The meeting was called to order at 6:35pm.
2. Approval of December 4, 2012 Minutes
Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Wars. Motion carried.
3. Monthly Reports
No monthly reports
4. Old Business
• MLK Update—Vice Chair Hare passed out a draft of the program which was
reviewed and commented upon by the members. Chair lqbal discussed the MLK
celebration becoming a foundation and recommended getting a mailing list
together at the event. Commissioner Habun reported that the public program
will be held on 4:00pm Sunday at the 2nd Baptist Church. Commissioner Ortega-
Ehreth discussed the Monday program for young people.
• HRC Brochure
No updates from Commissioner Habun. Chair Iqbal incorporated Vice Chair
Hare's comments. Liaison Cohen was requested to provide a copy to Cherie
Murphy for her edits.
5. New Business
• City of Elgin Strategic Planning Advisory Committee
Chair lqbal is attending an event on January 22 that will introduce the members
of the newly formed Strategic Planning Advisory Committee to other commission
members.
• Coalition of Elgin Religious Leaders on My Muslim Neighbors
Commissioner Habun agreed to work with this group and asking the HRC when
do we want to start planning a joint event. Vice Chair Hare volunteered to meet
with Reverend Tracy to discuss the program.
• ICDHR MLK Dinner
Chair lqbal and Vice Chair Hare will be attending.
• Landlord-Tenant program at Gail Borden Library 2/25/13
Chair lqbal reported that Administer Justice is hosting a meeting for landlords
and tenants at the Library on 2/25/13.
• HRC website
Chair lqbal questioned the usefulness of the employment discrimination
reporting system on the HRC's website. Staff liaison Cohen was requested to ask
the city's attorney to meet with the HRC to go over the step of investigating
discrimination cases. Cohen was also asked to look at the website to ensure the
language was clear.
There being no further business, Deputy Chief Cecil Smith made a motion to adjourn,
seconded by Commissioner Braun. Meeting adjourned at 7:25 pm.

The meeting was called to order at 6:32 pm.
2. Approval of January 8, 2012 Minutes
Vice Chair Hare made a motion to approve the minutes, seconded by
Commissioner Wars. Motion carried.
3. Monthly Reports
No reports.
4. Old Business
• HRC Brochure
Commissioner Braun suggested that the brochure will be in two languages;
English on one side and Spanish on the other. Commissioner Habun stated that
the brochure needs to be edited and if the commission's charter changes,those
changes should be reflected in the brochure. The Commission agreed to table
redesign of the brochure at this point.
5. New Business
• Diversity Council Update (standing item)
Commissioner Habun reported that the Diversity Council met a few weeks ago
with City Manager Stegall. Stegall discussed how the Diversity Council will be a
part of strategic planning. A presentation will be made to city council on
February 27, 2013. Phil Reed, our consultant, will meet with city council
members to get their input. The HRC will be the flow thru for diversity related
issues moving forward, including assessing and establishing baselines regarding
training, hiring, and setting steps to produce outcomes. Diversity and inclusion
among the city's other commissions will also be examined and addressed.
Deputy Chief Smith noted that diversity goes beyond race and ethnicity. We
need to start with training of department heads.
• Examination of HRC's Duties/Revision to Municipal Code
Staff Liaison Cohen will provide copies of the Municipal Code (HRC section) and
the Diversity Council plan to HRC members. Cohen explained that Corporation
Counsel Mike Gehrman would like HRC members to tell him what changes
should be made to the code and he will write it up for review.
Commissioner Wars commented that it will take more than one meeting to go
through recommended changes. Commissioner Habun recommended that an
overview of the changed code be incorporated into a training manual for new
commissioners.
• I Fest 2013
Commissioner Habun reported that she and Gil Feliciano are co-chairs of the
IFest this year. A preplanning meeting has been scheduled for February 23,
2013. This item will be left on the agenda for monthly updates.
There being no further business, Commissioner Ortega-Ehreth made a motion to adjourn,
seconded by Commissioner Braun. Meeting adjourned at 7:07 pm.

