HRC Budget Discussion — RuthAnne explained that the HRC's budget is funded from the General Fund, which has had many stresses with declining revenues. Funding is based upon past use and availability of money. The HRC's 2011 budget is $9,000. Last year the HRC spent $11,000 on the MLK Celebration and other events. MLK is set up as a project. In 2009, it realized $5,300 in revenues and had $8,000 in expenditures. In 2010, it realized $5,300 in revenues and had $11,000 in expenditures. Ideally expenditures would not exceed revenues, but it is recognized that this cannot always be the case. Decision packages for new, unfunded initiatives should be presented to the staff liaison by August for inclusion in the next year's budget considerations. 4. ' MLK expenses were reduced from 2010 to 2011. The event is coming in under budget this year. More savings will be realized in 2012—breakfast will be held at the Heritage Ballroom. Bids for caterers, with a $12/head price point, will be solicited. There will be controls for ticket sales. Expenses for the event will not exceed $5,000. Providing food for Black History Month at the Gail Borden Library or paying for SNAP's services are examples of co-sponsorship. Danise has proposed $4,000 for this line item. Participation in an event is providing information on the HRC by having a booth, such as Juneteenth, or attending the event, such as the 4th of July parade. $500 is the proposed for 2012 outreach.
