I. CALL TO ORDER: The meeting was called to order at06pm by Chairman Pro
Tem John Atkins. Present were. Joe Choi Tree Dleringer, Fran Weser,
Loretta posted and City of Elgin Staff Liaison Sue Olafson. Chairman Sue
Moylan was excused. Matt Iverson and Mohammad Iqbal were absent.
II. APPROVAL OF MINUTES: Wieser made the motion to swept the minutes from
the March 25°1 meeting. Ravesz seconded the motion. The motion passed.
III. GOVERNMENT ACCESS: Atkins stated that his punter had net been working,
s0 he did not have copies of the very preliminary proposed policies. He stated
that the committee bad been Mflo g very hard on the policies one would bring
them before the Elgin Image Advisory Commission prior to sending them to legal
and to the City Council. Revak asked for some explanation of what the content
for this access channel would include. Atkins stated that there had been same
discussion about whether political debates were to be included He added that
Des Plaines and Adelson had shown political debates on their access channel.
He stated that the intent is not to solicit debates, but that debates and forams set
up by civic organizations and groups could be aired. He added that these of
• course would be limited by time constraints. Atkins stated that the committee
would be adding another section to the policy that would nate: 'All programs
would be at the discretion of the City Council and would be considered a prellude
not a right He stated that the committee wanted to make it very dear Nat this
channel is not Public Access. He stated that the Standard Operating Procedures
(SOP) would be very well spelled out when completed He stated that the content
of the policies would be based on discussions with the City Manager andlor his
duly spport ed representative, City legal representative and both Ne Elgin Image
Advisory Commission and the subcommittee members. Greilzer asked d cultural
and artistic content were included Greitzer asked if local architecture could be
included. Atkins slated that these items had not been included at this time, but
that the content could be changed at any time to include and exclude specific
items. Atkins stated that appendices with bullet paints and technical aspects will
be included. City of Elgin Staff Liaison Sue Olafson stated that Atkins is doing a
great fob on the subcommittee and advising the Commission members. She
added that sponsors for specific time slots would be limited to their name and
phone number. She added that a sponsor, who paid for example $50,000.00
could be given credit as a sponsor for an entire section of viewing. Atkins staled
that he felt the policies and Procedures should be wrapped up within the new two
months. He stated that the policies and procedures would then came to the Elgin
Image Advisory Commission and legal. He stated that the commiryee is capable
of handling this responsibility, because they are the only ons willing to do I. The
commission members thanked Atkins and the othermembers of the
subcommittee for their bard work.

• IV. OLD BUSINESS: Dieringer stated that she had received an invitation far the
Festival Park opening, which is scheduled for Memorial Day. She stated that at
the Elgin Patriotic Memorial Association Mae(mg she had discussed the time with
Jane Gregory from the Park S Recreation Department. Dietinger added that a
i'.00pm time would be too close to the end of the Memorial Day ceremony held at
Bluff City Cemetery. She atltletl that she had been advised that the time was
flexible for the actual opening ceremony. City of Elgin Staff Liaison Sue Olafson
stated that she loo had spoken with the City Manager and City Council and that
the time was flexible and that they tlitl not want to encroach on the Memorial Day
Ceremony.
V. NEW BUSINESS. Getting_Arou�: City of Elgin Staff Liaison Sue Olafson
shared a brochure (Getting' Around Elgin) that she had been working on for
presentation 10 the City Council on Wednesday on how the City will communicate
with residents and businesses concerning the downtown project. She went
through the major bullet points and objectives. She stated that she would have
copies for the Commission members after the presentation. She stated that the
Public Works Dependent will be giving a history M the Frederic She stated that
the Public Relations Is a ethical component of this project. She staled that there
bad been a lack of communication regarding the street repair on Grove Avenue
and that businesses tlitl not have adequate customer parking during the
improvements. She stated that the project includes a 822 million street
reconstruction. She added that part of this money is from the downtown TIF;
approximately, 816 million. She stated that the brochure covers four key Issues'.
Access to businesses. Parking for businesses, Traffic for ahemate routes during
• the reconstruction and Perception of the project She slated that the goal was to
make residents and businesses understand the difficulties and minimize the
negative impeq of the reconstruction. She atltletl that the project will be a
disruptive and messy undertaking with no positive results for 3 to 5 years. She
stated that the entire downtown area will have to be upgraded to include water,
sewer and total street and sub street replacement. Dlennger staled mal the use
i f the tart stake holders should be changed to residents and businesses as all
have a stake in the redevelopment of the downtown area City of Elgin Staff
Liaison Sue Olafson stated that the brochure would be sent to all neighborhoods.
She added that town hall meetings chaired by staff would be bed to sullen input
and make changes immediately to problems presented. She stated that a Hot
Line is being set Up (647) 931-6767 for Input. Weser asked how residents and
businesses would be updated on the project if they did not have E-mail