The meeting was called to order by Vice Chair Hare at 6:30 pm.
2. Persons Recognized
Reverend Denise Tracy, attending on behalf of the Coalition of Elgin Religious
Leaders (CERL), was recognized.
3. Approval of February 5, 2012 Minutes
Commissioner Habun made a motion to approve the minutes, seconded by
Commissioner Wars. Motion carried.
4. Monthly Reports
Staff Liaison Cohen went over the monthly reports.
5. Old Business
• Diversity Team Update (standing item)
Staff Liaison Cohen explained the role that Phil Reed, SNAP Consulting, plays in
the creation and implementation of the city's diversity and inclusion plan. Phil's
contract will be presented to city council at their April 24th meeting for approval.
Commissioner Wars made a motion that the HRC endorse working with Phil and
demonstrate support of the diversity team through a letter to city council.
Commissioner Habun seconded. Motion carried. Commissioner Habun will
write a letter to be presented to council.
• Examination of HRC's Duties/Revision to Municipal Code
Commissioner Wars commented that due to the workload, he would like to
expand the number of commissioners by two members to nine total.
• "Who Is My Muslim Neighbor"
Reverend Tracy explained that ECC, CERL, and the HRC are co-partnering in this
event. ECC President Sam has committed a lot of resources to the event. Small
group leaders are needed; training will be provided. CERL is paying for the
speaker and ECC is providing the space and security. Around 150 people are
expected. Commissioner Ortega-Ehreth made a motion that the HRC provide up to
$500 for refreshments. Commissioner Khotisene seconded. Motion carried.
Reverend Tracy asked that people get the word out about the event and provided a
flyer.
6. New Business
• Participation in the 4th of July Parade
On hold until next meeting.
• Love Elgin Day
This event will be held on April 27th from 8:00 am to 2:00 pm. HRC had a table
last year. Vice Chair Hare can attend, Commissioner Braun is a maybe. Vice
Chair Hare will try to design a flyer for the event. Staff Liaison Cohen will provide
toothbrushes to give away.
There being no further business, Commissioner Braun made a motion to adjourn,
seconded by Commissioner Wars. Meeting adjourned at 7:12 pm.

The meeting was called to order at 6:51.
2. Approval of April 2, 2013 Minutes
Commissioner Habun moved to approve the minutes, seconded by
Commissioner Wars. Minutes approved
3. Monthly Reports
Staff Liaison Cohen walked through the reports. Chair lqbal stated that the
contract monthly reports do not conform with the requirements of the
ordinance.
4. Old Business
• Diversity Committee Update (standing item)
Commissioner Habun reported that City Council approved the next phase of the
project with Phil Reed, SNAP Consulting. This phase will consist of interviewing
the council members and covering the topics of recruitment, interviewing,
training, awarding of contracts and selection of commission members.
• Examination of HRC's Duties/Revision to Municipal Code
No additional input from the commission. Staff liaison Cohen will submit
requested changes to the legal department.
5. New Business
• Participation in 4th of July Parade
Chair lqbal asked for a motion to participate. No motion made;the HRC will not
march in the parade this year.
• Resignation of Vice Chair Hare
The commission accepted Janice Hare's resignation and thanks her for her 10
years of volunteer service to the city. Chair lqbal has asked Commissioners
Khotisene and Ortega-Ehreth if they were interested in serving as Vice Chair. This
item will be addressed at the July meeting.
Commissioner Habun has solicited the LGBT community to serve on the commission.
Commissioner Wars stated that we should reach out to people with disabilities to
serve.
• Other
Commissioner Habun reminded the commission that the HRC is co-sponsoring a
program on May 19 at ECC, entitled "Who is My Muslim Neighbor?"
Approximately 30 students from the Islamic Learning Center will attend as well
as a speaker who will address women's role in Islam. Refreshments from Pita
Puff will be served.
There being no further business, Commissioner Ortega- Ehreth made a motion to
adjourn, seconded by Commissioner Braun. Meeting adjourned at 7:20 pm.

1. Call To Order—The meeting was called to order at 6:42pm.
2. Recognition of Vice Chair Hare—the Commissioners thanked Vice Chair Hare for
her years of hard work.and contributions to the Human Relations Commission
and the people of Elgin.
3. Approval of May 7, 2013 Minutes—Commissioner Habun made a motion to
approve the minutes, seconded by Commissioner Wars. Minutes approved.
4. Monthly Reports—Staff reviewed the monthly reports.
5. Old Business
• Diversity Committee Update (standing item)—Staff Liaison Cohen reported that
the Strategic Plan Advisory Committee (SPAC) received the diversity committee's
plan very positively. They did ask for revisions to the definition of diversity
providing more explicit tie in to Elgin.
The Gang and Drug task Force is providing diversity training in August at the Gail
Borden library. Mae Hicks Jones shall be the speaker.
• Who is My Muslim Neighbor Recap—Commissioner Habun reported that the
event was very well attended and both speakers, a young man and a young
woman, were very good. Commissioner Habun noted that more outreach is
needed into the Latino community as there were no representatives from that
group present at the event.
6. New Business
• Nominations for Chair and Vice Chair
Commissioner Wars nominated Commissioner Habun for Chair, seconded by
Commissioner Khotisene. Commissioner Braun nominated Commissioner
Khotisene for Vice Chair, seconded by Commissioner Habun. Elections will take
place at the next meeting.
7. Other Business
• New commissioners. An application has been received to serve on the HRC.
Staff Liaison Cohen will contact the City Clerk to have Council review and vote on
the application during Executive Session.
Adjournment—There being no further business, Commissioner Braun made a
motion to adjourn, seconded by Commissioner Khotisene. The meeting was
adjourned at 7:01.

