1. Call To Order
The meeting was called to order at 6:41 pm

3. Approval of January, 2019 Minutes
Vice Chair Jacobs made a motion to approve the December minutes, seconded
by Commissioner Mungai. Staff Liaison Cohen had a question regarding a
statement in the minutes that the commission felt they were not informed about
fair housing and employment discrimination complaints. Vice Chair Jacobs
clarified that a single commissioner felt this was the case, over the totality of her
years on the commission. Vice Chair Jacobs made a motion to amend the
minutes to reflect the clarification; Commissioner Mungai seconded.
Commissioner Mungai made the motion to approve the minutes as amended;
Vice Chair Jacobs seconded. Minutes approved as amended.
4. Monthly Reports
None.
5. Old Business
• Diversity Committee Update
Staff Liaison Cohen provided an update on the employee training that
took place in December.
• Budget Update
The HRC ended the year with $316.28 in unspent funds.
• Dr. King Weekend Update
The commissioners were provided with the Humanitarian Award
nominations and will email their votes to Staff Liaison Cohen.
r • Municipal Equality Index
Commissioner Mungai reported that Eric Anderson provided responses to
Assistant City Manager Valdez's questions regarding the Index. The
commission stated that it supports the Index and feels it should be
pursued. Vice Chair Jacobs commented that the Index can dovetail with
the city's Diversity and Inclusion initiatives. Eric Anderson has either
spoken with or provided the Index to all council people. Commissioner
Mungai believed that the city will implement the Index with assistance
from the HRC as requested. Staff Liaison Cohen will confirm the city's
role.
• Revisions to HRC Ordinance
The Commission discussed the draft ordinance that had been provided
prior to the meeting. The Commissioners were overall receptive to the
revised ordinance. Commissioner Mungai provided recommendations for
language concerning city manager and council participation, mediation
sessions to be conducted by the HRC, and a deletion of the requirement
that council approve HRC publications. Following discussion,
Commissioner Mungai withdrew the last recommendation. Vice Chair
Jacobs made a motion to approve the draft with the Commissioner
Mungai's edits per the commission's conversation, and that Staff Liaison
Cohen discuss such approved edits with the Legal Department.
Commissioner Mungai seconded. Motion approved.
6. New Business
• Trans Day Visibility
Vice Chair Jacobs reported that Danise Habun asked if the HRC would
partner with Open Door Health Center of Illinois to present a series as
part of Trans Day Visibility at Gail Borden Public Library on March 31,
2019. Vice Chair Jacobs made a motion that the HRC sponsor the event
in the amount of$250, the price of a screening fee. Commissioner
Mungai seconded. Motion carried.
Adjournment
Vice Chair Jacobs made a motion to adjourn, seconded by Commissioner
Mungai. The meeting adjourned at 7:39 pm.

Commissioner Cooper made a motion to approve the January minutes, seconded
by Commissioner Smith. Minutes approved.

• Monthly Reports
Staff Liaison Cohen reviewed the monthly reports. Vice Chair Jacobs asked for a
summary rather than detailed intake report of complaints received. Vice Chair
Jacobs also asked how vendor and other information is provided to City Council.
Staff Liaison Cohen will check on the reporting abilities of the purchasing
department's new software.

Staff Liaison Cohen provided new hire information for January and
February.

Staff Liaison Cohen provided the current balance in the HRC's account
and 2019 expenditures.
• Municipal Equality Index
Staff Liaison Cohen clarified that this is an HRC initiative. Staff will assist.
Vice Chair Jacobs asked commissioners to review the document for
discussion at the next meeting.
• Revisions to HRC Ordinance
Vice Chair Jacobs asked commissioners to review the proposed ordinance
for discussion at the next meeting.
• New Business
• Elgin Sustainability Commission Earth Day In Kind Sponsorship
Commissioner Cooper made a motion for the HRC to be an in kind
sponsor for the Sustainability Commission Earth Day event.
Commissioner Ortiz seconded. Motion approved. Vice Chair Jacobs
asked commissioners to share the event on their social media accounts.
He also asked for volunteers to attend the event on Wednesday, April 17
at the Hemmens.
• Boards and Commissions Member Resource Packet
Staff Liaison Cohen reviewed the highlights of member resource packet.
Assistant City Manager Valdez-Wilson indicated there would be changes
to the packet forthcoming.
• United Black Scholarship dinner, Saturday, April 27, Villa Olivia Country
Club, $65/ticket
Commissioners were directed to let Staff Liaison Cohen know by the end
(114 of the week if they wished to attend this event.
• MLK Celebration Chair for 2020
Deputy Chief Al Young will be the chair for 2020. Vice Chair Jacobs
encouraged other commissioners to participate on the committee.

