Chair David Berkey called the meeting to order at 7.30 p in. and declared a quorum present.
Present: David Berkey, James Bmndes. Marcia preemen-Larsen, John Huss, Paul Mating,

Minutes far October 27, 9997
The Commission approval the minutes for the Oeober 27, 1997 meeting as written and will
submit them to the City Clerk'v office to he filed.
Image Ad Campaign
Michael Powers distributed three advertisemems produced by Frankel, the advertising agency that
he is associated with. Ads were produced gratis and will be submitted for advertising awards in
March and April. Ads comparing Elgin to Bedford Falls and Nlayberry ap Poon i in the Courier
. News in December on a buy ane, get one free basis. An ad comparing Elgin to Mine Valley will
appear in the Courier-News Progress Editions February 27 and March 21, sponsored by the
Image Commission. The Image Advisory Commission will display the ads at an upcoming City
Council meeting and will recognize the agency for is contributions to the community.
Michael Powers will hand an ell'ort to plan a marketing pregmin utilizing the adverting pieces to
each other commuoltie.a. Advenisemrnts will have a fidfilment component that will provide
prospective residnmis and new businesses with m conation about Elgin. 'I he program will utilize
the communication recorces of talons including a web site. Elgin Convention and Visitor
Bureau and Chamber of Commerce stair will be invited to panicipate in the program.
Representatives of the EC7VB and the Chamber will be invited to attend the next regular Image
Commission meetingonce a plan is completed, the Commission will request %rids hem the City
of Elgin for implementation in addition to the$5r5" that has been budgeted far the Image
Commission.
Light-up Elgin Contest
Iwo City employees were winners of the Light-up Elgin Contest The Commission will address
the issue of whether City employees will he invited to participate in (lie contest at a furore minting
closer to the next contest. 1 he Commission will combine the single family and home and vard
combination categories and add a new category to recognize the beat decorated neighborhood.
Businesses will be encouraged to increase their participation through flyers or special mailings.

Image Awards
Conunissioners
eat indicated they received positive comments about the 1997 program. nyear,
the Commission will again hold the event at the Grand Victoria Riverboat Pavilion and will ask
the management to ensure that a beverage bar Art other liquid rcReshment M adequately
supplied. The Commission also indicated a need to ensure that the sound system work properly.
I he 1998 program will include descriptions of each of the nominees and their contributions to the

Spruce Vii-Elgin Contest
The Commission will not hold the Spruce-up Fight Contest in 1998 so as to dedicate its resources
and time to other project.
Liner Campaign
The Commission will send a letter to community groups asking that they help educate their
neighbors about the litter problem and urge them to take steps to clean-upthe city. The message
will be submitted to hi-lingual publications.
Image guild ing Iden
• Michael Powers distributed a listing of image building subjects and ideee that had been discussed
in the past and a Tribune ankle titled 'Dalcy'a light plan hopes to bring bit of Paris to Loop'.
Commissioners will review the handouts and will bring back their comments at upcoming
meetings A copy of the listing will be attached to the January 26, 1998 meeting minutes.

At approximately 7.35 p.m., Chairman David Berkcy indicated that a quorum was not present
Ile invited Commission members in attendance to remain for a it satssion about an advertising
wnpaigm to attract new residents to Elgin. A move for approval of the January meeting minutes
will be made at the March 23 meeting.
Advertising Campaign
Chairman Berkey welcomed Jim McConoughtev, Elgin Area Chamber of Commerce Vice
• President of Economic Development, who cameto lend bis expertise to the Conunision for
the Proposed advertising campaign.
Commissioners discussed how to obtain (ands to purchase print adverting space for a campaign to
attract new residents to Elgin. I belga SlatTord indicated that Diane Ramsay of the Convention and
Visitors Bureau said the HACVB could possibly help with some of the ftmding — that two to
Tacethnusand dollars could be Inducted. Cormussioners will contact the Mayor and One
Council Members for feedback on the advertising plan and ask for their support in securing funds.
Commission members indicated that it might be ancient to purchase adverting space in the Daily
Herald and the Chicago Reader first to measure reader response. It is planned that the ads,
deuHuped by the Frankel advertising agency of Chicago, will he placed in the Daily
HeraldrtJorthwest Zone Friday Rab Estate Section six times and in the Chicago RevderlCiry
Edition Dirt Real Estate Secret three [acres at a cost of approximately $6,000. The
Commission discussed the fact that Chicago Tribune ativenuing rates arc high and bating the
campaign with lower panted print buys will indicate whether to invest more money in the
campaign.
The Image Commission intends to promote awareness of Elgin's hour charm factor and present
the many amenities that make the community a good place m raise a family. Tim Mcconoic
indicated that the Cunannsion may wish to market to enmpawas with 100 or fewer employees to
encourage their employees to live in Elgin Ile also indicated that in economic developers may
• look uNBvonbly on comparing Elgin to Mayberry as towns that are some"hat 'backward' are
metimes referred to as being a "Mayberry". McConoughey indicated that we may want to
• indicated that Elgin has one of highest return values in the Merge land area and that it is a
well managed city.

that the City already has on hand. The Commission will also send the names and addresses of
prospects to the Elgin Board olReshors and will work with real estate managers and brokers_

McConoughey showed Commission members two videos — a markging piece designed to bring
no% companies to Elgin and an overview of the Money Magazine project.
Litter Campaign
The Commission's staff liaison will continue to work on a letter to community groups asking that
they help educate their neighbors about the litter problem and drop then to take steps to clean-up
the city. The main mos ge will court on the term"Every Litter Hit Hurts" and will Include an
outreach to youth. It was suggested that poster contest might be conducted with the Commission
producing the poster and distributing it to schools. In conjunction with the mailing of the letter,
the Commission will issue public semew announcements to local radia stations and

Image Building turns
Inichae[ Powers will write letters to the Mayor and City Council Members regarding the Tower
Building nxserior lighting and the Kimball Succi bridge project asking that the City incptpomte

To encourage the lighting of Elgin's tallest building and historic landmark discussion was
initiated with from Building owner W llfimn (Bill) Stickling. Mr. Stickling indicated that he
would like to light he building, however, be will not hire a lighting consultant. He will experiment
with diffearentlighting ldmselrusing spot lighting. Possible lighting options Include lighting both
the front of the back of the building from ledges on the building and anchoring lighting across the
street from the building Not only would lighting the Tower Building improve the aesdretics of
diva mayor, the lighting would improve perceptions of safety_
Report to the City Council
The Commission ll prepare the report to the Council in wry summer Several Commissions

Michael Powers is prepared to present the advertising eampnign to the City Council on May 14 at
their Connector of tire Whole meeting. He asked? that the City supply an oeeahoad pr lector
Litter Campaign
The Commission will initiate a campaign that will teach kids not to litter and remind parents of tho
problems that trash creates In September, 1998, the Commission will conduct a poster contest
for elementary schools to increase awareness about littler problems. She Commission will also
enhot the help of neighborhood groups to help educate people about bagging their trash and tying
It and not littering out oftheir car windows.

Report to the Curt Council
Deputy Chief Bums addressed the Top Ten Image Concem. Gangs. He indicated than he police

Depa anent. According to Burns, Elgin's crime rate is lower than that of Schaumburg, Kmdcakte

indicated that the pollee department has a policy that encoefages open and honest communication
in its dealings with the media.

indicated that gangs are mixed ethnically. the police are winning the battle against gang violence