communication route would have to be set up, She atltletl that me City is going to
be judges by how well the project is earned ad She stated that feed back from
residents and businesses will be critical to measuring the success of the project
during the actual reconstruction.
Fox_ Fire FestJLiaieon City of Elgin Staff Liaison Sue Olafson passed out
brocM1ures.(egarding the August 3iv to 5^ actual opening of Festival Park. She
stated mafhYMemodal Day opening is a soft opening City of Elgin Staff Liaison
Sue Olafson stated that the Fine Arts Commission has been expanded to include
the Fax Fire Fest and is looking for a liaison from the Elgin Image Advisory
Commission to attend their meetings. She stated that the next meeting Is
• scheduled for 17 May at 7pm. She stated that Di anger has offered to be the
liaison

I. CALL TO ORDER: The meeting was called to order at 7:08pm by Chairman Moylan. Present
were John Atkins, Matt Iverson, Mohammed Iqbal, Fran Wieser, Joe Greitaeq Trips Dleringer
and City of Elgin Staff Liaison Sue Olafson. Loretta Revesz was not present. A quorum was
present.
II. APPROVAL OF MINUTES: The minutes from the 21 May 2007 meetings were approved as
amended. Revesz was entered as not present
IN. OLD BUSINESS: New City Logo: City of Elgin Staff Liaison Sue Olafson explained that there
as a hunt on for a new City logo. She stated that 'it happening here", City to watch' and "a
City to call home" have all been used. She added that Elgin received 2"' place a National award.
She atltletl that the City dosc n'I have a real Di She stated that 11 was decided to bring this to
the Elgin Image Advisory Commission She stated that there could community forums and
suggestions for a logo. She atltletl that the real question is "what do we want to der" Chairman
Moylan stated that commission could help with this. City of Elgin Staff Liaison Sue Olafson stated
that the City of Elgin is historical, cultural, diverse, engaging and active. She stated that the logo
should be driven by the community. Chairman Moylan asked that City of Elgin Staff Liaison Sue
Olafson discuss this with the Board and gel back to the commission at the nem meeting as to
whether the commission should proceed with the forums for the logo.
Government Access: Atkins stated that most of the changes made by the Elgin Image Advisory
Commission had been made In the draft. He stated that the subcommittee agreed With the
comments for the most part. He added that none of the subcommittee members wanted to the
• area on religious content. He staled that those pans of Programs with religious content such as
the opening prayer for the City Council meetings or such events as Memorial Day Ceremonies
could be eliminated from the broadcast. Dleringer stated that she could not support the
nation of religious content in activities that are City sponsored or co sponsored. City of Elgin
Staff Liaison Sue Olafson staled the City council meetings must be broadcast in their entirety.
She added that it portions were eliminated from the meeting, then the City was opening Itself up
to scrutiny and challenges. She stated that this Item could be sent to legal for a determination.
Atkins stated that one member of the subcommittee agreed that religious content in Pry
sponsored or co-sponsored events should be aired, but the others were against this. Chairman
Moylan stated that if the religious content were pan of the established program, then it should be
okay for inclusion. City of Elgin Staff Liaison Sue Olafson stated that legal would have the final
decblort She stated trial she would contact legal tomorrow. Atkins stated that the title of the
subcommittee should be local programming. He added that many Of the subppmmillee members
thought that this was public access.
AT&T: Chairman Moylan stated that AT&T is trying to change how it operates. AT&T has gone
to the State far authority to provide regular programming without providing local access. City of
Elgin Staff Liaison Sue Olafson stated that the City Is having a problem with AT&T because the
City wants to regulate the right of ways to limit where cable boxes can be placed She stated that
AT&T wants to have the cable boxes in front of every subscriber or every 3 houses. She added
that WOWWAY and COMCAST have complied with regulations, but AT&T wants to circumvent
the Cable TV regulations and doesn't want to provide local access. Atkins stated that if the State
okays Its then there will be no subcommittee. Chairman Moylan stated that until a decision is
made, the subcommittee will continue to plan for the local access. City of Elgin Staff Liaison Sue
Olafson stated that WOri and COMCAST are providing bath cable and internal
• FOX FIRE FEST: Dleringer stated that she attended her first meeting. She stated that many
different programs are being planned for August 5.8, 2007. She provided a map of the tentative
locations for the various events. She stated that she had told the Fox Fire Fest committee that the
Elgin Image Advisory Commission members would participate. She stated that entrance tables
and wandering assistants were needed. The consensus of the commissioners was to man
