Briska: Using 3 or 4 double hung windows on a 72" opening would be okay. Need to match the existing window opening. The multiple double hung windows should be approximately 3 to 1 (height over width) per window. Stroud: A standard window might be available. Although it is not visible from the street, still would recommend the double hung windows be installed. A drawing will need to be submitted for review; including both window and trim dimensions. Motion made by Commissioner Roxworthy to withdraw this COA and allow staff to approve the wood double hung window replacement within the existing window opening. The motion was seconded by Commissioner Wiedmeyer. The motion passed unanimously. ADD—®N I'T'EM (Discussion): Committee discussion on items being discussed and approved if listed on the"Tabled Items". Stroud: 1 believe email virtually violates the Open Public Hearing Act. Dan Miller: 1 disagree with that statement. Committee members were sent the email with information regarding the project. There was no demand for reply, simply a request to have an item removed from"the Table" for discussion/consideration. It was a courtesy to provide the photos/drawings. Did not think of email being any type of Open Public Hearing Act. if several members happen to be at the same social event and someone would ask them to give a review or opinion; that would constitute a violation of the Act. Pat Miller: It is unclear how the committee is to handle tabled items. Briska: Under Robert Rules of Order, by vote of the committee body an item could be taken from the table for discussion. The purpose of the Act is to prohibit"out of meeting" conversation of items. No vote should be taken, however discussion could be completed. Recommend staff to request the legal department's determination of procedure for future advisement. Stroud: Previously tabled items are typically brought off the table and moved to Old Business on the agenda. Dan Miller: Habitat for Humanity was recently brought to this committee as an add-on item from the table without being on the agenda. information was dropped off to staff on Monday. Briska: Committee drives the meeting vs staff. Stroud: Actually, staff makes the agenda for the committee. NViedmeyer: Deadlines are set by staff for preparation of the agenda items. Millikan: Typically items not listed on the agenda for discussion are not brought to committee unless it causes a hardship. Deadlines are in place to ensure the committee members have time to receive and review the information provided by the applicant. Stroud: We have consistently accepted late item details in the past. Pat Miller: Public hearing notices are sent out too. Millikan: Only the few years or so have public hearing notices been done for the Historic Districts. Materials received from the applicants are provided to the committee prior to the meeting.
