A motion was made by Mr. Saxe and seconded by Ms. Totton to approve the minutes of the regular meeting held on October 26, 1992. Motion carried 9 to 0. A motion was made by Mr. Wars and seconded by Mr. Maring to approve the minutes of the special meeting held on November 9, 1992. Motion carried 9 to 0. A motion was made by Mr. Brandes and seconded by Mr. Saxe to approve the minutes of the regular meeting held on December 21, 1992. Motion carried 9 to 0. A discussion of the selection criteria for the 1993 awards followed. It was unanimously agreed that a special meeting of the Elgin Image Advisory Commission would be held on Wednesday, February 17, 1993, at 7:30 p.m. in the City Manag- er's Conference Room, main floor of the south tower of City Hall, 150 Dexter Court. The sole purpose of the meeting is for the selection of the 1993 Elgin Image Award winners from the list of nominees. City staff was requested to post no- tice of the open meeting. A discussion of the presentation of the painting purchased by the Commission at the 1992 Fine Arts Festival ensued. Sugges- tions were noted for future consideration. No regular reports were presented. Chairman Kelly reminded everyone of the joint meeting to discuss the 1992 Visual Inventory with the Elgin City Coun- cil, to be held on Wednesday, February 10, 1993, at 4:30 p.m. in the City Council anteroom, second floor, north tower of City Hall, 150 Dexter Court. Elgin Image Advisory Commission Minutes January 25, 1993 Page 2 Clay Pearson discussed the Lords Park Pavilion grant opening, the progress on Center City Place, and the status of the Children's Museum and Imaginasium. Mr. Brandes volunteered to assume the duties of ensuring that the existing entryway signs were properly maintained by the various volunteer groups. Mr. Wars was congratulated for the fine job he has done in this area for the past several years. Mr. Saxe moved motion. The following members were present: David Berkey Jim Brandes, Rich Hirschberg, Kevin Kelly, Lance Lagoni, Paul Maring, Mike Noland and Joseph Wars. The votes of Paul Bednar, Harvey Saxa, Laurie Totton and Kathy Ward were received by telephone and recorded by Chairman Kelly prior to the meeting. A motion was made by Mr. Berkey and seconded by Mr Wars to approve the minutes of the special meeting of February 17, 1993. Motion carried 8 to 0. A discussion was held to clarify how the Image Awards would be presented and who would introduce each receipients. Ms. Totton moved that a subcommittee be established with Mr. Maring as the chairperson to conduct the contest to select an Entryway sign. Mr Noland seconded the motion. The motion carried 8 to 0. Mr Maring moved and Mr Wars seconded the motion to have the Chairman send a letter of support for the Neighborhood Housing Services Redevelopment Committee. Motion carried 8 to 0. Secretary Lagoni called the roll and a quorum of seven was present. A motion was made by Mr. Wars and seconded by Mr Berkey to approve the minutes of the regular meeting of February 22, 1993 Motion carried 7 to 0. Mr Kelly lead a discussion and review of the Image Award Presentation. Mr Wars lead a short discussion of the wrap up of the Visual Inventory which will be concluded at the regular committee of the whole meeting with the City Council on Wednesday March 24th. Mr Lagoni reported that the Sub Committee on Entryway Corridors was unable to meet because of member schedule conflicts. Mr. Kelly lead a short discussion about the entryway sign contest. In the absence of Mr Maring the sub committee chairman, no action was taken. Mr Saxe moved and Mr. Berkey seconded the recommendation of Mr, Kelly that Mr Bednar be made head of the Bus Tour Sub Committee. Motion carried 7 to 0. Mr kelly announced that our Committee's annual meeting with the City Council was scheduled for June 24, 1993. Mr Pearson gave a brief report on the City's plan for street repairs for 1993. He also reminded us that the preliminary 1994 budgets were due in October. A motion to adjourn was made by Mr. Saxe and seconded by Mr. Berkey. Motion carried 7 to 0. RESPEC LLY SUB ED, LANCE LAGONI MINUTES ELGIN IMAGE ADVISORY COMMISSION MONDAY APRIL 26,1993 MEMBERS PRESENT: DAVID BERKEY, PAUL BEDNAR, LANCE LAGONI, PAUL MAKING, MIKE NOLAND, HARVEY SAXE, LAURIE TOTTON, KATHY WARD MEMBERS ABSENT: JIM BRANDES, RICH HIRSCHBERG, KEVIN KELLY, JOSEPH WARS STAFF PRESENT: Mr.Pearson The members assembled agreed that Mr Berkey would act as chairman in Mr. Kelly's absence. Mr Berkey called the meeting to order at 8:45 pm. Secretary Lagoni called the roll and a quorum of eight was present. Because of Mr. Wars' absence no report was made on the Visual Inventory. After a short discussion, Mr Lagoni announced that the Sub Committee on