entrance tables. Dleringer stated that she would take this suggestion back to the committee She
stated that there are stlll a lot of loose ends that will have to be firmed up before the opening. She
also directed the members to the KARACKE conies: that Is pad of the Fox Fire Fest pie-
activities. She stated that there are three meetings left before the opening and she will be •
attending them.
V. NEW BUSINESS: Purpose of Elgin Inname Advancer Commission: Greitzer asked if the City
Council actually listens to the Elgin Image Advisory Commission suggests and concerns.
Chairman Moylan stated that the purpose can and is being enlarged. She stated that the
logo and slogan for the Clry is a good example. Iqbal stated that the lob of the Elgin
Image Advisory Commission is to advise. He added that it is our job to Rescue the City
Council of problem areas and also make suggestions. Moylan stated that there are a lot
of hot issues like the leaf clean up, which resolved itself without our input. Grepacer added
that we could present so much more to the Council, but in the past we have not seen
feedback from the Council. Chairman Moylan stated that each commission member
should seek out the hot topics and bring them to the meetings. Grourber asked if the City
Council was going along with the government access. Chairman Moylan stated that this
is a progressive type of change for the commission, which approved the draft. Moylan
stated that streaming into the Internet is a good move. Atkins Stated that N is not a
forgotten medium. He added that when the public access is ready to go a press release
should be put out. He stated that what people see regarding Elgin impacts the image of
Elgin and this is all under the purview of this commission. Iebal stated that there are
many residents, like himself, who do not have cable N. He added that he has a Dish.
Dleringer stated that the nice thing about streaming channel 17 into the internet Is that
residents can view programs at their lelsure in Stead of being tied to a specific viewing
time. Iqbal stated that young people are using the Internet almost exclusively. Atkins
stated that Karla Persky is looking into integrating Channel 17 with the Internet.
Elgin Game Green' Elgin Staff Liaison Sue Olafson stated that the City is becoming green. She •
stated that buildings are being retrofitted with solar panels She state that Request for Proposal
(RFP) is being sent out for an environmental consultant to get the City green. She Stated Fiat
Elgin should be fading the bar for the Fox Valley for becoming environmentally sustained City.
She stated that at the last Council meeting Councilman Kaptain had dscusaed the opportunity for
the City to join the Inter-National movement. She added that Councilmen Kaptain and Steffen
have been wonting with Judson College to set up a symposium with the Governor. Elgin Staff
Liaison Sue Olafson asked if the Elgin Image Advisory Commission members would like to assist
with the symposium_ label stated that Leadership In Environment Efficient Design (LEED) has
established three levels of efficiency: Gold, Sever and Bronze. Chairman Moylan stated that both
Judson University and Elgin Academy received federal grants for conversion of their buildings.
Elgin Staff Liaison Sue Olafson statetl that the City buildings would be converted first She stated
that the symposium would be an excellent opportunity for the Elgin Image Advisory Commission
to get in on the ground level of this program. She stated that the commission could be pan of he
team and added that the symposium would be scheduled for sometime in December. Chairman
Moylan stated that the commission would like to be put on the list for the symposium.
Street Scope Project (Downtown) Elgin Staff Liaison Sue Olafson stated that ;he City needs
input as to what is needed to Improve downtown. G'eifzer asked haw many businesses
downtown are open after 6 00j Chairman Moylan sta'ed that the Downtown Neighborhood
Association (DNA) has recently had a change in leadership which should result in providing
information like the number of businesses open after 6'.00pm. She stated that this change could
provide better feedback. Chairman Moylan asked If the suggestions that the Cry Council was
looking for were cosmetic changes to downtown. Elgin Staff Liaison Sue Olafson stated that the
City Is loartlnI at least 6 weeks of disruptive conditions d-aing the improvements to downtown
She added that the whole idea is to sec Increased foot traffic downtown. She stated that the •
commission members are being asked to keep their finger on the pulse and report all feedback
Other Problem Areas: Grerzer stated that street lights Traffic Flow, mads and sidewalks, no
telephone poles and realistic tree tnmming without butchering the trees are some of the problems
that this commission has discussed and still needs to address. Dieringer added that the lane
striping on Highland Ave is an accident waiting to happen. She added that the lanes are not
consistent and too often drivers become confused and there have been several close calls. Elgin

meeting to discuss some of these areas.
VI. OTHER BUSINESS: Chairman Moylan discussed the annual Commission picnic. She stated that
she was looxtng at August for the picnic_ The consensus of the committee was that August 25m
would be a good date for the picnic. .
VII. ADJOURNMENT: The meeting adjourned at 8 25e. The next meeting of the Elgin Image
Advisory Commission Is scheduled for July 23, 2007 at 7pm.

of this has to do wl0t the high percentage of renters in the area and some people who lust don't
car_
(Lyle Street Extension): Chairman Maylan asked for ins possibility of Lyle Street going straight
through. She elated that the only other road that goes North South in that area is Randall Road.
[Hate stated that the Railroad Is not interested in getting a gate at Lyle. He stated that the
residents complained of the train blowing whistles. He added that at gates the trains must blow
whistles and this cannot be changed unless there are gates used that cannot allow cars to
negotiate the gates.
(Route 25 at 1-90): Atkins asked if the City of Elgin has ownership of Route 25 a: 1-90. He stated
that the median does"( have horses and the contraction In that area has created a 4 foot drop.
Lpete explained that that is pad of the entryway beautification project He will check out the
median.
(Randall Ridge Subdivisionk Lodge also Stated that there is a real preblem on Route 20 at
Randall Read near Randall Ritlge. He stated that the residents have a very hard time getting out
of the subdivision. He added that neither the Route 20 exit nor the Randall Road exit have stop
lights
(Assistance to Public Works Department): Iqbal asked what the Elgin Image Advisory
Commission could do to help_ Lectes stated that his department needs feed back on priorities in
Order to get money allocated for Street repairs. He staled that much of the street disrepair Is doe
to lack of resources_ Chairman Moylan asked if If would help for the Committee to write letters to
the City Council. Loete stated that the fiscal year for Elgin Is calendar year and the capital budget
packets are due to the Council by the end of August He said that he would need input frau the •
Commission within the next a weeks. He thanked the commission members for their time.
(Elgin Police Department): Chairman Maylan asked City of Elgin Staff liaison Sue Olafson to
Invite the Chief of the Elgin Police Department for the September meeting.
IV. NEW BUSINESS: (District U46): Rai asked what kind ofimpact the City Council has onU-
46. City of Elgin Staff Liaison Sue Olafson stated that District 046 has a direct Impact on the
schools and no matter what pressure the City of Elgin puts on District U46, f cannot make a
signdlcant impact on the District. She states that the City a advisory only to the District. She
added that the Assistant Superintendent, Karen Fox, takes the wrap for decisions made by the
District. Revesz stated that she takes the wrap for good reason Wieser stated that the decisions
that District U46 Administrator makes cause her to pull her hair out. She gave the example of
building small schools In large subdivisions- She stated that its batt feelings that many residents
have toward District, U 46 aro generally earned.
V. OLD BUSINESS: Government Access: Atkins stated that the subcommittee would like to
forward the recommendations with the approval of the Elgin Image Advisory Commission to legal
for action. He added that the next meeting of the subcommittee has been cancelled He stated
that there was no nett for the subcommittee to meet again until the policy comes back from
legal. Chairman Moylan stated Ictal there were still some questions. She asked if South Elgin
would be included In the Mennal 17 programming_ Atkins stated that although south Elgin may be
able to view Channel 17, they would have rip Input City of Elgin Staff Liaison Sue Olafson stated
that sponsorships would be 15 seconds in duration and would be sold by the City. Atkins stated
