CALL TO ORDER: I lie meeting was called W order at 7:07 p.m. by Chair Sue Moylan. present were Matt Iverson, Mohammad Iqbal, Benjamin Bernal, Joe Greitur, John Atkins, Fran Weiser, 'I'ricia Dieringer. City of Elgin Staff Liaison Meredith Hannah, Judy Steffen was excuse. IL APPROVAL OF MINUTES: Greincr moved to approve the minutes front both me November 28'" and December 12a meetings. Atkins second the motion. The motion came. III. OLD BUSINESS: image Award Ceremony: Chairman Maylan slated that the committee had met to select the winners of the 2005 Image Awards. She stated that the committee would now have to determine the assignments of duties for the Awards Ceremony. The following ere the break out of the assigned duties by committee numbers. • A. She state that the City Sul would be included on the certificates. IV. ACCEPTANCE: OF RESIGNATION: Chair Moylan stated that Lilia Feliciano tendered her resignation Gom me Elgin Image Advisory Commission with regrets. She directed members to the resignation letter presented. Dieringer made the motion to accept the resignation. The motion was eccomded by Iqbal. The motion carried. V. IMAGE AWARDS CEREMONY (2007): The committee agreed that the • number of nominees for the curri year was very light and the timing for Elgin Image Advisory Commission Minutes of January 23, 2006 O Page 2 submission for nominees may beaproblem. The committee agreed thurthere needs to be bigger push next year for nominees. V. OTHER BUSINESS: CITIZENSHIP AWARD: lgbal suggested that a Citizenship Award be presented to Doug Johnson. He stated that his family would be invited to attend to receive the award. The committee members agreed Char this item should be added to the agenda for the Febmary meeting. Moylan asked Iqbal to bnng infomration conrcming this awmd to the next meeting Iqbal made a motion to forward the letter to the Council for action. The motion xas seconded by Greitzer. The motion passed. SNOWPLOWING: Dieringer addressed the recent snowfall and fire lack of adequate snowplowing in the downtown mea. She stated that the lack of snow removal from the downtown area was not a good image fur the City. She stated that this does not help the downtown businesses especially the macaroons; mid bars. Hatmah stated that the Public Works supervisor would have an article in The Courier News the following day (24 January 2006) to discuss the snow plow efforts. • S'PREET LIGHTS: Greitzer stated the vapor lights usM at vannas intersections are not bright enough. He specially identified the immraection at Route 31 and Walnut. Moylan asked members to check the various street lights in the City and identify areas where there is a problem. VII. ELGIN IMAGE ADVISORY COMMISSION MINUTES OF FEBRUARY 27, 2006 trio FLOOR CONFERENCE ROOM, NORTH WING ELGIN CITY HALL 7PM I. CALL TO ORDER: The meeting was called to order at 7 0 by Chairman Sue Moylan. Present were Judy Steffen, Jahn Atkins, Mad Iverson, Benjamin Bernal, Joe Greitzer, True Derringer and City of Elgin Staff Liaison Meredith Hannah. (Fran Weiser and Mohammad Iqbal were excused) IL APPROVAL OF MINUTES: Iverson made the motion to accept the minutes from the January 23rd meeting as written. Greitzer seconded the motion. The motion passed III. OLD BUSINESS: Elgin Image Awards Program: Wd0en Program'. Staff Liaison Hannah directed the members to the program included in the packets. Steffen stated that she had concerns with the award for Doug Johnson, which appeared on page 7 of the program. She stated that he had not been submitted for an award and she felt that this would set a bad precedent. Chairman Moylan explained that Iqbal had made a motion concerning this matter at the January meeting and that the motion passed. Diennger Stated that sometimes the untimely death of an individual calls for irregular actions. Moylan stated that • posthumous awards are not the norm. Steffen stated that there had been other potential posthumous award recipients. Moylan questioned the entry on page 9 of the program. She stated that the entry should reference Peter Duffy as the recipient and not just the SL Vincent De Paul Organization of SL Mary s Church. The committee members agreed and City of Elgin Staff Liaison Hannah stated that she would make the changes. Individual Awar Write upg Chairman Moylan opened the floor to each member to present their write-ups for the award recipients. Diennger on Kirk Lawler and Mike Sullivan. Bernal on AI's Creamery. Greitzer on Rebecca Hunter. Iverson on Grand Viproda Foundation. Atkins of Christine Byers. Chairman Moylan on Pmvena-to Joseph's Hospital. Steffen stated that she would have hers ready for urclusion in the presenters' book. Members creeped those presentations made with suggestions for changes where rasped. Menu: The consensus of the committee members was to continue with the menu from the previous year's program. Power Point Presenta(on Chairman Moylan stated that Iqbal had completed the power point presentation complete win accompanying music. She stated that he had included pictures. Entertainment Greitzer asked what entertainment would be needed. Chairman Moylan stated that in the past musical groups had performed but that the conversations prior to the program overshadowed the performers. She stated that Mayor Schock would be leading the audience in the Pledge of Allegiance. Steffen stated that several people had complained about the Sign in table outside fine room and requested that this table be moved Inside the room. Chairman • Moylan stated that the committee members would take turns spring as greeters. She asked if the podium would be placed In the center again. Hannah