1. Call To Order—The meeting was called to order at 6:32 pm
2. Person(s) Recognized -Thomas Jackson, community activist and volunteer, was
recognized. Mr.Jackson has lived in Elgin for three years.
3. Approval of June 4, 2013 Minutes—Commissioner Habun made a motion to
approve the minutes, seconded by Commissioner Wars. Minutes approved.
4. Monthly Reports—Staff Liaison Cohen went over the monthly reports.
5. Old Business
• Diversity Committee Update (standing item)—The Commissioners reviewed the
Strategic Planning Advisory Committee's proposed diversity definition.
Commissioner Habun pointed out that the definition was more of a statement
and did not really define diversity.
6. New Business
• Election for Chair and Vice Chair
Danise Habun was unanimously elected Chair. Aloun Khotisene was
unanimously elected Vice Chair.
Mohammed lqbal was thanked for his service as Chair the past two years.
• Reverend Tracy
Chair Habun reported that a request has been made for a peace and anti-
violence program in the fall. Reverend Tracy will be invited to our next meeting
to discuss this program.
• Mohammed lqbal announced his resignation from the Human Relations
Commission.
7. Adjournment—There being no further business, Vice Chair Khotisene made a
motion to adjourn, seconded by Chair Habun. The meeting was adjourned at
6:50 pm.

a. Welcome to new members Rich Jacobs and Bill Williamson
Bill Williamson has lived in Elgin since 1991. Councilwoman Tish Powell
encouraged him to join a board or commission;the Human Relations
Commission spoke to him the most.
Rich Jacobs has wanted to join the HRC for a very long time. Rich is a
founding member of the Civil Rights Agenda which is working to achieve
marriage equality in Illinois.
Joe Wars was reappointed;this is his third time on the HRC and has
enjoyed every minute.
b. Reverend Tracy
The HRC amended the agenda to receive a presentation from Reverend
Tracy. Reverend Tracy is working on an event entitled "Elgin: Safe City-
Peaceful City" and hopes the HRC will be a sponsor. Several
organizations (U-26, EPD, Ecker, Renz, Crisis Center) will make

sessions. The groups are expected to come back and present ideas for
future direction. Judson will provide a room and ECC will be a co-
sponsor. The HRC is asking to be a sponsor by training the small group
leaders (Dianha), co-leading the event (Danise) and encouraging people
to attend. No funds are being requested.
Commissioner Wars made a motion to approve Reverend Tracy's request
that the HRC be a sponsor for this event. Commissioner Braun seconded.

3. Approval of July 6, 2013 Minutes
Commissioner Braun made a motion to approve the July minutes, seconded by
Vice Chair Khotisene. Minutes approved.
4. Monthly Reports
Staff Liaison Cohen reviewed the monthly reports. Commissioner Jacobs asked if
the departments looked at the contract information. This information is
included in the bids however the contracts have been awarded by the time the
HRC is presented with the material.
5. Old Business
• Diversity Committee Update (standing item)
Staff Liaison Cohen explained that Phil Reed of SNAP Consulting is on deck to
interview the council regarding the diversity and inclusion strategic priority.
Chair Habun discussed the role of the Diversity Committee, the presentation to
council of the committee's proposed initiatives and the role that will be played
by the HRC. Danise will contact the city manager regarding the next steps.
• I Fest Update
Chair Habun reported that the I-Fest this year will have a lot of entertainment.
The parade route will be longer and go through neighborhoods. Flyers
announcing a kite contest will be distributed soon. The HRC is not involved this
year in the event as it was last year.
6. New Business
Business cards will be ordered for new commission members and officers. Vice
Chair Khotisene informed the HRC that a small version of the Vietnam War
Memorial will be in Elgin in September. A Lao oral history project will take place
September through November focusing on Lao war refugees and the items they
took with them when they left Laos.

Commissioner Benjamin lives in Art Space. The community helped her
when she needed it and she wanted to return the favor to Elgin. She is
interested in childhood obesity in low income children and healthy diets.

Chair Habun informed the commission that Commissioner Khotisene has
been reappointed.

