Walden: The notification by mailing sent to neighboring properties is done as a courtesy
by the City of Elgin. Mailing notification is not mandated by the state. Only the agenda
must be posted with the City Clerk at least 48 hours.prior to the scheduled meeting.
Currently, the agenda is also posted to the city's website.
Wiedmeyer: This item was sent via email directly to the committee members. Staff did
not provide the details to the committee. Email was dates on last Friday (9/19). Which
Monday were the details given to staff?.
Dan Miller: Yesterday.
Pat Miller: Week after week we get incomplete applications. On the other extreme,
paperwork and even models are brought forward.
Stroud: incomplete files are only brought to committee by the applicant's demand.
Staff seems to work with applicants to get the details prior to placing on the agenda.
Wiedmeyer: The question at hand is whether we are willing to take this item from the
table and discuss the details tonight.
Stroud: Call for a vote by voice response.
Motion made by Commissioner Briska to remove 373 Park Street from the table for
discussion.
The motion was seconded by Commissioner Roxworthy.
The motion passed 6-0

373 Park Street—Rear porch repair/replacement details
Dan Miller (designer): Model brought to committee for visual of proposed details.
Elements of post wrap are the same as the original. Re-fabricating lower portion of the
three columns. Existing photos shows bottom area,which is very soft/mushy. Will need
to cut the columns about 20" from the decking and replace/splice with new wood. The
baluster design compliments the arch from the windows. An exact replication of the
columns includes the chamfered, size and post wrap. The sawn balusters are an
interpretation of an 1850's gothic style home. Request committee to approve this
design/model.
Pat Miller: What'is happening to the column(s) below the decking?
Stroud: Suggest we discuss the upper portion of the porch separately from the lower
portion.
Dan Miller: Slight change needs to be made to the model. A cove molding needs to be
added under the handrail to make it look finished. The balusters will be 5/4" cedar;
Couture: Railing looks very low.
Dan Miller: Top of rail is about 21".
Josh Harris (contractor): Because the porch is around 7 feet from the ground,building
code requires the railing to be higher. We will install a pipe/rail somewhere between 30-
36" from the decking.
Briska: If pipe rail is painted to match the color of the house, the railing will look like it
disappeared.