• Diversity Committee Update
Staff Liaison Cohen gave an update on the supplier diversity priority.
Staff Liaison Cohen will provide employee demographics to the
Commission.

Discussion regarding the HRC's authority to raise funds for grants. Staff
Liaison Cohen will confer with CFO. Discussion regarding additional funds
for community outreach in 2020.
• Dr. King Weekend Update
No update.
• Municipal Equality Index
Commissioners Cooper and Mungai indicated they supported the HRC
undertaking this project. Commissioner Ortiz would like the police to
explain how they classify and report hate crimes.
• Revisions to HRC Ordinance

The ordinance will be finalized at the May meeting. Discussion regarding
city manager attendance, involvement with the community and creation
of an HRC brochure. Commissioner Thaviosouk volunteered to create a
brochure.
6. New Business
• Commissioner Thaviosouk reported that I Fest will take place on May 4th.
The theme is Unity and there will be a taste of Elgin's various cuisines.
Commissioner Cooper made a motion that the HRC be a sponsor of I Fest
in the amount of$250. Commissioner Mungai seconded. Motion
carried.

The HRC has$4,764.38 remaining in its budget for 2019.
• Dr. King Weekend Update
Deputy Chief Al Young reported different locations and agendas were
being considered for the breakfast and public program.
• Municipal Equality Index
Commissioner Jacobs asked the HRC to read the MEI prior to the next
meeting. Commissioner Jacobs reported that the Sustainability
Commission convened a working group with volunteers from outside the
commission to work on Earth Month. Commissioner Jacobs volunteered
to chair such a task force. Commissioner Cooper made a motion for
acceptance to create a work group of about 15 people to complete the
MEI, seconded by Commissioner Thaviosouk. Motion approved.
• Revisions to HRC Ordinance
rk Discussions continued among the commissioners regarding attendance
by the city manager and role of the commission regarding disputes with
the city. Commissioner Mungai made a motion to table approval of the
ordinance until next month, seconded by Commissioner Smith. Motion
approved.
6. New Business
• Election of Officers for 2019—2020
Rich Jacobs was elected Chair for the
2019—2020. Phil Mungai was elected Vice Chair for the 2019—2020
term.

Commissioner Thaviosouk made a motion to approve the May minutes, seconded by
Commissioner Mungai. Motion carried.

Staff Liaison Cohen presented the contract report.
5. New Business
• Community Outreach Initiatives
Chair Jacobs told the commissioners about a meeting he held with Aaron Cosentino,
Neighborhood Services Manager and Jenny Phillips, 311 Supervisor, regarding
collaboration with 311 and Code, particularly calls related to neighbors complaining
about each other. The HRC could help diffuse issues through conversations with
residents and working with neighborhood groups. The HRC could also assist with
issues between landlords and tenants. This initiative will be a standing item on the
agenda. Code and 311 will attend an HRC meeting to discuss further.
• Congratulatory Communications
Commissioner Thaviosouk would like to send congratulatory statements regarding
successful community events. He would like these statements to dovetail with city
events and asked that Molly Center attend a meeting to provide guidance on this.
6. Old Business
• Revisions to HRC Ordinance

Chair Jacobs opened discussion on the proposed revised ordinance. Commissioner
Smith voiced disapproval of a portion of the legal opinion provided to the HRC which
stated that it is not appropriate for a city board or commission to mediate disputes
and/or grievances between the city staff or community members and the city.
Commissioner Mungai wanted to know the status of the mayor's consideration of a
Police Citizen Review Board. Commissioner Smith moved to table approval of the
ordinance. Commissioner Mungai seconded. Motion carried; review of the
ordinance tabled.
Commissioner Mungai made a motion to write a letter to Mayor Kaptain asking him
to attend an HRC meeting and discuss his thoughts on a Police Citizen Review Board.
Commissioner Cooper seconded. Motion carried. Commissioner Thaviosouk will
write a draft and send to Staff Liaison Cohen who will share it with the
commissioners.

