II. APPROVAL OF JANUARY 24TH, 3005 & FEBRUARY 28TH, 2005 MEETING
MINUTES
Judy asked that the January 24th Minutes be amended to read that she was not in
attendance and their Lit xen attendance. Also that the comments made on the
munionams waded in themimnaas wuemadehy Sue, notnlndy. Motion made by Judy,
seconded by Mohammad to accept We January 24W Minutes with amendments land the
Fabmary 28th Minutes as written. Motion canted.
HL RECAP OF IMA G E: AWARDS
Judy suggested than next year we place Event Programs at individual table settings
instead of outside We event. (Still would have meet & greet' outside.) Also, those
pruscning awards should stay at the podium and have Woso receiving the award, come up
to We podium. Also. committee acknowledged that Donno Anderlon s award was not
available on award night. Lit, however, and hand deliver it on Monday when the award Wan
became available? Mollummd sugglhard that some kind of music be piped in or scone kind
ofbackground event at least during the "meet aid greed'. Mohammad also suggested
video clips added to PowerPoint for next year. It was also suggested that next year we
should announce to whom the event cunerpieces should go to e.g. wearers or nominees.

• IV. DISCUSSION ON ROAD SIDE MEMORIALS
Much discussion followed relative to how Road Side Memorials should bu addressed.
Lil sated Nat if the City ever impaes an Ordinwme specifically restricting rhe
raincoats that pwhaps a chaplain should be sent out to counsel finally. Chris stated if the
inconormix arc placed in a public rigln-away. that there exists and Ordinance drat includes
memorials. Dieeussian followed as to the appropriate duration of such a mercurial. Chris
mentioned dial enforcement of the duration would be difficult- 'Ilie group discussed pwhati

O chi ance. It appeae l that due to lack of information regarding our existing Ordinances
and lack of agreement within all commissioners at this particular tune that we table to a
future meeting. 'Ihe commissioners diked that Meredith invite ponies from Public Works to
e future meeting; hopefully our next meeting. A motion was made by Judy, seconded by
Mau to table this hent until a future meeting where additional information can be presented.

V. NEW BUSINESS
Chris announced that teacher has asked that her Ithaca c ioaccept her
resignation from the rale of "Secretary' to the Commission due s ns to tier increased
winniMents in the exormurnity, and to her employ. The commission accepted her
resignation as Secretary. It was determined, that at ]oast for now, no bill time Secretary
would be akigtmd, but would he deennlned on a rotating basis, Lil will provide Mlnues
for Lie April meeting; Mau for Nc May meeting; and Joe lot the June meeting.