Chair Habun has a meeting this week with facilitator Phil Reed, City
Manager Stegall and Assistant Corporation Counsel Mike Gehrman. Chair
Habun summarized the Diversity Committee's role in the city's diversity
and inclusion initiative for the benefit of Commissioner Benjamin.
• Elgin Safe City-Peaceful City Update

• I Fest Recap
Chair Habun reported that the event was much fun, despite the rain
storms the previous evening. A call for tents and clean up assistance was
put out on Face Book and the response was tremendous. The parade had
to be cancelled, however attendees were greater than last year and the
event went off without incident.

• Elmhurst Speakers Series
Staff Liaison Cohen shared a brochure for the Elmhurst College Speaker
Series. Reverend Al Sharpton will be speaking on September 22 at 7:00
pm.

• Diversity Committee
Chair Habun indicated that Phil Reed will be meeting Council members in team of two
along with Gail, City Manager Stegall and Assistant Corporation Council Gehrman. There
has been frustration with City employees on trying to move forward with the diversity
plan.
Commissioner Williamson asked that an email be sent to City Manager Stegall stating
that the Commission would like an update since the deadline has passed.
• Elgin Safe City
Chair Habun reported that the program will take place on Tuesday, November 5th. The
group involved has indicated that they do not know what is expected of them. An email
will be sent to Rev.Tracy to clarification.
• MLK Celebration
There will be a meeting on Friday, October 4th at noon at ECC in Building K Room K125 to
plan the celebration. The Prayer Breakfast will be held at ECC. Janice Hare will be taking
the lead on the planning for the program. There will be a Youth Day of service and a
Youth Day on the holiday. Chair Habun to send out an agenda for meeting.
The underwriting and support from the City of Elgin will not exceed $6,000.
Commissioner Benjamin inquired who would be eligible for the scholarship and if there
was a process that would be followed which would include an interview process from
both private and public schools.
Chair Habun responded that generally there is one recipient. The Grand Victoria
Foundation will be contacted to inquire if they would participate and match the
scholarship dollar amount.
Commissioner Benjamin proposed that the$1,000 scholarship be split so as to allow for
more than one recipient.
Chair Habun responded that it is determined by the MLK Committee as to how the
scholarships are awarded.
Commissioner Williamson made the motion to allocate the same amount of funds as
last year of no more than $6,000 to the MLK program, seconded by Commissioner
Braun. Motion carried.
There will be a food drive as part of the MLK celebration and will be handled by
Commissioner Wars. The first year's event was a success in that 6 tons of food was
received and 4/2 tons received last year.
5. New Business
• 2013-2014 Projects
Chair Habun inquired what type of projects the Commission would like to accomplish.
o Hands on Training (Corporation Counsel explain what warrants an investigation
and what steps should be taken by the Commission)
o Training on rights and responsibilities of Tenant/Landlord for Commissioners
o Revisit Human Relations Commission Financial Support of Sponsorship Form
o Mayor's Youth Recipient Award or a Youth Award at the end of the school year
(this would provide positive recognition)
• Parking behind Art Space
Commissioner Benjamin inquired as to whom the parking belongs to behind the art
space building. The sign says tenant parking. Deputy Chief Wolf will look into the
matter. Deputy Chief Wolf determined that the parking belongs to the Berna Architects
and the tenants upstairs.

• Diversity Committee Update (standing item)
Staff liaison Cohen brought the commissioners up to date with the progress on
the diversity initiative. Two council members have been interviewed. The
consultant's contract will receive final approval at the November 20 Council
meeting. $100,000 has been identified in the proposed 2014 budget for diversity
and inclusion initiatives. Commissioner Jacobs raised concerns regarding the
funding being pulled during budget deliberations. Chair Habun indicated she
would be attending the budget meetings.
5. New Business
• Safe City, Peaceful City
Chair Habun represented the HRC at last Sunday's program. The event was
poorly attended however the program content was very good. The event
received good coverage by the local press.
• MLK Celebration
Commissioner Wars reported that Janice Hare is organizing the prayer breakfast
at ECC. The Art & Essay contest has been eliminated due to poor participation.
The food drive will be easier this year as we will not need to sort outdated food;
that will be done by Feeding Greater Elgin. Andre Allen and 100 community
leaders will perform the public program. The Youth Program will consist of a
community project in the morning, lunch and recreational activities at the Centre
of Elgin. The commemorative item this year will not be a calendar; more details
to follow.
• Commissioner Khotisene reported that this Saturday and Sunday the library will
be hosting the Lao Oral History Project. A film with interviews of Elgin Lao
residents will be shown at 2:00pm on Sunday.

were received. Chair Habun explained that the review committee uses a
matrix and conducts interviews to determine who recipients will be.
Commissioners Jacobs, Bruan and Williamson will review the
Humanitarian Award nominees.

• 2014 Meeting Schedule
Commissioner Wars made a motion to approve the schedule, seconded
by Commissioner Braun. Schedule approved.