• Dr. King Weekend Update
No update. Next meeting is June 11, 2019.
• Municipal Equality Index
Chair Jacobs reported that he and Commissioner Ortiz will represent the HRC on this
initiative. The first meeting of the working group is the week of June 10th. Input will
be provided at the next HRC meeting.

Human Relations Commission Meeting

1. Call To Order
The meeting was called to order at 6:38 pm.
2. Person(s) Recognized/Public Comments
Danise Habun, Open Door Clinic and Edward Hanson, Elgin Pride Parade
Volunteer were recognized. Habun told the HRC that an Elgin Pride Parade and
festivities are scheduled for June 6 and 7. On June 6 there will be a parade
followed by an art show, music and evening activities. On June 7 there will be an
interfaith service and a community lunch. They are asking the HRC to be a
sponsor and assist with City permits and volunteer on the committee.

Commissioner Mungai made a motion to approve the minutes, seconded by
Commissioner Cooper. Minutes approved.

Staff liaison Cohen went through the monthly reports.

Chair Jacobs told the HRC there are many ways to get involved with the
2020 census in a paid or volunteer position.

• Diversity Committee Update (standing item)
Staff Liaison Cohen provided the HRC with recent diversity and inclusion
accomplishments. An RFP for a consultant will be issued this year.
Commissioner Mungai suggested that the HRC meet the finalists.

Staff Liaison Cohen provided details regarding the 2020 MLK Prayer
Breakfast.
• Revisions to HRC Ordinance
Commissioner Smith made a motion to take the topic off the table,
seconded by Commissioner Cooper. Motion carried.
Discussion ensued regarding the ordinance, the Citizen Review Board and
the meeting with the Mayor that did not take place in September due to
a lack of a quorum. Commissioner Thaviosouk suggested sending the
Mayor written questions and volunteered to write the letter. Chair
Jacobs asked that the HRC work on the letter as soon as possible if the
Mayor is unable to attend the October meeting. Chair Jacobs will miss
the October meeting and asked that Chief Lalley be invited to attend.
Commissioner Mungai made a motion to table the topic for consideration
until October. Commissioner Smith seconded. Motion carried.

Commissioner Cooper made a motion to adjourn, seconded by Commissioner
Lara. There being no further business, the meeting adjourned at 7:25 p.m.

The meeting was called to order at 6:36 pm.

Commissioner Thavisouk made a motion to approve the minutes, seconded by
Commissioner Cooper. Minutes approved.

Staff Liaison Cohen reviewed the recent hires and reported that an RFP
for consultant services has been drafted and is being reviewed by the City
Manager.
• Community Outreach Initiatives (standing item)
No report.
• Municipal Equality Index (standing item)
Chair Jacobs reported that the subcommittee met and submitted
documentation to the Human Rights Committee. They have chosen to
reevaluate the 2018 communities, so Elgin will not be part of the large
report. Elgin received a score of 77 and areas for improvement are
identified. This topic will remain as a standing item on the agenda.

Commissioners Cooper and Thavisouk volunteered to be Humanitarian
Award Reviewers.
• Revisions to HRC Ordinance
Commissioner Mungai voted to take this item off the table, seconded by
Commissioner Cooper. Motion passed;the item was removed from the
table.
Chair Jacobs made a motion to submit the final, revised ordinance,
including commissioner questions and Legal's response,to city council for
direction.
Commissioner Mungai asked that it be made clear that the
recommendations were not unanimous.
Commissioner Cooper seconded. Motion carried unanimously.
6. New Business
• Kwanzaa Celebration at the Gail Borden Public Library on 12/8/19
• Chair Jacobs discussed the problems the HRC is having with attendance.
The lack of quorums has drastically effected the HRC's work. Attendance
requirements will be enforced in 2020.

Lara. There being no further business, the meeting adjourned at 7:17 p.m.
