portionwill consist of horizontal sliders. The window trim being proposed is detailed in
the drawing submitted by the applicant. There are 2 windows on the south fagade and 2
on the cast(rear) fagade that would be replaced.
Elgin Design Guideline Manual Specifications:
Windows
A. which are original should be preserved in their original location, size, and design
and with their original materials and numbers of panes (glass lights).
B. should be repaired rather than replaced, but if replacement is necessary, the
recommended replacement should be in-kind to match the originals in material
and design. Windows clad in aluminum or baked-on aluminum are acceptable as
replacement windows for use throughout the structure. Factors to be considered in
determining whether the severity of deterioration of windows requires
replacement shall include but not be limited to the following factors: damage,
excessive weathering, loss of soundness or integrity of the wood, deterioration
due to rot or insect attack, and cost to repair. As to the factor of the cost to repair
windows, a particular window may be permitted to be replaced rather than
repaired if the estimated cost to repair the windows is more than the estimated
cost of the purchase and installation of appropriate replacement windows.
C. screens and/or stortns should be wood or baked-on or anodized aluminum and fit
within the window frames.
Staff Recommendation:
The windows in question are on an addition that is not original to the house. The existing
windows are not a style that is appropriate for the historic district. Based on evidence
submitted, staff recommends approval of the COA application for replacement windows
with the following conditions:
I. The replacement windows must fit into the existing openings.
2. The window trim must be installed as detailed in the drawing submitted by the
applicant.
3. This approval is only for the 4 louvered windows on the south and east facades of
the building addition.
Bill Surerus(owner)was present at tonight's meeting.
Millikan: The windows to be replaced are at the rear of the house (south elevation).
This area is an addition to the building, not part of the original construction.
Wiedmeyer: Frame and sashes are going to be what material?
Scott Lay (contractor): The replacement being proposed is a Marvin bare wood interior
with aluminum clad exterior. Trim will be done to match the house.
Stroud: Nouse had many changes over the years. The replacement should blend with
the entire house.
Couture: In preparation for the meeting, I drove down the alley behind the house. It is
very visual from the alley. Instead of sliders, 3 double hung windows could be installed.
A slider window will not look proportional to the house.
Stroud: For energy sake, a double hung is typically better than sliders. Air tends to leak
from the top of slider windows. For aesthetics, the replacements should be more in kind
