The meeting was called to order at 6:34 pm.

Rich Jacobs made a motion to approve the minutes, seconded by Brandi
Benjamin. Minutes approved.

Staff Liaison Cohen went through the monthly reports. The commission
requested that one complaint (no heat) remain open with an update at the
February meeting.

• The Art and Essay artwork will be displayed at the Sunday program.
All participants will get a thank you letter for their submission.
Angela Banks and Aloun are looking for additional funds to
supplement the HRC scholarships. The winner of the $1,000
scholarship will read her essay at the Sunday program.
• Chair Habun proposed that in lieu of selecting a Humanitarian Award
winner, Robert Gilliam is presented a posthumous award.
5. New Business
• ICDHR MLK Dinner 1/15/15
All HRC members are invited to attend.
• Chair Habun reported that the HRC received an invitation to talk to the
Eagle Heights neighborhood group on diversity and inclusion on January
22, 2015. All interested commissioners should attend.

Chair Habun called the meeting to order at 6:30 pm.
2. Person(s) Recognized
New Commissioner Winfried Cordell Cooper, Jr. was welcomed by the
Commission. Winfried's term is February 2015 through May 2015. Winfried
wants to get involved in Elgin and is pursuing having his term renewed.
3. Approval of January 6, 2015 Minutes
Commissioner Jacobs made a motion to approve the January minutes, seconded
by Commissioner Benjamin. Minutes approved.
4. Monthly Reports
Staff Liaison Cohen went through the monthly reports.
5. Old Business
Diversity Committee Update
Phil Reed of SNAP Consultants has been providing training to the sworn officers
of the police department. The focus of the training is to assist officers in
recognizing and dealing with biases present in all people. Phil Reed's contract is
being presented to Council for renewal. Staff Liaison Cohen was asked to invite
Phil to the next HRC meeting. Chair Habun would like to invite former Deputy
Police Chief Cecil Smith to the next Community Conversation, to be held on May
13. Chair Habun encouraged all HRC members to attend the next Community
Conversation meeting.
United Black Scholarship Dinner Tickets
Staff Liaison Cohen confirmed that Chair Habun and Commissioners Benjamin
and Khotisene are attending the dinner. Commissioner Khotisene is waiting to
hear from the MLK Scholarship winners as to whether they are attending.
6. New Business
Training
Staff Liaison Cohen was asked to invite the Legal Department to the next
meeting in order to walk through the Commission's powers and responsibilities
as set out in the Municipal Code; particularly regarding receiving and
investigating complaints.

Elections
Chair Habun reminded the Commission that her term expires next month and
they should think about who they wish to nominate for Chair and Vice Chair.
Chair Habun may not run again this term per the Municipal Code.
Commissioner Benlamin
Commissioner Benjamin announced that she is moving to Florida in June and will
be leaving the HRC.
7. Adjournment
There being no other business Commissioner Williamson made a motion to adjourn,
seconded by Commissioner Benjamin. The meeting was adjourned at 6:55 pm.

The meeting was called to order at 6:33 pm

Chair Habun introduced Phil Reed, SNAP Consulting who discussed the city's
diversity and inclusion strategic priority. Mr. Reed reminded the commission
that the strategic priority is "not a sprint" and that visible change takes a long
time. The pace is dictated by the amount of money the city allocates. The
diversity and inclusion strategic plan has been created, and subcommittees have
been assembled to manage demonstrated leadership commitment, recruitment
and retention, accessible programs and services and the marketplace.
Leadership commitment has been demonstrated through discussion at city
council meetings. In recruitment, key positions were identified and openings
provided a diverse slate of candidates. The city needs to develop a high
potential program. An external benchmarking study was performed to compare
(1164 Elgin with identified comparable communities. In the marketplace, the current
ordinances were examined, including the responsible bidders ordinance. The
focus will be on assessing who we do business with (minority and women owned
businesses) and getting minority and women owned businesses to connect with
departments.
This year, Mr. Reed has developed and provided training to the Police
Department, both sworn and civilian. The theme of the training is using diversity
as a tool, understanding everyone has a different world view and frame of
reference. Next training needs to be provided to managers, supervisors and
department heads, emphasizing the correlation between diversity and
innovation. Key performance indicators will be developed to measure the
success of the subcommittees.
Commissioner Williamson asked if the Police Department was more open to the
training due to events in other communities. Mr. Reed responded that the
training preceded recent incidents by a couple of years; Chief Swoboda was
"ahead of the curve." The Elgin community needs training as well on how to
treat the police. Elgin police officers should be engaged in the community
socially, through sporting events, etc.
3. Approval of April 7, 2015 Minutes
Commissioner Cooper made a motion to approve the April minutes, seconded by
Commissioner Williamson. Minutes were approved.
4. Monthly Reports
Staff Liaison Cohen reviewed the monthly reports.
5. Old Business
• Diversity Committee Update (standing item)
This item was addressed by Mr. Reed in "Recognize Persons Present."
6. New Business
• Election of Chair and Vice Chair
Chair Habun opened up the floor to nominees for Chair of the Human Relations
Commission. Seeing that Commissioners Khotisene and Jacobs were not
present, it was agreed to table the item to the June meeting.
• Other
Chair Habun reminded commissioners that the next Community Conversation
between the EPD and citizens was scheduled for May 13th
Chair Habun reminded commissioners that Ernie Broadnax's documentary about
the African American community in Elgin would be shown at the Gail Borden
Library on May 19th
Staff Liaison Cohen invited commissioners to attend a city sponsored diversity
presentation on May 19th. Chair Habun and Commissioner Cooper will attend.
Staff Liaison Cohen showed the commissioners the T shirt quilt made from tees
from MLK and I Fest events. The commission agreed the quilt could be raffled at
the next MLK prayer breakfast.