Entryway Corridors would meet on Saturday May 8, 1993 at 8:30 am at Uncle Pauls Restaurant. Mr. Maring lead a detailed discussion of the purpose and objectives of the Entryway Sign Design contest. No final conclusions were drawn until the timing of the actual first sign placement could be determined. Mr Bednar lead a discussion of the purpose and objectives of the Bus Tour. Finally it was determined that Mr Pearson, Mr Bednar and Mr Noland would meet to prepare a recommendation to the Image Advisory Commission. A motion to adjourn was made by Mr. Saxe and seconded by Mr. Maring. Motion carried 8 to 0. Mr Berkey adjourned the meeting at 8:50 pm. Entryway Corridor Report - Dundee Avenue Dave and Lance looked at the Dundee Avenue Entryway Corridor. Each took sections of the corridor to develop a list of recom- mendations. Emphasis was placed on developing a written draft report to both wrap up this corridor and allow the Commission to move on to another corridor. Entryway Signage Contest A meeting is scheduled for May 28th on entryway signage design according to Committee Chairman Paul Maring. There was dis- cussion as to how to insure there would be funding for the actual construction of the signage. There was consensus to have a letter to the City Council outlining the signage design contest and requesting a commitment for 1994 signage funding. Discussion then moved to the Rovelstad statute and its status. Various members provided input on the history of the effort to complete the statute and proposed siting. Chairman Kelly recounted the Image Commission's involvement with the piece. Mike Noland offered to bring back some information as did Rich Hirschberg. Leadership Bus Tour Committee Chairman Paul Bednar went over a memo distributed to the Commission prior to the meeting. He asked for feedback, suggesting that the first tour focus on the Historic District, its architecture and the older neighborhoods. Logistics and suggested leaders for the tour were presented. In order to fill a 70 person bus, the tour would be targeted towards the Council, staff and Commissioners, however, it could also be opened to the public in order to get the 70 people. A mid -Oc- tober timeframe was suggested. Discussion was supportive of the focused first -time effort, and not trying to be all things Elgin Image Advisory Commission Minutes May 24, 1993 Page 2 to all people. Members were supportive of the importance of capitalizing on the historic assets of the community as an image enhancement (a copy of the Historic District map is included). In order to make the tour as attractive as possi- ble, a great deal of emphasis will be on making the tour an entertaining Saturday morning. Paul Bednar made a motion to endorse the proposal as presented, Dave Berkey seconded. Chairman Kelly noted that some amount slightly more than the $500 budgeted for the bus tour is available. Members leaned towards a Lords Park Pavilion or an Old Main location for lunch after the tour. Motion carried 8 -0. The subject of the painting bought at last year's Elgin Fine Arts Festival was brought up. A motion was made by Dave Berkey to present the painting at the Elgin Fine Arts Festival and leave the location to the City, seconded by Harvey Saxe. Motion carried 8 -0. Staff reported on the Historic District Lighting project and the recent ground- breaking ceremony for the FAA TRACON Facili- ty. Kevin Kelly gave the Commission an insight into landing the FAA project. Paul Maring gave a brief update on the Center City Place project. Precommitments for units are 50% of the available units without having models. The next meeting is scheduled for June 28, 1993. Rich Hirschberg made a motion, seconded by Laurie Totton to adjourn. Mr. Kelly introduced the Commission's new member Ms. Gwendolyn (Wendy) Whiston who is Creative Director of Whiston McMurray Creative Network. A motion was made by Mr. Noland and seconded by Mr. Saxe to approve the minutes of the regular meeting of March 22, 1993. Motion carried 8 to 0. A motion was made by Mr. Noland and seconded by Mr. Saxe to approve the minutes of the regular meeting of April 26, 1993. Motion carried 8 to 0. A motion was made by Mr. Saxe and seconded by Mr. Berkey to approve the minutes of the regular meeting of May 24, 1993. Motion carried 8 to 0. Mr. Kelly provided a brief review of the Commission's meeting with the City Council for the benefit of those commission members who were not at the meeting. Mr. Wars stated that the planning for next year's visual inventory was underway and that the formal start of the inven- tory would begin in September. Mr. Lagoni reported on the status of the Dundee Avenue Corri- dor Entryway Project. Mr. Berkey's written comments are ready for review