The motion passed unanimously.
ADD-ON ITEM:
Staff(Millikan) indicated an item had been brought to staff on Monday (09/22) for
consideration. This item had been previously tabled and the owner and porch designer
was asking for the committee to remove the item from the table for discussion. Staff
recommends this issue be further discussed after the items under New Business.

63 Villa St.— Front porch railings
The property owners were cited by the City's Code Enforcement Officer for a
deteriorated front porch railing. The owners replaced the railing but did not obtain a
COA before doing the work. They were contacted about this issue and they submitted
the required COA.
Staff inspected the railings and found that the style that was used by the property owners
does not comply with the Historic District's Design Guidelines. They were informed of
this and told that staff could not support approval of the railings as constructed. The
Historic Preservation Specialist agreed to design an appropriate railing which is attached
in Exhibit G.
Elgin Design Guideline Manual Specifications:
Porch Columns and Railings
A. should be rebuilt in historic desigms if the original columns and railings have been
removed or replaced.
B. should.have new balusters for the railing, if required. Porch balusters (also called
spindles) should be appropriate for the building's style and period. The height of
the railing should be in line with the window sill level, if present; and nogr eater
than 30 inches in height.
Porch Steps
C. should have newel posts and balusters, treads and risers, to match original porch
constriction.
Staff Recommendation:
Based on evidence submitted, staff cannot support the COA application as submitted.
