, region and state of Illinois for more than 50 years. Born in Elgin, Mr. Steffen was admitted to the Illinois Bar In 1962, the U.S. District Court, Northern District of Illinois in 1963, and the U.S. Supreme Court in 1975. He also served as Assistant Attorney General, State of Illinois 1965-1970; Special Assistant Attorney General, State of Illinois 1982-1985; Member; Elgin, Kane County (Treasurer, 1982-1984) and Illinois State and American Bar Associations; U.S. Army Infantry 1954-1956. Mr. Steffen was educated at University of Illinois, Champaign/Urbana (B.S., 1958); The John Marshall Law School (J.D., 1962). In addition to his professional accolades Mr. Steffen contributed to the mission and success of the Elgin Housing Authority by serving as Its first corporation counsel. Mr. Steffen also served on the city's Planning and Zoning commission during the Civil Rights movement and desegregation. Mr. Steffen's building on Douglas Avenue has been a staple of Downtown Elgin for years and has housed law offices, restaurants and his home. Mr. Steffen's son continues in the family tradition of community service, as both an attorney and city councilmember. Honoring Fred Steffen. such a long time and giving Individual with a street sign on Douglas Avenue is a fitting commemoration.