that the City would have complete authority Over what sponsorships would be sold Atkins stated
that Appendix C was removed because it was incorporated Into Appendix A. He stated that •
Appendix A covers technical standards. He stated that video feeds would ars as approved by
ki standards. Derringer asked If legal had returned an opinion on Section D and the emission
of religious content of City promoted events_ City of Elgin Staff Liaison Sue Olafson stated that
legal has not gotten back to her regarding the Inclusion of religious content on Government
Accesslocal made the motion to forward the Government Access proposed Government Access
policy as amended to legal for action- Wieser seconded the motion The motion carried. Dleringer
voted not to approve the motion She dtirthe conflict with the proposed elimination of religious
content when the content was pad of an approved City program or event.
FOX FIRE FEST: Dlednger stated that the final plans have been close for the Fox Fire Fest and
that she still did not have a definitive answer as to where the Elgin Image Advisory
Commissioners would be scheduled for duty. She Stated that all volunteers are to repos to one of
the condos across tram the park and that exact assignments would be given there.
V. OTHER BUSINESS: Get together: Chairman Moylan stated that the August meeting would
be at her home for an informal get together. She staled the august meeting would be on
the 25°' at 5'.00pm. She stated that commissioners should let her know how many arc
ming and if they intend to bring a guest. Wieser and Dieringer stated that they would
be unable to attend.

I. CALL TO ORDER: The meeting was called to order at 7 08s by Chairman Moylan. Present
re John Atkins, Matt Iverson, Mohammed Iqbal Fran Wieser, Tricia Edinger and City of Elgin

II. APPROVAL OF MINUTES: The minutes from the 23 July 2007 meeting were approved as
written. City of Elgin Staff Liaison Sue Olafson stated that the minutes from the 01 October
meeting would be presented at the November 26°' meeting for approval.
Ill. OLD BUSINESS: Channel 17 Policy: City of Elgin Staff Liaison Sue Olafson stated that
Assistant Corporate Council Rick Kozel could not attend this meeting_ Chairmen Moylan Stated
that more would be a powwow between Rick Nozal, Jahn Atkins and Chairman Moylan to pe sure
that Kozel is at the November meeting. She added that the Channel 17 proposed procedures Wil
be presented in Its entirely at this meeting_ Alkide stated that he hesnI proceeded on the
Government Access Channel and cant until legal makes some determinations_ He added that the
subcommittee has Suspended any furter activities until a decision from legal has been given.
Fox Fire Fast: Chairman Moylan Slated that the Fox Fire Fest will be the 1v weekend in August.
She atltletl that planning will begin soon and she wanted to know which Image Advisory
Commission member might went to attend rhe planning meetings. Wieser both stated that she
may be interested In attending but would have to check her schedule_ Chairman Moylan stated
that she would also correct Revesz to See if she would be Interested.
• IV. NEW BUSINESS: South West Neighborhood Association: City of Elgin Staff Liaison Sue
Olafson stated that the SW Neighborhood Association will be meeting at Stale and National
Street on Friday November 2 at 5.30pm wah members of the Cay Council and Elgin Code
Department in a clean up the neighborhood walk. She atltletl that the media had asked If this was
being sarclioned by the Cil She stated that the City of Elgin Code Department may assist In the
dean up but that this was not sanctioned by the City Council. Atkins asked If this was A physical
can up short or if it was to check the businesses In the area. Iverson asked if there was still a
bar at the top of the hill On National Street at State Street. The committee members didn't know
for sure, if the bar was still open. City of Elgin Staff Liaison Sue Olafson stated that the SW
Neighborhood Association was concerned about code and business violations in their area