Chair Habun made a motion to approve the May minutes, seconded by
Commissioner Williamson.

Staff Liaison Cohen went through the monthly reports (contracts).

• Diversity Committee Update (standing item)
Staff Liaison Cohen reported that the contract with SNAP Consulting was
approved by the Council in a 6-3 vote.
• Community Conversations with Elgin Police Department
Chair Habun, Commissioners Cooper and Williamson and Deputy Chief Wolf
were in attendance. Chair Habun reported that 130 people attended this
session. 170 attended the first session. Wolf enjoyed the small group
discussions. Training at the high schools in how to interact with the police if
pulled over in a vehicle was recommended. Commissioner Williamson
commented that he was very impressed with Chief Swoboda. Chair Habun
reported that the next session is being planned. Questions will be taken from
the audience. DC Wolf recommended that a session be held at an Hispanic
church to encourage attendance from the Hispanic community.
6. New Business
• Election of Chair and Vice Chair
Chair Habun made a motion for nomination of a new chair of the Human
Relations Commission. Commissioner Jacobs nominated Bill Williamson,
seconded by Commissioner Cooper. Bill Williamson was elected Chair of the
Human Relations Commission.
Chair Habun made a motion for nomination of a new vice chair of the Human
Relations Commission. Commissioner Khotisene nominated Rich Jacobs,
seconded by Chair elect Williamson. Rich Jacobs was elected Vice Chair of the
Human Relations Commission.
• Citywide Boards and Commissions Project
Staff Liaison Cohen provided the commissioners with information on a new
software purchase that will impact the boards and commissions process. Staff
Liaison Cohen provided the commissioners with directives regarding new
reporting requirements for all boards and commissions. (Attached)

SPAC— Strategic Plan Advisory Committee
The SPAC makes recommendations to the City Council concerning the implementation
of the adopted strategic plan priorities and objectives.
1. SPAC Survey
HRC commissioners will receive a survey via email (hard copy will be available)
to collect data (demographics, openings) on Elgin Board and Commission
members. SPAC will review data and prepare recommendations to the city
council. It is hoped that the survey information can help commissions attract
qualified volunteers, and answer the volunteer's questions about why they might
join a board or commission.
2. Software Purchase
Granicus Software will be purchased to manage the administration of boards and
commissions. It will require input of all the current information on our website
into the new system and presents the opportunity to make improvements in the
processes and procedures for recruiting, training and retaining commission
members. Some of the improvements that could be included are the ability to do
background checks, administer training, advertise commission openings, and post
videos and pictures of commission projects. Granicus would provide all forms,
descriptions and training in a single place. Granicus has been implemented in

3. 2015 Project List
A 2015 HRC project list is due August 7. No special format is required. SPAC
will provide to council a list of what all boards and commissions are working on,
what they discuss on a regular basis.
4. 2016 Business Plans
Boards and Commissions will prepare business plans, due in fall 2015, which will
identify all projects and which strategic initiatives they support. Boards and
Commissions will also create pages similar to the Department profiles. Further

• Diversity Committee Update (standing item)
Staff Liaison Cohen and Commissioner Habun provided an update on the
Diversity Committee's activities. Members of the committee reviewed a draft of
the community survey that will be released to the community this year. Phil
Reed and Danise Habun attended an SPAC (Strategic Plan Advisory Commission)
meeting where they answered many questions regarding the city's hiring and
recruitment processes. Phil and Danise were on a radio show hosted by Jerome
Thornton and discussed the work the city is doing around diversity, how diversity
is defined and why it is important. There may be a follow up shoe. Chair
Williamson and Commissioner Habun met with Councilman Shaw to discuss the
HRC and its charge.
6. New Business
• MLK Celebration
Commissioner Habun is chairing the event; the first meeting is Thursday,
8/13 @12:00 pm. So far, 15 people have signed up for the planning
committee. The HRC has supported the event monetarily in the past. A
planning group will allocate a firm amount for each of the three days.
Commissioner Habun made a motion that the HRC allocate up to $7,000
in support of the 2016 MLK celebration. Commissioner Khotisene
seconded. Motion carried.
• Citywide Boards and Commissions Project
As no further information has been received regarding this initiative, this
item was not discussed.
7. Adjournment
Commissioner Lara made a motion to adjourn, seconded by Commissioner
Cooper.

Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Jacobs. Minutes approved.

Staff Liaison Cohen reviewed the contract reports and two intake forms.
4. Old Business
• Diversity Committee Update (standing item)
Staff Liaison Cohen provided the Commission with the Diversity/Inclusion
Strategic Priority Update report, attached. Deputy Chief Wolf reported that
Police will be recruiting for new officers in 2017.
• MLK Committee Update
Commission Habun, Chair of the MLK Celebration Committee, reported that the
planning committee has already met two times. There are 15 volunteers on the
committee, 10 of whom are new to the event. The MLK Celebration will consist
of three days of programs, as in past years. The theme for the Youth Day of
Service will be restorative justice. Another activity, at the high schools, may be a
privilege walk, which physically demonstrates students' life advantages and
disadvantages. The public program will be different this year and more inclusive.
A theme is being developed. The committee is thinking about a monthly activity
around justice or anti-racism. The food drive's goal this year is collection of 7
tons of food.
5. New Business
The next community conversation with the Elgin Police Department is
September 16tH

September 1,2015
8/3/2015-Supplier Diversity subcommittee met to discuss next 6 month's goals:
• Become a member of US Minority Contractors Association(USMCA)to
leverage minority and women businesses with City of Elgin construction projects
• Host the August USMCA business meeting at The Centre,August 20, 2015
• Host an apprenticeship workshop with the unions to come and present to Elgin
residents.
• Host a Minority and Women Business Owners Fair
• Design Supplier Diversity Program.
• Host a workshop for local unions to participate with the current JOC Program
8/20/15-The City hosted the US Minority Contractors Association business meeting.
Introductory remarks by the Mayor. Copenhaver, large construction company, attended.
8/26/15
Meeting with Phil Reed to review rough draft of Transformational Leadership Workshop. Once
Phil has provided a more detailed outline,a group of 10 employees will be chosen to attend a
short pilot of the training. Contents include thinking innovatively,building an awareness of
diversity and inclusion, Elgin as the city of choice, personal biases, supporting an inclusive
environment and leading a diverse community.

Meeting scheduled with Corporation Counsel, Purchasing Director to discuss point system for
partnerships with minority and women owned businesses. Reed requested to write up proposal
for review.

SPAC —Strategic Plan Advisory Committee
The SPAC makes recommendations to the City Council concerning the implementation
of the adopted strategic plan priorities and objectives.
1. SPAC Survey
HRC commissioners will receive a survey via email (hard copy will be available)
to collect data (demographics, openings) on Elgin Board and Commission
members. SPAC will review data and prepare recommendations to the city
council. It is hoped that the survey information can help commissions attract
qualified volunteers, and answer the volunteer's questions about why they might
join a board or commission.
2. Software Purchase
Granicus Software will be purchased to manage the administration of boards and
commissions. It will require input of all the current information on our website
into the new system and presents the opportunity to make improvements in the
processes and procedures for recruiting, training and retaining commission
members. Some of the improvements that could be included are the ability to do
background checks, administer training, advertise commission openings, and post
videos and pictures of commission projects. Granicus would provide all forms,
descriptions and training in a single place. Granicus has been implemented in

3. 2015 Project List
A 2015 HRC project list is due August 7. No special format is required. SPAC
will provide to council a list of what all boards and commissions are working on,
what they discuss on a regular basis.
4. 2016 Business Plans
Boards and Commissions will prepare business plans, due in fall 2015, which will
identify all projects and which strategic initiatives they support. Boards and
Commissions will also create pages similar to the Department profiles. Further

1. Call To Order—the meeting was called to order at 6:40 pm.
2. Approval of September 1, 2015 Minutes
Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Lara. Minutes approved.

• Diversity Committee Update (standing item)
Chairman Williamson and Commissioner Habun provided an update on the
progress of the sub-committees. City wide training is being planned.
• MLK Committee Update
Commission Habun, Chair of the MLK Celebration Committee, and Commissioner
Khotisene discussed the schedule and plans for the MLK celebration. Plans are
being made for youth to do their own video. The emphasis will be on youth and
family.
r • Community Conversation Update
Commissioner Habun and Deputy Chief Wolf discussed the previous
police/community conversation at 2nd Baptist Church. Commissioner Lara and
Deputy Chief Wolf discussed the community conversation involving the Hispanic
community at St. Mary's Church on October 25, 2015 at 2:15pm.
5. New Business
Commissioner Habun suggested the need for a program involving the Black Lives
Matter movement as it relates to All Lives Matter. Commissioners Habun,Jacobs
and Chairman Williamson will explore conducting a program centering around
education.

