A new railing shall be constructed on each side of the front porch in conformance with the design provided by staff in Exhibit G. Briska: Is the committee being asked to approve as built or as drawn? Harold Hernandez (Agape Church representative): We understand the porch will need to be replaced; that the style built is not correct. Willing to change/install a porch as shown on drawing (G-2), Stroud: If approved for drawing G-2, then those details will have to be done as shown. Hernandez: On Route.I9/Cbicago Street that are similar styles. Stroud: If not to be built as drawn, than a new drawing would,need to be submitted for review by the committee. Motion made by Commissioner Roxworthy to approve as amended by design (drawing G-2). The motion was seconded by Commissioner Briska. The motion passed unanimously. 528 E. Chicago St.—Front porch railings The property owners were cited by the City's Code Enforcement Officer for a deteriorated front porch railing. The owners replaced the railing but did not obtain a COA before doing the work. They were contacted about this issue and they submitted the required COA. Staff inspected the railings and found that the style that wasusedby the property owners does not comply with the Historic District's Design Guidelines. They were informed of this and told that staff could not support approval of the railings as constructed. The Historic Preservation Specialist agreed to design an appropriate railing which is attached in Exhibit G. Elgin Design Guideline Manual Specifications: Porch Columns and Railings A. should be rebuilt in historic designs if the original columns and railings have been removed or replaced. B. should have new balusters for the railing, if required. Porch balusters (also called spindles) should be appropriate for the building's style and period. The height of the railing should be in line with the window sill level, if present, and no greater than 30 inches in height. Porch Steps C. should have newel posts and balusters, treads and risers, to match original porch construction. Staff Recommendation: Based on evidence submitted, staff cannot support the COA application as submitted. Staff would support an amended COA with the following conditions:
