The Human Relations Commission holds it regular meetings on the first Tuesday of each
month at 6:30 p.m. in the Second Floor Conference Room on the South Wing of City
Hall.

1. Call To Order—The meeting was called to order at 6:30 pm.
2. Person(s) Recognized - RuthAnne Hall, Budget Officer, was recognized. A
motion was made by Vice Chair Richards to move Agenda item #7 ahead of
approval of minutes and review of monthly reports. Commissioner Khotisene
seconded; motion approved.
3. HRC Budget Discussion — RuthAnne explained that the HRC's budget is funded
from the General Fund, which has had many stresses with declining revenues.
Funding is based upon past use and availability of money. The HRC's 2011
budget is $9,000. Last year the HRC spent $11,000 on the MLK Celebration and
other events. MLK is set up as a project. In 2009, it realized $5,300 in revenues
and had $8,000 in expenditures. In 2010, it realized $5,300 in revenues and had
$11,000 in expenditures. Ideally expenditures would not exceed revenues, but it
is recognized that this cannot always be the case.
Decision packages for new, unfunded initiatives should be presented to the staff
liaison by August for inclusion in the next year's budget considerations.
4. Approval of November, 2010 Minutes - Vice Chair Richards made a motion to
approve the minutes, seconded by Commissioner Khotisene. Motion approved.
5. Monthly Reports - Reviewed by the Commissioners.
6. Old Business
• MLK Program Update—the program and breakfast are ready to go. Ticket
sales are going well. Discussion about perhaps using the Centre of Elgin for
the breakfast next year.
7. New Business
• 2011 Meeting Schedule - Vice Chair Richards made a motion to approve the
schedule, seconded by Commissioner Khotisene. Motion approved.

• Hoffman Estates MLK Annual Dinner—HRC has attended in the past. The
HRC will purchase 2 tickets.
• Commissioner Khotisene announced that a Career Fair for teens will be held
at the Gail Borden Library on January 23. Danise will attend on behalf of the
HRC.
• Black History Month—the HRC has not received any requests to participate.
8. Adjournment - Commissioner Richards made a motion to adjourn, seconded by
Vice Chair Khotisene.

1. Call To Order—The meeting was called to order at 6:30 pm.
2. Approval of January, 2011 Minutes - Vice Chair Richards made a motion to
approve the minutes, seconded by Commissioner Khotisene. Motion approved.
3. Monthly Reports—No report this month.
4. Old Business
• Orientation Manual — Gail will give her section to Legal to review. Danise
will write Wes' portion.
• Laotian Teen Career Fair — Commissioner Khotisene reported that about 50
kids attended the fair at the Library. Representatives from different industries
as well as the HRA were in attendance. Discussion regarding the HRC
sponsoring a similar, larger program in the future. The teen career fair could
be combined with a college fair, or the HRC could work with ECC who has an
annual college fair, as well as a career fair.
5. New Business
• Chair Habun asked the Commissioners for ideas on new projects for 2011.
Chair Habun discussed a combined project with IDHRA and Streamwood,
Hanover Park and other local municipalities with human relations
commissions. The project would be relevant to this geographic area, such as
quality of housing for senior citizens. DC Smith recommended that Danise
meet with Cherie Aschenbrenner. The Commission also discussed a large
housing and landlord tenant fair for April 2012.
• Recap on MLK event: About 200 people attended. Received a
commendation from the Mayor on the Breakfast; he was very impressive by
the Saturday program. The keynote speaker will be thanked this Sunday by
Danise and Janice. The Sunday program had lots of young people, thanks to
Floyd Brown's efforts. Discussion regarding a third day to the MLK weekend

being a day of service by young people including the Youth Leadership
Academy and the Boys & Girls Club.

• Orientation Manual — Gail will confirm how many members are on the
commission.
• Outreach Activities —Danise presented at TRIAD. Of the 30 —40 Elginites in
attendance, only 1 was aware there was a Human Relations Commission.
Danise will continue to attend TRIAD meetings. The Police Chief will be the
HRC on his radio show.
5. New Business
• Vice Chair Richards reported a complaint regarding an incident at Butera.
• The 2nd Floor conference room will be reserved for March 29 at 6:30 for the
MLK committee meeting. Danise will draft a press release for Cherie Murphy
to send out.

Staff Liaison Gail Cohen confirmed that the commission totals seven in all.
5. New Business
• Butera Complaint Report—provided to Commission.
• April 23, 2011 African American Scholarship Awards Dinner — the
Commission shall pay for tickets for commission members and Cindy
Panthier and family. Cindy won the MLK Scholarship this year. Let Chair
Habun know if you wish to attend the event which will be held at Villa
Olivia.
• Mayor Kaptain and the role of the Commission — Chair Habun held focus
groups with various community stakeholders during the election,
including non-profits, social service agencies and groups representing the
African American, Hispanic, and Laotian communities. There were
common issues among the groups regarding access to the city,
understanding how the city works and who to go to when a group wants
to bring an idea to the city. Chair Habun proposed the Commission
holding quarterly meetings with these groups as a community
engagement resource and as a vehicle for exchange of information and

dialogue. Chair Habun will discuss the role of the Commission in more
detail with the Mayor and the City Manager.
• Juneteenth —The Commission will complete an application for a table at
the event. Information on the MLK Committee will be provided.
• Chief Swoboda's Radio Show—Chair Habun was a guest on the show.
• Event Calendar — Discussion regarding creating a calendar of events and
deciding in which ones the Commission would like to participate.

Review of Commissioner Guide - Vice Chair Richards made a motion to approve
the guide, seconded by Commissioner Khotisene. Motion approved.
5. New Business
• 4th of July Parade—discussion regarding participating and having the MLK
Committee assist.
• Juneteenth Application — being submitted. Event will be at Festival Park
and will be a good opportunity to publicize the MLK events. Janice will
help assemble giveaways. Aloun will consult with designer for T Shirts.
• Community Engagement Activities — Chair Habun detailed the HRC's
involvement in this initiative by Mayor Kaptain. Community
Conversations will occur under the umbrella of the HRC. Danise met with
City Manager Stegall and Assistant City Manager Kozal to discuss the
HRC's partnering with the City. The community engagement activities
will be part of the City's strategic planning process.
The first group meeting will be held on 5/14/11, from 10AM to 12PM at
the Gail Borden Public Library for social service agencies. 46 not for
profit organizations were invited. Survey information will go into the
design of the meeting. The purpose of the meeting is to garner
information from social service agencies regarding working with the City.
rik All information will be given to city staff and officials for the strategic
planning sessions.
Phillip Reed, SNAP Consulting, is proposed to facilitate the meetings for a
cost of $1,000. Vice Chair Richards made a motion to approve SNAP's
proposal, seconded by Commissioner Khotisene. Motion approved.
Further consulting services will require funds beyond those allocated to
the HRC; the city manager will look for funds to support such activities.
There will be a meeting in 2 weeks with city staff to discuss further what
the scope of the community engagement process will be. Aloun
mentioned that special events can help downtown vendors. The HRC
should work with the Downtown Neighborhood Association on a joint
event.
• Upcoming Events
June 4th — Neighborhood Works in the Garfield School area. The HRC will
get a booth; set up at 11:00am; man the booth from 12pm —2pm.
July 13th—Glo Fest Gospel Festival
Sept 3rd— Fiesta Salsa @ Festival Park
• New Commissioners —the Council will be considering the applications of
potential new HRC Commissioners.

1. Call To Order—The meeting was called to order at 6:39 pm.
2. Persons Recognized — Chair Habun welcomed the new commissioners and asked
them to say a few words.
Commissioner Braun was inspired by Mayor Kaptain's vision of community
outreach and he recommended she join this commission. Oralia is looking
forward to helping the community and the city help each other.
Commissioner Wars has served on the HRC before and enjoyed it. Former
Mayor Schock had asked him to serve again. Joe also served on the Image
Commission.
Commissioner lqbal has been on the Image Advisory Commission for 5 years and
felt it was time to volunteer for a new commission. As a minority and someone
with strong connections to the community, he felt the HRC was relevant to him.
3. Approval of May, 2011 Minutes — Commissioner lqbal made a motion to
approve the minutes, seconded by Commissioner Braun. Motion approved.
4. Monthly Reports — Presented by staff. Discussion regarding "Administer
Justice;" an alternative to Prairie Legal Services referrals. Both entities will be
used by staff. Discussion regarding former HRC practice of going out to
apartment complexes to have forums with both landlords and tenants.
5. Old Business

• 4th of July Parade — application will be submitted to the DNA. Staff was
directed to order a banner for the parade stating "Elgin Human Relations
Commission Supports Unity in the Community." Staff also directed to
order name tags for new commissioners. Commissioner Wars will get a
quote for polo shirts for commissioners. Staff will email Joe the logo
• Juneteenth - the HRC will have a booth that will be manned from 10:30—
2:00 or 3:00pm
• Glofest - the HRC will have a booth for this event that will take place on
the old library lot.
• Community Engagement Activities
Chair Habun summarized the meetings that have taken place with the
community and non-profits specifically. The next meeting with the non-
profits will take place at the end of June at which the next steps, based
on the results of the initial meeting, will be formulated.
Chair Habun summarized the council retreat at which the strategic plan
development, through citizen committees, was discussed. The HRC can
assist with community outreach.
6. New Business
• Soccer Tournament
Commissioner Khotisene made a motion for the HRC to sponsor an Asian
soccer tournament at the Sports Complex in an amount not to exceed
$500. Commissioner Wars seconded.
Discussion: The HRC has sponsored this event in the past. There will be
from 6 to 8 teams. The expenses include referees ($50/game), field
rental ($60/hr), water and trophies. This event was last held 2 years ago
and brings the Asian community in the area together.
Commissioner Braun stated that the HRC should have guidelines for
sponsoring events.
Chair Habun called a vote; motion carried.
• Polo Shirts for Commissioners
Commissioner Braun indicated some may find it a hardship to pay for the
shirts themselves. Commissioner lqbal made a motion to use HRC funds
to pay for polo shirts with the HRC logo. Commissioner Braun seconded.
Discussion: Vice Chair Richards stated that we should spend funds on
sponsoring events, not personal shirts. Commissioner Khotisene stated
that the shirts help identify us at events we sponsor. Commissioner lqbal
said that wearing a shirt at an event promotes the HRC. Chair Habun said
she did not feel the purchase of polo shirts was a good use of taxpayer
money.
Chair Habun called a vote: 3 for, 3 against; motion failed.
• Election of Officers
Commissioner lqbal made a motion that Chair Habun and Vice Chair
Richards be reappointed for another one year term. Commissioner Braun
seconded. Motion carried; both Chair Habun and Vice Chair Richards
shall serve in those positions for a second and final year.
Adjournment — Commissioner lqbal made a motion to adjourn, seconded by Vice
Chair Richards.

The meeting was called to order at 6:30 pm.
2. Approval of June, 2011 Minutes
Commissioner Wars made a motion to approve the minutes as amended by
Commissioner lqbal, seconded by Commissioner lqbal. Minutes approved as
amended.
3. Monthly Reports
No reports this month.
4. Old Business
• Juneteenth, 4th of July Parade recaps
Danise and Janice attended Juneteenth. The event had good food and
music but was not well attended. 4th of July parade was a good event.
• 2nd Social Service/NFP meeting
Fifty people attended the 2nd meeting, representing 36 agencies. The
initial May meeting was recapped. Five work groups, with different
mission statements, were formed; each group defined its focus in terms
of interaction with city staff and officials. A report on this meeting will be
released shortly. Commissioner Braun stated that it was important to
ensure the work groups keep meeting and working; Chair Habun is
assuming this responsibility. Commissioner lqbal offered the
commission's assistance.
• Business Card forms—completed and provided to staff liaison.
• Name Badges—names will be the same as on the business cards.

5. New Business
• Grant Procedures—review the draft and send comments to Danise.
• 2012 Budget
MLK event—goal is to reduce expenses down to $5,000.
The HRC would like to sponsor other events; how much should go into
the budget for sponsorships? Who is paying for the community
conversations? The commission determined a special meeting
concentrating on the budget will be set up.

The meeting was called to order at 11:45 am.
2. 2012 Budget Discussion
Chair Habun distributed a spreadsheet detailing the 2010 and 2011 budgets and
provided a proposed 2012 budget.
' MLK expenses were reduced from 2010 to 2011. The event is coming in under
budget this year. More savings will be realized in 2012—breakfast will be held at
the Heritage Ballroom. Bids for caterers, with a $12/head price point, will be
solicited. There will be controls for ticket sales. Expenses for the event will not
exceed $5,000.
Other expenses for the upcoming year will include community outreach
activities. The HRC will have more active outreach in 2012 and will partner on
more events.
Discussion regarding co-sponsorship versus participating in an event. A co-
sponsorship is partnering with the group hosting the event or holding our own
event. Providing food for Black History Month at the Gail Borden Library or
paying for SNAP's services are examples of co-sponsorship. Danise has proposed
$4,000 for this line item. Participation in an event is providing information on
the HRC by having a booth, such as Juneteenth, or attending the event, such as
the 4th of July parade. $500 is the proposed for 2012 outreach.
Another 2012 expense will be translation of the HRC brochure into Spanish.

Commissioner Wars made a motion to approve the September 6 minutes,
seconded by Commissioner lqbal. A typo regarding date of Rainbow Push was
corrected. Minutes approved as amended.

• Community Outreach Position
The commissioners had a discussion regarding the former Laotian and
Hispanic outreach positions. Law enforcement needed a Laotian
translator for the July 4th homicide. Commissioner Braun stated that bi-
lingual services are needed for the Hispanic and Laotian communities.
Chair Habun stated that she heard clearly about the need for such
services prior to the election and afterwards. Commissioner lqbal
recommended that citizen volunteers be enlisted to provide such
services. Commissioner Wars indicated that U-46 has Lao translators and
perhaps they would share their resources.
The discussion ended with Chair Habun requesting DC Smith to do
research on how many Laotians have been victims or perpetrators of
crime in the last 12 months, necessitating the use of a translator.
• 2010 Lao Fest
No discussion.
• Collaboration with Elgin Police Citizen Advisory Council (EPCAC)
Chair Habun attended a meeting with EPCAC and recommends that the
HRC partner with this group as there are many areas of overlap.
On November 17, there will be a Lao program at Gail Borden, regarding
reporting crimes, gangs and drugs. Commissioner Khotisene will be
presenting as well as Chief Swoboda.
• The documentary "The Betrayal" will be shown at Gail Borden on Sunday,
November 27 at 1:30pm. The writer/director will be in attendance.
