B. should have their tread constructed in either 5/4x12 or 2x12 lumber. The ends of the treads should be bull-nosed and overhang the riser by no less than 1 inch. C. should have newel posts and balusters, treads and risers, to match original porch construction. Staff Recommendation: Staff recommends approval of the COA with the following conditions: 1. The materials and constriction methods proposed conform to the requirements of the Design Guideline Manual. 2. The stair railings and balusters match the railings and balusters on the porch. 3. The newel posts shall be constructed to meet the specifications as submitted in the attached drawing. Stroud: The balusters should be of the same prospective to the porch and not of the hand rail alignment. Using the same design as the porch for the balusters? Colette Cruz (owner): Yes. Miller: was the location of the steps approved in the previous minutes? Millikan: The drawing of the south elevation was submitted on the previous application. Stroud: Based on structure from 200 S. Grove St., which was previously located near this same structure, the stairs were against the wall. Where are the doors located on this house? Millikan: Photos indicate the doors are found on the front at the northwest corner and on the side at the southeast corner of the porch. Miller: The side apron of the steps should be framed and lattice installed, like the rest of the porch. Motion made by Commissioner Wiedmeyer to approve as submitted; and to have lattice work added within the framing of the staircase. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. 457 Arlington Ave. —Replace vinyl windows The contractor for the property owner has submitted a Certificate of Appropriateness application to replace eight (8) vinyl windows with new aluminum clad wood windows. The original window frames were kept when the vinyl windows were installed and they will be used for the new windows as well. The new windows will have a one over one design and include exterior screens. The units will fit the existing openings.