by the whole subcommittee. The next step in the process is for working meetings with the City staff represen- tatives for Public Works /Engineering and Police. This step is necessary to utilize staff expertise and to analyze the impact of the staff's planned projects which impact this corridor. Elgin Image Advisory Commission Minutes June 28, 1993 Page 2 A motion was made by Mr. Saxe seconded by Mr. Berkey to ap- point a Villa Street Entryway Corridor Subcommittee consisting of Mr. Berkey, Mr. Saxe and Mr. Wars to be chaired by Mr. Noland. Motion carried 8 to 0. Mr. Noland asked to assist Mr. Bednar with the Leadership Bus Tour. Commission members agreed to bring suggested tour stops to the July meeting for input to Mr. Bednar. In Mr. Maring's absence, Ms. Totton reviewed the discussion with the City Council and took suggestions for changes to the Signage Contest rules. The general direction was to loosen the requirements to allow for maximum participation. It was generally agreed that the Commission itself should be the contest judges. Ms. Totton will work with Mr. Maring to bring back a revised draft of the rules. Staff report: Mr. Pearson handed out several recent brochures from City departments. Mr. Wars moved and Mr. Saxe seconded adjournment. Motion carried 8 to 0. Mr. Kelly adjourned the meeting at 9:07 p.m. The next regularly scheduled meeting of the Elgin Image Advi- sory Commission is Monday July 26, 1993 at 7:30 p.m. in the City Manager's Conference Room located in the South Tower of City Hall, 150 Dexter Court. Respectfully submitted, Lan e La ri Secretary ELGIN IMAGE ADVISORY COMMISSION ENTRY WAY SIGN DESIGN CONTEST - SUBCOMMITTEE MEETING OBJECTIVE: To organize and develop a program to solicit contestants for a contest to design a new Elgin entry way sign, and to independent- ly evaluate entries and select winners. The new entry way sign design must enhance the image of the City of Elgin and help to promote a progressive impression that Elgin is "The City To Watch ". A first prize of $500 will be awarded plus the winner shall have the honor of having the winning design installed at selected Elgin entry ways. Second and third prizes shall be recognized. All three winners shall receive letters of honorable recognition and a certificate from the mayor. All prizes shall be presented by the mayor on stage at Hemmens Auditorium at a scheduled symphony concert in advance of the start of the concert or at a comparable event. PARTICIPANTS: A. Any resident of the City of Elgin may submit a design proposal. B. All design proposals must conform to the following rules. RULES: A. Sign Design Proposals 1. Each sign proposal is to be shown by drawing. Drawings will show size, the proposed lettering and colors. 2. The Elgin "G ", as it appears in the City Of Elgin logo, is to be incorporated into the sign design proposal. See example attached. 3. Should the contestant deem it an advantage, data should be included relevant to what and why specific materials are included in the design. Consider maintenance required - techniques and efficiency. Page 2 Of 4 4. Include written remarks as to how this particular design can enhance the image of the City and help to promote the impression that Elgin is "The City To Watch ". Proposals are to be submitted to Clay Pearson, City Manager's Office, City of Elgin, 150 Dexter Ct., Elgin, IL 60120. All proposals must be mailed by midnight December 6, 1993. DESIGN PROPOSAL EVALUATION: 1. Proposals will be evaluated by the Elgin Advisory Commission. 2. Prize will be awarded based on the best design to improve the city's image, originality, and completeness of entry. 3. Final selection will be approved by the city counsel. 3.1 Elgin Image Advisory Commission will select the three top (best) entries. 3.2 The top three entries will be presented to council who will rank them as to first, second, and third. This ranking will be made during the first meeting in February 1994 of the committee of the whole. Copies given to counsel in advance of meeting. PROMOTION OF CONTEST: 1. Motion carried 8 to 0 . Mr. Lagoni gave a brief report on the progress of the Dundee Avenue entryway corridor report. Mr Maring redlined the entryway sign contest rules to incorporate suggested changes from the City Council and commissioners. Mr. Maring moved approval of the contest rules as amended and Mr. Lagoni seconded the motion. Motion carried 8 to 0 . Mr Noland at the suggestion of the chair volunteered to begin a review of the villa Street entryway corridor. Mr Bednar accepted inputs for the bus tour to incorporate stops suggested by other commissioners. A brief discussion of the objectives ensued. Mr Bednar will present a formal plan of route and times upon completion of the plan. Mr. Kelly made notes of preliminary budget suggestions for the commission's 1994 budget and will present a formal budget plan for ratification at the regular August meeting. Ms. Whiston will investigate the possibility of this Commission working with the Elgin Daily Courier News on a Garden / Yard Award program. She will make a formal presentation of her findings at a Fall regular meeting. 