stated that the same set up would be used for the presenterstable. Chairman Moylan • asked that committee members be available at S.00pm on 09 March 2036 in order to assist with the final preparations and to act as greeters_ IV. NEW BUSINESS'. Number of Commission Members. Chairman Moylan directed the commission members to the request from the City Council and the City Clerk to determine the number of members required for the Image Advisory Commission. She stated that currently with 12 members It is the largest commission. She stated that with 12 members a quorum of 7 members at a meeting is required to conduct business. She stated that if the number of members was reduced to Its current 9 members only 5 members present would be needed for a quorum, Chairman Moylan stated that during the summer months it is easier to meet the 5 member quorum. Steffen made the motion to set the number of members for the Image Advisory Commission at 9. The motion was seconded by Iverson. The motion carried unanimously. TImei for Meetings' City of Elgin Staff Liaison Hannah stated that she would not be able to make the 40 Monday of the month. Chairman Moylan asked members for input for a different meeting day or lame. Dieringer made the motion to table discussion of the day and time for the meetings until the March 27'" meeting. The motion was seconded by Atkins. The motion carried. Street Defic Street Improvements'. Groner stated that in the newspaper the topic of street light improvements was covered Chairman Moylan asked that members check the neighborhoods and areas where street lighting and street improvements are needed. City of Elgin Staff Liaison Hannah stated that she would compile the list from the March meeting and then provide the list to Jahn • Loete, the Public Works Director, and invite him to attend the April meeting. Elgin Chamber of Commerce Chairman Moylan stated that Iqbal is representing the Image Advisory Commission at the Elgin Chamber as part of the enhancing Elgin s Image program. Chairman Moylan was asked by Iqbal to canvass the commission members as to whether they thought that making a statement regarding the Sam's and Wal-Mart development was under their dural The consensus of the commission members was that this did not fall under the commission's purview. NO further action was taken. VI. OTHER BUSINESS: No other business was brought before the commission members. VII. ADJOURNMENT: The meeting adjourned at 6:30pm. He stated that there are 5600 street lights and that a complete Inventory was conducted of tie" lights. CALL TO ORDER: The meeting was called to order at 7:07pm by Chairman Sue Moylan. Present were Jahn Atkins, Joe Grander, Mad Iverson, Mohammed Iqbal, Tries Diennger and City of Elgin Staff Liaison Sue Olafson. APPROVAL OF MINUTES: Iverson made the motion to approve the minutes from the 23 October 2006 meeting as amended Iqbal seconded lite motion. The Motion carried 111. OLD BUSINESS: Public/Government Access: Staff Liaison Sue Olafson stated that she tied left a message for Gary White, who is in charge of the Government Access channel in Wheaton, but had not heard back from him. Atkins stated that he had also left a message with his friend In Addison regarding Government Access channel programming, but has not as yet had contact with him. Atkins stated that 16 January will be the first meeting of the Publi fovernment Access subcommittee. Staff Liaison Sue Olafson stated that Cable Producbnn Specialist Persky, Tom LeTamnaau and Janice Bennet would be attending this meeting. Atkins stated that he would report beck at the next Image Advisory Commission meeting. Staff Liaison Sue Olafson stated that Jeff Meyers would be interviewing Chairman Moylan on Sunday the B° of December and would be re-broadcasted on Monday the 4P of December regarding the Image Awards program. Iverson asked If there would be any hard copy nomination forms available anywhere. Staff Llalson Sue Olafson stated that nomination forms would be _ available at the front desk at City Hall. Iverson_suggested that nomination forms also be made va ailable it the Gail Barden Library. The members concurred with this suggestion. Atkins suggested that ruminator packets be sent to the previous year's winners with a letter asking them to make nominations, Staff Liaison Sue Olafson stated that nomination forms would be given to the Enhancing Elgin Committee at well. She stated that there had been rumors that the Courier News had been bought out by Shaw, but to date the Courier was suit awned by the Sun Times. She stated that she will be sending press releases concerning the Image Awards nominations to the press and will e-mail copies to the Ooamosion members. She explained that mere will be a soft opening of the park on Memorial Day and a greater dedication during the Fox Fire Fest. She stated that committee and commission members are being asked to assist With the dedication. She stated that there are no Specific requests for assistance at this tlmq, but that they are looking for participation numbers and suggestions. Atkins stated that he get the feeling that they were looking for Ideas at this point. Chairman Moylan stated that one suggestion would be to man an Information booth. Iverson stated that the Image Advisory Commission members had manned the information booth of the 1501A Anniversary of the City of Elgin. Chairman Moyle, stated that the 150^ Anniversary Committee was made a very good group of people to work with. Staff Lialson Olafson stated that the City is trying to drew people from other communities. Chairman Moylan stated that the Image Advisory Commission members are pleased to help.