III. CORRIDOR IMPROVEMENT UPDATE: Staff Liaison Hannah slated that Tom
Armstrong, the Principal Planner, City of Elgin was unable to attend this meeting.
Staff Liaison Hannah stated that she had been in conversation with the Assistant
City Manager Siegel and was advised that the new City of Elgin fiscal budget
Includes 3.5 million dollars for corridor improvements. Staff Liaison Hannah
farther explained that January 2006 will begin the bid process for the Route 25
and 1-90 intersection Improvemenq 2007 will be dedicated for Improvements to
the Dundee Avenue — Congdon Street intersection: 2007 to 2008 will be
dedicated to one of the Intersections on Wing Street. Hannah stated that the die
but know the exact intersection on Wing. Staff Liaison Hannah stated that she
• will get a copy of the projected Improvements for the commission members as
soon as they are available. Chairman Moylan asked about funding for the aderial
streets that had been discussed at the July 27 meeting. Hannah stated that these
streets are also included in the budget.
IV. UNITED WAY BROCHURE: Chairman Moylan directed the commission
members to the United Way Brochure included in the packets. Chairman Moylan
asked the members for comments regarding the brochure. John Atkins stetetl
under the sub heading'. Education that U46 was outdoing the State s record on
number of graduations. He asked the percentage of students continuing on to
colleges. Steffen stated that graduating students who may not have met
standards for graduation had a lot to do with the class sizes in U48. Steffen
stated that the class sizes averaged between 26 — 27 students Per classroom.
She suggested that rather than using $50,000.00 of City money given to the
Chamber of Commerce to enhance the image of Ui that the money should be
directed to reducing the classroom size Atkins stated that the quality of the
teaching should be pointed out. He stated that good teachers were reaching
good results- Chairman Moylan stetetl that a lot of the regional schools tied been
taken off the watch list. Feliciano stated that a lot of time is being directed to
trepanation for testing instead of teaching. Chairman Moylan stated that the
testing Was Used for accountability. Feliciano stated that she had been an aide In
U-46 working with Special Education students. She stated that students had to
fall below average to be recognized and entered into Special Education classes.
She stated that she had broui in several students, who were not classified as
• Special Education, for additional educational assistance. She staled that the
criteria for identifying these under achieving students needed to be revamped.
• Chairmen Moylan stated that the No Child Leff Behind program is a federal
program and a problem with this program is the unintended consequences of
having to have every population In a school or class meet standardized levels on
tests. When any specific population does not meat the standards set, other
Problems emerge. Chairman Moylan discussed the information under the Sub
heading. Homeless. She stated that Elgin had done very well in assisting
homeless resulting from hurricane Katrina. She stated that as a result of the
efforts of the assistance provided by Elgin, homeless shelters In Rockford were
being closed Atkins discussed data under the sub heading'. Gang Crimes. He
stated that he had concerns that the percentage of crimes had not decreased,
but the percentage of arrests had decreased. He stated that this was a concern
and requested some kind of explanation. Chairman Moylan asked Staff Liaison
Hannah to obtain further explanations for the decreases In arrests and the
percentage of graduates from U46, who continue on to college.
V. IMAGE AWARDS: Staff Liaison Hannah directed the members to the forms
included in the packets. She stated that the dare for the presentation of the
Image awards is scheduled for 09 March 2006 at the Center. Staff Liaison
Hannah also stated that the timeframe for submission of the nominees is from 26
November 2005 until 06 January 2006. Staff Liaison Hannah stated that
nominations could not be E-mailed Chairman Moylan stated that nominations
must be legible and must be type writer or printed Chairman Moylan stated that
announcements of the timeframe for nominations will be posted on the City
website and included in the City newsletters. She suggested that members begin
• canvassing for possible nominees and stressed that any individual, organization
or group who had previously won an Image Award could not be favorably
considered for another award for a period of five years. Chairman Moylan stated
that there are five categories for the Image Awards and that there is no specific
number of winners per category. She stated that in the past as many as 10 to 12
winners have been selected Chairman Moylan stated that Iqbal had put together
Power Paint presentations for previous Image Award banquets and that these
had been received very well. Iqbal requested that photos be sent via E-mail for
inclusion in the 2005 Power Point presentation. Feliciano requested that the E-
mail address be added to the forms. Staff Liaison Hannah stated that the write
ups for nominations be specific. She stated that several nominations were not
specific enough to fully explain the event or project for which the nominee was
being removed. Chairman Moylan stated that Invitations for the winners will be
mailed prior to the banquet
VI, NEW BUSINESS: Steffen reminded members of the Wizard of Oz production,
which will be presented this week. Dieringer stated that the recent assembly at
Larkin High School and the fact that the problem resulted in National Coverage
red a negative impact on the Image of the City of Elgin. Dieringer asked what
kind of relationship the City of Elgin and this Commission had win L)i She
explained that Elgin American Legion, Post 57 presents gag programs in the U-
46 pace schools, which not only met State mandates for flag education, but
were centered on the proper respect, care and protocol Involving the flag. She
stated that she had tried to contact the principal from Larkin High School for a
meeting to discuss a possible assembly to provide the same kind of flag
• education, but had not received any response. Feliciano offered a point of
contact (POC) at the Ul Administration OfficeShealso stared that there had
• been numerous conflicting stories on what had happened at the assembly. She
stated that she had heard that it was the over-reaction of one zealous teacher
and that singing the Mexican National Anthem at the assembly had not been
mandatory. Derringer stated that she would call the U<8 Administration Office
and set up a meeting. She stated that the numerous
veterans' organizations in
Elgin would have been more than willing toassist Larkin High School on the
proper protocol for setting up such an assembly, which would have been
conducted under proper protocol. Chairman Moylan asked Dieringer to keep the
commission apposed of any responses from 11-06. Chairman Moylan stated that
a holiday get-together should be scheduled. She suggested 19 December 2005,
but Iqbal stated that he would not be able to make this date. Chairman Moylan
then suggested 12 December 2005 and this met with approval of the members.
She stated that this event had been held at Magdalena and the members
concurred that the event should be held here again. Chairman Moylan stated that
an extra meeting In January will have to be set up at the November meeting for
the purpose of going through the nominations received for the Image Awards.
She also stated that from January till March there would be a lot of work in
preparation for Image Awards banquet.

From the historic photograph, the linguist porch design Yearned built up autumns with clear cedar lap siding.
The commas were relocated to align with the existing brackets on the W nth header. The stairs were wider to
line up with the wider spaced columns and featured know walls wird railings on top. A railing on the sewed
floor above the front porch featured the same gousaaeck design as the font patch and a newel post above the
hunt door.