2 Staff Report : Clay Pearson handed out two recent news articles which presented positive Elgin coverage in the area of Historic Homes. Paul Maring reported on plans for the Spiess /Children's Museum. Paul Bednar reported on plans for the re- opening of Grove Avenue through the Fountain Square Plaza. Paul Maring reported that a final contract is underway for the conversion of the Old Commonwealth Edison building on South Grove Avenue into a Sports Bar and Restaurant. Mr. Saxe moved and Mr. Noland seconded the motion for adjournment. Motion Carried 8 to 0. Mr. Kelly adjourned the meeting at 9:07 pm. Mr. Bednar reported on the Elgin Image Bus Tour plans for October 30, 1993. Mr. Wars reported on the Elgin Adopt a Highway Program initiated by the Blue Knights Illinois Motorcycle Club. Mr. Pearson reported on the upcoming dedication of Center City Place on September 30 at 4:00 p.m, and the riverboat groundbreaking ceremony on October 5 at 11:00 a.m. Mr. Hirschberg moved and Mr. Noland seconded adjournment. Mr. Kelly in the absence of Mr Bednar the subcommittee chairman discussed final preparations for the Image Commission Bus Tour to be held on Saturday October 30, 1993 at the Lord's Park Pavilion beginning at 9 a.m. 2 Mr Kelly reported on former Commission member Kathy Ward's inquiry regarding the Living Tree Sale, the proceeds of which help support Arbor Day. Mr Noland stated that the project is part of the work of the Tree Committee of the Parks Department. Mr Kelly took under advisement Mr Noland's suggestion that a subcommittee on violence be formed. Our guest Ms DiPrima announced the Anti Drug and Gang rally planned for Sunday June 5 1994 and asked for our support of this vital grass roots effort against one of our community's most serious problems. These folks really deserve our appreciation and respect. Their efforts to promote the finer points of our beautiful riverside community and to continually inspect, review, promote and recommend improvement upon the community is commendable. The primary focus of the meeting I attended was the improvement of the Villa Street corridor. Focusing on both aesthetics and function. This is a project we all need to support. Projections indicate that Villa Street will be a Steven Moore - 2 primary access corridor for the new Nevada Landings river front development. As a planner, designer and Realtor, I would like to introduce a couple of ideas that may be worth the consideration of the commission and perhaps all Elgin residents. First, we need to recognize that a city is like a person in many ways. Beauty, charm and stability must come from within oneself. This is true of a city, too. We need to instill a sense of pride in ourselves.: Elgin, being in the beautiful Fox Valley, is considered one of the hottest growth areas in the US. This is clearly visible. I would like to suggest that we take our general sense of pride and localize it with neighborhood identity, similar to the 'Historic District'. Chicago has had success in identifying neighborhoods such as Wicker Park, Lakeview and Buck Town. Elgin has many neighborhoods, too. Winzlar's addition (Lavoie St.), North Park (Logan St.), Runge (N.Liberty), Lovell's (Lovell), Elgin Watch Company (Henry Steven Moore - 3 St.), River Bluff (Bellevue Ave.), Congdon (St. John St.), McIntosh (Maple), LM Kelly (S. Crystal), Waldron (Oak St.), Lords (Ryerson St.) and Carbary's (Wing Park Blvd.) are just a few. Neighbor hood identity can be achieved in many ways. Colorful Banners identifing areas hanging from light poles, signage (Welcome to Ludlows Neighborhood), neighborhood events, i.e. parties, garage sales, fund raisers, open area and park space development. Not only will this instill a sense of community pride and identity, but will also increase security and safety as people invest emotionally in their community. Secondly, I would like to propose that we initiate a zoning restriction which requires signage to have a ratio of English proportional to the English speaking population. Cultural diversity enhances the quality of live here in Elgin, but it can have an alienating, unwelcoming effect, on native English speakers and immigrants who have studied English necessary to assimilate, if local businesses close their doors to select populations and the regional tourist trade soon coming to Elgin.