petitions signed in her precinct, she spoke who a man "a was fixing up a SEARS home o Bluff

City of Elgin done nt help people who are refurbishing SEARS Homes. She Stated that the man
• had sold that he had refurbished SEARS Hautes In Naperville and had received numerous
monetary incentives. He stated that he had not received any assistance from the City of Elgin.
She stated that the man had also asked why, the begged leaves and garbage had not been
picked up by the City and he asked it an occupancy permit wait required before these City

l . Dieringer stated that she had been given a tour of the SEARS Home
being refurbished and she stated that the owner was doing an excellent job on the rehab of the

available to the home owner and the status of City seances.

I. CALL TO ORDER: The meeting was called to order at 7.03pm by Chairman Moylan Present
were John Atkins, Lorena Revel , Fran Wieser, Trice Daughter and City of Elgin Staff Liaison
Sue Olafson. Also present were Guy of Elgin Cable Production Specialist Karla Persky and
Assistant City of Elgin Corporate: Council Attorney Rick Kozal. Joe Glanzer was absent Malt
Iverson and Mohammed Iqbal were excused A quorum was present.
II. APPROVAL OF MINUTES: The minutes born the 01 October 2007 meeting were approved as
written. The minutes from the 29 October 2007 were approved as amended to include Loretta
Revised as being present at the 29 October 2007 meeting.
III. OLD BUSINESS: Channel 17 Policy City of Elgin Staff Liaison Sue Olafson stated that she had
been on a phone conference call with Assistant Corporate Council Rick Kozel and John Atkins to
discuss guidelines. Atkins stated that policies cant control everything that could came up for
inclusion on what Is considered an open forum like channel 17. Assistant Corporate Council Rick
Kozel stated that there are difficulties in drafting program guidelines. He stated that the U.S.
Constitution does define clearly any differences In view points. He stated that under freedom of
expression anybody can say what they want as long as it is not discriminatory, obscene or
inflammatory. He added that beyond Government Access it is hard to control content on Channel
17. He slated that II would be hard to guess what unde9raMe groups may wish to have access
on the access channel. He stated that undesirable groups could riot be precluded. He staled that
At the access channel is opened to a Larkin Center Benefit it would have to be open to churches,
civic organizations and to groups like the Minutemen. Atkins stated that there have been
programs that have opened the door to other community events_ Assistant Corporate Council