Commissioner Lara made a motion to adjourn, seconded by Commissioner
Khotisene. There being no other business the meeting was adjourned.

1. Call To Order—the meeting was called to order at 6:37 p.m.
2. Person(s) Recognized
Chair Williamson welcomed new Commissioner Bob Whitt. Commissioner Whitt
explained that he has been a pastor in a downtown Elgin church for 17 years. He
has been involved with the Mayor and the Elgin Police Department in
community/police dynamics. He has an interest in bringing people together for
special things in the city and wants to be an encouraging voice. The commission
welcomed Commissioner Whitt.
3. Approval of October 6, 2015 Minutes
Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Cooper. A correction was noted that the reference to "Blue Lives
Matter" should be changed to "All Lives Matter." Minutes approved as
corrected.
4. Monthly Reports
Staff Liaison Cohen walked the Commission through the monthly contract
report.
5. Old Business
• Diversity Committee Update (standing item)
Staff Liaison Cohen provided a Diversity Committee update summary.
Chair Williamson asked that Phil be asked to attend HRC meetings,
perhaps on a quarterly basis. Chair Williamson asked that Phil schedule a
meeting with the Diversity and Inclusion Committee before the end of
the year.
• MLK Committee Update
Commissioner Habun reported that the subcommittees are meeting
regularly. Various clergy people, including Commissioner Whitt and a
member of the Congregation Kneseth Israel will provide prayers at the
Prayer Breakfast. Commissioner Habun is waiting to hear from members
of the Buddhist and Moslem communities. Joyce Fountain will be the
keynote speaker. Commissioner Cooper reported that the Sunday
program includes a new U-46-wide "MLK Scholar" initiative. MLK
r Scholarships provided by the HRC are limited to Elgin residents. The
Youth Conference on Monday has a keynote speaker lined up. About 300

r' students are anticipated to participate in the day's activities. Joe Wars is
working on the Food Drive. Commissioner Habun encouraged the HRC to
sell ads for the calendar as the revenue offsets other Prayer Breakfast
costs.
• Black Lives Matter
Commissioner Habun reported that she and Commissioners Whitt and
Jacobs met to brainstorm ideas. Traci Ellis and Chair Williamson will be
part of the group. These meetings are subject to the open meetings act
and public notice is placed on the city's website and on the entrance to
the location of the meeting.
6. New Business
Commissioner Habun asked about the training the commission has requested
from the Legal Department. Staff Liaison Cohen will follow up on this.
7. Adjournment
Commissioner Habun made a motion to adjourn, seconded by Chair Williamson.
There being no other business, the meeting was adjourned at 7:07 pm.

Minutes
1. Call To Order
The meeting was called to order at 6:45 pm.
2. Person(s) Recognized
Phil Reed, SNAP Consulting, was recognized. Mr. Reed gave the group an
overview on the Diversity Committee's work over the past 3 years and a look
ahead to 2016. In 2016, key performance measures will be created for the
subcommittees, benchmarking against other communities will continue, and
training for senior staff and police will continue. Mr. Reed informed the group
that it takes time to implement sustainable changes. The police department is in
the lead with their efforts and initiatives.
3. Approval of November 3, 2015 Minutes
Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Lara. Minutes approved.
4. Monthly Reports
Staff Liaison Cohen went through the monthly reports.
5. Old Business
• Diversity Committee Update (standing item)

• MLK Committee Update
Commissioner Habun reported that everything is going well for all events.
a. Food Drive—Jewel and Walgreens will request donations after
1/1/2016.
b. Prayer Breakfast—Joyce Fountain will be the keynote speaker.
Tickets will be $15 (regardless of age) and will be available for sale
in mid-December.
c. Sunday Program —The Art and Essay submissions and Scholarship
applications have been received. 100 singers and dancers are
being recruited for the event.
d. Day of Service— 120 students have registered for the event thus
far. 300 students can attend.
• Black Lives Matter
Commissioner Jacobs reported that the meeting was cancelled due to the
blizzard. The event will take place on 2/25/16 at the Centre of Elgin, from
7:00pm to 9:00pm. The message will be one of unity rather than division.
Commissioners Whitt, Habun, and Jacobs, Chair Williamson, and Traci
Ellis are on the planning committee.
6. New Business
• 2016 Meeting Schedule
Commissioner Habun made a motion to approve the 2016 meeting
schedule, seconded by Commissioner Whitt. Meeting schedule
approved.

There being no other business, Commissioner Lara made a motion to adjourn,
seconded by Commissioner Habun. The meeting adjourned at 7:20 pm.