Rick Kozal stated that the problem comes In when the committee solicits programming. He said
me two thoughts are. 1) do we cower because of undesirable programming or 2) do we minimize
the efleds. He suggested that the commission go back to the City Council for farther guidance.
City of Elgin Staff Liaison Sue Olafson stated that the real caveat falls under the umbrella of City
sponsored events. She added that Jeff Meyers covers local events in the Elgin Today program.
She added that the city has a hand in the sponsorship. Assistant Corporate Council Rick Kozal
Stated that is that the City can t put Its stamp of approval on what is covered Cry of Elgin Start
Liardan Sue Olafson stated that the Coity can if there are service agreements. ASeiSlant Corporate
Council Rick Kazal stated that the City can define parameters on what can be put on the access
channel if there are purchase of service agreements. He stated that City-wide events and 31°
parties wth purchase of service agreements could be aired Chairman Moylan stated that an
ample of a passible event would be the Elgin Rotary which is supporting the Jayne Shover
Easter Seals Telethon. Assistant Corporate Council Rick Koial staled that the City would have to
have a purchase of service agreement with the telothon. Atkins stated that the City cannot be
forced to put programming on the air. Assistant Corporate Council Rick Kozal stated that there
would be a rational basis for distinguishing 31 party purchase of service agreements Involving not
for profd organizations, which could be spelled out in the guidelines. Dichinger asked about
inclusion of prayer in the coverage of City sponsored events. She added that the subcommittee
had wanted to remove all prayer from these covered events. Assistant Corporate Council Rick
Kozal staled that the events should ht all encompassing and should include all pans of the City
sponsored events to include the prayers. Assistant Corporate Council Rick Kozal stated that the
Supreme Court has stated that there should be no Wong doing on the part of municipal
governments as long as there Is a goad faith effort on the part of the municipality and the content
of the programming is not racial or discriminatory, obscene or Inflammatory. He added that the
• ACLU has agreed to these limiters as well. Chairman Moylan stated that the subcommittee will
sed updated guidelines from Assistant Corporate Council Rick shoal. Atkins stated that to
increase air time, the Illinois Channel, which includes County and State Government
programming, can be aired City of Elgin Staff Liaison Sue Olafson stated that decreasing the
dead air time would have to be with the approval of the City Council She added that to do two
shows currently casts the City 510,000.00. She added that adding one more show posts a
additional SB,000.00. She stated that City of Elgin Cable Production Specialist Karla Peraky puts
In a tremendous amount of time and money fust t0 cover the City Council meetings. Assistant
• Corporate Council Rick Kozal stated that he would have a draft of the guidelines for the
subcommittee and would get back to the Commission in January. He added that win all the
current on-line programming Ike U-1LBE, there aren't a lot of people clamoring to get on the
access channels. He stated that the guidelines are never going to be perfect because there may
not br a way to rover worthy groups like church and ether civic organization programming.
Chairman Moylan asked how the Elgin Today topics are determined City of Elgin Staff Liaison
Sue Olafson Stated that she and City of Elgin Cable Production Specialist Karla Persky have the
final say over programming. She stated that they have had to override programming even some
presented by Jeff Meyers. Chairman Moylan stated that a final guidelines draft would to
discussed and approved by the Commission and then forwarded to the City Council for review
and action in the April-May timeframe.
IV. NEW BUSINESS: 2008 Image Awards Program: Areas of Responsibilities: Dieringer stated
that the follovnng were the parts of the program that needed to be addressed for the Image
Awards Program: Greeters, Menu, Written Programs, Power Point Presentation, Floral
Arrangements, Table Set-up and Written Invitations. City of Elgin Staff Liaison Sue Olafson states

for the previous year's program, the written programs, the table set up and the written invitations.
Weser stated that she would once again be responsible for the floral arrangements. Chairman
Moylan stated that she would discuss the power point presentation with list
Award Nominee Applications: City of Elgin Staff Liaison Sue Olafson stated that applications
are now on line. She afated that she has news releases for the Daily Herald, the Conker News
and the Tribune. Chairman Moylan stated that she has included this In her weekly articles as well.
City of Elgin Staff Liaison Sue Olafson stated that applications will be available from 01
December 2007 until 28 January 2000. She stated that the COmn19slcn members will meet on
• Saturday, 09 February 2008 at the Center to determine the winners_ She stated (tat She has also
put our applications at the Gail Borden Library.
December Commission Meeting: Chairman Moylan stated that It was important to have a
December meeting. The Commission members determined that the meeting should be scheduled
for Monday. 11 December 2001 at 7 C The Commission members asked that there be
Increased heat in the meeting room for the December meeting.
